The purpose of this study is to investigate and analyze what content the National Agency for Education focuses on, so that students in the teaching will gain knowledge about human rights and democracy and the methods that the National Agency for Education performs in relation to the school's democratic education mission. The survey also aims to examine how the levels of requirements regarding human rights differ between compulsory school and upper secondary school. A discourse analysis is used as a theory and methodological starting point. Furthermore, curriculum theory and a didactic theory are also used. The sourcematerial consists of the National Agency for Education's governing documents and has been analyzed on the basis of the didactic questions of what and how. The results of the analysis show that the National Agency for Education mainly focuses on human rights based on the UN definition and that teaching should be conducted in democratic working methods, such as discussions with others.
