revolution that fostered globalization, the economic restructuration and informalization, modified space and time concepts, bringing populations closer together and provoking
political transformations. They made contemporaries cities protagonists of world events and as a consequence of such processes, worthlessness spaces appeared and cities all over the
world started to bet on the strategy of acting in this problematic areas through initiatives aimed at promoting intentional transformations to obtain a multidimensional valorization
urban, financial, environmental, cultural and social. In short, such urban initiatives intend to make cities more competitive, sustainable, creative, productive and fair. Also in Brazil,
countless worthless spaces appeared in waterfronts, central areas, and deactivated industrial/urbanized areas, as well as in sub-used or misused areas lacking infrastructure and
public services where it is imperative and urgent to perform urban initiatives. This research proposes as a thesis that urban initiatives, when carried out based on an adequate politicalinstitutional model, transform and give value to worthless spaces in their multiple dimensions, offering better quality of life to their residents and helping to fulfill the social
role of the city. We intend to prove this thesis through the analysis of national and international cases and by introducing thoughts, critique and guidelines as a contribution to
the improvement of the urban initiatives implementation processes, in particular to those regarding worthless areas of Brazilian cities / As transforma??es mundiais ocorridas no s?culo XX redefiniram os rumos da cidade neste novo s?culo. A consolida??o da urbaniza??o, a revolu??o tecnol?gica que impulsionou
a globaliza??o, a reestrutura??o econ?mica e a informacionaliza??o modificaram conceitos de tempo e espa?o, aproximando os povos, e provocaram transforma??es pol?ticas enfim, tornaram as cidades contempor?neas protagonistas dos acontecimentos mundiais. Em s?ntese, tais interven??es urbanas visam a tornar a cidade contempor?nea competitiva, sustent?vel, criativa, produtiva e justa. Tamb?m no Brasil, nos maiores centros urbanos surgiram in?meros espa?os de desvalia em frentes h?dricas, em zonas centrais, em ?reas industriais/urbanizadas desativadas e em ?reas subutilizadas ou de uso indevido, carentes de infraestrutura e de servi?os p?blicos, onde ? imprescind?vel e urgente a realiza??o de interven??o urbana. Municipalities as Enablers of Citizen-led Urban Initiatives : Possibilities and Constraints / Kommuner som möjliggörare av medborgardriven stadsutveckling : Möjligheter och hinderDanenberg, Rosa January 2015 (has links)
Municipal bottom-up urban development is growing into an increasingly common urban practice. However, bottom-up urban development differs considerably from conventional top-down planning. The discrepancy forms obstacles for the relationship between top-down and bottom-up actors. Yet, creating an enabling relationship is possible, although how it can be realized is rather underexamined. Therefore, the aim of this research is to contribute knowledge to how municipalities can enable citizen-led urban initiatives. Empirical research in Stockholm and Istanbul, based on four examples of citizen-led urban initiatives and one municipal representative, provided valuable insights. On the one hand, within the existing municipal framework, certain possibilities and constraints for municipal bottom-up urban development arise. However, aiming to creating a structural change that transforms the relationship, new urban governance arrangements need to be established at the local level. From a governance innovation perspective, implementing a neighborhood council and a municipal guide form feasibly possibilities. Especially its combination is found key to redeem most of the constraints while it has the potential to establish socially innovative urban development.
