Industry-scientist cooperative research : application to the West Coast groundfish fishery

Declining harvest levels, static agency research budgets, and increasing tension among scientists, managers, and industry members are the legacy of the present research and management institutions in the West Coast groundfish fishery. Cooperative research, the active participation of the commercial fishing industry in scientific research, is receiving increased attention as a potential alternative to current practices. Its strongest attributes are its potential to improve the spatial and temporal coverage of fisheries data collection and its potential to reduce marginal research costs. Despite these potential benefits, there are several obstacles to adopting cooperative research on a large scale including concerns about biased data, compatibility and continuity with current data gathering regimes, and the motivations of the participants. This paper examines the role that attitudes, beliefs, and perceptions play in influencing one's willingness to participate in cooperative research. Six focused discussions were held with industry, scientists, and managers in the West Coast groundfish fishery to define the key issues of cooperative research and to assist in designing a written questionnaire. The questionnaire was mailed to scientists, managers, and industry members in the groundfish fishery to elicit responses on issues including the current science and management process, uncertainty, industry-scientist working relationships, and the costs and benefits of potential cooperative research projects. Analysis of variance (ANOVA) was used to examine response differences among groups, and discriminant analysis was employed to identify characteristics that differentiated among groups formed as a result of their survey responses. Results indicated that both scientists and industry believe cooperative research has potential for improving fisheries science, however there were significant differences between the groups on most other issues. Generally, industry respondents were more critical of the industry-scientist working relationship and scientists' and managers' commitment to cooperation than were the scientists and managers themselves. Scientists tended to be more skeptical than industry about the direct involvement of industry in fisheries science projects such as port interview programs and independent industry scientist research organizations. Both groups demonstrated considerable heterogeneity, although industry tended to hold a greater diversity of opinions and perceptions than did scientists. Significant differences on certain issues were often explained by one's degree of involvement in the management process, state of residence, employer, job description, and gear type. The results of this survey provide useful data for the selection and design of future cooperative research projects and identify areas upon which scientists, managers, and industry need to improve if cooperative research is to play a larger role in fisheries science. / Graduation date: 2000

Patterns of benthic macroinvertebrate communities and habitat associations in temperate continental shelf waters of the Pacific Northwest

Macroinvertebrates constitute the backbone of megafaunal communities in benthic ecosystems around the globe. Many macroinvertebrates have vital roles in benthic ecosystems, ranging from enhancing habitat complexity to providing staple food sources for other organisms. Regardless of how familiar macroinvertebrates are to the general public, very few studies have attempted to describe benthic macroinvertebrate assemblages across large spatial scale in the continental shelf waters of the Pacific Northwest. This study describes different subtidal macroinvertebrate assemblages off Washington and Oregon based on species-substrata associations and the key species that distinguish one assemblage from another. Two data sets were used for this study: underwater footage collected by the submersible Delta during 1993-1995 geological surveys, and footage collected by the remotely operated vehicle (ROV) Hammerhead during macroinvertebrate surveys in late summer 2011. Footages from these surveys were used to document species-substrata associations and distinguish different assemblages based on species composition similarities and dissimilarities. In addition, I determined if a specific group of invertebrates, Asteroids (Echinodermata), were useful in explaining different assemblage patterns, after all other environmental parameters were taken into account. Findings of this study can be used not only to shed light on the structure of macroinvertebrate communities in the Pacific Northwest, but also as baseline data for future research on the direct and indirect effects of potential offshore installations on macroinvertebrate communities across the continental shelf waters. / Graduation date: 2012

A comparison of nest site selection and reproductive effort by reticulate sculpin (Cottus perplexus) in two streams of different geologies in the central Coast Range of Oregon

