Este trabalho formula uma concepção cibernética para a integração Sul-americana, a partir da constituição de um Tribunal. A Cibernética é abordada tanto como recurso metodológico como tecnológico, e o Tribunal é o elo que une estes dois aspectos. Através do Tribunal teremos a distribuição de direitos, a constituição de instituições de integração com o desenvolvimento econômico almejado pela região. A preocupação com o controle neste processo é central: o controle humano sobre os sistemas, o controle da política sobre a guerra e o controle da justiça sobre a Economia. O Tribunal, nessa perspectiva, é visto como instrumento de controle social do processo de integração através da distribuição de justiça. / This is a study proposing a cybernetic conception for the South American integration considering the organization of a Regional Court of Justice with jurisdiction over the South American countries. The study consider cybernetics as a methodology and as a technology and the Regional Court of Justice links the two aspects. Trough the decision of the South American Court of Justice, we shall have the sharing of equal rights and, by consequence, the arising of institucions of regional integration having in view the economic development desired by the people of the region. Control is the chief point in the whole process: human control over the systems, political control over war possibilities and justice control over commercial and economic interrelations. This Regional Court of Justice as shall be seen, therefore, as an instrumental and social control of the South American integration process trough the distribution of justice.
