Esta dissertação tem como objetivo a análise da eficiência técnica das operadoras de planos de saúde vis-à-vis a criação da Agência Nacional de Saúde Suplementar - ANS, no período de 2003 a 2008. Para tanto, foi utilizada a Análise Envoltória de Dados nos dados da saúde suplementar para geração das medidas de eficiência das operadoras, agrupadas em cinco modalidades: autogestão, cooperativa médica, filantropia, medicina de grupo e seguradora. Foram propostas quatro diferentes abordagens que pretenderam visualizar as performances das operadoras nas questões econômico-financeiras e assistenciais, bem como a relação do setor de saúde suplementar com o Sistema Único de Saúde - SUS. Além disso, os dados foram desagregados em grandes regiões brasileiras proporcionando a observação das diferenças regionais. Observou-se que existem grandes diferenças entre modalidades e também entre regiões. A comparação entre as medidas de eficiência nas quatro diferentes abordagens e a evolução, ano a ano, dos normativos da ANS, ainda necessita de uma análise mais detalhada, mas indica, ainda que primariamente, que as modalidades tiveram diferentes reações à regulação. / This dissertation has as its objective the analysis of the technical efficiency of health care companies in view of the creation of the National Health Agency ANS, from 2003 to 2008. For this purpose, Data Envelopment Analysis Model was used for the generation of efficiency measures of companies grouped into five modalities: self-management, medical cooperative, philanthropy, group medicine and insurance company. Four different approaches were proposed wich were intended to help visualise the companies performance in the economic, finanacial and social areas, as well as the relationship between the health care insurance market and the Health Unified System SUS. Moreover, data were separated into large brazilian regions so that regional differences could be considered. As a result, we can see that there are considerable differences among modalities as well as regions. The comparasion of the efficiency measures of four different approaches and the evolution of ANS regulatory norms, year after year, still requires a detailed analysis, although it indicates, even if superficially, that modalities have reacted differently to the regulation.

Resumo: As estratégias de mediação utilizadas pelo mediador nas atividades de ensino favorecem o aprendizado do aluno. Dentre as diversas atividades que podem ser realizadas pelo mediador com seu aluno, destaca-se a atividade de recontar histórias. As estratégias de ensino que envolvem a elaboração da estrutura narrativa proporcionam o desenvolvimento linguístico do aluno, pois essa estrutura pode conectar elementos semânticos diversos e promover a construção de sentenças verticais e horizontais para a posterior elaboração do discurso narrativo. Torna-se fundamental a realização de estratégias de mediação que proporcione ao aluno sem oralidade o desenvolvimento dessas habilidades lingüísticas por meio de recursos comunicativos e/ou pedagógicos. Nesse sentido, o papel do mediador é de suma importância para utilizar estratégias de ensino eficazes e aliadas ao uso adequado dos recursos. Assim, o objetivo deste trabalho consistiu em identificar e analisar as estratégias de mediação em atividades de reconto de histórias com alunos sem oralidade acometidos por paralisia cerebral. Participaram deste estudo sete sujeitos sendo três mediadoras e quatro alunos. As três mediadoras eram fonoaudiólogas que trabalhavam no Projeto de Comunicação Alternativa que estava inserido no setor de linguagem de uma universidade estadual paulista no qual atendiam os alunos selecionados para essa pesquisa. Os alunos não apresentavam oralidade, eram usuários de recurso suplementar e alternativo de comunicação e freqüentavam sala especial para deficientes físicos. Na coleta de dados, foi selecionada e adaptada uma história lúdica com cada aluno participante, para que todos eles pudessem realizar o reconto diante da mediação. As sessões das atividades de reconto foram filmadas e, posteriormente, transcritas, analisadas e discutidas. Os resultados indicaram a recorrência de nove... Among several activities that can done by the mediator with the students, the retelling stories is stand out. The learning strategies that involve the elaboration of the narrative structure provide the linguistic development of the student, because this structure can connect several semantic elements and provide the building of vertical and horizontal sentences to the further elaboration of the narrative speech. It's essential to do intercession strategies that provide the no speaking student the development of these linguistics abilities through communicative and/or pedagogical tools. This way, the mediator hole is very important to use effective educational strategies and join to the correct use of these tools. Therefore, the objective of this paper was to identify and analyze the intercession strategies in retelling stories activities with no speaking students with cerebral palsy. Seven people participated in this study, three mediators and four students. The three mediators were speech and language therapists who worked in the "Projeto de Comunicação Alternativa", placed in the language sector in a paulista public university, where they cared selected students to this research. The students didn't speak. They used supplementary and alternative communication resource and attended special classes to physically handicapped person. On the data collection, it was selected and adapted a ludic story with each participating student, so that everyone could retell the story in front of the mediator. These retelling sessions were filmed and later transcripted, analyzed and discussed. The results showed nine intercession strategies which were used by all the mediators, used occasionally and according to the development of the students during the retelling. The strategies... This diploma thesis inquires into the system of retirement pensions in Czech Republic which is based on two pillars. The first pillar comprises of mandatory elemental pension insurance which provides for over 94 % of incomes of today's retirees. The second pillar mainly comprises of additional voluntary retirement insurance with benefits and some products of life insurance. Considering actual setting of the pensions system based almost solely on pay as you-go funding (PAYG), though substantially demographically reliant, this situation won't be sustainable in the long term. The main goal of the diploma thesis is to find out approximate retirement pension income for different groups based on different amount of wages and connected drop in income especially considering actual changes which are in effect since October 2011. The crucial part of the thesis is subsequently focused on options for private saving through the third complementary pillar with concentration on development of selected indicators in additional retirement insurance with benefits and calculation of the amount of lifelong pension.

