A feasibility study for improving Uganda's water to drinkable standards: lessons from Kampala

An enthusiastic global campaign on intervention in water in the Lower Income Countries (LICs) was launched by the UN at the International Conference on Water and the Environment (ICEW), in Rio de Janerio, in January of 1992. In June of the same year, in Dublin, a plan of action was devised and a commitment to the water related goals highlighted in Rio de Janerio was made. Close to fifteen years on, there is little to show by way of success in the intended countries. Over 1.1 billion people in the LICs lack safe water. The direct impact of this is a higher risk of waterborne diseases. The waterborne diseases claim 42,000 lives every week in the LICs. By any standards this is a serious depletion of the human capital stock. Looked at in light of the fact that these countries still heavily rely on labour in production, amplifies the need to preserve health. The inherent danger posed by the poor quality water‐ as can be drawn from the above statistics‐ seems to suggest that improving the quality of water would go a long way in improving and preserving societal health in the LICs. By implication this would improve the productivity of the workers. Other benefits include cost mitigation, improved investor confidence as well as increased tourists’ confidence‐ all of which are vital for LICs’ growth prospects. It begs the question of why these countries have not improved their water quality. With specific reference made to Uganda, this research is bent on answering this question. In Uganda, there is consensus among scientists that the ground and open water sources are degraded to dangerous levels. Water quality parameters like turbidity, coliform count, and colour are all above the WHO minimum specifications for potable water and are on the rise in the country. This is indicative of water quality deterioration and it heightens the risk of waterborne diseases to the users. The waterborne burden of disease in Uganda is on the rise with a high fatality rate of 440 lives every week. The need to improve water quality in the country has been acknowledged. However, attempts to address the problem have only been undertaken on a small scale, most notable of these being the PuR home water treatment vii program. There is evidence in the country that the water quality would have apparent benefits. Strong correlations have been found between improved health in HIV patients and improved water quality in the country. In the economics of health, improving societal health inherently improves workers’ performance and productivity, leading to higher growth of the economy. There is an economic imperative therefore, as to why countries like Uganda should improve their water quality. In spite of this, even the country’s most urbanized setting‐ Kampala‐ lacks potable water. This study therefore investigates why, in a time when not only the global agenda is more supportive than ever and when the country’s water resources have been found to be risky to use, Uganda has not improved water quality. Kampala is used as the model district for this study. The district accounts for three quarters of users of treated water in the country. The problem is investigated by assessing the efficiency case of such a project (a water quality improving project) in the country; the methodology employed to this end is the Cost Benefit Analysis (CBA). The methodology compares the costs and benefits of a project, in monetary terms, in the same analysis, over its useful life. In the application of CBA one allows for the time value of money by using the discount rate to make the costs and benefits of the project occurring in different years comparable. In principle, the methodology is simple to apply‐ only that issues arise in the quantification of benefits and the determination of the discount rate. Benefits of the Kampala water quality, improving project include non‐market values and for this reason a non‐market valuation technique, the Contingent Valuation Method (CVM), was employed in their quantification. The CVM technique estimates the benefits by measuring the individuals’ willingness to pay for the improved scenario‐ in this case the scenario was one with a water quality‐improving project. The application of the CVM across many disciplines has invited a lot of criticism over the reliability of its estimates as a measure of value. A panel assembled by the North Oceanic and Atmospheric Administration (NOAA) to investigate the reliability of the CVM resolved that as long as the CVM was well conducted, the generated results would reliably predict non‐market values. The Kampala CVM, for the benefits’ quantification, was conducted with the NOAA guidelines in mind. The final value of the project’s benefits was the WTP predicted for the viii median respondent namely Ushs 385.07/= per cubic meter of water. The discount rate was deemed to be the social opportunity cost of capital in the country, viz 12 percent, this being that rate of return foregone by investing in another sector. The project’s costs were arrived at through liaison with water engineers and consulting past data from Uganda’s Water suppliers. From this, the project’s fixed costs were predicted to be Ushs 1451/= per cubic meter of water and the operation and maintenance costs predicted to be Ushs 591.7/= per cubic meter of water. The project’s useful life was deemed to be the average life of a Ugandan, namely 52 years; this choice reflecting the belief that the benefits would last over the users’ whole life. The results of the Kampala water quality‐improving project indicate that the project would not be feasible. It did not matter what discount rate one employed, the project’s operating and maintenance (OM) costs exceed the benefits. The results offer an indication as to why water quality has not been improved in Uganda‐ because the paying population is unwilling to pay for the entire cost of the project. This deduction is not to suggest that the users do not recognize the benefits of the project. The unpleasant truth is that the users’ incomes are typically stretched so thin by other demands that a decision to make more deductions from these incomes is not an inviting one. However, there is a need to improve water quality in LICs like Uganda, as can be deduced from the analysis of the risks of not doing so and benefits of doing so. Accordingly, such projects have to be funded by mechanism that does not require the users to cover the whole cost, but only part of such a cost, with the remainder from other sources like NGOs and foreign aid.

