Molecular systematics and biogeography of the Holarctic smelt family Osmeridae (Pisces)

Biogeographers have long searched for common processes responsible for driving diversification in the Holarctic region. Although terrestrial flora and fauna have been well studied, much of the marine biogeographic work addresses patterns and processes occurring over a relatively recent timescale. A prerequisite to comparative biogeographic analysis requires well-resolved phylogenies of similarly distributed taxa that diverged over a similar timeframe. The overall aim of my Ph.D. thesis was to address fundamental questions in the systematics and biogeography of a family of Holarctic fish (Osmeridae) and place these results in a broad comparative biogeographic framework. With eight conflicting morphological hypotheses, the northern hemisphere smelts have long been the subjects of systematic disagreement. In addition to the uncertainty in the interrelationships within this family, the relationship of the Osmeridae to several other families remains unclear. Using DNA sequence data from three mitochondrial and three nuclear genes from multiple individuals per species, I reconstructed the phylogenetic relationships among the 6 genera and 15 osmerid species. Phylogenetic reconstruction and divergence dating yielded a well-resolved phylogeny of the osmerid genera and revealed several interesting evolutionary patterns within the family: (1) Hypomesus chishimaensis and H. nipponensis individuals are not reciprocally monophyletic, suggesting that they are conspecific and H. chishimaensis is a recently evolved freshwater ecotype that invaded the Kuril Islands following the last glaciation, (2) The trans-Pacific sister relationships in Hypomesus based on lateral line scale counts are not supported, implying that this phenotype evolved in parallel on each side of the North Pacific Ocean, (3) The Plecoglossidae are the Osmeridae sister group, (4) Over half of the characters from previous studies show evidence of parallel evolution; however, 27 traits reflect ancestral relationships, (5) Multiple divergences within the Osmeridae date to both the mid-Miocene cooling period and the Pliocene Bering Seaway opening, suggesting these events were important in the evolution of these fishes, and (6) Divergences in many marine taxa for which dated phylogenies are available are also correlated with these time periods. Future research should target additional Holarctic marine taxa for further comparative analysis.

As long as the states of East Asia can keep the growing rate of their economies, they can become the centre of the world economy in oncoming years. China and India have potetial to become regional superpowers and to dominate the world economy and replace the USA in this position. The USA must not lose their influance in Asia to remain the world superpower and creator of the world order. They need to find allies in Asia, that can help them to become a part of asian regional integrations and have influence on their development. The US goal is to carry through their own trans-pacific integration, that could be basis for Asia-Pacific Free Trade Area. The success of this integration indipends on U.S.-China`s relations and on the way how they will be able to solve their mutual disputes (chinese currency policy, commitments to WTO, chinese indigenous innovation policy etc.).

O estudo foi realizado através de pesquisa bibliográfica e legislativa e culmina com a comparação entre TPP e TRIPS. O estudo será focado no período pós-TRIPS, no qual a governança do comércio internacional passa por grandes transformações e a regulamentação da propriedade intelectual fora do âmbito da OMC cresce, cada vez mais, com a formulação de regras consideradas TRIPS-plus e TRIPS-extra. Esta realidade do período pós-TRIPS pode afetar a função social da propriedade intelectual e torná-la um óbice para o desenvolvimento econômico. A implementação da agenda 2030 para o desenvolvimento sustentável exige solidariedade global através da cooperação internacional, envolve o debate multilateral do comércio internacional centrado na OMC e a facilitação da transferência de tecnologia. O debate multilateral e mais democrático sobre temas atinentes ao comércio internacional, propiciado pela OMC, está ameaçado. / The thesis aims to study the effects of trade mega-agreements, specifically the Transpacific Treaty (TPP) on pharmaceutical patents and, consequently, on access to medicines. The study was carried out through bibliographical and legislative research and culminates in the comparison between TPP and TRIPS. The study will focus on the post-TRIPS period in which international trade governance undergoes major transformations and the regulation of intellectual property outside the WTO is increasingly being developed by the formulation of TRIPS-plus and TRIPS- extra. This reality of the post-TRIPS period can affect the social function of intellectual property and make it an obstacle to economic development. Implementing the 2030 agenda for sustainable development requires global solidarity through international cooperation, involves the multilateral debate on international trade centered on the WTO and facilitating technology transfer. The multilateral and more democratic debate on issues related to international trade, provided by the WTO, is threatened.

