A new era for the EU-SADC trade relationship: a critical analysis of the EU-SADC EPA and the Impact on regional integration in SADC and South Africa's role in the negotiations.

<p>The EPA&rsquo / s will have an impact on regional integration in Africa, especially in the SADC region. The region has been split between the SADC and ESA EPA configuration therefore impacting on regional integration objectives set out under the SADC Trade Protocol.The EPA&rsquo / s will be concluded separately with six of the sub groupings under the ACP grouping. With the EU-SADC EPA negotiations has come a problem of overlapping of membership of the different regions which has created confusion and conflicts. Members of Southern African Development Cooperation (SADC) did not all enter into the EU-SADC EPA has one. The EU-SADC EPA configuration consists of Angola, Botswana, Lesotho, Mozambique, Namibia, South Africa, Swaziland and Tanzania. The rest of the SADC member states are negotiating with the EU-ESA configuration. With South Africa having been allowed into the negotiations, its role should be examined and what it can contribute to the negotiations. Another conflict that has been created is the fact that South Africa has its own bilateral agreement with the EU thus putting stain on the trade relationship between South African and the rest of the SADC countries.</p>

<p>The general objective of the proposed research is to do a needs analysis for the tourism and hospitality industries of South Africa, Botswana, Namibia, Lesotho and Swaziland. This will be followed by an alignment of these industries with the provisions of the General Agreement of Trade in Services, commonly known as GATS, so that a Tourism and Hospitality Services Charter may be moulded that may be used uniformly throughout SACU. The specific objectives of the research are: To analyze impact assessment reports and studies conducted on the Tourism and Hospitality Industries for all five SACU member states with the aim of harmonizing standards, costs and border procedures. To ecognize SACU member states&rsquo / schedule of GATS Commitments, especially in the service sectors being investigated, by improving market access, and to recommend minimal infrastructural development levels to be attained for such sectors&rsquo / support. To make recommendations to harness the challenges faced by the said industries into a working document. To calibrate a uniformity of trade standards in these sectors that shall be used by the SACU membership. To ensure that the template is flexible enough for SACU to easily adopt and use in ongoing bilateral negotiations, for example.</p>

Southern African Development Community's foreign direct investment and its significance - a systematic review study

The study highlights the significance of Foreign Direct Investment (FDI) to the Southern African Development Community (SADC) economies. The first objective focuses on analysing the SADC investment policies pertaining to FDI. FDI instruments available at the regional and national levels are analysed. The study takes an in-depth look at the various activities by Investment Promotion Agencies (IPAs) currently existing for SADC member states (MS). The existing policy instruments are key in attracting FDI and the policy architecture will largely determine the extent to which FDI will flow to different countries. The second objective focuses on reconciling the evidence on the determinants and impact of FDI in the SADC region. Through a systematic literature review, various literature reports pertaining to FDI have been analysed. Journal articles were collected from the UNISA library by means of a standard database search criterion through Scopus, Web of Science and EconLit search engines ranging from 1960 to 2019. The database was built based on known published and unpublished empirical papers for FDI in SADC. Out of the 554 journals investigated, 346 were found to be relevant to the study, with 114 journal articles contributing to the qualitative study. Through its quality assessment, descriptive statistics and qualitative synthesis provided a summary of the samples and measures utilized in a study through the measures of central tendency (mean and median) and dispersion - how spread out the data is (standard deviation). The results showed a higher mean value for general case studies reporting 0.53 with a standard deviation of 0.23. The standard deviations of variables indicated less spread or variability in the data collected over the years of the estimation period 1990 to 2019, indicating the results being more reliable. In conclusion, the study highlights the need to address the investment environment by addressing challenges such as political instability and wide differences in tax incentives. / Economics / M.. High accuracy numerical model of the SALT mirror support truss

