The stockholm county proposed legislation in 2010 on the use of studded tires in the city. The aim of the policy was to reduce the use of studded tires by 50 percent. The research question investigates the authenticity of the policy where it was hypothesized that the net social benefits for the imposition of this charge was less than or equal to zero. Emperical literatures were chosen systematically and with the help of theories on welfare economics, a meta analysis was employed quantifying cost and benefits of all outcomes. The findings shows that the NSB is less than zero meaning that it was a wise decision to reject the proposal.

Risk Assessment of Transformer Fire Protection in a Typical New Zealand High-Rise BuildingNg, Anthony Kwok-Lung January 2007 (has links)
Prescriptively, the requirement of fire safety protection systems for distribution substations is not provided in the compliance document for fire safety to the New Zealand Building Code. Therefore, the New Zealand Fire Service (NZFS) has proposed a list of fire safety protection requirements for distribution substations in a letter, dated 10th July 2002. A review by Nyman [1], has considered the fire safety requirements proposed by the NZFS and discussed the issues with a number of fire engineers over the last three years. Nyman concerned that one of the requirements regarding the four hour fire separation between the distribution substation and the interior spaces of the building may not be necessary when considering the risk exposure to the building occupants in different situations, such as the involvement of the sprinkler systems and the use of transformers with a lower fire hazard. Fire resistance rating (FRR) typically means the time duration for which passive fire protection system, such as fire barriers, fire walls and other fire rated building elements, can maintain its integrity, insulation and stability in a standard fire endurance test. Based on the literature review and discussions with industry experts, it is found that failure of the passive fire protection system in a real fire exposure could potentially occur earlier than the time indicated by the fire resistance rating derived from the standard test depending on the characteristics of the actual fire (heat release rate, fire load density and fire location) and the characteristics of the fire compartment (its geometric, ventilation conditions, opening definition, building services and equipment). Hence, it is known that a higher level of fire safety, such as 4 hour fire rated construction and use of sprinkler system, may significantly improve the fire risk to health of safety of occupants in the building; however, they could never eliminate the risk. This report presents a fire engineering Quantitative Risk Assessment (QRA) on a transformer fire initiating in a distribution substation inside a high-rise residential and commercial mixeduse building. It compares the fire safety protection requirements for distribution substations from the NZFS to other relevant documents worldwide: the regulatory standards in New Zealand, Australia and United States of America, as well as the non-regulatory guidelines from other stakeholders, such as electrical engineering organisation, insurance companies and electricity providers. This report also examines the characteristics of historical data for transformer fires in distribution substations both in New Zealand and United States of America buildings. Reliability of active fire safety protection systems, such as smoke detection systems and sprinkler systems is reviewed in this research. Based on the data analysis results, a fire risk estimate is determined using an Event Tree Analysis (ETA) for a total of 14 scenarios with different fire safety designs and transformer types for a distribution substation in a high-rise residential and commercial mixed-use building. In Scenario 1 to 10 scenarios, different combinations of fire safety systems are evaluated with the same type of transformer, Flammable liquid (mineral oil) insulated transformer. In Scenario 11 to Scenario 14, two particular fire safety designs are selected as a baseline for the analysis of transformer types. Two types of transformer with a low fire hazard are used to replace the flammable liquid (mineral oil) insulated transformer in a distribution substation. These are less flammable liquid (silicone oil) insulated transformers and dry type (dry air) transformers. The entire fire risk estimate is determined using the software package @Risk4.5. The results from the event tree analysis are used in the cost-benefit analysis. The cost-benefit ratios are measured based on the reduced fire risk exposures to the building occupants, with respect to the investment costs of the alternative cases, from its respective base case. The outcomes of the assessment show that the proposed four hour fire separation between the distribution substations and the interior spaces of the building, when no sprinkler systems are provided, is not considered to be the most cost-effective alternative to the life safety of occupants, where the cost-benefit ratio of this scenario is ranked fifth. The most cost-effective alternative is found to be the scenario with 30 minute fire separation and sprinkler system installed. In addition to the findings, replacing a flammable liquid insulated transformer with a less flammable liquid insulated transformer or a dry type transformer is generally considered to be economical alternatives. From the QRA analysis, it is concluded that 3 hour fire separation is considered to be appropriate for distribution substations, containing a flammable liquid insulated transformer and associated equipment, in non-sprinklered buildings. The fire ratings of the separation construction can be reduced to 30 minute FRR if sprinkler system is installed. This conclusion is also in agreement with the requirements of the National Fire Protection Association (NFPA).