The goal of the submitted thesis "Analysis of supplementary pension insurance in Czech Republic in comparison with Slovak Republic" is analyze and compare currently functioning supplementary pension system in our country and Slovak Republic. The whole thesis is focused on third pillar of pension system, namely the supplementary pension insurance. The thesis contains difficulties and issues that the pension system faces. There is also analyzed upcoming pension reform and comparison of actual pension scheme with the future one. Part of this thesis is also analysis of pension funds currently operating in the Czech pension insurance market and selection of optimal pension fund.

Is there a match between the Education Review Office's identification of concerns and the Ministry of Education's Statutory Intervention in schools on Supplementary Review in specific case studies?

Abstract In New Zealand's compulsory education sector quality assurance is undertaken by the Education Review Office (ERO). When a school is found to be less effective than is acceptable through the triennial review process, ERO may return to review that school within six or twelve months. This Supplementary Review is identified to the Ministry of Education (MOE) which has several levels of intervention at its disposal which can be employed singularly or in concert to improve the school. Despite the support and interventions funded and/or managed by MOE, some schools have consecutive Supplementary Reviews and some remain under Statutory Intervention for several years. Commonalities among these schools that repeatedly or consistently present as 'at risk' may indicate a need for greater or different support or intervention. Self managing schools, while effective for many schools, may not be a workable and sustainable proposition for others. This may well be particularly true for those schools identified as 'at risk'. This paper considers ERO's process to identify schools 'at risk' and subsequent interventions employed by MOE to support the Principal and Board of Trustees in addressing improvements required within the school. Statistics and document analysis were used to extract data from documents with findings presented as a series of tables. It seeks a match between what is identified by ERO and the Statutory Intervention engaged by MOE. It explores the commonalities of schools under Statutory Intervention and on Supplementary Review. Practice in other countries is also considered in an effort to understand and contextualise the ideas and beliefs that support these approaches. While there is evidence ERO identifies teacher and Principal performance as major areas of concern, lead issues for Statutory Interventions in the same schools focus on the performance of the Board of Trustees as those with the responsibility of governing the school. The focus on governance to improve school performance is not working for some schools, more or different support may be necessary to effect positive change. The balance between capacity building, incentives and accountability for all involved in schools with Statutory Interventions, appears necessary for those with the capacity to improve.

Damping power system oscillations using a phase imbalanced hybrid series capacitive compensation scheme

Interconnection of electric power systems is becoming increasingly widespread as part of the power exchange between countries as well as regions within countries in many parts of the world. There are numerous examples of interconnection of remotely separated regions within one country. Such are found in the Nordic countries, Argentina, and Brazil. In cases of long distance AC transmission, as in interconnected power systems, care has to be taken for safeguarding of synchronism as well as stable system voltages, particularly in conjunction with system faults. With series compensation, bulk AC power transmission over very long distances (over 1000 km) is a reality today. These long distance power transfers cause, however, the system low-frequency oscillations to become more lightly damped. As a result, many power network operators are taking steps to add supplementary damping devices in their systems to improve the system security by damping these undesirable oscillations. With the advent of thyristor controlled series compensation, AC power system interconnections can be brought to their fullest benefit by optimizing their power transmission capability, safeguarding system stability under various operating conditions and optimizing the load sharing between parallel circuits at all times. This thesis reports the results of digital time-domain simulation studies that are carried out to investigate the effectiveness of a phase imbalanced hybrid single-phase-Thyristor Controlled Series Capacitor (TCSC) compensation scheme in damping power system oscillations in multi-machine power systems. This scheme which is feasible, technically sound, and has an industrial application potential, is economically attractive when compared with the full three-phase TCSC which has been used for power oscillations damping.<p> Time-domain simulations are conducted on a benchmark model using the ElectroMagnetic Transients program (EMTP-RV). The results of the investigations have demonstrated that the hybrid single-phase-TCSC compensation scheme is very effective in damping power system oscillations at different loading profiles.
