Previous issue date: 2016-04-28 / Esta tese ?Gest?o Democr?tica: o processo de representa??o nos Conselhos Escolares na Rede P?blica Municipal de S?o Lu?s, MA?, teve por objetivo geral analisar as pr?ticas institu?das no processo de representa??o nos Conselhos Escolares. De forma mais espec?fica: a) compreender as bases que estruturam as propostas de democratiza??o da gest?o educacional no contexto brasileiro, enfatizando a representa??o da comunidade; b) conhecer as atribui??es dos Conselhos Escolares e a sua participa??o na democratiza??o da escola; c) analisar o processo de representa??o nos Conselhos Escolares, em escolas da rede p?blica municipal de S?o Lu?s-MA, tendo como par?metro as rela??es entre os representantes e os representados. O objeto em foco est? inserido em um contexto mais amplo, envolve aspectos hist?ricos, sociais, pol?ticos e econ?micos que determinam as a??es para ?rea educacional. Em rela??o aos procedimentos t?cnicos, utilizamos a pesquisa bibliogr?fica, documental e a pesquisa de campo, por meio de entrevistas semiestruturadas com as presidentes dos Conselhos Escolares e os representantes dos pais, alunos, professores, funcion?rios e comunidade local, em duas escolas da rede municipal de ensino. Os resultados da pesquisa evidenciaram que: os mecanismos adotados para a escolha dos representantes dependem das necessidades das escolas; os representantes e a comunidade escolar n?o conhecem as atribui??es dos conselhos; os representantes n?o avaliam as atividades desenvolvidas no ?mbito da gest?o escolar. Um dos principais desafios a serem superados ? a falta de articula??o dos representantes com os seus representados. Conclu?mos que para efetiva??o do processo representativo nos Conselhos Escolares ? imprescind?vel que o mesmo seja considerado um espa?o de reflex?o democr?tica, a partir do trabalho coletivo, fundamentado na qualidade das rela??es entre os representantes e representados. / This thesis on ?Democratic Management: the process of representation on school councils in municipal public of S?o Luis, State of Maranh?o? has as general objective to analyze the practices instituted in the representation process in School Councils. In a more specific way: a) to comprehend the bases which structure the educational democratic management proposals in the Brazilian context, by emphasizing community representation; b) to get to know the powers of the School Councils and their participation in school democratization; c) to analyze the representation process in the School Councils, in municipal public schools in S?o Lu?s, Maranh?o, by having the relationship among the representatives and those represented. The aim in focus is inserted within a broader context, it involves historical, social, politic and economic aspects which determine the action towards the educational field. As for the technical procedures, we utilized a bibliographical, documental, field research by means of semi-structured interviews with the directors of the School Councils and the representatives of parentes, students, teachers, other workers and local community, in two schools of the municipal teaching network. The results of research evidence that: the tools adopted to choose the representatives depend on the school needs; the representatives and the school community do not know the council powers; the representatives do not evaluate the activities developed in the school management context. One of the main challenges to be overtaken is the lack of articulation of the representatives with their represented people. We conclude that in order to put forth the representative process in School Councils it is essential that it be considered a space dedicated to democratic thinking from group work based on the quality of the relationship among the representatives and the represented people.