Thesis (MScEng)--Stellenbosch University, 2011. / ENGLISH ABSTRACT: Although a numerical model of the mirror support truss of the Southern African Large Telescope (SALT) has already been developed during the design thereof, this thesis focuses on the development of the methods and techniques that would result in a more accurate numerical model of the actual structure that could be used as a basis for a numerical control system. This control system will compensate for de ections in the structure by adjusting the positioning of the individual mirror segments of the primary mirror. The two main components from which the support truss is constructed are the steel nodes, and the struts that connect to them. For this project a smaller, simpler laboratory model was designed and built to have geometrical properties similar to that of the support truss. The methods and techniques that were investigated were carried out on this model. By using numerical design optimisation techniques, improved numerical models of the different strut types were obtained. This was done by performing tests on the struts so that the actual responses of the struts could be obtained. Numerical models of the struts were then created and set up so that they could be optimised using structural optimisation software. Once accurate strut models had been obtained, these strut models were used to construct a numerical model of the assembled structure. No additional optimisation was performed on the assembled structure and tests were done on the physical structure to obtain its responses. These served as validation criteria for the numerical models of the struts. Because of unforeseen deformations of the structure, not all of the measured structural responses could be used. The remaining results showed, however, that the predictive accuracy of the top node displacement of the assembled structure improved to below 1.5%, from over 60%. From these results it was concluded that the accuracy of the entire structure's numerical model could be signi ficantly improved by optimising the individual strut types. / AFRIKAANSE OPSOMMING: Alhoewel daar reeds 'n numeriese model van die spieëlondersteuningsraamwerk van SALT ontwikkel is gedurende die ontwerp daarvan, fokus hierdie tesis op die ontwikkeling van metodes en tegnieke om 'n numeriese model van steeds hoër gehalte van hierdie spesi eke struktuur te verkry wat kan gebruik word as 'n basis vir 'n numeriese beheerstelsel. Hierdie beheerstelsel sal kan kompenseer vir die ondersteuningsraamwerk se vervormings deur om die individuele spieëlsegmente van die primêre spieël se posisionering te verstel. Hierdie stuktuur bestaan uit hoofsaaklik twee komponente, naamlik staalnodusse en die stutte wat aan hulle koppel. Vir hierdie projek is 'n kleiner, eenvoudiger laboratorium-model ontwerp en gebou om geometriese eienskappe soortgelyk aan die van die ondersteuningstruktuur te hê. Data wat deur die toetse verkry is het as validasie kriteria gedien om die akkuraatheid van die numeriese modelle van die stut-tipes te bepaal. Weens die struktuur se onvoorsiene vervorming kon alle gemete struktuurdata nie gebruik word nie. Die oorblywende data het egter getoon dat die akkuraatheid van die finale numeriese modelle van die struktuur verbeter het en dat dit die translasie van die top-node met 'n speling van 1.5% akkuraatheid kon voorspel, teenoor die oorsponlike speling van meer as 60%. Daar is bevind dat die akkuraatheid van die numeriese model van die hele struktuur noemenswaardig verbeter kan word deur die numeriese modelle van die stut-tipes te optimeer.

Prospects for market diversification in SADC for selected South African agricultural and food products

Thesis (MAgricAdmin)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: This research provides South Africa's producers and exporters with information on new market opportunities for South Africa's selected agricultural and food products in the Southern African Development Community (SADC). There is increasing global competition and countries in Africa are increasingly targeted as export markets due to its population growth and its increasing per capita income. Both developed countries and developing countries such as the United States of America, China, Brazil, India, etc. are gradually increasing their exports to Africa. In Sub-Saharan Africa, this is also taking place in SADC. In this region, there has been a significant increase in total imports from the mentioned countries from 2001 to 2013. The International Trade Centre market selection method was used for product selection (using the Export Potential Index) and country selection (using the Market Attractiveness Index). Fourteen products were selected and Angola is the most attractive market in the region (SADC) and is ranked first in the Market Attractiveness Index for seven of the fourteen selected products. The top ranking markets for the 14 selected products were identified as: Mauritius for maize, sweetened milk powder, raw cane sugar and wheat or meslin flour; Angola for fresh apples, fresh or dried oranges, sparkling wine, bulk wine, refined cane or beet sugar, frozen bovine cuts, and frozen bovine carcasses and half carcasses; Mozambique for bottled wine; and Zambia for fresh grapes and soya beans. In most cases the countries with the second and third highest rankings in the Market Attractiveness Index also offer opportunities for market diversification. South Africa exports certain products to non-African countries, whereas these non-African countries export the same products to SADC. There are therefore opportunities geographically nearer to South Africa, because South Africa could export these products to SADC. Exporters should not necessarily abandon non-African markets in order to export to SADC; however they should be aware of opportunities close by and develop strategies to maximize profit and maintain sustainable markets. / AFRIKAANSE OPSOMMING: Hierdie navorsing bied aan Suid-Afrika se produsente en uitvoerders inligting oor nuwe markgeleenthede vir Suid-Afrika se geselekteerde landbou-en voedselprodukte in die Suider Afrikaanse Ontwikkelingsgemeenskap (SAOG). Daar is toenemende globale mededinging en lande in Afrika word toenemend geteiken as uitvoermarkte as gevolg van bevolkingsgroei en die stygende per capita inkomste. Decentralisation in SADC countries :transformation and challenges of decentralisation.

This study focussed on the transformation of the institutions of local government from deconcentration, delegation to devolution. This transformation can be looked at starting with the institutions inherited from the colonial era, which started after the Berlin Conference of 1884, which divided Africa among the western powers. Then the transformation, which took place immediately after independence / that is the period of 1960s, the changes made in the 1980s and finally the transformation taking place following the multiparty democracy in the 1990s. The study looked at decentralisation during the colonial period / decentralisation after independence, with a particular focus on the institutions under a single party system / transformation of local government under multiparty system. It also examined the challenges facing decentralisation in the SADC region.

