The enhancement of quality education using self-assessment strategies in the Zambezi region of Namibia

This sequential explorative mixed methods study aims to explore how selfassessment strategies can be used to enhance quality education in schools in the Zambezi region of Namibia. The researcher posits that teachers are key in enhancing quality education if accorded appropriate recourses to innovate and explore the use of self-assessment strategies in schools. A pragmatic research approach was used to guide this sequential explorative mixed methods study. The study sought participants’ perceptions on four sub-problems of the study: What entails quality and quality education? How can self-assessment strategies be linked to quality and quality education in general terms? What recourses are available to ensure that quality education is realised by the use of self-assessment strategies in the Zambezi region? How can self-assessment strategy models be developed to enhance the quality of education in the Zambezi region? Purposefully sampled school principals and heads of departments of five combined schools participated in the study. During the first phase, face-to-face interviews were conducted with the five participating school principals while the HoDs were engaged in a focus group interview. The qualitative data was later used to inform the design of the second phase of the study (quantitative). In the second phase, fifty-four teachers completed Likert-scale questionnaires which were analysed using IBM SPSS.19 and Microsoft Excel to compare with the qualitative data. This study revealed that schools have common understandings of quality and quality education albeit defined differently. The study also revealed that external professional support is inadequate to support teachers in continuous professional development activities. Furthermore, the study showed that the available recourses are seldom utilised to enhance quality education in schools. Finally, the study revealed that the use of one type of teacher self-evaluation (TSE) deprives innovative teachers from initiating and exploring other viable self-assessment strategies. Therefore, this study propagates the use of alternative self-assessment strategies that can contribute towards the enhancement of quality education in schools in the Zambezi region of Namibia. / Educational Leadership and Management / D. The perceptions of principals and school board members regarding their working relationship in the Zambezi Region of Namibia

The purpose of this study was to explore the perceptions of principals and school board members (SBMs) regarding their working relationship in the Zambezi region of Namibia. Not much research about this area has been conducted in the Zambezi region and Namibia at large. The reviewed literature posits that principals play a major role in creating effective working relationships with SBMs. It also argues that positive working relationships between principals and SBMs are at the heart of making a school extraordinary. This working relationship can be fruitful if there is a closer understanding of the roles and responsibilities between the principals and SBMs. Three leadership theories that seemed to suit the study were analyzed and discussed. The transformational leadership, partnership and Dewey’s theory of democracy in education were relevant to this study. The three leadership theories guided the study in exploring the perceptions of principals and SBMs regarding their working relationships in the Zambezi region. They also guided the study to clarify the challenges that contributed to the lack of trusting working relationships between principals and SBMs in the Zambezi region in Namibia. The study is located in the interpretive paradigm, where a qualitative case study approach to the research problem was employed. For the purpose of the study, the researcher selected six schools, two primary schools, two combined and two senior secondary schools, as sites to explore the research problem. It is important to mention that the findings of the study cannot be generalized to all school boards in Namibia, since the research was limited to six schools in the Zambezi region only. The researcher summarized the findings of the study according to the four research questions. The findings derived from this study revealed that the majority of principals and SBMs perceived their working relationship as collegial. However, the study also revealed that some SBMs did not have a good working relationship with the principals. SBMs were not aware of how the finances of the school were utilized. Furthermore, they accused principals of not being transparent when it came to staff appointments. The findings from this study also revealed that, when there was a good working relationship between principals and SBMs at the school, it became easier to maintain discipline among learners and that learners performed better. There needs to be good communication between principals and SBMs, as principals and SBMs are important partners when it comes to the smooth running of a school. There were consultations between principals and SBMs on matters regarding school development. It was, furthermore, learnt that, where there were consultations between principals and SBMs, unity and trust were developed. The Ministry of Education, Arts and Culture (2001:15; 2016:2) in Namibia clearly points out that “For every state school, a school board must be established to administer the school affairs and promote the development of the school and learners of the school” and to “ensure the school is effective in its teaching and learning programme”. However, the study revealed that principals and SBMs were not working in accordance with the Education Act, Act 16 of 2001. SBMs lost interest in participating in school activities. It became evident that SBMs did not seem to be attending school board meetings when invited and rendered many excuses. It emerged from the findings that parent SBMs wanted to be given sitting allowances when attending school board meetings. The findings from the study indicate that there should be good communication between principals and SBMs. Regular school board meetings could help build a good working relationship between principals and SBMs. School board training should be organized for principals and SBMs. To mitigate the challenges faced by principals and SBMs regarding their working relationship in the Zambezi region of Namibia, recommendations associated with understanding of and adherence to policies, working together, communication, trust and fear among SBMs, are that all schools should have scheduled school board meetings that are communicated very early to everyone concerned and SBMs should be given sitting allowances. The researcher recommends that principals and SBMs receive compulsory and appropriate training that will help them to understand and perform their roles and responsibilities well. Where necessary, school board trainers should use a vernacular language (or seek the services of an interpreter) so that parent SBMs who are not fluently bilingual can understand and grasp all essential concepts of the training programme. In addition, the researcher recommends that community members, who are educated and knowledgeable but do not have children at the school, should be co-opted to serve on the school board. There should be clear policies and processes regarding the recruitment of staff who works at the school. The researcher posits that effective communication can be enhanced by employing vernacular languages in meetings to ensure that parent SBMs understand all the proceedings and are involved. It is advisable for the principal and other SBMs to communicate effectively, keep to what they say and always follow through with tangible actions. To reduce fear demonstrated by Learners’ Representative Council (LRCs) serving on the school board during meetings, it is advisable to give appropriate training so that they can gain a better understanding of their roles and responsibilities. In order for principals to work in harmony with SBMs, it is essential to have well-defined roles, as well as to treat everyone fairly and respectfully. / Educational Management and Leadership / D. Rural youth poverty alleviation in the Zambezi Region: problems and possibilities

