Samtalsdemokrati i Upplands-Bros planeringsprocess : En studie av medborgarinflytande i Upplands-Bro kommuns detaljplanering / Deliverative democracy in Upplands-Bros planning process : A study of the civic influence in the detailed development planning of Upplands-Bro municipality

According to the Planning and Building Act (PBL), the consultation stage constitutes a mandatory element within the Swedish detailed development planning. The choice of method however is optional due to the fact that the consultation procedure is not statutory. Previous research however, has shown that a number of shortcomings have been found within Swedish urban planning and that the civic influence has been negligible. This study aims to examine the degree of consideration for the civic views in the detailed development planning of Upplands-Bro. This has since been analyzed on the basis of Arnstein's participation ladder. To answer the purpose of this study, an interview has been conducted with an urban planner at Upplands-Bro as well as a documental study of five detailed plans. The interview has in this case been used as a complement to the documental analysis. The results have shown that the municipality's consideration of the citizens' views has been substandard. The lack of consideration is due to the fact that the citizens only get some influence, however there are limitations and many compromises. At the same time, civic influence has not been as substandard or as good as reported in previous research.
