Explaining water governance in Egypt : actors, mechanisms and challenges

This thesis adopts a governance theoretical framework to analyse and explain the complex and non-linear nature of water governance arrangements in Egypt. Drawing on empirical data collected from fieldwork with key water stakeholders in Egypt, and using a documentary analysis of the major water policy documents, the thesis examines the interplay dynamics between water agents and structures at national, regional and international levels. The work rests on the observation that water governance arrangements in Egypt have changed over the last two decades to denote an ever-growing role for non-state actors. The historic domination and monopoly of state actors in water policy decisions is no longer suitable for addressing the emerging water challenges. Consequently, the water crisis in Egypt is perceived as a governance issue that calls for the collaboration of state and non-state actors. In order to inform the ontological, epistemological and methodological basis of the thesis, the governance analytic framework is combined with theoretical insights from structure-agency accounts. By combining theoretical and empirical enquiry, this work attempts to contribute to and advance beyond the existing literature in three ways. First, it offers one of the first attempts to organise an empirical in-depth case study analysis of the water governance arrangements in Egypt using a multi-level structure-agency framework. Second, it provides a systematic examination and mapping-out of the new water governance systems in Egypt. Third, it presents a rigorous evaluation of the impact of water governance regimes at the regional and international levels on water policy decisions at the national level. Following on from the case study analysis, and guided by the developed theoretical framework, this research has concluded that the Egyptian water governance is dominated by powerful and influential government water bodies. Therefore, any attempt to change existing governance arrangements has to be very carefully planned, taking into account the interaction between water policy agents and the existing water structure. Thus, this thesis will appeal to a diverse audience, including public policy and water governance scholars as well as water experts and policy makers.

Esta é uma tese sociológica sobre formas de assimilação social de novas institucionalidades para regulação do uso e acesso aos recursos hídricos. Busca empreender, a despeito do recorte disciplinar de sua problemática, um esforço no diálogo de saberes com os campos da economia, filosofia, antropologia, geografia humana, agronomia, ecologia e direito ambiental. Sua apresentação geral consta de uma revisão teórico-conceitual crítica sobre o princípio neoclássico da valoração ambiental e da apresentação de dois estudos de caso sobre os possíveis impactos que a política de valoração da água trará para a agricultura paulista. Na revisão teórico-conceitual, a tese discute a necessidade de elaboração de estratégias epistêmicas alternativas de interpretação dos modernos conflitos sócio-ambientais. Propõe a superação dos enfoques formalistas de modelagem da relação sociedade-natureza. Nos estudos de caso, a tese apresenta diferentes possibilidades de ajustamento entre distintas configurações territoriais - dotadas de relações específicas de produção material e de exercício do poder social - e os anseios do princípio da valoração da água. As conclusões gerais do trabalho apontam para uma crítica às intervenções institucionais de gestão ambiental baseadas em modelos universalizantes de supostas condutas racionais de agentes e/ou grupos sociais. / This is a sociological thesis about ways of social assimilating of new institutional inovations for the regulation of the use and access to water resources. It seeks to make an effort to obtain a knowledge dialogue with the fields of economy, philosophy, anthropology, human geography, agronomy, ecology and environmental laws. The thesis\'s general presentation consists of a critical theoretical review about the neoclassical principle of environmental valuation and the presentation of two case studies about the possible impacts that the water valuation policy will bring to the agriculture in São Paulo state. In the theoretical review, the thesis discusses the necessity of elaborating alternative strategies for the interpretation of the modern social and environmental conflicts. It proposes to overcome the formalist approaches of modeling in the relation society-nature. In the case studies, the thesis presents different possibilities of adjustment among different territorial configurations - with specific relations of material production and the exertion of the social power - and the aims of the water valuation principles. The general conclusions of the work point to a criticism to the institutional intervention of environmental policy based on models of suposedly rational bahaviors of agents and/or social groups.

Reforestation, Water Yield, and Management of Micro-Watersheds in Central America

In Central America, two conflicting narratives are used to describe the relationship between forest cover and water availability, with implications for management of water resources throughout the region. Many resource managers believe forests increase dry season water availability, but scientific consensus refutes this perspective. This study analyzes the narratives explaining the relationship between forest cover and dry season water yields in Central America and how they influence resource management. In a case study of the Sasle catchment in Nicaragua, I use a combination of satellite imagery analysis and SWAT hydrologic modeling to investigate land use change over the past 25 years and the potential impact of these changes on the hydrology of the catchment. False perceptions of the role of land cover in hydrology are influencing management practices in sensitive headwater catchments and creating unintended results. A broader perspective on the socio-political and scientific context of these narratives is needed.

