Previous issue date: 2012-09-13 / The purpose of this study is to analyze, on the one hand, the institutionalization of the
dissociation between secondary and professional education put into effect by Presidential
Decree nr. 2.208/1997, under Fernando Henrique Cardoso s administration and, on the
other hand, the proposal to integrate both teaching modalities, under Luís Inácio Lula da
Silva s administration, put into effect by Decree nr. 5.154/2004. Our intention is to
examine labour both as creative activity of individuals and central category of their
humanization process, that is, to understand how the transformation from a biological to a
social being occurs, through the mediation of labour and nature. Furthermore, we intend to
apprehend how the capitalist mode of production transforms the creativity of labour
through a process which comprehends the relation between things, the object prevailing
over the subject, as well as to perceive the school as an instrument for shaping the
individuals to new social relations of production and breaking up through polytechnic
education the alienation imposed by capitalism. This research also discusses the historical
elements which have determined educational policies directed at professional education
and their relation to society in the historical context of Brazilian education. Finally, it
exposes the guidelines of professional education reforms carried out during Lula and FHC
administrations, particularly focusing those which implied the structural dissociation
between secondary and professional education, disclosing the historical, political and
social process in which they originated. / A proposta deste estudo é analisar, por um lado, a questão da institucionalização da separação entre o
ensino médio e a educação profissional, efetivada pelo Decreto 2.208/1997, no governo do presidente
Fernando Henrique Cardoso e, por outro, a proposta de integração das duas modalidades de ensino, no
governo de Luís Inácio Lula da Silva, pelo Decreto 5.154/2004. Interessa-nos analisar o trabalho como
atividade criativa do homem e como categoria central do processo de sua humanização, ou seja,
compreender como ocorre a transformação do ser biológico em ser social, pela mediação do trabalho
com a natureza. Interessa-nos, ainda, perceber como o modo de produção capitalista transforma a
criatividade do trabalho por meio de um processo que envolve a relação entre as coisas, com
predomínio do objeto sobre o sujeito, bem como visualizar a escola como instrumento capaz de
modelar o homem às novas relações sociais de produção e romper, por meio de uma educação
politécnica, com alienação imposta pelo capitalismo. A presente pesquisa discute também os
elementos históricos que determinaram as políticas educacionais referentes ao ensino profissional e
sua relação com a sociedade no contexto histórico da educação brasileira. Apresenta, por fim, as linhas
gerais que orientaram as Reformas da Educação Profissional empreendidas pelos governos Lula e
FHC, enfocando, em particular, as que implicaram na separação estrutural entre o ensino médio e o
técnico, revelando o processo histórico, político e social nas quais foram construídas.
