On the margins of the states : contesting Gypsyness and belonging in the Slovak-Ukrainian-Hungarian borderlands and in selected migration contexts

This thesis investigates the transnational migration of Slovakian Roma from the eastern borderlands of the European Union to Great Britain. Based on more than two years of ethnographic fieldwork in the village of Tarkovce and in several British cities, this study examines concrete pathways through which Roma come to migrate and experience their movement. For Tarkovce Roma, the most recent migration opportunity offers a potential means to carve out a sense of a viable life and of autonomy amidst the oppressive circumstances and asymmetrical relations they experience with non-Roma dominant groups and non-related Roma. I focus on Tarkovce Roma strivings for existential mobility, which condition their physical movement to the place of destination, and on their hopes for upward socio-economic mobility. I argue that migration enables Roma to contest and re-negotiate the hegemonic racial and social categories which historically place them at the bottom of social hierarchies. The thesis explores the unevenly distributed possibilities and complex inequalities that Tarkovce Roma encounter on their journeys towards realising their hopes in migration. I situate these differences within the daily sociability of Tarkovce Roma, intense webs of kinship and friendship ties, and key concepts of ‘soft hearts' and ‘heaviness.' I describe how Roma migrants come to occupy one of the most vulnerable positions in the British labour market and how they simultaneously, and constantly, search for other ways of making ‘big money.' Finally, I address questions of categorisations, in particular the internal differentiations between Roma, as well as the transformation that many Roma migrants encounter in British cities, from initial ‘invisibility' to ‘visibility'. By focusing on one particular neighbourhood in Glasgow, I analyse the shifting forms of ethno-cultural categorisations that mark Roma/Gypsy difference.

Parks, Policies and People : Nature Conservation Governance in Post-Socialist EU Countries

The national parks in the Carpathian Mountains along the Polish and Slovak border represent encompassing policy agendas that strive to balance biodiversity conservation and social welfare tasks. These countries have, during the last 25 years, undergone rapid transformation from socialist regimes to liberal democracies, and this transformation has affected the political, social and economic spheres. The accession to the European Union (EU) introduced demands for further changes, such as closer integration of conservation and socioeconomic development and inclusive, transparent and accountable decision-making that are based on participatory mechanisms. This thesis explores key challenges and opportunities for nature conservation policy and practice at the local level in a context of post-socialist legacies and Europeanization. Multi-level governance, Europeanization, and post-socialist studies are used as theoretical vehicles for the analysis of four transboundary national parks: Pieninsky national parks (NP) in both Poland and Slovakia and Bieszczady NP [Poland] and Poloniny NP [Slovakia]. The results of this study show that the early designation of the studied parks as protected areas prevented their exploitation and enabled preservation of important landscapes, which currently are highly valued at the European level. These nature conservation regimes have created tangible restrictions on the possible economic uses of these areas. However, rural development alternatives depend on a broader set of local, national and global factors such as the structure of the local economy and employment, the prioritization of nature conservation in national policies, investors’ interest, and increasing urbanization. Europeanization provided opportunities for local actors to benefit from additional funding made available for nature conservation and rural development. At the same time, demands for participatory decision-making posed significant procedural and conceptual challenges to achieving transparent, inclusive and accountable governance. The prevalence of informal practices in local policy-making and the lack of trust in state authorities pose further challenges to formal participatory processes. The opportunities of local actors to reach out across levels to express their interests remain scarce and are not institutionalized, whereas the multi-level characteristics of modern governance indirectly shape local processes by defining common legal and policy frameworks. / Förvaltningen av nationalparkerna in vid gränsen mellan Polen och Slovakien i Karpaterna är framför allt inriktad mot att uppnå balans mellan bevarande av biologisk mångfald och social välfärd. Polen och Slovakien har under de senaste 25 åren genomgått en snabb förändring från socialistiska regimer till liberala demokratier, vilket har inneburit genomgripande politiska, sociala och ekonomiska förändringar. Medlemskapet i EU innebar ytterligare förändringar, som till exempel integrering av naturvårdsarbete och socioekonomisk utveckling, liksom främjande av inkluderande, transparent och deltagarinriktat beslutsfattande. Därmed bygger den moderna beslutsprocessen inte längre på den tidigare hierarkiska strukturen, utan har nu fått en aningen diffus karaktär, innefattande mängd olika aktörer som interagerar i såväl horisontella som vertikala beslutsprocesser. I denna avhandling utforskas nyckelutmaningar och möjligheter för beslutsfattande och implementering av naturvårdsarbete på lokal nivå, relaterade till de post-socialistiska arven och medlemskapet i EU. Multi-level governance (politiskt beslutsfattande på flera nivåer), Europeanization (europeisering) och post-socialistiska studier används som teoretiska verktyg för analysen av fyra gränsöverskridande nationalparker: Pieninsky, som innefattar såväl polska som slovakiska områden, Bieszczady (Polen) och Poloniny (Slovakien). Studien visar att det tidiga inrättandet av naturskydd i nationalparkerna hindrade exploatering och möjliggjorde bevarandet av värdefulla naturområden, vilka idag är högt värderade utifrån ett europeiskt perspektiv. Reglerna för detta naturskydd har dock skapat begränsningar för hur områdena kan användas för, till exempel, agrara verksamheter och turism. De mer övergripande landsbygdsutvecklingsmöjligheterna beror av lokala, nationella och globala faktorer som exempelvis den lokala ekonomins struktur, tillgång på arbetstillfällen, hur naturskydd prioriteras i nationellt beslutsfattande, intresse för investeringar i området och urbaniseringsprocesser. Medlemskapet i EU har medfört utökade möjligheter för finansiering av naturskydd och landsbygdsutveckling. Samtidigt har medlemskapet för dessa länder lett till ökade förväntningar på politiskt deltagande och nya utmaningar vad gäller transparens i beslutsfattande och inkluderande beslutsprocesser. Vidare har informella beslutsvägar i lokalt beslutsfattande och lågt förtroende för statliga myndigheter lett till ytterligare utmaningar i deltagandeprocesser. Möjligheter för lokala aktörer att kunna kommunicera och påverka beslut på högre nivåer har förblivit begränsade och är ännu inte tydligt institutionaliserade, samtidigt som det moderna, interaktiva beslutsfattandet på flera nivåer indirekt formar lokala processer genom att definiera legala och politiska ramverk inom vilka förvaltningsbeslut fattas.

