Visioning in Urban Planning- A Critical Review and SynthesisJanuary 2013 (has links)
abstract: Planners are often involved in the development of 'visions' for specific projects or larger plans. These visions often serve as guideposts for more specific plans or projects and the visioning process is important for involving community members into the planning process. This paper provides a review of the recent literature published about visioning and is intended to provide guidance for visioning activities in planning projects. I use the general term "vision" in reference to a desirable state in the future. The body of academic literature on visioning in planning has been growing over the last decade. However, the planning literature on visioning is diverse and dispersed, posing various challenges to researchers and planners seeking guidance for their own planning (research) activities. For one, relevant articles on visioning are scattered over different strands of literature ranging from traditional planning literature (Journal of the American Planning Association, Planning Practice and Research, etc.) to less traditional and intuitive sources (Futures, Journal of Cross-Cultural Psychology). Further, some of them not easily identifiable and may not be openly accessible via the Internet. Thus, our review intends to help collect and synthesize this literature and begin to provide guidance for the future of visioning in the field of planning. I do this by compiling visioning literature from different strands of the planning literature, synthesizing key insights into visioning in (urban) planning, undertaking exemplary appraisals of visioning approaches in planning against quality criteria, and deriving conclusions for visioning research and practice. From this review, I highlight areas of opportunity and ways forward in order to make visioning more effective and more influential for the future of communities throughout the world. / Dissertation/Thesis / M.U.E.P. Although urban heritage has been a research field in the focus of scholars’ attention since the concepts of restoration and rehabilitation of monuments had been extended to entire areas such as historical city centres, before the mid‐twentieth century, architectural studies approached towns only through individual historical monuments, and historical studies only through juridical, political, and religious institutions or economic and social structures. In consequence, urban space as the manifestation of the urban phenomenon in its complexity has been largely ignored by the practice of urban conservation. This thesis aims to be a theoretical approach to the field of urban conservation, revealing its place at the crossing of history, architecture, urbanism, geography, philosophy, and anthropology. The creation of place, its understanding, the meaning that places hold for human identity and the way they shape us in return. The basis of such an enquiry is set by looking at attitudes towards the historic fabric over time and the origins of the notion of ‘urban conservation’ in its European context. The concentration of economic, social and cultural exchanges over long periods of time, which characterises traditional urban cultures, gives the value of historical areas in towns. Therefore, the history of urban development provides a substantial contribution towards the protection, conservation, and restoration policy of historic towns and urban areas as well as towards their development and adaptation to contemporary life. The term ‘integrated conservation’ emerged as a response to these changes in conservation’s relationship to heritage and its context. This broadened image of heritage enables a better understanding of how human activity has shaped the urban fabric and of how conservation can be perceived today as a component of management of urban change. This raises a number of theoretical and methodological issues, which are discussed in detail in this thesis: how do we understand the historic urban areas and how do we elicit their cultural values in order to protect and use these values. This research is therefore concerned with the origin and nature of ideas relevant to urban conservation, rather than with what is commonly regarded as being a prescriptive doctrine in heritage conservation generally, and indeed urban conservation. In reality, this latter view of the theoretical and philosophical body of research in conservation is hindering its theoretical development as a discipline and has an undesired, stalling effect on practice development. This is why this research aims to provide tools for thinking about specific conservation issues, not self‐sufficient theories. The references span a very wide timescale because of the inherent preoccupation of humans with their own inhabiting of the world, which is ultimately the frame in which urban settlements are inscribed.