Nest sites of reticulate sculpin (Cottus perplexus) were located in two stream reaches, one from a basalt basin and one from a sandstone basin. Stream reaches were similar in gradient, basin area, elevation, climate, and riparian vegetation but differed in biologic community structure and substrate characteristics. An electivity index was used to determine if selection for nest sites occurred and also to compare patterns of selection between habitat types and stream reaches. Eggs from nests were collected so comparisons in reproductive effort could be made between streams and habitat types. Cobble sized substrate was positively elected in all habitat units examined and moderate embeddedness (6-25%) was positively elected in all units but one. No nests were found on bedrock, wood, or fine sediment substrate. A small number of nests were found on both larger gravel and boulder size particles. Only two out of 471 nests located were associated with rocks which were embedded 51% or more. Reproductive effort on a per nest basis was greater in the basalt stream. Nest weights in the basalt stream exceeded nest weights in the sandstone stream by 90% (95% confidence interval 52-152%) on average and the number of eggs per nest was 39% (95% confidence interval 8-79%)greater in the basalt stream. Differences in reproductive effort per nest within an individual stream were not detected in comparisons among scour pools, riffles, high cobble density and low cobble density habitat units. Reproductive effort per nest varied through the sampling period with intermediate effort early, low effort in the mid portion and the highest effort late. This pattern was apparent in both streams but statistically significant in the sandstone stream only. Nest densities were similar at 0.16 nest/m�� and 0.17 nest/m�� for the basalt and sandstone streams respectively. Differences in nest densities within streams were not detected between scour pools and riffles in either stream or between high and low cobble density units in the basalt stream. A difference was detected between high and low cobble density units in the sandstone stream (p=0.02). Nest densities were greater on average in the tailout portions of pools as opposed to the head and body portions in both streams but statistically significant in the sandstone stream only (p=0.04). We speculate that because patterns of electivity were similar between streams and between different habitat types within a stream, all with different levels of habitat availability, that male fitness is tightly linked with habitat selection for nest sites. Our results would suggest that reticulate sculpin nest site selection and reproductive effort are not strongly influenced by habitat on a geomorphic channel unit scale. It may be more appropriate to delineate sculpin habitat by substrate patches within geomorphic habitat units. / Graduation date: 1998

Nearshore wave predictions along the Oregon and southwest Washington coast

This thesis contains a manuscript describing the implementation of a high resolution wave forecasting model for the coasts of Washington and Oregon. The purpose of this project was to advance the wave predictive capabilities of the states of Oregon and the southwest part of Washington by including the effects of local bathymetric features in the operational forecasts. A 30 arc-second resolution wave forecasting model was implemented making use of the WAVEWATCH III numerical code covering the coastal region from Klamath, CA to Taholah, WA. The wave forecasts extend to the continental shelf at this resolution. To assess the performance of the model, its output was compared against in situ data, with normalized root-mean-squared errors in significant wave height in the vicinity of 0.20 and linear correlation coefficients greater than 0.80. Making use of the resulting validated regional scale wave forecasting system, an evaluation of the model sensitivity to the inclusion of bottom friction and wind input at the shelf level was performed. Results suggest that neither dissipation due to bottom friction or wind generation are significant for long term forecasting/hindcasting in the region. Results from a series of hindcasts suggest that several significant offshore features may affect the nearshore wave field. To evaluate it, a shelf scale SWAN model was implemented and a series of numerical experiments performed. Results suggest that the Astoria and McArthur Canyons; the Stonewall, Perpetua, and Heceta Banks; and Cape Blanco are significant bathymetric features that are capable of producing significant alongshore variability in wave heights nearshore. / Graduation date: 2013