The objectives of the study were to analyse rural youth poverty alleviation in the Zambezi Region, problems, and possibilities in order to determine how rural youth agricultural and non-agricultural livelihood activities have improved their livelihood and alleviated poverty. The Sustainable Livelihoods Framework has helped the researcher to understand and explain rural youth poverty alleviation, problems, and possibilities in the study area. The study employed a mixed-method approach, with more emphasis on qualitative research. The study had a total size sample of 223, respondents, including focus group discussions. The findings indicate that no livelihood analysis was carried out for rural youth in agriculture and non-agricultural activities in the Zambezi Region. For this reason, agricultural and non-agricultural programmes and projects have not addressed rural youth poverty alleviation. The findings also show that rural youth in agriculture and non-agricultural activities are exposed to numerous factors affecting their livelihood, as most of them cannot efficiently affect the vulnerability context. Furthermore, rural youth depends on their families and friends for livelihood support since they lack access to most livelihood assets. Despite livelihood improvement, rural youth faces problems that impede poverty alleviation in both agriculture and non-agricultural livelihood activities; lack of participation in policy deliberations, access to markets, Information Communication Technologies, training in both agriculture and non-agricultural activities, limited access to financial services and limited access to land. The study demonstrates that successful agricultural and non-agricultural programmes need to take rural youth sincerely to influence rural youth poverty alleviation. It is hoped that this study will contribute to the limited literature on rural youth poverty alleviation and also provide a rural youth critique in agriculture and non-agricultural activities in Namibia. / Development Studies / D. The Zambesi Expedition : African nature in the British scientific metropolis