Contestation, confusion and change: urban governance and service delivery in Zimbabwe (2000-2012)Muchadenyika, Davison January 2014 (has links)
Magister Administrationis - MAdmin / This study investigates how political dynamics impacted on service delivery in urban areas of Zimbabwe in general and, SPECIFICALLY, in the cities of Harare, Bulawayo, Masvingo and Mutare. The problematic of urban governance in these cities has been marked by contestation, confusion and change for a range of reason which would seem to be associated with issues of planning and management of urban areas, infrastructure such as provision and maintenance of roads, housing, public transport and water and sanitation. Consequently, these urban governance contestations almost led to the collapse of most if not all, urban functions and services in the aforementioned urban areas. That Zimbabwe is suffering from a crisis of governance and public service delivery for decades is not in doubt. In this thesis, I argue that whilst much attention has been given to state governance, it is at the local governance level where the impacts of the crisis are more severe. Why at the local governance level? Local government is mandated to deliver directly or indirectly key human development services to citizens. Inevitably, urban governance is an important determinant of urban services delivery. Urban governance takes place within a wider governance and political context. Post-independent urban Zimbabwe was dominated by the Zimbabwe African National Union Patriotic Front (Zanu-PF) until the turn of the millennium. When the Movement for Democratic Change (MDC) began dominating urban local authorities, urban governance signaled an era marked by contestation, confusion and change. Subsequent urban governance political dynamics had profound impacts on service delivery.

Development and evaluation of a suburban evaporation model : |b a study of surface and atmospheric controls on the suburban evaporation regimeCleugh, Helen Adair January 1990 (has links)
This research focusses on observing and modelling the suburban surface energy balance. The initial objective is to use measurements to elucidate the controls on the size and temporal variability of the latent heat flux. This is achieved by synchronous observations of suburban and rural energy balances. On the basis of this comparison it is proposed that the day-to-day variability of the partitioning of the suburban turbulent fluxes is linked both to larger-scale atmospheric influences and variations in the energy and moisture availability within the suburban 'canopy'. This hypothesis is examined through measurement and modelling.
Further observations of the suburban energy balance components reveal that the size of the Bowen ratio is linked to the surface moisture availability. This is comprised of soil moisture variations in unirrigated greenspace areas and also the anthropogenic influence of lawn irrigation. However, in addition to this, the day-to-day variability of the Bowen ratio is a function of an advective influence upon the saturation deficit in the surface and mixed-layers. The mechanisms which determine this relationship are identified as meso-scale advective effects resulting from differing land-uses. This influences the nature of the mixed-layer and hence surface fluxes.
In light of this interaction of scales and atmospheric processes, a model is developed that couples advectively-dominated mixed-layer dynamics with surface-layer exchanges of heat and mass. The acronym for the model is SCABLE, Suburban Canopy and Boundary Layer Evaporation model). It predicts
the diurnal evolution of the mixed-layer depth, temperature and humidity. The saturation deficit of the mixed-layer is an input to the surface evaporation model. In turn this enables the surface sensible heat flux to be calculated from the surface energy balance (using measurements of the available energy). This modelled surface sensible heat flux drives the growth of this mixed-layer and thus the rate of entrainment from the capping inversion. The temperature and moisture structure of the mixed-layer is determined by both inputs from the surface-layer, and from the "free" atmosphere. The suburban canopy evaporation sub-model is based on the 'big leaf' Combination model, with a parameterisation scheme for the surface and aerodynamic resistances based upon the approaches taken by Shuttleworth (1976, 1978).
The model performs adequately for simulating the day-to-day variability of the saturation deficit and surface evaporation. Its performance on an hourly basis indicates that the model weaknesses lie in the simulation of the diurnal behaviour of the surface resistance and potential temperature of the mixed-layer.
It is concluded in the thesis that such an approach is necessary and valid for predicting and understanding the evaporation regime in areas the size of suburbia. Role of the time element in the urban renewal process : part of a group thesis "The nodular metropolitan concept."Mann, Ronald Edward January 1968 (has links)
This thesis reviews and analyzes the importance of the element of time in the process of urban renewal. With the rapid growth of our cities and the increasing number of problems accompanying such growth, the process of urban renewal is an issue of national concern.
In order to investigate such a gigantic subject as the city, requires the combined forces of many individuals, groups and organizations. For the investigation of this thesis, a group of five individuals collaborated in the initial stages to develop a framework for the city and its parts. The group approach is outlined in the initial chapter as Section I of the thesis. The hypothesis developed by the group, stated that in North American metropolitan regions, there are many similar problems to contend with, all associated with the present urban form and structure of our cities. To improve the environment and way of life of the inhabitants in the city of metropolitan size, may best be achieved through the application of a new macrostructure to the older central areas. One possible system is that of high density nodes of mixed land use, connected by a rapid system of mass transportation which the group has called the "Nodular Metropolitan Concept". After outlining the problems of the city and developing a matrix of inter-related variables, the individual members of the group persued a subject of their own preference within the scope of the matrix of variables.
