No. of bitstreams: 0 / Para atender a legislação ambiental do Conselho Nacional do Meio Ambiente (CONAMA), a Resolução CONAMA 357/2005, é necessário desenvolver metodologias que se aplicam na medição analítica de forma correta e para um controle de qualidade é necessário a aplicação da validação de metodologia. Para atender as exigências legais, o presente trabalho desenvolveu uma metodologia para a identificação de 12 elementos metálicos, tais como: Al, Ba, Ca, Cd, Cr, Cu, Fe, K, Mg, Mn, Na e Ni em águas, avaliando 14 pontos, sendo eles GU000-01 (23°46\'49.6\"S-46°47\'22\"0W), GU000-02 (23°45\'29.5\"S-46°46\'18.7\"W), GU000-03 (23°44\'52.2\"S-46°46\'13.6\"W), GU106-04 (23°44\'44.6\"S-46°45\'25.8\"W), GU000-05 (23°44\'57.5\"S-46°45\'24.2\"W), GU107-06 (23°45\'01.2\"S-46°43\'61.5\"W), GU108-07 (23°43\'64.7\"S-46°43\'42.3\"W), GU000-08 (23°42\'96.9\"S-46°43\'61.2\"W), GU109-09 (23°43\'04.6\"S-46°43\'34.0\"W), GU105-10 (23°42\'89.9\"S-46°44\'68.7\"W), GU108-11 (23°42\'53.4\"S-46°43\'44.9\"W), GU103-12 (23°41\'88.5\"S-46°44\'67.3\"W), GU102-13 (23°41\'58.0\"S-46°43\'57.3\"W), GU000-14 (23°40\'78.2\"S-46°43\'55.0\"W), distribuídos pela Represa Guarapiranga, situada no Estado de São Paulo, aplicando a metodologia validade, realizada com base no guia do Instituto Nacional de Metrologia, Qualidade e Tecnologia (INMETRO), Orientação sobre Validação de Métodos Analíticos - DOQ-CGCE-008. Foram avaliados os parâmetros: seletividade, faixa de trabalho/linearidade, limites de detecção e quantificação, tendência/recuperação, precisão, robustez e incerteza de medição. Foi utilizado a técnica de espectrometria de Emissão Óptica com Plasma de Argônio (ICP-OES). O teste de seletividade comprovou que a matriz não interfere nas curvas analíticas elaborada; a faixa de trabalho apresentou um comportamento linear, para as amostras com e sem a matriz de interesse, com um coeficiente de correlação (r), entre 0,9965 a 1,0; os limites de detecção e quantificação do método atendem aos valores máximos permitidos pela Resolução CONAMA 357/2005; com os testes de repetitividade e de recuperação o método demonstrou ser preciso e exato, além de robusto. Posteriormente foi estimado uma incerteza de medição do método. A incerteza expandida estimada variou entre 3 e 18% da concentração encontrada. A validação da metodologia permitiu a sua aplicação para a avaliação da distribuição dos 12 elementos, nas águas da represa Guarapiranga. Foram observados valores altos para Ca, Na e K, em todos os pontos de coletas analisados, evidenciando que são os elementos que fazem parte da característica geológica da área. Os elementos Fe e Al obtiveram valores acima da legislação nos pontos da Represa (G000-01, G000-02 e G000-03). No. of bitstreams: 0 / O uso intensivo da tecnologia nuclear contribuiu para o aumento das preocupações com as questões ambientais e sua segurança, acabando por despertar o interesse em toda sociedade. No Brasil, as atividades nucleares são regulamentadas pelo Conselho Nacional do Meio Ambiente (CONAMA). A primeira resolução CONAMA, no 001/1986, estabeleceu que as atividades nucleares deveriam ser licenciadas pela agência ambiental brasileira, ou seja, pelo Instituto Brasileiro do Meio Ambiente e dos Recursos Renováveis (IBAMA), independentemente da obrigatoriedade do licenciamento pela Comissão Nacional de Energia Nuclear (CNEN). No licenciamento é preciso elaborar o Estudo de Impacto Ambiental (EIA), um conjunto de estudos realizados por especialistas de diversas áreas, com dados técnicos detalhados, e o Relatório de Impacto Ambiental (RIMA), que deve apresentar as conclusões do EIA de forma objetiva e adequado à sua compreensão. O principal mecanismo de participação direta da população na proteção da qualidade ambiental é a audiência pública. Ela tem como finalidade expor ao público as características do projeto e o conteúdo do EIA/RIMA. Durante a audiência pública os participantes podem fazer perguntas sobre o empreendimento e tirar dúvidas sobre como se dará o licenciamento. As audiências públicas são organizadas pelos empreendedores, consoante diretrizes emitidas pelo IBAMA. The effect of the update of the European standard EN 50128 : - The management of the safety of the software applications for railway applications

The European standard EN 50128 "Railway applications - Communication, signalling and processing systems - Software for railway control and protection systems" is one of the European standards for European Railway systems. It is intended for software aspects, specifying procedures and technical requirements for the development of programmable Electronic systems, which are used in railway control and protection applications. Since 2017- 04-25 the original version EN 50128:2001 has been replaced by the updated new version EN 50128:2011. The update is quite extensive and will effect many parts of the existing Railway systems. The aim of this study is to investigate the effect of the EN 50128 update. The work for this study includes literature study, document research and interview with the relevant supplies and experts. Qualitative and quantitative methods have been used in the study to reach the possible best results. The effects due to the EN 50128 update have been extensively investigated. The following issues have been addressed: - How can the update of the standard EN 50128 be done smoothly by the companies? - How much money have they spent to update their process to follow the 2011 version? - What parts of the process have been the most extensive and expensive to change due to the standard update? The results of the work are useful for an organized and professional assessor to help and support the companies dealing with this complex software, in order for them to be prepared for the upcoming standard update as well as possible. If the affected companies have been proactive in their own development of their methods/techniques, the 2011 version of the standard will not be a major work to follow for their process. A standard is a guideline and a support in the way to a safer system.