Driver Behavior Evaluation of Variable Speed Limits and a Conceptual Framework for Optimal VSL Location IdentificationHarrington, Curt P 18 March 2015 (has links)
Static speed limits are the norm across the world’s roadway networks. However, advances in technology and increased applications in intelligent transportation systems (ITS) provide a mechanism for upgrading traditional speed limits into an active traffic management system. More specifically, variable speed limits (VSLs) can be used in high crash severity locations and in real-time congestion and weather events to increase traffic safety and operations. Much of the available literature on VSLs focuses upon crash prediction algorithms for VSLs, simulations, and effectiveness of real-world VSL implementations. One noticeable gap in the existing literature is related to driver compliance under varied configurations of alerting drivers of the variable speeds. An additional gap in literature is related to existence of a conceptual framework for identifying optimal corridors for potential VSL implementation. Within this thesis drivers’ willingness to comply with VSLs was investigated via focus groups and static surveys during the experimental process. Connections are made between driver speed choice and type of speed limit condition including uniform speed vi limit (USL) versus VSL, overhead mount versus side mount, presence of an explanatory message, and the numerical speed limit value. An analysis of the survey results was completed to isolate critical factors in VSL compliance. Opinions and perspectives on VSLs are derived through the focus group sessions Lastly, a case study approach is presented in which a region is chosen, and implementation metrics are analyzed on the major roadway networks using a GIS platform to create a composite ranking system for potential optimal VSL corridors. The study aims to be used as a foundation to justify use of certain types of VSLs in addition to creating a conceptual framework for VSL implementation zone identification.

The aim of the Master´s thesis is to design the prestressed floor construction of the shopping centre. The construction is supported by the columns with the maximal span dimensions 16,0*16,6 m. The design is made according to the VSL (VSL International Ltd.)slab system - post-tensioned slab prestressed by the unbonded system of 4 monostrand units. In the thesis there is also made a simplified design of the reinforced concrete floor construction supported with the bigger amount of the columns. It is made a comparison of the both types of the floor slabs and the evaluation of their advantages and disadvantages. The statical analysis and the calculation of the internal forces is assessed by the program Nexis 3.60.15 32.

The research conducted for this thesis seeks to understand issues associated with integrating a direct spread spectrum system (DSSS) transceiver on to a single chip. Various types of sequences, such as Kasami sequences and Gold sequences, are available for use in typical spread spectrum systems. For this thesis, complex spreading sequences (CSS) are used for improved cross-correlation and autocorrelation properties that can be achieved by using such a sequence. While CSS and DSSS are well represented in the existing body of knowledge, and discrete bulky hardware solutions exist – an effort to jointly integrate CSS and DSSS on-chip was identified to be lacking. For this thesis, spread spectrum architecture was implemented focussing on sub-systems that are specific to CSS. This will be the main contribution for this thesis, but the contribution is further appended by various RF design challenges: highspeed requirements make RF circuits sensitive to the effects of parasitics, including parasitic inductance, passive component modelling, as well as signal integrity issues. The integration is first considered more ideally, using mathematical sub-systems, and then later implemented practically using complementary metal-oxide semiconductor (CMOS) technology. The integration involves mixed-signal and radio frequency (RF) design techniques – and final integration involves several specialized analogue sub-systems, such as a class F power amplifier (PA), a low-noise amplifier (LNA), and LC voltage-controlled oscillators (VCOs). The research also considers various issues related to on-chip inductors, and also considers an active inductor implementation as an option for the VCO. With such an inductor a better quality factor is achievable. While some conventional sub-system design techniques are deployed, several modifications are made to adapt a given sub-system to the design requirements for this thesis. The contribution of the research lies in the circuit level modifications done at sub-system level aimed towards eventual integration. For multiple-access communication systems, where a number of independent users are required to share a common channel, the transceiver proposed in this thesis, can contribute towards improved data rate or bit error rate. The design is completed for fabrication in a standard 0.35-μm CMOS process with minimal external components. With an active chip area of about 5 mm2, the simulated transmitter consumes about 250 mW&the receiver consumes about 200 mW. AFRIKAANS : Die navorsing wat vir hierdie tesis onderneem is, beoog om kundigheid op te bou aangaande die kwessies wat met die integrasie van ‘n direkte spreispektrumstelsel (DSSS) sender-ontvanger op ‘n enkele skyfie verband hou. Verskeie tipes sekwensies, soos byvoorbeeld