Cultivating Collaborative Lifestyles in Urban Neighbourhoods

Despite the increase of urban populations resulting in people living in close proximity to each other, society continues to operate with a focus on individual desire and hyper-consumption, at the expense of the earth’s ecologies and all that encompasses it. How can we begin to cultivate an alternative consumption model that not only focuses on the conservation of ecologies but also begins to break away from ways in which “habits, routines, social norms and cultural values lock us into unsustainable behaviours”? (Botsman, R., Rogers, R. 2010). Collaboration, through its many forms, be it ‘commons’ or modern-day ‘sharing economy’, continues to be a topic of discussion as a favourable solution to environmental, social and economic issues. This paper and design project explores the everyday practice of collaboration and its potential for activating a network in urban neighbourhoods, specifically in high-density housing. The project explores: how we can share, where we can share, and what we can share, using the sharing of household items as a seed for sustainable development. The resulting project presents methods and guidelines for cultivating collaboration in the form of a multipurpose toolkit. The toolkit “Collaboration is Cultivation” enables individuals to become activists and implement collaborative practices in their own neighbourhood. Through designerly research and a design project I shed light on the potential of the coming-together of neighbors through collaborative lifestyles that can incrementally transform neighborhoods into one’s that are socially and environmentally, sustainable, resilient and thriving.

Alternatives de partenariats pour la gestion de l’eau potable dans les quartiers pauvres des zones urbaines : cas de Kinshasa

Face à l’incapacité de l’État à offrir des services de base aux ménages pauvres des zones urbaines périphériques et marginales, ce sont les opérateurs informels (individuels et collectifs) qui s’activent à répondre aujourd’hui aux besoins croissants des ménages. Mais leurs actions sont ponctuelles, éparpillées sur le territoire, non intégrées dans un plan de développement local, et beaucoup de ménages n’ont toujours pas accès à l’eau potable. Cette recherche, de type exploratoire, porte donc sur l’examen d’un type de partenariat entre les acteurs publics et les opérateurs informels collectifs, susceptible de créer la synergie entre les partenaires locaux et de pérenniser la fourniture de l’eau potable. Elle vise à analyser et à comprendre les mécanismes de collaboration entre l’État et les opérateurs informels collectifs en vue d’améliorer la qualité de la vie dans les quartiers urbains pauvres grâce à la résolution des problèmes d’accès à l’eau potable. À partir de l’étude de cas d’une zone pauvre de la ville de Kinshasa (République Démocratique du Congo), nous avons donc cherché à dégager ce qui peut éclairer le fonctionnement du partenariat État-opérateurs informels collectifs. Comme cadre d’analyse, nous avons recouru à l’analyse stratégique et, pour l’examen des expériences de partenariat, nous avons utilisé le modèle de Coston (1998) et recouru aux approches de régulation État-tiers secteur (approche socio-étatique et approche socio-communautaire). La méthode qualitative a été privilégiée. Les données analysées proviennent d’entrevues semi-dirigées, de la recherche documentaire et de l’observation. À partir du modèle de Coston (1998), les résultats obtenus montrent que les relations qui correspondent le mieux au partenariat entre les acteurs publics et les opérateurs informels collectifs sont de type « contractuel » et correspondent à l’orientation socio-étatique. Mais le système formel actuel de gestion de l’eau potable et les relations de pouvoir sont plus proches du type « rivalité ». Notre étude montre également que les partenariats, entre les acteurs publics et les opérateurs informels collectifs, sont très difficiles à instituer, car il n’existe pas encore d’environnement socio-politique solidaire. Le contexte institutionnel n’est pas propice à l’émergence d’un partenariat dynamique. Les déficiences structurelles, humaines et institutionnelles constatées sont la résultante directe de la pauvreté dont sont victimes les individus et les institutions. Les réseaux sociaux (à base de parenté, ethnique ou religieux) affectent les relations entre les individus, membres d’une association locale et les représentants des institutions locales ou nationales. Une complémentarité, négociée entre l’État et les opérateurs informels collectifs, ne pourra se réaliser que par la mise en place de nouvelles politiques favorisant la démocratie, la décentralisation et la promotion du mouvement associatif avec une société civile forte, dynamique, soucieuse du bien commun, privilégiant les qualités managériales plutôt que l’assistance perpétuelle. / Faced with incapacity of the State to offer basic services to households in poor urban neighbourhoods, informal operators, both individual and collective, are left to meet the current increasing needs of households. But as their actions are only occasional and randomly scattered throughout the region, and are not integrated into a local development plan, many households still do not have access to a secure water supply. Our research investigates partnerships between the public sector and collective informal operators that is likely to create synergy between them, in order to provide a constant and reliable water supply to poor urban neighbourhoods. It seeks to analyze and understand the mechanisms of collaboration between the State and community organizations in order to improve the quality of life in poor urban neighbourhoods, by resolving the problems associated with access to water. Using the case study of an area on the outskirts of the city of Kinshasa (Democratic Republic of Congo), we seek to discover how State and collective informal operators could function in partnership to manage a grassroots urban water-delivery service. As a frame of analysis, we used strategic analysis ; to examine the type of partnership, we used the model by Coston (1998) and the approaches used to regulate State-third sector (socio-state approach ; socio-community approach). The qualitative method was emphasized. The data analyzed was derived from semi-directed interviews, documentary research and observation. The results obtained show that the relationships that best correspond to the desired partnership between the public actors and collective informal operators are a type of « contracting » and relate to the socio-state orientation. But the current formal system of management of water supply and the relations of power are closer to the type of « rivalry ». Our study also shows that the partnerships between the public actors and collective informal operators are very difficult to institute because public policies do not promote interdependence between local actors. The current institutional context is not favourable to the emergence of a dynamic partnership. New forms of cooperation, negotiated between the State and collective informal operators will be successful only if new policies supporting democracy and decentralization are instituted. The promotion of associative movements with a strong and dynamic civil society, seeking the common good, must emphasize managerial qualities.