The thesis titled "Occupational safety and health" is focused on summarizing the current legal regulations that impose rights and obligations on employers and employees in the field of occupational health and safety. Introductory chapter emphasizes the understanding of the importance and function of safety aspects, historical context and role of the state. In the crucial second chapter the Czech legal regulations are analyzed in detail and the basic concepts of this issue (prevention of risk, work categorization, training...) are characterized. Following the legislation chapter three introduces options above standard approaches, by which the employer can be inspired or directly certified in task of the safety system solution. In the next chapter the analysis of the current legislation of "Occupational Services" is presented and also compared with the previous one. The theoretical part is concluded with an article concerning work accidents and occupational diseases, in which are also defined possibilities of accident insurance. In the case study, I focused on the application of the legal regulations for a particular employer, evaluation of the current state and the proposal for possible remedy measurements.

The result of the thesis is the processing of identified risks and compliance with legislative requirements for the operation of the machining tool.

Tool Integration and Safety : A Foundation for Analysing the Impact of Tool Integrationon Non-functional Properties

The increasing complexity of embedded systems development is becoming difficult to handle with development environments based on disjoint engineering tools. Support for interactions between various engineering tools, especially through automated means, has therefore received an increased amount of attention during the last few years. The subsequent increase in the amount of tool integration is leading to an increased impact of tool integration on non-functional properties of development efforts, development environments and end products. At the same time there is a lack of methods and tools for analysing the relationship between these properties and tool integration. To establish a foundation for analysing this generic relationship, the specific relationship between tool integration and the safety of end products is analysed in this thesis. A survey was conducted to analyze the State of the Art of tool integration as related to safety. This survey specifically identified the lack of an efficient handling of tool integration by modern safety standards as an important concern. In relation to this survey, three theories were identified as of specific importance. These are the school of thought known as Systems Thinking, the Systems-Theoretic Accident Model and Processes (STAMP) causality model and the System-Theoretic Process Analysis (STPA) hazard analysis technique. Building on these theories, this thesis provides original contributions intended to (1) describe concepts and models related to tool integration and safety (the first and second contribution), (2) link tool integration to safety in a way that reduces complexity during analysis (the third contribution) and (3) propose how to interpret and make use of the implications of the presented theories and the first three contributions (the fourth and fifth contribution). • The first contribution is a new conceptual model of a development effort that emphasizes tool integration. • The second contribution is a new reference model for tool integration in highly heterogeneous environments. • The third contribution consists of nine safety-related tool chain properties, i.e. properties of tool chains that could mitigate at least part of the risks introduced by tool integration. • The fourth contribution is a proposition on how to identify safety implications due to a high level of automation of tool integration. • The fifth contribution is a proposition for a new software tool qualification process.

Ethical problems in work and working environment contexts

This thesis identifies and systematizes two categories ofpractical problems that stem from work and working environmentcontexts: workplace privacy and occupational health risks. Thefocus of the discussion is on ethical justification. Do we havereason to accept a certain level of (potential) harm toemployees by virtue of the fact that they are employees, and ifso, under what circumstances? The thesis consists of a briefintroduction and three essays. InEssayI, it is argued that employees have a prima facieright to privacy, but that this right can be overridden bycompeting moral principles that follow, explicitly orimplicitly, from the contract of employment. Three types ofjustification are specified: those that refer to the employer'sinterests, those that refer to the interests of the employee,and those that refer to the interests of third parties. A setof ethical criteria is developed and used in the subsequentessay to determine the moral status of infringement ofworkplace privacy. InEssayII, these criteria are applied to three broadcategories of intrusive workplace practices: (1) monitoring andsurveillance, (2) genetic testing, and (3) drug testing.Scenarios are used to show that such practical ethical problemscan be handled systematically using proposed guidelines. It isalso shown that some practices are dubious and at least some ofthem can be replaced by less intrusive means of ensuring thedesired outcome, for instance efficiency or safety in aworkplace. EssayIII deals with the fact that health and safetystandards for employees are less protective than those thatapply to the public. Emphasis is put on the distinction betweenexposure and risk, and this distinction is claimed to be a keyfactor in the relevance of arguments in favour of such doublestandards. The analysis of 'double standards' for public andoccupational exposure to risk aims to show that a justificationof such standards is closely linked to two separate types ofissues, namely empirical and normative issues. It is claimedthat this kind of differentiation seems to be supported neitherby a reasonable conception of the contract of employment nor byany obvious ethical principle that is applicable to workplacesor work situations in general.
