Previous issue date: 2018-08-21 / This work has as objective to analyze the effectiveness of public policy proposals for the confrontation of domestic violence against women in the city of Cascavel, state of Paraná. Still, demonstrates that public policies aren’t neutral, what couldn’t be different when dealing with gender issues, especially, when aimed at women in situations of domestic violence, because it involves conceptions of society, especially those derived from the patriarchal system, that organizes and form and formats the power relationship between men and women. The federal law n°11.340/2006, known as “Maria da Penha”, features focus on the woman. This law in addition to criminalize domestic violence, is the basis for all new public policies directed to the woman, based on decentralization and transversality of policies, with the involvement of several sectors to combat the phenomenon. From a theoretical framework based on the conception that to change the reality of domestic violence, it is necessary to confront and to publish the problem, in all spheres of the federation. From a qualitative approach, it was investigated whether the effectiveness or not of the policies, and the perception of the users, especially in the questions of security and protection. To carry out the research, it was used data collected at the Institutional Shelter Unit for Women - Vanusa Covatti. As well as the accomplishment of interviews with women who were welcomed in this shelter in the year 2013. As the main finding during the investigation, it was verified that the State of Paraná joined to the Pact to Combat violence against women in 2007, receiving federal resources through the SPM, to develop actions directed toward the confrontation to the violence against the woman. The city of Cascavel joined the pact in 2013 after meeting all the required requirements. However, fulfill all the requirements provided didn’t mean providing greater protection and security for women, since the result of this research demonstrates that for these factors to be realized it is necessary to change the behavior of the whole society, both men and women. In order to overcome the dichotomy in gender relations that are overlapping in the conceptions and execution of public policies, thus, these need to be to be clarified and dealt with properly. / Este trabalho teve como objetivo analisar a efetividade das políticas públicas propostas para o Enfrentamento à Violência Doméstica Contra a Mulher no Município de Cascavel Paraná. Ainda, vislumbra que as políticas públicas não são neutras, o que não poderiam ser diferentes quando tratam sobre as questões de gênero, especialmente quando voltadas para mulheres em situação de violência doméstica, pois envolvem concepções de sociedade, principalmente as oriundas do sistema patriarcal que organiza e formata as relações de poder entre homens e mulheres. A Lei federal nº 11.340/2006, Lei Maria da Penha, apresenta centralidade na mulher. Esta lei além de criminalizar o ato da violência doméstica, dá base de sustentação para todas as novas políticas públicas direcionadas à mulher com foco na descentralização e transversalidade das políticas, buscando envolvimento intersetorial no enfrentamento do fenômeno. A partir de um enquadramento teórico baseado na concepção de que modificar a realidade da violência doméstica contra as mulheres, requer enfrentamento e publicização do assunto, em todas as esferas da federação, a partir de uma abordagem qualitativa, investigou-se se a efetividade ou não das políticas, e a percepção das usuárias, mormente nos quesitos segurança e proteção. Para realizar a pesquisa, utilizou-se de dados coletados na Unidade de Acolhimento Institucional para Mulheres – Abrigo para Mulheres Vanusa Covatti, bem como a realização de entrevistas com mulheres que foram acolhidas neste abrigo no ano de 2013. Como principal achado durante a investigação, verificou-se que o Estado do Paraná aderiu ao Pacto de Enfrentamento a Violência Contra a Mulher em 2007 recebendo recursos federais por meio da Secretaria de Politica para Mulheres (SPM), para desenvolver ações voltadas para o Enfrentamento à Violência Contra a Mulher. O Município de Cascavel aderiu ao Pacto em 2013 após cumprir todas as exigências previstas nele, no entanto, cumprir todas as exigências previstas não significou propiciar maior proteção e segurança às mulheres, visto que conforme o resultado da presente pesquisa, demonstra-se que para estes dois fatores sejam concretos é necessário uma mudança de comportamento de toda a sociedade, tanto de homens quanto das mulheres, superando a dicotomia nas relações de gênero que se encontram imbricadas nas concepções e execução das políticas públicas, assim, estas precisam ser explicitadas e tratadas adequadamente.
