Previous issue date: 2014 / Resumo: Este trabalho se situa no quadro de mudanças originadas pela reforma do setor portuário, iniciada com a promulgação da Lei nº 8.630, em 1993, cujo objetivo foi retirar o Estado das operações portuárias e abrir o setor ao capital privado, o que resultou na extinção do controle operário sobre o trabalho portuário avulso. Gerido pelos sindicatos até os anos 1990, a nova lei introduziu um novo agente, o Órgão Gestor de Mão de Obra (OGMO), dirigido por representantes patronais e responsável pela gestão do trabalho. Dessa forma, este trabalho tem por objetivo compreender como se estabeleceram as relações entre capital e trabalho após a privatização e a introdução desse novo agente, com a finalidade de verificar a configuração do campo de relações em que, durante muito tempo, os trabalhadores foram agentes dominantes. A partir disso, procurou-se entender de que forma os trabalhadores incorporaram as novas relações e reelaboraram seus sistemas de percepções, agora como agentes em posição dominada. Foram escolhidos como objeto de análise os estivadores de Santos, por serem a maior categoria portuária do Brasil e a única no Porto de Santos entre os avulsos históricos que ainda resistia a alguns aspectos da privatização. Para isso, foram mapeados os movimentos de resistência realizados por esses profissionais entre os anos de 1993 e 2013, além de suas percepções sobre as ações, seus resultados e sua posição na nova configuração. O processo de privatização e o fim do controle operário pelos estivadores resultaram em profundas mudanças na categoria, com o avanço de uma cultura de individualidade em detrimento à de solidariedade que marcou os trabalhadores portuários durante o século XX / Abstract: The context for this work is the framework of State reform of ports system, initiated by the enactment of the Law nº 8.630, in 1993, which had the objective of removing the State from port operations and to open the sector to private capital, resulting in the extinction of workers¿ control over port casual work. This type of work used to be managed by the unions until 1990, however the new law introduced a new agency ¿ Órgão Gestor de Mão de Obra (Work Management Agency), directed by employer representatives which are in charge of the OGMO and responsible for managing the workforce. The purpose of this work is to understand how the relationship between capital and work was established following the privatization and the introduction of this new agent. Furthermore, it aims at verifying how field of relationships configuration which, for a long time, the workers were the dominant agents. From this, it sought to understand how workers incorporate the new relations and re-elaborated their system of perceptions, now as the dominated party. Stevedores in Santos were chosen as the object of analysis for being the biggest category of dock workers in Brazil, and the only historically casual workers in this port who still resisted some aspects of privatization. For this, it was mapped the industrial actions led by this category from 1993 to 2013, capturing workers¿ perceptions to them, as well as how they perceive and feel their position within this new set-up. The process of privatization and the end of workers¿ control over work management has led to profound changes in the category, with a transformation of their culture, which focuses more on the individual as opposed to the culture of solidarity that was typical amongst port workers in the 20th century / Doutorado / Ciencias Sociais / Doutora em Ciências Sociais