Neoglacial climate in the Southern Coast Mountains, British Columbia

Palaeobotanical records of Holocene climate change in the southern Coast Mountains identify a cooler/wetter Neoglacial period subsequent to 6600 BP. Geomorphic evidence of alpine glacier advance suggests that there were three distinct cooler/wetter periods during the Neoglacial, but this pattern has not been identified in palaeobotanical studies. By careful selection of a sensitive alpine site this thesis has recognised this structure in a palynological record of Neoglacial climate. This continuous record of Neoglacial climate which has the same basis as records of early Holocene climate (i.e. palynological) and hence allows more direct comparisons of the two periods. Pollen spectra, conifer needle macrofossils, organic matter content, and magnetic susceptibility were assessed for a 4800 year continuous sequence of sediment from an alpine lake. Calibration of the Picea/Pinus pollen ratio by using an altitudinal transect of surface pollen samples allowed partial quantification of shifts in treeline. Treeline at the site was at least 85 m above the present level from 4800-3800 BP, suggesting that summer temperatures were at least 0.6°C above the present. High treeline until 3800 BP indicates a relatively late date for the Hypsithermal/Neoglacial transition at this site. Alternatively, the apparent complexity of this transition in the Coast Mountains may be due to difficulties of separating temperature and precipitation signals in many climatic records. Treeline declined to near present levels by 2500 BP and was lower than present from 2500-1500 BP and from 1200 BP until close to the present. Estimates of equilibrium line altitude depression for Coast Mountain glaciers during the Little Ice Age suggest that these periods of lower treeline were due to a cooling of up to 0.8°C. During the last 5000 years the Southern Coast Mountains have experienced fluctuations on the order of 1.5°C.

This thesis explores changing perceptions, theory, structure and policy within art exhibit and collection catalogues of First Peoples' objects from the Pacific Northwest Coast. This work looks at emerging viewpoints on material culture and its display over forty years as they present themselves in catalogue entries, textual content and labeling of Native groups and individuals. Early concepts based on salvage anthropology such as Native cultural demise and the degeneration of remaining people weakened as scholarship changed from a predominantly anthropological understanding of the objects to an aesthetic understanding based in art history. Political actions by Native groups have demanded policy changes within Canadian museum structure that includes the Native voice in curatorial decisions and textual discussions on both old and new objects. These very policy changes bring with them increased responsibility for the museum as well as new challenges of representation of the objects and their makers. The theme explored in this thesis is the changing role and responsibility of academia in the representation of the Other.

Tectonic significance of the Atnarko complex, Coast Mountains, British Columbia

The Atnarko complex located in west-central British Columbia comprises pre-Early Jurassic metavolcanic and metasedimentary rocks, termed the Atnarko assemblage, which is structurally interleaved with Late Triassic to Early Cretaceous orthogneiss. The Atnarko assemblage correlates with continental margin assemblages found within the Coast plutonic complex. Tectonic interaction between the Insular and Intermontane superterranes resulted in several phases of deformation including; 1) poorly preserved Jurassic deformation, 2) Early to mid-Cretaceous, southwest to west directed, compression, 3) mid-Cretaceous, north to northeast directed, compression, 4) mid- to Late Cretaceous dextral and sinistral ductile/brittle shearing, and 5) post latest Cretaceous brittle faulting. Peak metamorphism coincides with generation of migmatite in the Early Cretaceous (~117-115 Ma) and is contemporaneous with penetrative ductile fabrics. The Atnarko complex had cooled below 350°C by the Late. Comparison of the Atnarko complex to equivalent portions of the orogen along strike, indicates a post mid-Cretaceous change in structural style. To the northwest the orogen records continued southwest-directed compression which dominates the deformation style; while to the southeast large dextral strike-slip faults dominate. Relative plate motions between ca. 70-60 Ma indicate that dextral transpression occurred between the Kula and North American plates. Strain during this transpressive deformation was partitioned into compressive and translational regions. The Atnarko complex area is situated at the transition between translation and compression. The conditions of the lower and middle crust within the orogen were established by how strain was partitioned across the orogen. The distributed strain also shaped how the orogen responded to Tertiary extension. Continued compression to the northwest of the Atnarko complex led to increased crustal thickness and partial melting of lower and middle crust in the Tertiary. Conversely, the cessation of compression in the southeast lead to a more stable (i.e. cooler) crustal lithosphere. A change in relative plate motions in the early Tertiary triggered full-scale, orogen-perpendicular, collapse in the northwest facilitated by decoupling between the middle and lower crusts along thermally weakened layers. Localized orogen-parallel extension occurred in the southeast which was kinematically linked to large dextral strike-slip faults where the upper crust remained coupled to the middle and lower crust.
