Diskursanalys av den information kommuner sänder ut om sig själva : Fallstudie av två kommuners arbete med pressmeddelanden / Discourse analysis of the information municipalities send out about themselves : Case study of two municipalities' information through press releases

In this paper, a discourse analysis is performed according to Norman Fairclough's model, on the press releases that two Swedish municipalities sent out in 2023. The investigation is based on theories of knowledge management and how Ikujiro Nonaka believes that knowledge is created in an organization. The municipality's press releases are examined based on which of three established discourses they share information about themselves within: the municipality as a place, as an organization or as a political institution. The examination states that with discourse analysis it is possible to see patterns in the knowledge that is created in each organization which contributes to a particular type of information being sent out when the municipality talks about itself. In this examination, both of the municipalities in question are shown to have a preponderance towards sharing information about themselves from a political discourse, where political representatives rather than the civil service organization or the citizens are equated with "the municipality". This shows that there is reason to be vigilant about the knowledge that is created in public organizations so that it does not lose its democratic neutrality.