Coping with malaria : Experiences of strategies for prevention and treatment in a village in Uganda

Few studies regarding treatment seeking behaviour related to Malaria have been conducted in Uganda, and most of the studies regarding use of mosquito nets that have been conducted are quantitative. There is thus a need for qualitative studies for a deeper understanding of the complex issue of coping with malaria in a resource limited setting. The aim of this study is to understand sociocultural and structural factors influencing the coping with malaria in rural Uganda. Focus is on the local experiences, perceptions and hardships regarding seeking treatment for malaria and preventative measures like the use of mosquito nets. A theoretical framework based on Political ecology of health, with a focus on human agency, is used to analyse these issues. The village Nyakasojo in Kasese district was selected for a field study. The main source of information was open-ended interviews conducted in March 2020. The study showed that the main reason for not using mosquito nets was lack of access to nets and easily torn nets, rather than unwillingness to use mosquito nets. Further, the study showed that the unequal access to healthcare in combination with livelihood vulnerability forces people to wait before seeking treatment and/or taking half doses of antimalarials, probably leading to unnecessary malaria transmission. A more holistic approach to malaria control would be beneficial, including the aspect of treatment in addition to the present narrower focus on prevention.

Exploring the link between literacy practices, the rural-urban dimension and academic performance of primary school learners in Uganda district, Uganda.

This study aimed at establishing and analysing the literacy practices in the rural and urban communities and their effect on the academic achievements of learners. It also aimed to establish the impact of other factors, such as the exposure to the language of examination, the level of parents formal education and the quality of parental mediation in the their children's academic work, which could be responsible for the imbalance between the rural and urban learners academic achievements. This study endeavours to established that the literacy practices in urban areas prepare learners for schooled and global literacies while the literacies in rural areas are to localised and thus impoverish the learners initial literacy development. This study also seek to determine the extent to which the current language policy in education in Uganda favours the urban learners at the expense of the rural learners as far as the acculturation into and acquisition of the schooled and global literacies are concerned.

Building peace through land access and food security in the Nakivale Refugee Settlement, Uganda