This thesis investigates the geography in and of Victorian scientific practice by examining the Zambesi Expedition (1858-1864), which was led by the Scottish explorer David Livingstone. A team of assistants accompanied Livingstone: Dr. John Kirk, Dr. Charles Meller, Thomas Baines, Richard Thornton and Charles Livingstone. The official purposes of this expedition, funded by the British Foreign Office, were to catalogue the natural resources of the regions adjacent to the Zambezi River in order to identify new sources of raw materials for British industry and to introduce commercial markets to supplant the slave trade. The scientific results of the Zambesi Expedition have never been catalogued. Only limited attention has been paid to the ways in which science was made in the field and how it returned to Britain In order to address these issues, a survey was made of relevant scientific literature to identify published analyses of the data and specimen collections produced by the Expedition’s staff. Extant specimen collections were located and examined along with archival records and correspondence. The combined manuscript and material evidence reveals that scientific concerns were an important justification for the Expedition. Fieldwork practices are examined in depth and an ideology of technology, expressed in different ways, is shown to have structured the encounters between the British and the locals. The Expedition’s members based their assumed superiority upon technological skill, especially their abilities to understand the environment and to command power—in terms of steam navigation, instrumental authority and the naming of natural productions. Power differentials were apparent in the field when the information possessed by local informants was required for the success of the scientific goals of the expedition. Credibility in the field became a tenuous quality negotiated between local informants, explorers and the metropolitan scientific community. The expedition’s members, as interpreters, were required to navigate the social and physical spaces of the field and the metropolis in order to produce and present credible knowledge. The thesis examines for the first time elements of the reception of the expedition by considering the publication of its scientific results. Critics’ voices are used to uncover those attitudes of the time that judged explorers—and this expedition—according to their prior experiences, social connections and field skills. The work of the Expedition, then, was performed in different spaces and at different scales; operating within and between the field and metropolis and actively linking local practices to global networks. These multivalent practices enabled and circumscribed a British construction of African nature.

Genetic structure of the savannah elephant population (Loxodonta africana (Blumenbach 1797)) in the Kavango-Zambezi Transfrontier Conservation Area

Earlier studies investigated the genetic structure of fragmented or isolated elephant populations by comparing the genetic characteristics of pre-defined populations. This study aimed to determine if there was genetic evidence for spatial structuring in a continuous elephant population in the Kavango-Zambezi Transfrontier Conservation Area (KAZA-TFCA). I sequenced one mtDNA gene region for 88 individuals and genotyped 100 individuals for 10 nuclear microsatellite loci. Bayesian Clustering Algorithms incorporated in the program Geneland were used to identify groups of genetically similar individuals. An Analysis of Molecular Variance (AMOVA) determined if these groups (henceforth referred to as subpopulations) were significantly differentiated. I used a Geographic Information System (GIS) landscape genetic toolbox to identify areas in the landscape with high genetic divergence between individual samples to determine if there were identifiable genetic barriers in the landscape. There were three significantly differentiated mtDNA sub-populations (Fst = 0.787), and two nDNA sub-populations that were not significantly differentiated (Fst = -0.02; Rst = -0.045), implying obstructed mtDNA, but high nDNA gene flow across the study region. Also, gene flow was apparent between Chobe and Kafue National Parks, where telemetry data has as of yet not recorded inter-population movements between these parks. The three mtDNA sub-populations were geographically differentiated and followed political boundaries as apparent sub-populations in Botswana, Zambia and Zimbabwe. The differences between mtDNA and nDNA genetic structuring may be explained by i) historical events that shaped the current genetic structure (e.g. through founder-effects and persistent poaching hotspots) and ii) intrinsic variables that influence genetic structure at a local scale (e.g. through resource dependencies and social behaviour). The KAZA elephant population has a genetic diversity (mtDNA diversity as the pairwise number of differences (π) = 2.59; nDNA diversity as the mean alleles/locus and He = 7.5, 0.71) higher than other southern African populations, and inter-population movements may be responsible for maintaining this genetic diversity. I recommend continued support for conservation initiatives that aim at maintaining and restoring connectivity between populations through landscape linkages, which in so doing may ensure inter-population gene flow and uphold the current genetic state of the KAZA-TFCA elephant population. / Dissertation (MSc)--University of Pretoria, 2013. / gm2014 / Zoology and Entomology / unrestricted

Shaping Transboundary Water Governance - How Learning Spaces Shape Transboundary River Basin Management Practices and Processes in the Omo-Turkana and Zambezi River Basins