The topic of this thesis deals with the importance and effect of the time element in the urban renewal process. To stress this importance, a survey of the past and present renewal programs in Canada and the United States is developed in the first two chapters. Then a detailed case study of Vancouver's urban renewal program follows to complete the analysis of present practice.
From these studies there emerged certain recurring problems in renewal to which the time element was obviously relevant in varying degrees. Other factors will of course have their effect upon the urban renewal process, but in many of the steps in renewal, such as the acquisition of land, the approval of agreements by three levels of government, and the provision of relocation housing, the element of time is a major factor involved in the determination of the success or failure of the activity.
The planning process must involve three components: enabling legislation, satisfactory financial resources, and a program of phased development before it can take place. A fourth component, that of public acceptance and involvement, is necessary to make the planning process not only happen, but be successful.
After reviewing the phasing techniques of the Bar Chart and the Critical Path Method, an examination of two methods of comprehensive planning was undertaken: the Community Renewal Program, and Reginald Isaacs' Comprehensive Plan method of phased development. Such an investigation into the techniques and methods of planned programming, was intended to provide some perspective of the means available for harnessing the time element. Only by placing restrictions upon the element of time, can its effect on the urban renewal process be used in a positive manner.
In the final section, the use of the Comprehensive Plan as a tool for applying the Nodular Metropolitan Concept as put forward by the group, attempts to portray the degree to which a program of phased development may stimulate and influence the renewal process.

Climate change adaptation: A green infrastructure planning framework for resilient urban regionsAbunnasr, Yaser 01 January 2013 (has links)
The research explores multiple facets of a green infrastructure planning framework for climate change adaptation in urban regions. The research is organized in three distinct, but related parts. The first develops an adaptation implementation model based on triggering conditions rather than time. The approach responds to policy makers' reluctance to engage in adaptation planning due to uncertain future conditions. The model is based on planning and adaptation literature and applied to two case studies. Uncertainty during implementation may be reduced by incremental and flexible policy implementation, disbursing investments as needs arise, monitoring conditions, and organizing adaptation measures along no-regrets to transformational measures. The second part develops the green infrastructure transect as an organizational framework for mainstreaming adaptation planning policies. The framework integrates multi-scalar and context aspects of green infrastructure for vertical and horizontal integration of policy. The framework integrates literature from urban and landscape planning and tested on Boston. Prioritization of adaptation measures depends on location. Results suggest that green infrastructure adaptation policies should respond to configuration of zones. Cross jurisdiction coordination at regional and parcel scales supports mainstreaming. A secondary conclusion suggests that green infrastructure is space intensive and becomes the basis of the empirical study in part three. A spatial assessment method is introduced to formulate opportunities for green infrastructure network implementation within land-uses and across an urban-rural gradient. Spatial data in GIS for Boston is utilized to develop a percent pervious metric allowing the characterization of the study area into six zones of varying perviousness. Opportunities across land uses were assessed then maximum space opportunities were defined based on conservation, intensification, transformation and expansion. The opportunities for transformation of impervious surfaces to vegetal surfaces are highest in the urban center and its surrounding. Intensification of vegetation on pervious surfaces along all land uses is high across the gradient. Conservation of existing forested land is significant for future climate proofing. The concluding section argues for a green infrastructure planning framework for adaptation based on integration into existing infrastructural bodies, regional vision, incremental implementation, ecosystem benefits accounting, and conditions based planning rather than time based.

