Zavádění standardů kvality péče v domově důchodců / Standards of Quality - Implementation and Development in Houses for Seniors

Basic principles and content of quality standards of social services are described in the law 108/2006, about social services, and in related notice 505/2006. There are described the most important principles and obligations to provide social services by providers. Quality standards are a tool to achieve required level of services. They are also used as control mechanism for all of providers. These standards were released in 2002 and they started process of transformation some organizations. For this transformation are important a will of service provider and appropriate ammount of money to manage required changes. The quality standards are uniform tool for all of kinds of social services. It means to revise all of internal regulations of providing organizations. It means also to make emploees do along the new system. In the senior house in Sušice there was worked allong with these standards since the new legislation came into force. As a method were chosen conducted talks with clients and questionnaire for emploees. Althrow most of the clients are in serious health condition, they need care and help by personnel during whole day, conclusions in case of care were positive. All of the clients are satisfied with accomodation. Interesting is also the time of living there, 27% of the clients live there more than 6 years. With sanitary care were satisfied 90% of clients. Satisfaction of the clients with providing care means, that implementation of quality standards increases level of provided care. Questionnaire for emploees proves, that very important matter is to move people´s mind and to remove old stereotypes of work. Not all of emploees are working with aim to provide help to the clients. There is large space for a work with current staff and in the field of option of new workers. Relationships between emploees in working process are not good. I thing, it is a legacy of the past. I would like to say, that it is a matter of each emploee to build relationships in organization. New principles and quality of work, it means to develop education and knowliges of each emploee. Questionaires, which were collected, syllabus of talks with the clients and obtained conclusions will be used to improve the work in the field of social services.

Hodnocení efektivnosti poskytování sociálních služeb / Assessment of the effectiveness of social services

The aim of this diploma thesis is to describe the methods for assessing the effectiveness of social services. I use the example of the organization Cesta domů o. s. applying the multicriteria method created by South Moravian Region for assessing the effectiveness of registered social services provided in its region. At the beginning I explain what social service is, its history and the types of social services, then the financial sources that can be used. Subsequently the methods that are suitable for assessing the effectiveness of social services. For my analysis I use the example of the organization Cesta domů o. s. , describing the organization itself and the social services it provides, the organization provides respite care and professional social consulting, following that there is an analysis of the effectiveness of the two provided social services. In closing I present the results of my analysis.

Analysis of Fiscal Equity in Virginia: 2004 - 2020

The following research completes several statistical analyses of per pupil expenditure data in the Commonwealth of Virginia to assess the degree of fiscal equity in the statewide finance model for public elementary and secondary education. Five years, between 2004 and 2020, were selected for analysis to examine whether trends noted in a 2005 study of fiscal equity in Virginia have remained constant or whether the degree of equity has increased or decreased. A historical overview of the funding of public schools in Virginia and revisions to the Virginia Constitution and its Education Articles provide information about the development of public education in Virginia. This commentary is followed by an explanation of the current funding model, Standards of Quality formula, and legislative criticism of the design elements thereof. School finance reform litigation from across the nation is then reviewed to demonstrate how the constitutionality of state public school finance models has been challenged in both federal and state courts over time. The school finance litigation discussion begins with the broad topic of equal protection guarantees in the federal Constitution and how those guarantees shaped early equity lawsuits. A survey of school finance reform cases is presented to show a progression from equity suits to adequacy suits. The litigation commentary concludes with a discussion of the most recent school finance case in Virginia, Scott v. Commonwealth (1994). After establishing the precedents for the analysis of state funding models, a series of dispersion statistics are calculated based on per pupil expenditures for each of the 132 school divisions in Virginia. These statistics include Range, Restricted Range, Coefficient of Variation, Gini Coefficient, and McLoone Index. The findings of the 2004-2020 analyses are compared to the findings of the 2005 study of fiscal equity in Virginia. Inspection of the quality of social services in residential facilities. The main goal of Inspection of the quality of social services in residential facilities is to describe the influence of inspection on quality of standards of service provided in controlled facilities. The thesis is divided in two parts. First part presents theroetical frame of discussed issue based on professional literature. This theoretical frame consists of four chapters which present social services in general, their quality and values, quality of management and inspection of social services. Second part includes qualitative research based on interviews with five respondents. Interviews are focused mainly on respondent's personal experiences. Results of data analysis, their overview and discussion are summarized. Based on data analysis answers to research questions are formulated. Research provides answers to how inspection of quality of social service contributes to better understanding of meaning of standards of quality by employees and how it influences behavior of employees and state of social service in general. Evaluating management standards : empirical research into the Scottish Quality Management System