This doctoral dissertation provides conceptual contributions to understanding and analysing transboundary river basin management practices and processes. The conceptual framework of this thesis is embedded in the social learning literature. This thesis builds on prior efforts by scholars (see Keen et al., 2005; Muro & Jeffrey, 2008; Newig et al., 2010; Pahl-Wostl, 2009; Reed et al., 2010; Schusler et al., 2003) to evaluate and analyze social learning processes. In particular, the concept of learning space as used in this thesis contributes to a deeper understanding of the context in which social learning occurs by combining an analysis of interactions, deliberations and reframing processes. Three research gaps are identified and addressed in this dissertation. First, conceptualisation and evaluation of social learning in emergent processes. Second, an analysis of how relational features (such as trust and shared identities) impact on social learning outcomes. Third, the lack in understanding of how contextual features (such as frames) shape social learning processes and influence transboundary river basin management practices. To address these gaps, this thesis employed case study approach of two transboundary river basins; the Omo-Turkana and Zambezi river basins in Africa. The two case studies fit a better understanding of transboundary river basin management processes and practices as both river basins are shared by different riparian states with competing interests. This thesis explores the general research question: How do learning spaces shape transboundary river basin management practices and processes? This thesis found that the success of transboundary basin cooperation lies not only in actors solving technical problems but also hugely relates to how actors interact with one another to build the needed capacity to address technical issues. As such, creating trust and shared identities, as well as paying attention to problem framing plays a considerable role in defining how actors learn. Overall, by incorporating concepts such as trust, shared identity and frames into the concept of learning space, this thesis was able to provide a better understanding of transboundary river basin management practices. Such a perspective could provide a deeper understanding of how management practices and institutions can be better designed.

Elephant movements and human-elephant conflict in a transfrontier conservation area

Thesis (MScConEcol)--University of Stellenbosch, 2011. / ENGLISH ABSTRACT: In this thesis I explore how elephant movements are impacted by human activity within the context of the proposed Kavango-Zambezi Transfrontier Conservation Area (KAZA TFCA) in southern Africa. Being a wide-ranging species, the movements of elephants could be an excellent indicator as to the success of TFCAs in supporting species persistence in an anthropogenic matrix. Understanding which areas beyond protected area boundaries are of heightened conservation importance can provide managers and governments with insights for the management of the elephant population of KAZA TFCA, and assist managers and governments in prioritising conservation efforts. Satellite radio collar data were used to model long-range elephant movement within KAZA TFCA. Movement was compared between land use types (protected and nonprotected areas). Home ranges, core areas and seasonal ranges were calculated from collar data. Core and non-core areas were tested for significant differences in distance to settlements, rivers, protected area, AFRI and elevation as these spatial and ecological variables are believed to play a role in elephant habitat selection. Short-range elephant movements were examined in a heterogeneous, patchy landscape mosaic of settlements and agricultural fields, remnant forest patches, and secondary forests which were surrounded on three sides by protected areas. Elephant penetration of the anthropogenic matrix through the use of pathways was explored through ground-based surveys, and the impact of pathways use on human-elephant conflict calculated. I found that elephant behavioural plasticity allows for their persistence in a spatially heterogeneous landscape. Elephants, especially bulls, penetrated the landscape matrix beyond protected area boundaries. Land use planning initiatives are needed to identify and protect reachable core zones/stepping stones of quality habitat outside of protected areas, particularly in riparian zones. Differing male and female ranging behaviour within the landscape matrix may require separate land use management strategies: bulls travelled at night in non-protected areas at speeds that were four times faster than in protected areas, and made use of core zones necessary for species persistence in a fragmented landscape. A habitat corridor in the Zambian West Zambezi Game Management Area was identified. I found that during short range movements in heterogeneous environments, elephants made use of pathways. Pathways may facilitate penetration of the anthropogenic matrix and optimize foraging strategies by connecting predictable resources, such as crop fields, with landscape features such as preferred shelter/ resting areas, crossing points at roads and preferred drinking spots. Pathways were found to be the only significant spatial variable in crop-raiding. Elephants foraged randomly while in homogenous crop patches, but when travelling through a heterogeneous environment (entering or leaving agricultural locales), movement was directional and non-random. Lastly I suggest that crop attractiveness may be enhanced by water availability. Results indicated that at both the landscape and the regional scale, repeat elephant movements to core zones and along elephant pathways provided landscape ecological variables that need to be considered by conservation managers in land use planning. In addition, research on spatial awareness and navigational capabilities with regards to pathway use by elephants should be encouraged, as this research topic has been largely unexplored in the scientific literature. / AFRIKAANSE OPSOMMING: In hierdie tesis verken ek die moontlike impak van menslike aktiwiteite op olifant beweging binne die beoogde Kavango-Zambezi Oorgrens Bewaringsarea (KAZA TFCA) in suider-Afrika. Olifant indringing binne die antropogeniese matriks deur die gebruik van weë/toegangsweë was verken deur middel van landgebaseerde opnames, waarvolgens die impak van olifante se gebruik van hierdie paaie op mens-olifant konflik bereken kon word. My bevindinge wys dat plastisiteit in olifant gedrag dra by tot hul voortbestaan in ‘n ruimtelik heterogene landskap. Toegangsweë mag penetrasie van die antropogeniese matriks fasiliteer, en verleen ook dat olifant weidingstrategieë die optimum bereik deur voorspelbare hulpbronne soos gewaslanderye te konnekteer met landskap eienskappe soos voorrang skuiling/rusareas, kruisingspunte by paaie, asook voorrang drinkplekke. Toegangsweë was gevind om die enigste betekenisvolle ruimtelike veranderlike in gewasstrooptogte te wees. Olifante wei lukraak in homogene gewaslanderye, maar in teenstelling, wanneer hulle deur ‘n heterogene omgewing beweeg het (binnegang of uittog uit landbou lokaliteite) was die beweging gerig. Laastens, die studie stelvoor dat gewas aantreklikheid verhoog kan word deur water beskikbaarheid. Bykomend, navorsing op die ruimtelike bewustheid en navigasie vermoëns van savannah olifante met betrekking tot die gebruik van toegangsweë, moet aangemoedig word aangesien hierdie onderwerp grootliks onverken is in wetenskaplike literatuur.