EVIDENCE THAT A RESTORED COLORADO RIVER DELTA IS CRITICAL HABITAT UNDER THE ENDANGERED SPECIES ACT FOR THE RECOVERY OF THE VAQUITA MARINO (Phocoena sinus) AND ITS IMPLICATIONS IN THE LEGAL,ECONOMIC, AND SOCIAL POLICY IN THE COLORADO RIVER

The Vaquita marino (Phocoena sinus) is the smallest, most recently discovered, most limited in its distribution, and most highly endangered of all the Cetaceans. Two risk factors have been identified in the Vaquita’s conservation; mortalities due to bycatch in the artisanal fishing fleet in the Upper Gulf of California, and environmental disturbance. The habitat disturbance risk factor is a direct result of the desiccation of the Colorado River Delta because of extensive water diversions form the Colorado River by the dam system within the United States. Significant disagreements exist as to the relative impacts of the two risk factors and how a conservation plan should be developed. This paper utilizes existing data in the literature to display that in fact there is no correlation between the impact of bycatch, and that the Vaquita’s population is depressed because a critical portion of its ecosystem, the Colorado River Delta has been destroyed. This paper argues that a restored Colorado River Delta is critical habitat for the recovery of the Vaquita under the Endangered Species Act and that the ongoing diversion of water from the Colorado River Delta by the US dam system is a violation of the Endangered Species Act. The violation of the Endangered Species Act through the destruction of the Colorado River Delta can have significant economic and social impact in the Western United States.

Policy Outcomes on Water-Related Ecosystem Services in an Agricultural Landscape in South Africa

<p>Water governance in South Africa is challenged by natural as well as socially constructed water scarcity. 15 years after the transition from Apartheid to the new democratic era, this paper shows that water resources are still distributed along racial lines. Based on a case study in rural KwaZulu Natal, results indicate that outcomes of water policies which aimed at redressing historic inequalities have not yet been able to create the expected benefits for the disadvantaged black farming community. This paper uses an ecosystem service (ESS) approach to assess how those benefits that are derived from different water-related ecosystem services (WES) developed in the smallholder community and its adjacent commercial farming area. The change in the distribution of water for household use, water for irrigation, water flow regulation and water for scenic beauty is further discussed in regards to its response to water policies on local and national level. Hereby, the paper addresses the research need to provide insight into ESS responses to policy outcomes, which in turn is expected to reveal challenges and opportunities for policy makers to incorporate the complex yet important interactions between social and ecological systems into their decision making. Practically, this paper contributes by making gaps in ESS utilization between smallholder and commercial farmers explicit. Focusing on the material aspects of equality, i.e. the redistribution of water resources is argued to be neither feasible nor unequivocally desirable in the near future. Rather, I encourage capacity building to increase possibilities of the smallholder farmers to effectively use existing resources.</p>

Exploring the Implementation Potential of a Proposed Water Ethic: A Canadian Case Study into Underlying Ethical Considerations for Water Resources Management