Kasami- en Gold-sekwensies, is vir gebruik in tipiese spreispektrumstelsels beskikbaar. Vir hierdie tesis is komplekse spreisekwensies (KSS) gebruik vir verbeterde kruis- en outokorrelasie-eienskappe wat bereik kan word deur so ‘n sekwensie te gebruik. Alhoewel DSSS en KSS reeds welbekend is, en diskrete hardeware oplossings reeds bestaan, is die vraag na gesamentlike geïntegreerde DSSS en KSS op een vlokkie geïdentifiseer. Vir hierdie tesis is spreispektrumargitektuur aangewend met die klem op KSS substelsels. Dit is dan ook die belangrikste bydrae van hierdie tesis, maar die bydrae gaan verder gepaard met verskeie RF-ontwerpuitdagings: hoëspoed-vereistes maak RF-stroombane sensitief vir die uitwerking van parasitiese komponente, met inbegrip van parasitiese induktansie, passiewe komponentmodellering en ook seinintegriteitskwessies. Microscopic Assessment Of Transportation Emissions On Limited Access HighwaysAbou-Senna, Hatem 01 January 2012 (has links)
On-road vehicles are a major source of transportation carbon dioxide (CO2) greenhouse gas emissions in all the developed countries, and in many of the developing countries in the world. Similarly, several criteria air pollutants are associated with transportation, e.g., carbon monoxide (CO), nitrogen oxides (NOx), and particulate matter (PM). The need to accurately quantify transportation-related emissions from vehicles is essential. Transportation agencies and researchers in the past have estimated emissions using one average speed and volume on a long stretch of roadway. With MOVES, there is an opportunity for higher precision and accuracy. Integrating a microscopic traffic simulation model (such as VISSIM) with MOVES allows one to obtain precise and accurate emissions estimates. The new United States Environmental Protection Agency (USEPA) mobile source emissions model, MOVES2010a (MOVES) can estimate vehicle emissions on a second-by-second basis creating the opportunity to develop new software ―VIMIS 1.0‖ (VISSIM/MOVES Integration Software) to facilitate the integration process. This research presents a microscopic examination of five key transportation parameters (traffic volume, speed, truck percentage, road grade and temperature) on a 10-mile stretch of Interstate 4 (I- 4) test bed prototype; an urban limited access highway corridor in Orlando, Florida. iv The analysis was conducted utilizing VIMIS 1.0 and using an advanced custom design technique; D-Optimality and I-Optimality criteria, to identify active factors and to ensure precision in estimating the regression coefficients as well as the response variable. The analysis of the experiment identified the optimal settings of the key factors and resulted in the development of Micro-TEM (Microscopic Transportation Emissions MetaModel). The main purpose of Micro-TEM is to serve as a substitute model for predicting transportation emissions on limited access highways in lieu of running simulations using a traffic model and integrating the results in an emissions model to an acceptable degree of accuracy. Furthermore, significant emission rate reductions were observed from the experiment on the modeled corridor especially for speeds between 55 and 60 mph while maintaining up to 80% and 90% of the freeway‘s capacity. However, vehicle activity characterization in terms of speed was shown to have a significant impact on the emission estimation approach. Four different approaches were further examined to capture the environmental impacts of vehicular operations on the modeled test bed prototype. First, (at the most basic level), emissions were estimated for the entire 10-mile section ―by hand‖ using one average traffic volume and average speed. Then, three advanced levels of detail were studied using VISSIM/MOVES to analyze smaller links: average speeds and volumes (AVG), second-bysecond link driving schedules (LDS), and second-by-second operating mode distributions (OPMODE). This research analyzed how the various approaches affect predicted emissions of CO, NOx, PM and CO2. v The results demonstrated that obtaining accurate and comprehensive operating mode distributions on a second-by-second basis improves emission estimates. Specifically, emission rates were found to be highly sensitive to stop-and-go traffic and the associated driving cycles of acceleration, deceleration, frequent braking/coasting and idling. Using the AVG or LDS approach may overestimate or underestimate emissions, respectively, compared to an operating mode distribution approach. Additionally, model applications and mitigation scenarios were examined on the modeled corridor to evaluate the environmental impacts in terms of vehicular emissions and at the same time validate the developed model ―Micro-TEM‖. Mitigation scenarios included the future implementation of managed lanes (ML) along with the general use lanes (GUL) on the I-4 corridor, the currently implemented variable speed limits (VSL) scenario as well as a hypothetical restricted truck lane (RTL) scenario. Results of the mitigation scenarios showed an overall speed improvement on the corridor which resulted in overall reduction in emissions and emission rates when compared to the existing condition (EX) scenario and specifically on link by link basis for the RTL scenario. The proposed emission rate estimation process also can be extended to gridded emissions for ozone modeling, or to localized air quality dispersion modeling, where temporal and spatial resolution of emissions is essential to predict the concentration of pollutants near roadways
