Defesa: Curitiba, 15/12/2010 / Bibliografia: fls. 105-110 / Área de concentraçao: Exercício e esporte / Resumo: Esse trabalho tem como objetivo identificar se os programas e projetos relativos ao esporte e lazer desenvolvidos pelas secretarias ou departamentos de esportes das prefeituras dos Municípios de Altônia, Alto Piquiri, Cianorte, Cruzeiro do Oeste, Iporã, Cidade Gaúcha, Mariluz, Tapejara e Umuarama da região da AMERIOS - Paraná contribuem para a democratização e garantia de acesso à referida prática. Mais especificamente, buscamos diagnosticar as condições de acesso à população relativa aos espaços, infraestrutura, frequência de atividades e nível de aceitação da comunidade, ofertadas pelos municípios que agregam as secretarias ou departamentos de esporte das prefeituras da região da AMERIOS em relação às diversas dimensões do esporte. Partimos da hipótese de que os projetos desenvolvidos pelas secretarias dos Municípios que agregam a região AMERIOS não têm uma política regional de desenvolvimento de esporte e lazer que contribuam para a democratização e garantia de acesso população. Para a consecução do objetivo proposto, a investigação tem sua base metodológica fundamentada na abordagem qualitativa do tipo exploratória, utilizando como coleta de dados a entrevista semiestruturada e a pesquisa documental. Participaram das entrevistas 03 (três) secretários de esporte que integram as prefeituras de Altonia, Umuarama e Cianorte, todos com formação em Educação Física; 04 (quatro) atuantes em departamentos de esporte das prefeituras de Cruzeiro do Oeste, Cidade Gaúcha, Mariluz e Tapejara, também com formação em Educação Física; e 02 (dois) leigos atuantes na divisão de esportes das prefeituras de Alto Piquiri e Iporã, sendo um ex-jogador de futebol amador e outro um presidente de partido que apoiou o prefeito eleito da cidade, perfazendo, assim, um total de 09 (nove) agentes. A pesquisa documental viabilizou o cruzamento dos dados e foi realizada junto às ações e programas de esporte e lazer, com base nas fontes legais, constituídas ou não pela legislação dos municípios referente ao esporte/lazer, a saber: lei Orgânica dos Municípios, Pesquisas de Informações Básicas dos Municipais (2009, 2010), Informações contidas no Conselho Municipal e Plano Diretor, assim como em relatórios de atividades e material institucional obtido junto às secretarias, divisões e/ou departamentos das prefeituras. A instrumentalização para a interpretação das informações obtidas está fundamentada na abordagem sociológica de Bourdieu.
Concluímos os projetos desenvolvidos pelas secretarias dos Municípios que agregam a região da AMERIOS não apresenta uma política regional de desenvolvimento de esporte e lazer que contribuam para a democratização e garantia de acesso população. Com base nisso, nas instituições pesquisadas, a definição, implementação e avaliação de políticas para o esporte e lazer necessitam ser repensadas. Ficou presente nos depoimentos dos agentes e na pesquisa documental realizada, que os projetos e programas de esporte e lazer desenvolvidos nos municípios que agregam a região da AMERIOS, não estão sendo encaminhadas para o reconhecimento da diversidade cultural, para a garantia da livre expressão das diferentes manifestações na área, nem tampouco, do acesso ao direito de condições de justiça social para a constituição da população enquanto sujeitos de direitos. / Abstract: This work has as objective to identify if to the programs and relative projects to the sport and leisure developed by the secretariats or departments of sports of the city halls of the Cities of Altônia, Alto Piquiri, Cianorte, Cruzeiro do Oeste, Iporã, Cidade Gaúcha, Mariluz, Tapejara and Umuarama of the region of the AMERIOS - Paraná contributes for the democratization and guarantee of access to the practical related one. More specifically, we search to diagnosis the conditions of access to the relative population to the spaces, infrastructure, frequency of activities and level of acceptance of the community, offered for the cities that the secretariats or departments of sport of the city halls of the region of the AMERIOS in relation to the diverse dimensions of the sport add. We leave of the hypothesis of that the projects developed for the secretariats of the Cities that add region AMERIOS do not have one regional politics of sport development and leisure that contribute for the democratization and guarantee of access population. For the achievement of the considered objective, the inquiry has its methodological base based on the qualitative boarding of the exploratory type, using as it collects of data the semi structuralized interview and the documentary research. 03 (three) secretaries of sport had participated of the interviews who integrate the city halls of Altônia, Umuarama and Cianorte, all with formation in Physical Education; 04 (four) operating ones in departments of sport of the city halls of Cruise of the West, City Gaucho, Mariluz and Tapejara, also with formation in Physical Education; e 02 (two) lay operating in the division of sports of the city halls of Alto Piquiri and Iporã, being a former-player of amateur soccer and another one a party president that supported the elect mayor of the city, prefaced, thus, a total of 09 (nine) agents. The research documentary made possible the crossing of the data and was carried through next to the actions and programs of sport and leisure, on the basis of the biding authorities, consisting or not of the legislation of the cities referring to the sport/leisure, namely: organic law of the Cities, Research of Basic Information of the Municipal theatres (2009, 2010), Information contained in the City council and Managing Plan, as well as in reports of activities and gotten institutional material next to the secretariats, divisions and/or departments of the city halls. The instrumentalization for the interpretation of the gotten information is based on the sociological boarding of Bourdieu. We conclude the projects developed for the secretariats of the Cities that add the region of the AMERIOS do not present one regional politics of sport development and leisure that contribute for the democratization and guarantee of access population. On the basis of this, in the searched institutions, the definition, implementation and evaluation of politics for the sport and leisure need to be rethink. It was present in the depositions of the agents and in the carried through documentary research, that the projects and programs of developed sport and leisure in the cities that add the region of the AMERIOS, are not being directed for the recognition of the cultural diversity, for the guarantee of the free expression of the different manifestations in the area, nor neither, of the access to the right of conditions of social justice for the constitution of the population while citizens of rights.