Ideas about water use and ethics have been linked for many thousands of years. In this millennium, water resources remain a primary area of concern throughout the world, including such issues as shortages, supply, flooding, quality, restoration, allocation and regulation. Today, electronic environmental news and specialty websites contain a breadth of information on current water resources conflicts and issues throughout the world. In many parts of the world, water quantity is decreasing and water quality is worsening, lack of access to improved water supplies is decreasing, as is access to basic sanitation. Water challenges relating to water quantity and water quality are increasingly common in Canada and the United States due to water resources being under increasing pressure from population growth, economic activity and intensifying competition for the water among users. Faced with these challenges, humans are confronted with momentous decisions. Before making more decisions that will have an influence over water resources, and in response to repeated calls for a water ethic, this research takes the perspective that it is necessary to explore the ethical intentions of decision-makers with respect to water resources legislation and policy in Canada. The ultimate goal is to define a set of principles for a proposed water ethic that could and should be implemented at the municipal level of government in Canada. A review of academic and professional literature and a mixed methods research approach comparing two case study areas was used to gain a baseline understanding of the potential influences of underlying ethical frameworks on policy makers in Calgary, Alberta and Guelph, Ontario. A proposed water ethic, containing a set of principles compiled from ethical considerations for water use in academic and professional literature, was also developed and presented to case study participants. Participants provided feedback on their strength of agreement with each principle, thoughts on modifications, improvements and/or deletions of any principle, and implementation considerations of the proposed water ethic at the municipal level of government. The results indicate that case study participants in both areas apply a variety of ethical frameworks when making professional decisions about water resources management, and when preparing water legislation and policy. A review of relevant legislation, policies, documents and strategies in the case study areas supports this conclusion. In particular, components of the Consequentialist ethical framework (a perspective that can be associated with sustainable development and sustainability) are most often acknowledged in the statements of intent of the participants and water resource legislation and policies. Respondents also indicated that value positions associated with the Intrinsic Value ethical framework influenced policy preparation and decision-making; however, the ethical considerations associated with this framework are not as obvious in the language and intent of relevant legislation, plans, documents, and strategies. The case study participants in both areas supported all six proposed principles of the proposed water ethic and offered only minor modifications to the presented wording and intent. The endorsed principles of the proposed water ethic are: (1) allocate sufficient water to maintain and enhance ecosystem integrity; (2) establish conservation and efficiency measures as a priority over new supply initiatives in water resources planning; (3) meet basic human needs and enhance equity; (4)establish open and participative decision-making processes; (5) identify and seek to obtain multiple sustainability benefits from water-centered initiatives; and, (6) explicitly acknowledge system complexity and emphasize precaution. The feedback from the participants about the proposed water ethic, in association with the results of the ethical frameworks, informed the eight implementation recommendations, including: (1) entrench a water ethic vision in Provincial and municipal legislation; (2) work from within existing governance structures and institutional arrangements; (3) use an incremental model of decision-making; (4) provide specific policy examples for each principle within a water ethic; (5) include realistic and measurable targets within the policies; (6) accept that all six water ethic principles are unlikely to be accepted at once; (7) ensure the overall vision of the water ethic, principles, associated examples, and measureable targets, are defensible; and, (8)acknowledge the importance of strategy. The recommendations acknowledge that while the proposed water ethic is presented as a package and each principle is valuable, conflict and trade-offs may occur during the implementation process. The recommendations are therefore pragmatic and take into account the current governance structures and institutional arrangements. There is a growing recognition that understanding the underlying ethical perspectives that influence decision-makers may contribute to more effective water resources management legislation and policy. This research adds to this body of knowledge by showing that it is possible to identify ethical frameworks, extract the defining characteristics associated with each framework, and use case studies to suggest which ethical frameworks assert varying degrees of influence. This link between theory and practice may help organizations recognize what ethical considerations influence decision-making and identify the strengths and limitations of these ethical approaches to managing water resources. In addition, prior to this study, research had only been conducted into the identification of principles for the ethical use of water and not into the potential for implementation of a realistic and desirable water ethic that reflects sustainability and lasting well-being at the municipal level of government in Canada. Several opportunities exist to build on this research. They include (1) investigate if the ethical intent of legislation and policy related to water resources management is put into practice, (2) identify other ethical frameworks that may apply to decision-making, (3) focus on political decision-makers and their claims and intentions about water use, (4) test the implementation of the water ethic proposed in this study, and (5) investigate how to integrate ethical considerations about water into checklists and protocols related to land use development, professional codes of conduct and standards, institutional and organizational training programs, performance measures for official plans, and as standard components for municipal council reports and ministerial presentations. This exploratory research concludes that policy makers are willing to become more aware of their underlying ethical underpinnings and to learn how ethical considerations embedded in legislation and policy have the potential to exert significant influence over the behaviour of current and future water users.

Saving water in farming : methodology for water conservation verification efforts in the agricultural sector

This dissertation develops, tests and validates statistical methods for verifying the amount of water conserved as a result of investments in precision leveling, other on-farm conservation measures in place, weather variation and farmer behavior. This evaluation uses a sample of 328 unique fields from Lakeside Irrigation Division in Texas over a six-year period, totaling 966 observations. Results show that precision leveling accounts for a 0.30 acre-feet reduction of irrigation water per acre leveled. This Mixed-Level Model (MLM) estimate for precision leveling water savings is more precise than the estimates either from an Ordinary Least Square Model or a Fixed Effect Model. A meta analysis combines the results from this model with other similar studies. Although the mean estimate of the meta-analysis is similar to the MLM estimate, the meta-analysis further reduces the standard error of the mean precision leveling estimate by 2 percent. A better approximation of the acre-feet water savings per acre farmed translates into less uncertainty for water regulators, managers and policymakers regarding the volume of conserved water that is available for transfer. / text

Integrated Surface Water Groundwater Modeling in the Upper Rio Grande in Support of Scenario Analysis

New and growing demands to finite and fully allocated water resources in the semi-arid southwestern United States mean that existing water resources must be managed with increasing efficiency to minimize shortages and associated social conflict. Computer based simulations can provide a powerful tool to aid in policy related decisions. This dissertation describes the development of a simulation model of the Rio Grande surface water and groundwater system for use in scenario evaluation. The primary model goal is to integrate cross disciplinary science at a basin scale, and make it easily accessible to a wide range of stakeholders. To achieve this at a river basin scale, three existing groundwater models and one surface water model were simplified and combined in a system dynamics framework using the commercial software package Powersim Studio 2005. To this physical model, a simple human behavioral model and user interface was added. The resulting scenario evaluation tool runs 40 year simulations on a laptop computer in tens of seconds, with inputs that are easily changed by non-expert users via a graphic, user friendly interface.
