The Swedish authorities' work on the implementation of gender equality often means that they produce different action plans and policies to regulate how the authority will work for gender equality. This has been criticized by gender researchers as they have been given the character of becoming an administrative measure that develops checklists and control documents and does not handle the problems of an unfair gender balance within the organization. We have chosen to investigate one of Sweden's largest authorities, the Swedish Armed Forces (SAF), through a qualitative approach.The purpose of the essay isto analyze why SAF fails torecruit more women through an analysis of SAF gender equality plans between2009 and 2019.Hereby we have carried out a selection of texts that have been guiding for the gender equality work within SAF from 2009 to 2019. Inorder to analyse these documents, we have used Bacchi's WPR analysis as well as theories within gender research to try to explain how SAF's work on gender equality with focus on what problems and solutions are formulated and what effects this will have on how this work is conducted. Ourconclusion isthat, what SAF considers to be problematic in its gender equality work can be linked to working conditions within SAF such as, harassment and sexual harassment within the SAF, problems recruitment of women to SAF, lack of knowledge about gender equality and lack of responsibility primarily among managers and also employees within SAF. To explain why SAF problematizes as they do, we have used gender research theories. One explanation we see is that the neo-liberal governance methodology of authorities in Sweden today means that gender equality is depoliticized and reduced to bureaucratisation and the creation of checklists, plans and measurable results that are to be audited. The second explanation for SAF problems in their gender equality work we found is the homosociality and the male norm that has long existed within the authority. It counteracts gender equality work within the authority