Managers today are faced with a bewildering choice of Management Standards that are being promoted to improve personal and organisational performance by a wide range of Standards-setting bodies. Standards-based management is a well-researched field, but all the research concentrates on individual Standards such as ISO 9000 and 14000 without identifying the influences of other Management Standards. This research seeks to extend the debate about Standards-based management and to encourage other researchers to consider it as both an entity and a phenomenon and to note its divergence from other management theories. A taxonomy of Management Standards is presented to enable the principal Standards to be categorised and a definition of a Management Standard is proposed to enable the distillation of the considerable body of literature into more manageable proportions. A chronology of Management Standards development is tabled and compared with the evolution of Quality Management and Total Quality Management (TQM) and the possible future development of Management Standards is examined. The literature research confirmed that Standards-based management approaches had increased very significantly, despite a lack of empirical research to show that this method of management yielded uniform improvements. It identified a trend for integrating Management Standards and creating a “super” Management Standard that would incorporate all the functions of management within an organisation. The Scottish Quality Management System (SQMS) is an integrated Management Standard that incorporates many of the key functions of management within an audited Management Standards framework that its architects claim is based on the principles of TQM. While originally developed for the Scottish training provider network in 1993, it has spread internationally and is currently in use by circa 600 organisations in several countries. It is the only example of a Management Standard of this kind, and despite its longevity, extensive coverage and significant public investment, it has not attracted any previous research interest. The SQMS project was ambitious, seeking to impose a major new Standard on a diverse and predominately unsophisticated population of organisations within a tight time frame. The field research surveyed the entire SQMS registered organisation population using a questionnaire that was based upon the principles of ISO 9004: 1994 and some preliminary research. The questionnaire was designed to examine attitudes and motivation, as well as gauging the effectiveness of the SQMS Standard as determined by an analysis of the improvements that could be directly associated with its implementation. The survey achieved over 70% response rate and the resulting data set was comprehensive and the analysis robust. An additional element of the research compared the results of the questionnaire response analysis with the perceptions of the SQMS Auditors who had audited a majority of the respondent organisations. The field research showed that the SQMS population was very experienced and had been working with SQMS for well over three years. This is a period that the literature research indicated was the minimum time required for the benefits of quality improvement initiatives to become measurable. In the absence of any clear published objectives for the implementation of SQMS, a number of likely objectives were postulated and these objectives were measured against the results of the research. The results of the research suggest an attitude of compliance, rather than improvement as the underlying mind-set of the SQMS organisations and an absence of quality improvement planning or measurement of key performance indicators. This attitude was no different among organisations that had also adopted ISO 9000 and IiP. SQMS accreditation had not shown to provide any marketing or promotional benefit in the same way as ISO 9000 and it had not led to increased market share or profitability. Few of the possible benefits of applying a Standard of this nature had been realised by the majority of organisations and there was little evidence of tangible organisational improvement. The Standard could not be deemed to have met its proposed objectives and a comparison with an accepted model of TQM did not find sufficient compatibility to designate SQMS as a tool for TQM implementation. The interviews with SQMS Auditors identified major discrepancies between their perceptions and the views of the organisations that they audited. The admission by over half of the respondent organisations that they produced evidence purely to satisfy audits raised questions about the effectiveness of the Standard and its audits and the competence of auditors to audit “super” Standards. The novelty of the research is examined and suggestions for future research proposed.

Kvalita v sociálních službách a její kontrola / The Quality in social services and its control

The new law about social services, that is effective since 1st January 2007, brought series of changes into the Czech social services system. These changes should contribute to modernizing and improving the quality of provided social services. Improving of the quality happens via implementing standards for quality in social services, that are sets of measurable and verifiable criteria. Verification of completing standards runs at the place where social services are provided and it is called quality inspection. Graduation theses analyses three runs of testing inspections, that proceeded in 2002, 2004 -- 2005, 2006 -- 2007 in the Czech Republic. Analysis evaluates the best and the worst completed standards, regional location of providers, where there the inspections were performed, and general fruitfulness of providers of social services at inspection. There are mentioned recommendations, which came out of the inspection analysis.
