Překážky a příležitosti implementace principů udržitelného rozvoje v pozemní dopravě v ČR / Obstacles and opportunities for implementation of sustainable development principles in transport in the Czech Republic

The main topic of the thesis is actors and their role in the policy change process in the transport policy of the Czech Republic. It is argued that current transport system is not sustainable and the main goal of every transport policy should be sustainable transport. There exist, however, many barriers in achieving more sustainable transport system. Institutional barriers including formal organisations as well as norms and rules and actors seem to be one of the most significant. These actors can influence and change policy. One of the theories explaining how actors can change policy is the Advocacy Coalition Framework (ACF). The ACF suggests that actors form their policy proposals and solutions according to their belief system and create advocacy coalitions in order to pursue their goals and interests. A policy changes when a dominant coalition has been replaced by so far minor coalition representing policy alternatives or when a dominant coalition members change their attitudes towards, or a perception of, a given policy problem (e.g. local transport). Therefore, the main aim of the thesis is to find out how selected actors perceive problems of the transport policy in the Czech Republic and to identify potential advocacy coalitions through analysis of their attitudes. The choice of means of transport for regular commuting is an issue which concerns a wide range of working and student population. The aim of the thesis is to explain on a representative sample of the population this choice of different means of transport for regular commuting to work and school from a small town in a relatively peripheral position. This thesis deals with some aspects that influence the choice of means of transport in Zruc nad Sazavou for regular commuting. The results are also supported by a questionnaire survey. Analyses are conducted on the basis of quasi-experimental approach assessment of individual indicators. The next part of the thesis deals with the specifics of the choice of means of transport on the selected routes from Zruc nad Sazavou. The research has demonstrated the validity of the hypotheses. The most common means of transport used for commuting to selected towns is a car for its flexibility and speed of transport. For certain groups of people public transport is still playing its role in providing transport services.

This thesis deals with actual state of public transport in the Sušice region and proposes provisions, which are leading to higher quality and efficiency. To attainment this proposal, methods of questioning passengers and evaluation of the data are used.Investigated will be also the problems of actual state. Those are primarily absence transfer lines, inappropriate offer of connections and low workload of some connections. This is often caused by absence of concurrently two or more which are going on the same way in short time distance. Proposed procurations going to be conceived as new time tables. These timetables will ensure traffic serviceability in the region, where going to be symbolize the most imported transfer links too. During the transition period, the dynamic changes in the transport sector occured (changes in the variety of means of transport), and gradually began to change people's transport behaviour. The choice of means of transport is a process which is conditioned by many factors and may have different regional characteristics. Hence, the general objective of the thesis is to asses transport behaviour of the population in different regions of the Czech republic with emphasis on the rail transport. The analytical part of the thesis is divided into analyse at the national and regional level. The aim of the thesis at the national level is to determine the significance of different types of vehicles for commuting to work. The purpose of the thesis is to evaluate the competition in the most used means of transport (rail, bus, car) and to determine the catchment area of each regional district in order of usage of any particular means of transport. Scope of this objective will be focused mainly on the usage rate of railway transport. The secondary objective is to evaluate commuting to work at the micro-regional level within the district of Pribram. The analysis will be performed on the basis of each municipality in the district of Pribram and will evaluate in detail the mobility of the population. This analysis should provide recommendations for the use of individual transport modes and their possible optimization.

Der Schienengüterverkehr in Deutschland weist nach langer Stagnation erstmals wieder eine höhere Wachstumsrate als der Straßengüterverkehr auf. Die hierbei erreichten Positionen können jedoch langfristig nur ausgebaut werden, wenn es gelingt, die Zukunftsfähigkeit des Schienengüterverkehrs in den Lieferketten der Industrie und des Handels zu sichern. Der Überwindung existierender und neuer Engpässe bei der Nutzung der notwendigen Ressourcen, wie zum Beispiel der Gleisinfrastruktur, kommt dabei eine herausragende Bedeutung zu. Kurz- und mittelfristig gefragt sind daher Ansätze für eine effizientere Nutzung der vorhandenen Ressourcen. Im Beitrag werden dazu an den Schnittstellen zwischen Schienengüterverkehr und Logistik neue strategische und operative Ansätze für ein prozess- und strukturübergreifendes Ressourcenmanagement vorgestellt. / For the first time after years of decline, rail freight transport in Germany is returning a higher growth rate than road transport. The success of recent years can only be perpetuated, however, if the growing demands of consignors can be fulfilled under conditions of increasing cost pressure. Meanwhile, the recent dynamic growth in transport volume is leading to first bottlenecks regarding the necessary resources for rail freight operation, e.g. railway infrastructure. New paths and solutions are thus required, with a strong focus on more efficient use of the existing resources. This paper presents new approaches to process and cross-company resource management, based on existing potentials at the interfaces between the operational concepts of freight railways, logistics and production.

Innovative methods in European road freight transport statistics: A pilot study

By using innovative methods, such as the automated transfer of corporate electronic data to National Statistical Institutions, official transport data can be significantly improved in terms of reliability, costs and the burden on respondents. In this paper, we show that the automated compilation of statistical reports is possible and feasible. Based on previous findings, a new method and tool were developed in cooperation with two business partners from the logistics sector in Austria. The results show that the prototype could successfully be implemented at the partner companies. Improved data quality can lead to more reliable analyses in various fields. Compared to actual volumes of investments into transport, the costs of transport statistics are limited. By using the new and innovative data collection techniques, these costs can even be reduced in the long run; at the same time, the risk of bad investments and wrong decisions caused by analyses relying on poor data quality can be reduced. This results in a substantial value for business, research, the economy and the society.
