Previous issue date: 2017-08-10 / A Política Nacional de Resíduos Sólidos é representativa do modelo de políticas públicas que se expandiu desde a Constituição, baseada na interação entre Estado e cidadãos. O pilar desta Política se constrói a partir da responsabilidade compartilhada criada entre os Gestores Públicos, Gestores Privados e Sociedade Civil. Parte da premissa de cooperação entre os três segmentos para resolver um problema ambiental que afeta a todos, assim como da descentralização das suas atividades. Uma forma de fazer isso é por meio de Associações Intermunicipais, gerando a cooperação entre os municípios, consolidados pelos Consórcios Públicos. Porém, a coordenação na gestão de cooperação vertical e horizontal torna-se complexa quando enfrenta a falta de educação ambiental e recursos financeiros. Na presente pesquisa, buscou-se, por meio de levantamento de dados no período de 2010 a 2015, nos municípios das Regiões de duas Associações Municipalistas (AMUSEP e AMOP), averiguar a efetividade desse tipo de coordenação federativa na gestão dos resíduos sólidos urbanos. Como resultado dessa pesquisa, confirmou-se a hipótese de que as Associações Intermunicipais AMUSEP e AMOP exercem papel importante nas articulações das ações de políticas coletivas, na coordenação dos gestores municipais para a gestão e implementação da Política de Resíduos Sólidos nas mesorregiões. Apesar de exercerem papel importante, muito ainda tem que ser realizado pelas Associações Intermunicipais, junto aos municípios associados, para o alcance efetivo dos resultados almejados pelo Plano Nacional de Resíduos Sólidos, assim como pelo Plano de Gestão Estadual de Resíduos Sólidos do Estado do Paraná. / The National Solid Waste Policy is representative of the public policy model that has expanded since a Constitution, a report on the interaction between state and citizens. The pillar of this Policy is built on the shared responsibility created between Public Managers, Private Managers and Civil Society. Part of the premise of cooperation between the three segments to solve an environmental problem that affects everyone, as well as the decentralization of their activities. A way of doing this through Intermunicipal Associations, generating a set between the municipalities, consolidated by the Public Consortiums. However, coordination in the management of vertical and horizontal cooperation becomes complex when faced with a lack of environmental education and financial resources. In the present research, the data from the municipalities of the Regions of two Municipal Associations (AMUSEP and AMOP) were searched in the period from 2010 to 2015 to investigate the effectiveness of this type of federative coordination in the management of urban solid waste. As a result of this research, the hypothesis was confirmed that the AMUSEP and AMOP Intermunicipal Associations play an important role in the articulation of collective policy actions, in the coordination of the municipal managers for the management and implementation of the Solid Waste Policy in the mesoregions. Although they play an important role, much has yet to be done by the Intermunicipal Associations, together with the associated municipalities, to effectively achieve the results sought by the National Solid Waste Plan, as well as by the State Solid Waste Management Plan of the State of Paraná.
