Syftet med uppsatsen är att genom en studie av aktörer, mekanismer och metoder prövahypotesen att Säpo och den militära säkerhetstjänstens val av analysmetoder, är en följd avde organisatoriska förutsättningarna och de förutsättningar som ges av rollspelet mellanakademiker, specialister och beslutfattare i Alexander Georges ”Bridging the Gap”.Den metod jag använt är att genom samtalsintervjuer undersöka två möjliga förklaringarTill varför säkerhetstjänsterna gjort sina val av analysmetoder. Är de en följd av deorganisatoriska förutsättningarna, eller av de roller akademiker, operatörer och beslutsfattarehar i de mekanismer som styr produktionen?För att uppfylla uppsatsens syfte och pröva min hypotes formuleras och besvaras följandefyra frågeställningar.1. Vilka metoder, används vid säkerhetstjänsterna för att identifiera och kvantifiera, densäkerhetshotande verksamheten och vilken teoretisk grund vilar dessa metoder på?2. Hur påverkas valet av metoder, mekanismer och teorier av de olika aktörernaskaraktär, samhälleliga sammanhang, juridiska och organisatoriska begränsningar?3. Har valet av metoder, mekanismer och teorier ett medvetet ursprung i enförklaringsmodell liknande den som Alexander George presenterar som ”The Gap”?4. Är förklaringsmodellerna i fråga två och tre till valet av metoder, mekanismer ochteorier konkurrerande, och i sådana fall, vilken är dominerande? Eller är dekompletterande?Sammanfattningsvis visar undersökningen att hypotesen är bekräftad med avseende påMUST. Avseende Säpo är resultatet inte entydigt. / The motive for this essay is to consider on the widespread criticism aimed againstthe military and police security services and their methodology in the field ofCounter Intelligence as well as protection of national interests and key membersof the government. This critic has come from un co-ordinated and diverse sources,some have come from the academia, and some have come from the policy side.This Criticism forms the basis of my enquiry, which is, Why are there, analystsdepartments of the security services, active choosing of analysis methods, whichare bound to be criticized for not being academic reassured and random.Supporting adequately academically for my examination of the topic, I will use atheory formed by Alexander George, which identifies a communications andperception gap between policymakers, specialists and academia.The main purpose with this essay is therefore to, through studies of actors,mechanisms and methods to confirm my hypotheses that the security serviceschoice is a deliberate balance and a compromise between the organisationalconstrains and possibilities and the awareness of Georges “Gap”To fulfil the purpose of this essay and try my hypothesis following four questionshas been formed.1. Which are the methods used and the academic foundation of those usedmethods?2. What are the distinctive characteristics and peculiarities of the actorsinvolved including the security services, the adversaries and the decisionmakers, and what impact do they have on the choosing of methods.3. Which are the methodological mechanisms relations, who can be related toGeorges “Bridging the Gap” and what impact do they have on thechoosing of methods.4. Is the choice of methods a result of one of the explanations described inquestion two and three or an amalgamation of the organisational andjudicial constrains and the awareness of the “Gap”.The essay concludes that the hypothesis is confirmed as far as for the militarysecurity service.