The Zambezi River Basin: Water Resources Management : Energy-Food-Water nexus approach

The energy-food-water nexus is of fundamental significance in the goal towards sustainable development. The Zambezi River Basin, situated in southern Africa, currently offers vast water resources for social and economic development for the eight riparian countries that constitute the watershed. Hydropower generation and agriculture are the main water users in the watershed with great potential of expansion, plus urban water supply materialise the largest consumers of this resource. Climate and social changes are pressuring natural resources availability which might show severe alterations due to enhances in the variability of precipitation patterns. This study thus examines the present water resources in the transboundary basin and executes low and high case future climate change incited scenarios in order to estimate the possible availability of water for the period 2060-2099 by performing water balances. Along with projections of water accessibility, approximations on water demands from the main consumer sectors are performed. Results show an annual positive balance for both projected scenarios due to an increase in precipitation during the wet season. They also present a severe increase in overall temperature for the region contributing to a strong increase in evapotranspiration. Projections further inform of an acute increase in water demand for irrigation and urban supply, nevertheless, evaporation from hydropower storage reservoirs continues to exceed water with drawals in volume. Acknowledging the uncertainty contained in this report allows a broader offer of recommendations to be considered when planning for future developments with a sustainable approach. Improvement of hydrological collection systems in the Zambezi basin is indispensable to accomplish a deeper and cohesive understanding of the watershed waterresources. Cooperation and knowledge communication between riparian countries seems to be the right beginning towards social and economic sustainable development for the Zambezi River Basin.

Climate variability and climate change in water resources management of the Zambezi River basin

