Utveckling av den kommunala räddningstjänsten : Motstridiga mål?

Two parallel processes which both aim to enhance certain aspects of the functionality of the municipal Fire and Rescue Services have been undertaken, and are to an extent still ongoing, in Sweden. One of these processes aim to improve the ability of said services to handle larger scale incidents which require coordination between multiple municipal Fire and Rescue services. The other process focuses on enabling the same services to operate efficiently in a wartime scenario. Upon an initial viewing of how these processes have taken form there appears to be reasons to question how well they have been coordinated. This despite the two partially overlapping in the sense that they both set out with the intent to introduce changes, and alter specific capabilities, within the same organizations. This paper aims to shed light on the validity of this presumptive lack in coordination, identify potential reasons as to why this could be the case, and finally to offer up suggestions on how such complications could be potentially avoided in similar future situations.
