The problem of this study was to answer the question: "How to community groups participate in the formation and interim operation of unified school districts?" Interim operation is the period of time following a successful election when the newly chosen governing board is preparing for the actual operation of the district, which occurs on the first succeeding or second succeeding July 1, depending upon the date of the election.4 The first purpose of this research was to discover (1) the attitudes of community groups toward unification, (2) the manner in which community groups supported or opposed unification, and (3) the ways that community groups involved themselves with the governing boards in the interim operation of the new districts. The second purpose was to recommend changes in legislation The third purpose was to recommend guidelines to local communities for otimum participation in the unification movement.

The consolidation of Alleghany County and Clifton Forge City Schools: a case study

School division consolidation is a topic which elicits strong emotional responses about which there is considerable opinion but limited research data. The purpose of this study was to furnish data which would offer answers to specific questions concerning the merger of two school divisions. The context of the study was the merger which formed the Alleghany Highlands Public Schools, a rural division in Southwest Virginia. The research questions include the following: Did education improve following the merger? Were costs reduced? What happened to students in the process? How did teachers respond? How did patrons and the community interact? The methodology applied in this study consisted of a variety of research techniques including archival materials, surveys, interviews about the merger--what led to it, how it was achieved, and whether it worked. The following key findings emerged: • students and teachers felt positive about the merger and their relation to it, • the community believed that the merger was a success, • the educational program was enhanced with the addition of numerous courses, the revitalization of standing courses, and the assignment of teachers to maximize the use of their expertise, and • the rate of increases in the expenditures of local dollars for education has probably been slower than it might have been for each governmental unit to support separate systems. The study confirmed the problems inherent in evaluating school division consolidation. It also verified that merger can respond to concerns about economy and efficiency and the use of scare resources which must be exercised as schools attempt to meet student needs in a rapidly changing society. preparation to meet society's needs. The structural and cultural dynamics of a multi-campus college : a case study inquiry of four multi-campus colleges in New South Wales

This case study of four multi-campus colleges in New South Wales combines both qualitative and quantitative research instruments in a multiple-case study methodology to investigate the reasons why the DET restructured 34 of its comprehensive high schools into 11 multi-campus colleges and to study the interplay of the structural and cultural dynamics in those colleges. The study is situated in the literature on organisational behaviour whose perspective recognises the close interconnectedness between structure and culture but emphasises reculturing as the essence of effective organisational dynamism. In particular, special attention is given to Pace’s (2002) dynamics model which was redesigned into the Dynamics Paradigm that underpins the data analysis in this thesis. Using 16 structural-cultural dynamics criteria, themes and patterns were identified in the data and through iterative, inductive analysis, they were categorised into the different elements of the Dynamics Paradigm for analysis. Contextual contingency, curriculum, opportunity, economic rationalisation, politics and policies of the DET, plus demonstration effects from other Australian States and Territories were the reasons for the restructuring of the comprehensive high schools. The study identifies 12 areas for further research, recommends 32 policy options which could lead to improved outcomes for students and teachers in multi-campus colleges, and proposes 11 potential applications of this thesis. / Doctor of Philosophy (PhD)

The Hilmar Unified School District came into existence on July 1st, 1950, after three years of meetings by local patrons and County Committees, with final approval by the regional and State Commissions, as provided for in Chapter 16 of the Education Code. One of the primary objectives for the reorganization and unification was an improved curriculum. Curriculum study is complex and can include all parts of the school and its program. Curriculum is interwoven with personnel, finance, facilities, type of organization, and many other factors. For that reason, curriculum problems will vary in almost every school. In order to understand the basis of the reasoning for the several problems, it is necessary that a brief background be given, as well as information on the financial ability of the district. In this way, problems found in the Hilmar Unified School District can be studied in the light of comparable problems in other districts.
