Problemet som uppsatsen behandlar är hur logistikaspekten beaktas i beslutskedjan.För att undersöka problemet studeras utvecklingen och upprättandet av de svenska snabbinsatsförbanden för flygspaning och flygtransporter. Syftet är att finna när och var logistikfrågorna uppmärksammas samt att försöka förklara motsättningarna i utvecklingsorganisationen. Materialet i studien grundar sig på officiella dokument samt intervjuer med huvudaktörerna.För att analysera de strukturella olikheterna i processen nyttjas en teori om konflikter i organisationer.Avhandlingen är indelad i fyra huvuddelar. Inledningsvis tecknas en övergripande bild av processen varefter den andra delen ägnas åt att studera processen från ett logistiskt perspektiv. I den tredje delen analyseras de strukturella olikheterna som har bidragit till motsättningar i processen. Avslutningsvis diskuterar författaren problemet. Från resultaten och analyserna kan följande områden urskiljas: I den inledande fasen var kunskaperna om internationell logistik begränsad till ett fåtal personer. Detta ledde till stora variationer i synen på logistikfrågorna och bidrog till att logistikfrågorna kom upp i senare skede än andra funktioner. Utvecklingsorganisationen kan beskrivas som ett projekt med varierande innehåll. Analysen har visat att bl.a. motsägande mål, specialisering, kulturella skillnader, informationen, inflytande och att två parter stridit om samma uppgift bidragit till motsättningar i processen. / The problem in this essay studies is: What notice does the logistic aspect have in the decision-making process?To examine the problem the studies focus on the development and the establishment of the Swedish Air Force Rapid Reaction Units.The aim in the study is to find out when and where the logistic questions is paid attention in the process and to explain what structure differences that have contributed to opposition in the process. The material in the study consists of official documents and interviews with the main actors in the process.To analyse the structure differences in the process a theory about conflicts in organisations is used. The outline is in four parts. The first part gives one overview of the whole process. In the second part the process from a logistic perspective is described.Thirdly the process is analysed to find out what structure differences that have contributed to opposition in the process.In the last part the writer discuss what he has found and the main problem. From the results and the analysis following areas are pinpointed.In the beginning of the process the knowledge of international logistics was limited to few persons. That led to great variation in view of the logistic questions and that the logistic aspect came up later than other aspect in the process.The following organisation behind the process can be described as a project varying content.