Submitted in fulfillment of the requirements for the degree of Doctor of Philosophy in Public Administration: Peace Studies, Durban University of Technology, Durban, South Africa, 2017. / This study was conducted between November 2015 and March 2016 in Nakivale Refugee Settlement, one of the oldest and largest refugee settlements in Africa. The objectives of the study were to determine the forms and causes of land conflicts in the refugee settlement; to establish the relationship between land conflicts and food security in the Settlement; to identify the strategies refugees adopt to cope with land shortage and food insecurity problems in the Settlement; to establish the residents’ perceptions of the effectiveness of interventions aimed at mitigating land conflicts and enhancing food security in the Settlement and its host communities. Interest in the study arose out of the reported persistence of food insecurity and land conflicts despite efforts to ensure food security and restore peace and security in the refugee settlement and the host communities. The study used exploratory, analytical and descriptive research designs to obtain qualitative primary data. Secondary data was obtained through documentary review. Primary data was collected using interviews, focus group discussion and observation. The study found that land conflicts involve the destruction of crops, livestock and even human lives and they sometimes culminate in costly legal battles in courts of law. They pit the Settlement Commandant against Ugandans in the Settlement, pastoralists against cultivators, pastoralists against pastoralists, cultivators against cultivators, refugees against Ugandans and refugees against refugees. The conflicts also oppose host communities against refugees, conservationists against encroachers on protected land and Ugandans in the Settlement against the government. The study also found the causes to be land-grabbing and fraudulent acquisition of, or claims on, land by unscrupulous people, encroachment on others’ land and protected land, high population growth, the presence of vacant land in the Settlement, competition over increasingly scarce land by cultivators and pastoralists, ambiguous settlement boundaries, contested land ownership, jealousy and antipathy. The study further established that there is a strong positive relationship between land conflicts and food insecurity. Violent land conflicts lead to the maiming and death of farmers, destruction of crops and livestock and deterrence of potential agricultural investors from investing in agriculture, thus lowering food production and increasing food insecurity. Land conflicts also render disputed land idle and therefore unproductive, leading to reduced food production; and, within families, land conflicts lead to land fragmentation which leads to reduced food production and increased food scarcity. Regarding refugee coping mechanisms, the study found that refugees in Nakivale resorted to both positive and negative coping mechanisms. Positive coping mechanisms include establishing small businesses, rural-urban migration, farming, education and resettlement, intermarriage, paid employment, and psychosocial support. Others were: borrowing money, casual labour, networking, remittances, spirituality and religion. Negative mechanisms include: cheating the system and self-integration, prostitution, early marriage, drug abuse, theft and robbery. The study also found that interventions in land conflicts in the Settlement were unsuccessful due to corruption and limited involvement of the beneficiaries. The challenges of implementing refugee policy in the Settlement were identified as limited funding, inadequate coordination and consultation between the district and settlement authorities, xenophobia and an increasing refugee population with insatiable demands. The study recommends the following: demarcation of the boundaries of the Settlement; relocation of some refugees to other settlements in the country; housing scheme for both refugees and nationals in the Settlement to enable everyone to live decently; affordable loans for both refugees and Nationals in the Settlement; introduction of plot numbers to resolve land conflicts among refugees; a structural plan for the Settlement; mechanization of agriculture in the Settlement and increased provision of farming inputs, such as fertilisers to all farmers in the Settlement; coordinated and participatory planning between settlement and district authorities, involving refugees and Nationals. / D

Kvinnor och "Village Savings and Loan Associations" i Uganda : En kvalitativ studie om kvinnors upplevelser av VSLA-gruppers inverkan på deras livsomständigheter

The purpose of this study is to look in to how microfinance through the VSLAmodel has affected life circumstances of women in rural parts of Uganda. The study also examines whether participation in VSLA-groups leads to empowerment. The results have been derived from qualitative fieldwork, based on semi-structured interviews. Women from the Ugandan districts of Kayunga and Masaka have been interviewed about their experiences of participating in VSLA-groups. The theoretical framework consists of a liberal as well as a postcolonial feminist theorization. The study subject is analyzed by using Martha Nussbaum’s Capabilities Approach and Gayatri Chakravorty Spivak’s thoughts on the subaltern. The Uganda National Farmers Federation (UNFFE) started working with financial inclusion in 2010 and in 2014 they implemented the Human Rights Based Approach (HRBA) in their work. It is found in this study that the VSLA-groups who operates guided by the Human Rights Based Approach, have had a positive effect on the life conditions of the interviewed women. The socioeconomic effects have been positive, the women have greater control over their life circumstances and the VSLA-groups have proved empowering. / I denna studies granskas en typ av mikrofinansmodell, Village Savings and Loan Associations (VSLA) och dess påverkan på kvinnor på Ugandas landsbygds livsomständigheter. Den undersöker också om deltagande i VSLA-verksamhet leder till empowerment. Studiens resultat bygger på fältarbete bestående av kvalitativa undersökningar. Kvinnor från de ugandiska distrikten Kayunga och Masaka har deltagit i semistrukturerade intervjuer där de berättat om sina upplevelser av att vara med i en VSLA-grupp. Det teoretiska ramverket har en liberal såväl som postkolonial feministisk utgångspunkt. Uppsatsens frågeställningar analyseras genom Martha Nussbaums Capabilities Approach och Gayatri Chakravorty Spivaks tankar om den subalterna. Uganda National Farmers Federation (UNFFE) började arbeta med finansiell inkludering 2010 och 2014 implementerade de Human Rights Based Approach (HRBA) i sitt arbete.