Towards a design methodology to support social networks of residents in inner-city apartment buildings

This PhD study is at the intersection of people, place and technology and pioneers innovative development approaches towards interactive social networking systems informed by community, social and urban studies and employs human-centred and participatory design methods. The project delivers a greater understanding of the potential for internet-based systems to support and facilitate social networks of urban residents and the role of those networks to foster neighbourhood identity and social capital. Departing from conventional notions that regard communities as collectives, this study builds upon more contemporary interpretations of community inherent in Castells’ and Wellman’s theories of the network society and networked individualism. The thesis challenges the view that a mere re-appropriation of applications used to support dispersed virtual communities of interest is adequate to meet the place and proximity-based design requirements that community networks in urban neighbourhoods pose. The overarching principal research aim of the study is to propose new ways of conceptualising the roles of social networks of urban residents to better inform the design of new technology facilitating urban neighbourhood developments. Addressing this aim requires a new understanding of the roles of social networks of urban residents. The study sets out to critique the implicit theories underlying technology design in this area and to propose a more appropriate theory based on recent developments in the field and empirical findings from the study. The key research questions are: 1. What theoretical model can better represent social interaction of residents in inner-city apartment buildings? 2. How can relevant research methods be adapted to take the network qualities of social interactions into account? 3. What are the implications of a new understanding of social networks for the design of technology that supports the growth of neighbourhoods? 4. What are the implications of a new understanding of social networks for an urban architecture that supports the growth of neighbourhoods? Within a framework of action research, the study follows a case study approach of three different inner-city residential apartment complexes in Brisbane. Research methods are mostly qualitative and ethnographic and include surveys, focus groups, participant observation and interviews, as well as participatory design. The study delivers innovative outcomes on three levels: 1. Theoretical innovation with an analytical translation of Wellman’s notion of networked individualism and a conceptualisation of the communicative ecology model into the context of system design that supports social networks of residents in inner-city apartment buildings; 2. Methodological innovation with the presentation of Network Action Research, an addition to the action research family which pays particular attention to the network quality of social formations in communities; 3. Empirical innovation with research findings which indicate that the key factors influencing the successful design and uptake of interactive systems to support social networks in urban neighbourhoods. They include the swarming social behaviour of urban dwellers, the dynamics of their existing communicative ecology, and the serendipitous, voluntary and place-based quality of interaction between residents on the basis of choice, like-mindedness, mutual interest and support needs. Findings are presented in three parts to audiences interested in people, technology and place. Drawing on social, urban and computer sciences, this research project delivers insights which will assist efforts to facilitate urban neighbourhood community building with new media and network ICTs. Understanding the issues and challenges as well as opportunities and strengths in forming a local meshwork of social networks will help Australians negotiate the complex web of daily choices, access a greater social safety net, and participate in the socio-cultural and socio-economic life of their city. This in turn will contribute to greater social inclusion, urban sustainability and healthier local economies.