The thesis is divided into two parts. The first part describes theoretical aspects of government popularity function and historical overview of past government cabinets in Slovakia. The second part is practical, that explains a methodology used in modelling and results of modelling itself. At the end of this thesis, there is final summary of attained results.

The aim of the diploma thesis is to analyze the way of destination management support in conditions of Slovakia, mainly in connection with Act No. 91/2010 Z. z. of the tourism support and its subsequent amendments. First part of the thesis is focused on the destination characterization, the topic of tourism destination management and the tourism organization in the particular destination. Theoretical part also deals with a topic of development and organization of tourism in Slovakia. Practical part introduces the Act No. 91/2010 Z. z. of the tourism support and its subsequent amendments in detail. Subsequently, the consequences of adopting the act in the particular regions are analyzed. The final part of the thesis consists of analysis and evaluation of the questionnaire survey, whose aim was to determine the influence of the adopting the act on the development and organization of tourism in particular regions.

Theoretical part is focused on general scenarios of euro adoption and progress of adoption of euro in Slovakia. Next chapter is describing methods of project management, definitions, subjects and stakeholders, organizational structures and phases of the project. Theoretical parts ends with description of ERP functionality, basic functional modules and general information about ERP SAP. Second, practical part is dedicated to project of conversion of euro in ERP SAP itself. Practical part begins with describing of company, organizational structure and IS architecture. Next chapters are focused on analysis of particular subprojects defined on scope of general euro conversion project, their schedule and reasoning of the sequence of each subproject.

This thesis occupies mainly by problemacy of social-demografic evolution and general development of region Trebišov after 1989. After theroretic entry is the paper pointing, in analytic part, on finding main specifics and berriers of this region, its main actual problems and concurrency assets. Apportionable parts are then dealing with qualitative and quantitative characteristics of population, environment, transport and its avalaibility and at last the state of regional economy, evaluation of economics conditions for future expansion, characteristic and troubles of local labour market. In synthetic and final part I'm trying to suggest main field and strategies of future progres of this region, built on respective SWOT analysis. The part of this paper is also an evaluation of some current investment and developing projects, benefits of frontier cooperation and proposed specific remedies.

Slovensko: ekonomický vývoj v kontextu vstupu do eurozóny / Slovakia: macroeconomic development in the context of accession to the euroarea

The aim of the work is to evaluate the process of nominal and real convergence in Slovakia. Furthermore, the introduction is addressed the macroeconomic development since the beginning of the separate state and evaluates it in the context of the accession to the euroarea. After posttransformating stabilization Slovakia was unable to start the successful economic development. Thanks to the adoption of restrictive measures and several reform steps since 1998 Slovakia managed to achieve a gradual healthy economic growth and improvement of macroeconomic indicators, which culminated in 2008. However in the end of the year hit Slovakia the first sign of cooling due to global economic crisis and because of this fact the work offers a short view of the fortcomming uncertain future. Nominal convergence represents within the European union the Maastricht criteria, Slovakia fullfilled them in March 2008 with caution. The real convergence is evaluated in the light of the indicator of GDP per capita in purchasing power parity, which development has seen in recent years a remarkable increase in Slovakia. Adoption of the common european currency does not mean to meat the formal Maastricht criteria but also requires the adoption of the various substantive aspects, such as Slovakia National Plan for euro.