Water is recognised as a key driver for social and economic development in the Zambezi basin. The basin is riparian to eight southern African countries and the transboundary nature of the basin’s water resources can be viewed as an agent of cooperation between the basin countries. It is possible, however, that the same water resource can lead to conflicts between water users. The southern African Water Vision for ‘equitable and sustainable utilisation of water for social, environmental justice and economic benefits for the present and future generations’ calls for an integrated and efficient management of water resources within the basin. Ensuring water and food security in the Zambezi basin is, however, faced with challenges due to high variability in climate and the available water resources. Water resources are under continuous threat from pollution, increased population growth, development and urbanisation as well as global climate change. These factors increase the demand for freshwater resources and have resulted in water being one of the major driving forces for development. The basin is also vulnerable due to lack of adequate financial resources and appropriate water resources infrastructure to enable viable, equitable and sustainable distribution of the water resources. This is in addition to the fact that the basin’s economic mainstay and social well-being are largely dependent on rainfed agriculture. There is also competition among the different water users and this has the potential to generate conflicts, which further hinder the development of water resources in the basin. This thesis has focused on the Zambezi River basin emphasising climate variability and climate change. It is now considered common knowledge that the global climate is changing and that many of the impacts will be felt through water resources. If these predictions are correct then the Zambezi basin is most likely to suffer under such impacts since its economic mainstay is largely determined by the availability of rainfall. It is the belief of this study that in order to ascertain the impacts of climate change, there should be a basis against which this change is evaluated. If we do not know the historical patterns of variability it may be difficult to predict changes in the future climate and in the hydrological resources and it will certainly be difficult to develop appropriate management strategies. Reliable quantitative estimates of water availability are a prerequisite for successful water resource plans. However, such initiatives have been hindered by paucity in data especially in a basin where gauging networks are inadequate and some of them have deteriorated. This is further compounded by shortages in resources, both human and financial, to ensure adequate monitoring. To address the data problems, this study largely relied on global data sets and the CRU TS2.1 rainfall grids were used for a large part of this study. The study starts by assessing the historical variability of rainfall and streamflow in the Zambezi basin and the results are used to inform the prediction of change in the future. Various methods of assessing historical trends were employed and regional drought indices were generated and evaluated against the historical rainfall trends. The study clearly demonstrates that the basin has a high degree of temporal and spatial variability in rainfall and streamflow at inter-annual and multi-decadal scales. The Standardised Precipitation Index, a rainfall based drought index, is used to assess historical drought events in the basin and it is shown that most of the droughts that have occurred were influenced by climatic and hydrological variability. It is concluded, through the evaluation of agricultural maize yields, that the basin’s food security is mostly constrained by the availability of rainfall. Comparing the viability of using a rainfall based index to a soil moisture based index as an agricultural drought indicator, this study concluded that a soil moisture based index is a better indicator since all of the water balance components are considered in the generation of the index. This index presents the actual amount of water available for the plant unlike purely rainfall based indices, that do not account for other components of the water budget that cause water losses. A number of challenges were, however, faced in assessing the variability and historical drought conditions, mainly due to the fact that most parts of the Zambezi basin are ungauged and available data are sparse, short and not continuous (with missing gaps). Hydrological modelling is frequently used to bridge the data gap and to facilitate the quantification of a basin’s hydrology for both gauged and ungauged catchments. The trend has been to use various methods of regionalisation to transfer information from gauged basins, or from basins with adequate physical basin data, to ungauged basins. All this is done to ensure that water resources are accounted for and that the future can be well planned. A number of approaches leading to the evaluation of the basin’s hydrological response to future climate change scenarios are taken. The Pitman rainfall-runoff model has enjoyed wide use as a water resources estimation tool in southern Africa. The model has been calibrated for the Zambezi basin but it should be acknowledged that any hydrological modelling process is characterised by many uncertainties arising from limitations in input data and inherent model structural uncertainty. The calibration process is thus carried out in a manner that embraces some of the uncertainties. Initial ranges of parameter values (maximum and minimum) that incorporate the possible parameter uncertainties are assigned in relation to physical basin properties. These parameter sets are used as input to the uncertainty version of the model to generate behavioural parameter space which is then further modified through manual calibration. The use of parameter ranges initially guided by the basin physical properties generates streamflows that adequately represent the historically observed amounts. This study concludes that the uncertainty framework and the Pitman model perform quite well in the Zambezi basin. Based on assumptions of an intensifying hydrological cycle, climate changes are frequently expected to result in negative impacts on water resources. However, it is important that basin scale assessments are undertaken so that appropriate future management strategies can be developed. To assess the likely changes in the Zambezi basin, the calibrated Pitman model was forced with downscaled and bias corrected GCM data. Three GCMs were used for this study, namely; ECHAM, GFDL and IPSL. The general observation made in this study is that the near future (2046-2065) conditions of the Zambezi basin are expected to remain within the ranges of historically observed variability. The differences between the predictions for the three GCMs are an indication of the uncertainties in the future and it has not been possible to make any firm conclusions about directions of change. It is therefore recommended that future water resources management strategies account for historical patterns of variability, but also for increased uncertainty. Any management strategies that are able to satisfactorily deal with the large variability that is evident from the historical data should be robust enough to account for the near future patterns of water availability predicted by this study. However, the uncertainties in these predictions suggest that improved monitoring systems are required to provide additional data against which future model outputs can be assessed.