Evaluating water conservation and water demand management in an industrialised city: a case study of the City of uMhlathuze in Richards BayMthethwa, Nkosinathi I January 2018 (has links)
The objective of this study was to evaluate water conservation and water demand management in an industrialised City of uMhlathuze in Richards Bay. The City of uMhlathuze Local Municipality is the third-largest municipality in KwaZulu Natal (KZN) and is strategically placed to continue attracting investment as an aspirant metropolis due to the newly established Industrial Development Zone (IDZ) and the country's largest deep-water port. As an industrialised city, uMhlathuze's demand for water is already increasing and with the establishment of the IDZ, it is expected that water demand will escalate even further once the IDZ is fully operational. In line with the research question, this study has, therefore, sought to understand whether the industrialised City of uMhlathuze has developed and effectively implemented a water conservation and water demand management strategy and interventions in order to sustain water supply in anticipation of growing demand due to industrialisation and population growth. This objective was achieved by evaluating the city's current interventions and measures using a range of water conservation and water demand management solutions and guidelines. During this study, it was evident that the greatest threat facing South Africa's ambitious future economic growth, poverty alleviation and government's transformation agenda was the inefficient and unbalanced use of available and limited water resources. Thus, in order to avoid this imminent threat, the country as a whole must continuously reduce water consumption and demand from various sectors. This goal can be achieved through sustainable and improved water conservation and water demand management interventions. The study found that, in recent years, the issue of water scarcity had escalated in KZN. The province was in the grip of a drought, which was taking its toll on water supply in various municipalities around the province. The sparse rainfall in most parts of the province had caused the levels of rivers and dams to decrease to a point of crisis. Consequently, the KZN Provincial Government declared the province a disaster area in 2015. During the study, there was very little improvement as the City of uMhlathuze was still subjected to level 4 water restrictions. Evidently, the drought was intensifying the water problem in a municipality already grappling with poor and inadequate water infrastructure. A review of international and local literature was undertaken to theoretically position the objective of the research. An evaluation of the City of uMhlathuze water conservation and water demand management strategy and interventions was conducted using a questionnaire completed by city officials and part of the study included documentation review. This study investigated key elements of water conservation and demand management as well as interventions that were pertinent to achieving the desired outcome of efficient use of water. Respondents were required to answer questions focusing on several water conservation and water demand management related approaches and solutions. During the study, it was identified that there were inconsistencies in the implementation of water conservation and water demand management interventions even though the City of uMhlathuze had already taken the important step of developing a water conservation and water demand management strategy. It was recognised, however, that water conservation and water demand management remained relatively new for most municipalities. Consequently, it would take time for municipalities, together with communities, to implement effective interventions. The focus needs to be on the establishment of a combined team of staff and stakeholders, set up to finding solutions and interventions designed to maximise the most sustainable and efficient use of water. The conclusions drawn from this study and proposed recommendations indicated that wastewater reuse; pipe replacement; water pressure management; rainwater and stormwater harvesting; water sensitive urban design; leak detection and repair; joint planning and research team with the Industrial Development Zone; groundwater and aquifer recharge; stakeholder engagement, education and citizen awareness are feasible options for the City of uMhlathuze to consider in relation to water conservation and water demand management. These solutions should constitute the foundation of a revised and updated water conservation and water demand management strategy to be implemented incrementally with broad-based participation.

Urban regeneration through transit-oriented development: an initial perspective from the global SouthVandewater, Samuel January 2015 (has links)
As cities age and change, certain areas begin to physically decay and suffer from the flight of both its residents, as well as socioeconomic activities. The means by which these areas are regenerated remains an issue for many cities, who are unable to reconnect these places with opportunities needed to thrive. In response to this challenge, transit-oriented developments have become a more recent, sustainable form of urban growth that allow people to navigate a city's socioeconomic activities and opportunities through well-established modes of transportation. This has the potential to create cities in which people are able to have a 'live, work, play' lifestyle, supported by various modes of public transportation that also connects them to the broader urban context. The case study method is used to determine the viability of utilising transit-oriented developments as a path for enabling urban regeneration and to examine a space in need of regeneration that is also well-connected to various modes of urban transportation. Bellville Central provides an example of attempts to address urban decay through various efforts of regeneration, with the insights of the users of the space became invaluable resources for the study. The users found that safety, walkability, and transportation were of the utmost importance and should be improved to help regenerate the area, while other data suggested a need for more diverse socioeconomic activities. The results of the study reveal many overlapping principles such as notions of liveability, that, while aimed at different goals, use methods that are often complementary or even identical to each other, thus regenerative interventions should include additional theories (like transit-oriented development) and broader, inclusive impacts.