Accords de Partenariat Trans Pacifique et secteur laitier canadien : analyse des impacts économiques

Dans l’attente d’une éventuelle mise en application des accords de Partenariat Trans Pacifique (PTP) dont le principe fut signé en automne 2015, nous avons, à l’aide d’un modèle d’équilibre partiel, analysé ses impacts économiques sur le secteur laitier canadien sous gestion de l’offre. La question a été abordée sous l’angle d’une libéralisation tarifaire avec augmentation d’accès minimum par ligne tarifaire. À l’aide des scénarios de court terme (aucun ajustement) et de long terme (réduction du quota de mise en marché national), nous avons analysé les implications du PTP sur le bien-être des différents acteurs du secteur, sur les prix intérieurs de l’intrant et des produits ainsi que sur les quantités offertes et consommées. Les résultats montrent une diminution du prix intérieur et de la quantité offerte de l’intrant ainsi qu’une augmentation nette du bien-être général à court terme et à long terme respectivement de 0,3% et de 0,7%. -- Mots-clés : le secteur laitier, libéralisation tarifaire, accès minimum, gestion de l’offre, Partenariat Trans Pacifique (PTP). / Pending the possible implementation of the Trans-Pacific Partnership Agreement (TPP), the protocol of which was signed at the autumn 2015, we have analyzed its economic impacts using a partial equilibrium model on the supply-managed Canadian dairy sector. The issue was addressed in terms of tariff liberalization with a minimum access increase per tariff line. Using the short-term scenarios (no adjustments) and long-term scenarios (reduction of the national marketing quota), we analyzed the implications of the TPP for the welfare of the various actors in the sector, inputs and outputs and the quantities offered and consumed. The results show a decrease in the domestic price and the quantity offered of the input as well as a net increase in general short-term and long-term welfare of 0.3% and 0.7%, respectively. -- Keywords: dairy sector, tariff liberalization, minimum access, supply management, Trans Pacific Partnership (TPP).

O comércio de serviços, após uma assertiva estratégia dos negociadores americanos, entrou para a agenda da Rodada Uruguai de Negociações Comerciais Multilaterais do então GATT e chegou como principal tema nas negociações dos grandes acordos preferenciais de comércio – nomeadamente TPP e TTIP – liderados pelos negociadores americanos. Verifica-se que os padrões em referência espelham uma trajetória traçada a partir de uma campanha também agressiva de organizações e outros agentes, liderados especialmente pelo setor de serviços financeiros, em defesa de seus interesses. Tal institucionalização, ao mesmo tempo em que caracterizou uma resposta dos negociadores americanos ao padrão institucional que estava sendo adotado no GATSRodada Uruguai, tornou-se um padrão que teve influência recorrente e amplamente determinante nas regras resultantes das negociações envolvendo Estados Unidos que surgiram a partir de então. Tais argumentos estão ancorados nos pressupostos da abordagem analítica institucionalista histórica e nos conceitos path dependence, conjuntura crítica, nos mecanismos feedback positivo, sequenciamento e nos conceitos de transformações graduais, que ajudam a identificar o desenvolvimento institucional. / The purpose of this thesis is to contribute to the understanding of the standards of service trade rules proposed and/or adopted by the United States in the context of international trade negotiations, verifying if there were changes, if there were repetitions of these standards and what would be the causes of a result or another. Trade in services, following an assertive strategy of American negotiators, entered the agenda of the Uruguay Round of Multilateral Trade Negotiations of the then GATT and came up with as the main topic in the negotiations of the major preferential trade agreements – notably TPP and TTIP – led by the American negotiators. The standards in question reflect a path traced from an aggressive campaign of organizations and other agents, led especially by the financial services sector, in defense of their interests. These actors, who were essential in launching this agenda, continued to support trade agreements throughout all these years, making them the largest demandeurs in favor of liberalization. However, the American negotiators, if on the one hand expressed full interest in making gains from such liberalization, by aligning themselves with these demandeurs, on the other, found themselves challenged from the outset by internal and external constraints. The central argument advocated here is that the trade rules proposed and/or adopted by the United States in the context of international trade negotiations on services – specifically financial services; telecommunication services; audiovisual services; maritime transport services – in the Uruguay Round GATS, but effectively institutionalized in NAFTA, due to the adverse circumstances faced by Mexico, resulted from the demands of several private and public actors and were shaped within the existing institutional limits. Such institutionalization, while that featured a response from the American negotiators to institutional standard that was being adopted in the GATS-Uruguay Round, became a pattern that had recurrent and largely determining influence on the rules resulting from the negotiations involving the United States that emerged thereafter. Such arguments are anchored in the assumptions of the historical institutionalist analytical approach and in the concepts of path dependence, critical juncture, in the positive feedback and sequencing mechanisms, and in the concepts of gradual transformations that help identify institutional development.
