The aim is to analyze the customer-supplier relationships in the selected company in terms of trends in long-term partnerships, outsourcing, linking information flow and level of logistics services. Based on the internal materials and data on the structured interviews were evaluated various processes related to buying - supplier selection, supplier evaluation, handling complaints at the supplier and were evaluated data on customers. Based on the identified bottlenecks were suggested measures to improve the current situation.

Zavedení systému sledování a hodnocení dodavatelů / Implementation of the Monitoring and Evaluation of Suppliers

This diploma thesis deals with the system of monitoring and evaluation of suppliers at the company RayService, a.s.. The aim is the implementation of an integrated procedural approach within the office work with suppliers. Assortment and quantity of suppliers is now so wide that the existing non-systemic solutions prevent more effective manufacturing and overall development of the company. Everything must be consistent with possible sources of the company, for example IS Helios. The basic condition is availability of data and by this also easy work with them. The main measurement of suppliers at the company RayService is the OTD (on time delivery) of suppliers, which value is 93% today. This work should set up a system of monitoring and evaluation of suppliers at the company so that the growing trend of OTD (from the current 63% to target 93%) can start.

In the current business context of supply chains, the appropriate choice of suppliers is essential for good management and maintenance and improvement of competitive advantages. Therefore, the objective of this dissertation is to develop a method to evaluate suppliers performance in the context of supply chains, using item response theory (IRT). To achieve this goal, 60 supplier performance aspects, covering seven dimensions (cost, time, quality, flexibility, innovation, reputation/ industry experience and sustainability), were considered in the formulation of a questionnaire with 67 items to evaluate supplier performance. The questionnaire made possible the evaluation of 243 supply links of companies across different sectors and 14 Brazilian States. The evaluation results of the 243 supply links were analyzed using IRT’s Graded Response Model (GRM). GRM establishes a difficulty parameter for each category of the presented items, defining levels of performance in an interpretable scale that indicates the aspects served by each evaluated relationship and informs what aspects the company evaluated still needs to evolve in. Depending on what the client company expects and prioritizes in the performance of its suppliers, it can associate scale levels (and the presence and/or absence of certain aspects) with decisions about what to do in the relationship with the supplier company (deepen relationship, request changes in behavior or end relationship, for example). / Uma seleção adequada de fornecedores pode fazer diferença no futuro das organizações, diminuindo custos operacionais, melhorando a qualidade dos produtos e possibilitando respostas rápidas às demandas dos clientes. No atual contexto empresarial de atuação em cadeias, a escolha apropriada de fornecedores é imprescindível para uma boa gestão e para manutenção e melhoria de vantagens competitivas. Assim, o objetivo desta dissertação é desenvolver um método para avaliar desempenho de fornecedores no contexto de cadeias de suprimentos, utilizando a Teoria de Resposta ao Item (TRI). Para atingir tal objetivo, foram levantados 60 aspectos de desempenho de fornecedores, que contemplam sete dimensões: custo, tempo, qualidade, flexibilidade, inovação, reputação/experiência no setor e sustentabilidade. Com base nestes aspectos, foi elaborado um questionário com 67 itens para avaliação do desempenho de fornecedores, que permitiu avaliar 243 elos de fornecimento de empresas respondentes de diversos setores e 14 Estados brasileiros. Estes resultados foram avaliados utilizando o Modelo de Resposta Gradual da TRI que permite estabelecer um parâmetro de dificuldade para cada categoria dos itens apresentados, definindo níveis de desempenho em uma escala interpretável que indica os aspectos atendidos por cada relacionamento avaliado e em quais aspectos ainda é preciso evoluir. A depender do que a empresa cliente espera e prioriza no desempenho de seus fornecedores, esta pode associar os níveis da escala (e a presença e/ou ausência de certos aspectos) a decisões sobre o que fazer no relacionamento com a empresa fornecedora (estreitar laços, solicitar mudanças no comportamento ou cortar relações, por exemplo).

Through a Federal initiative, in the 2003 Food Purchase Program PAA has started, in this program family farmers sell their production at the municipal institution, as the Municipal Agriculture and Food Supply-SMAA in São Carlos city. The purchased products from the PAA are intended for popular restaurants and the food bank in the city. The PAA development became necessary to have a model that constantly evaluates the suppliers performance. To this end, this dissertation proposes a model for the suppliers evaluation using a scorecard to evaluate and to rank the performance of family farmers in the PAA in São Carlos city SMAA. In the theoretical framework the themes related to family farming, logistics and supply chain management, measurement and evaluation of performance and perfect order fulfillment were used. In order to develop the case study, the data were collected from the SMAA through interviews and semi-structured questionnaires applied to the program equip. Supported on the information obtained, we designed a model that seeks to reconcile the needs of the SMAA with the requirements of a perfect order. The model evaluates suppliers through the indicators of uniformity, maturity level, pests and diseases, timely, complete delivery and future delivery. These indicators are given different weights according to the importance assigned by the SMAA. The application of the pilot test occurred in a sample of eight suppliers and it resulted in some modifications in order to facilitate its application. The model application can provide higher quality products, meeting the demand of popular restaurants and food bank and allow the SMAA seek improvement actions with suppliers and contribute to the supply of products served is constant to this segment of the population. / As mudanças ocorridas no cenário agrícola após a desregulamentação dos mercados resultaram na necessidade de políticas públicas voltadas aos agricultores familiares. Por meio de uma iniciativa Federal, surgiu em 2003, o Programa de Aquisição de Alimentos - PAA, no qual os agricultores familiares comercializam sua produção junto aos órgãos públicos municipais, como a Secretaria Municipal de Agricultura e Abastecimento - SMAA do município de São Carlos. Os produtos adquiridos pelo PAA são destinados aos restaurantes populares e ao banco de alimentos do município. Com o desenvolvimento do PAA, tornou-se necessária a existência de um modelo que avalie constantemente o desempenho dos fornecedores, ou seja, dos agricultores familiares. Para isso, esta dissertação teve com objetivo propor um modelo de avaliação dos fornecedores utilizando um scorecard que avalie e classifique o desempenho dos agricultores familiares do PAA da SMAA do município de São Carlos - SP. Como marco teórico foram utilizados os temas referentes à agricultura familiar, logística e gestão da cadeia de suprimentos, medição e avaliação de desempenho e pedido perfeito. Para o desenvolvimento do estudo de caso foram coletados dados junto a SMAA por meio de entrevistas e aplicação de questionários semi-estruturados aos envolvidos no programa. Com base nas informações obtidas, foi elaborado um modelo, que busca conciliar as necessidades da SMAA junto aos requisitos de um pedido perfeito. O modelo avalia os fornecedores por meio dos indicadores de uniformidade, nível de maturidade, pragas e doenças, pontualidade, entrega completa e entrega futura. Estes indicadores receberam pesos distintos, de acordo com a importância atribuída pela SMAA. A aplicação do teste piloto ocorreu em uma amostra de oito fornecedores e resultou em algumas modificações com o objetivo de facilitar sua aplicação. A aplicação do modelo poderá proporcionar aumento da qualidade dos produtos, atendimento da demanda dos restaurantes populares e banco de alimentos e permitirá à SMAA buscar ações de melhorias junto aos fornecedores e contribuir para que o abastecimento de produtos servidos à esse segmento específico da população seja constante.

The solution proposal describes the project, which contains two stages. In first stage is done suppliers evaluation of company and second stage describes suggestion of EDI communication. These stages of project are designed to optimize the order processing in the company Böhm Jihlava in economic terms of time, quality and costs.