Trade patterns and foreign direct investment in the Southern African development community / Henri Bezuidenhout

This thesis focuses on the relationship between trade and FDI in the SADC. While FDI is seen as a stimulus for growth and development, Africa is lagging behind other regions in attracting FDI. Whilst a number of reasons have been explored in the literature, the potential link between trade and FDI has not been explored in the African context. This may be potentially important, since African governments have been engaging in trade liberalisation and trade promotion over the past two decades. In this thesis, gravity modelling is used to investigate the trade-FDI relationship. Two single equation regression models are used in a preliminary investigation to evaluate aggregate trade and FDI. The third model consists of six panel regressions that evaluate the different relationships between the individual SADC countries and their individual major trading partners. A causality test is also carried out to confirm the relevance of trade as a determinant of FDI in the SADC. Overall results indicate that, in the specific case of the SADC, SADC exports significantly cause FDI. Distance from home countries and political instability are the most significant negative forces that affect FDI inflows. Home country exports deliver mixed results and these results suggest that the United States and the United Kingdom have a different FDI-trade relationship with the SADC than continental Europe, whereas Japan's exports prove insignificant. The policy implications are that the SADC will need to focus on attracting investment from countries that provide for complementary FDI and trade as this is optimal for poverty alleviation and job creation. A comparative study of the Boer War conveyed in the 1901 political cartoons of Edward Linley Sambourne in Punch and Jean Veber in L'Assiette au Beurre

Political cartoons as headline representation are in effect a combination of artistic licence and a critical version of the truth. Linley Sambourne and Jean Veber’s 1901 cartoons on the Boer War for Punch and L’Assiette au Beurre create tensions and dialectic not only on British and French feeling about foreign policy in South Africa and at home, but also indicate fine points on each publication’s editorial remit. This comparative study is a mirroring synthesis of these approaches that sets the Boer War forty five cartoons in context. Whereas Punch’s cartoons are set within a text layout and L’Assiette’s are the text themselves, both transmit set ideas on The Boer War as ‘sight bite’ news and opinion pieces. Veber’s cartoons offered swift knee-jerk reactions against the ruling elite and the horrors of British cruelty toward Boer prisoners as coverage of the war escalated in 1901. His extreme capturing of the zeitgeist followed the magazine’s editorial bent, but they also reflected his brave counter-hegemonic stance towards a French government seeking an alliance with its British counterpart. With this in mind, Antonio Gramsci’s theory on hegemony as applied to journalism allows the scholar to look at the media from a cultural perspective. This focus is used to show cartoons as representative of conflicts in the fight for power, but this time publicly conveyed to the readership. Thus, types of truth enhancements in each set of cartoons indicate the cartoonists’ respective entrenchment with, or detachment from, Imperial institutions, thereby signalling emerging attempts of the attitudinal persuasion of the reader toward Punch or L’Assiette’s political leanings. The inclusion of political cartoons in editorial pages was part of the cult of visual attention-grabbing news values that had become professionalised, industrialised and popularised by the early Twentieth Century. Cartoons can be decoded using Ernst Gombrich’s six-point filter in order to identify the cartoonist’s method of compressing messages about people and events. A publication’s politics are reflected in the telescoping of exaggerated opinions – an effective way to pass on an authoritatively saturated message to the readership. Gombrich recognised the power of conveying messages to the audience through seemingly incongruous placement of figures in odd situations within cartoons. His methodology acts as visual shorthand for images designed to elicit a desired response to a reported situation as the publication saw it. In the context of the history of journalism, his psychologically analytical approach is appropriate in the appreciation of cartoons’ extremes, often made more acute by the partisan politics of war.

Regional integration: a historical analysis of the RSA's trade relationships with the SADCC member states, 1980-1989.

Die onafhanklike lande van die Suider-Afrikaanse streek het, sedert hul respektiewelike onafhanklikwording, besluit om geen politieke bande of verhoudinge met hul kragtige, suidelike buurman, Suid-Afrika, aan te knoop nie. Al hierdie lande het op politieke gebied daarin geslaag, behalwe Malawi. Op ekonomiese gebied, egter, en veral op die gebied van handelsverhoudinge, was hierdie frontlinie state nie suksesvol nie. In ‘n poging om Suid-Afrika te isoleer, is ‘n ekonomiese blok, die SADCC, op die been gebring. Met die stigting van die SADCC in 1980, het die groep die vermindering van ekonomiese afhanklikheid van die Republiek van Suid-Afrika as hoofdoelwit gestel. Hierdie studie is ‘n poging om die SADCC se suksesse en mislukkings in hierdie verband te evalueer.
