Fundação de Amparo a Pesquisa do Estado de Minas Gerais / Esta pesquisa tem como objeto a relação de cooperação e conflito entre os atores de proteção à infância vitimizada pela violência doméstica, quando em ação conjunta, seja pelas redes sociais ou institucionais. Analisa, de modo qualitativo, a ação geradora de cooperação e ou conflito dos agentes dificultadores e facilitadores acontecida entre os Conselhos Tutelares e Movimentos Sociais das cidades de Sabará e Belo Horizonte. A fala da solidão foi desvendada durante as entrevistas pelos sujeitos investigados, além da indiferença do poder público percebida em muitas das ações verbalizadas. Necessário se fez refletir, para a observação de campo, sobre algumas concepções de violência abrindo-se um capítulo à parte, o que contribuiu para melhor percepção durante análise e entrevistas das crianças vítimizadas por ela. O aporte mais importante desta pesquisa se deu na obtenção privilegiada, para análise documental, da correspondência entre a APAE de Sabará e o Conselho Tutelar do município, pois retratou com fidelidade as ações e as concepções de ambos os atores quando em atendimento. As entrevistas foram feitas nas cidades acima citadas por serem próximas, e ao mesmo tempo diferentes em contextos históricos, sociais, geopolíticos e econômicos. Como suporte de referência metodológica entrevistou se também os conselheiros tutelares da Zona Sul do Rio de Janeiro que muito contribuíram no entendimento das relações existentes no campo observado. Foram feitas entrevistas semi estruturadas com os dirigentes dos Movimentos Sociais escolhidos, ou seja, a APAE de Sabará e a ONG dos Scolábicos em Belo Horizonte. Para o confronto das falas foram entrevistados os conselheiros das respectivas cidades que lidam diretamente com estes representantes sociais. / This research focuses the relationship of cooperation and conflict among the actors to protect childhood victimized by domestic violence when in joint action, either by social or institutional networks. To analyze in a qualitative way of how the action-generating cooperation and/ or conflict of the difficult agents and facilitators happened between Guardianship Councils and Social Movements of the cities Sabará and Belo Horizonte. The speech of loneliness was disclosure during the interviews by the subjects investigated, beyond the indifference of the public power, perceived by many of the actions verbalized. It was necessary to reflect, to the observation field, on some conceptions of violence is opening up in a separate chapter, which contributed to a better understanding during analysis and interviews of children victimized by it. The most important contribution of this research was to get inside for document analysis, the correlation between APAE of Sabará and Guardianship Council of it, as portrayed with loyalty the actions and the concepts of both actors when in attendance. The interviews were made in the cities mentioned above by being close, and at the same time in different historical, social, economic and geopolitical contexts. How to support the reference methodology it is also interviewed the directors of punitive South Zone of Rio de Janeiro that is helped in the understanding of the existing relations in the field observed. Semi structured interviews were done with the leaders of the Social Movements chosen, that are APAE of Sabará and the NGO of the Scolábicos in Belo Horizonte. For the confrontation of the speeches were interviewed the advisers of these cities that deal directly with the social representatives.
