The Priming Effects of Polling Location on Ballot Initiative Voting Decisions

Do the physical settings in which a voter casts their ballot affect their vote choices? Every state uses a variety of polling locations for the administration of election: churches, schools, libraries, fire stations, and etcetera. The literature on priming effects and voting is massive, but very little research examines the impact of the venue in which a ballot is cast has on voters’ decisions. In this study I argue that polling venues situated on church, school, or veteran’s association property influences the proportion of votes cast in favor of ballot measures related to each institution. I test these hypotheses using precinct level election results and population data from California’s 2008 general election and find results supporting, or suggesting, such a relationship.

Sleeping with the Enemy, or Putting the Enemy to Sleep? A Theory of Insurgency-State Interaction

This paper presents a theory of insurgency-state strategic interaction based on the insurgency’s mode of survival. The theory postulates that, ceteris paribus, illegal resources discourage the insurgents from desiring to control the state and the state from regaining control of the insurgent territory, whereas legal lootable resources “force” the insurgency to embrace the suboptimal strategy of trying to topple the government, while causing the state to desire full control of the insurgent territory. Intensity, the number of combatant deaths over time, will be used to test the theory. Civil conflicts involving insurgencies that rely on illegal resources for most of their revenue should be of low intensity. The opposite should hold true for civil wars in which the insurgency’s livelihood is a legal lootable resource.

Paradox Lost: Explaining Cross-National Variation in Case Volume at the European Court of Human Rights

Existing research on states and human rights focuses primarily on international treaty ratification, post-treaty rating systems, and ad hoc reports on adherence in individual countries. Additionally, the literature is characterized by disproportionate attention to certain rights to the neglect of others, thereby painting an incomplete and potentially inaccurate picture of a state’s practice and implementation of human rights. Consequently, the extant literature too frequently disregards key domestic and international factors as determinants of cross-national variation in the implementation and protection of human rights, and it instead generates paradoxical claims about human rights and state behavior. With Europe as its empirical focus, this study tests one assertion that state strength relative to societal actors impacts the frequency of cases heard at the European Court of Human Rights. Findings suggest that state strength indeed plays a role in the overall number of cases from member states in the European human rights system.

The Political Impact of Quality of Life

Scholars of economics, sociology, political science, and social psychology have attempted to define and quantify quality of life in order to make meaningful observations of society and to formulate optimal policy prescriptions. Unfortunately few if any of these attempts have systematically measured or used quality of life in a quantitative evaluation of data. In what follows I develop an empirically valid metric for measuring quality of life, establish the role of quality of life in determining societal and political outcomes, and explore what predicts higher quality of life to provide insight to about how quality of life can be improved.

Oil and U.S. Foreign Policy Towards Africa

Does the presence of oil influence U.S. foreign policy towards Sub-Saharan African oil states? This study attempts to answer this question through a study of U.S. foreign policy towards Sub-Saharan African oil and non-oil states since the early 1960s. Although presidents from Woodrow Wilson to Jimmy Carter to George W. Bush have indicated that the United States has a moral obligation to promote democracy, democracy promotion became a central element of U.S. foreign policy after 1990. Scholars as well as policy makers, however, have suggested that the United States has frequently sacrificed the promotion of democracy and human rights in favor of other goals. In recent years, although promoting democracy and good governance have been described as leading U.S. foreign policy objectives in Africa, they may have been overshadowed by two other goals: the global war on terror and energy security. Gulf of Guinea countries have attracted U.S. attention as it tries achieving energy security. The United States in 2008 imported about sixteen percent of its oil from the Gulf of Guinea, and this figure is likely to increase to 25 percent by 2015. As U.S. oil interests in the region increase, some fear that the United States is likely to forgo its support for democracy in favor of energy security. This dissertation evaluates whether or not U.S. concerns about energy security or commercial interests have overshadowed its policy of promoting democracy in oil-exporting African countries. The dissertation finds that, in fact, there is no direct correlation between presence of oil and U.S. democracy promotion. When dealing with African oil states, the United States has not compromised its democratic and human rights principles, particularly since 1990.

The Lessons of Comprehensive Emergency Management Theory for International Humanitarian Intervention

This project seeks to expand the dialogue about international humanitarian intervention in a complex emergency or mass atrocity situation by asserting that post-intervention political reconstruction is as essential to the intervention as is the provision of material humanitarian aid and even the ostensive goal of protecting the aid regimes. As a result of this assertion, consideration of humanitarian intervention has, to this point, been too focused on the legal, ethical, and theoretical implications of war and hegemony. The current dialogue centers on its security studies aspects, owing largely to its Cold War precedent. However, a full consideration of the subject of humanitarian intervention must also consider the broader implications of the intervention, including recovery and mitigation of future events. When this is considered at all, the literature to this point largely treats post-intervention establishment of political and social infrastructure as a secondary consideration to the military intervention. The primary approach to address this needed expansion includes drawing a comparison between humanitarian intervention and a similar domestic concept: comprehensive emergency management theory. While there are several dissimilarities between emergency management and its putative international correlate, the theoretical framework it establishes—including not only the response found in the usual literature, but also the well-defined concepts of recovery, mitigation, and preparedness—can expand our understanding of the implications and requirements of humanitarian intervention. It also provides an important lesson in its mirror example for the prescribed evolution of humanitarian intervention scholarship away from its Cold War genesis. This is because domestic emergency management also has a foundation in security studies concerns, but has since evolved into an all-hazards philosophy that embraces prevention and recovery as much as simple response to a human crisis. This parallel will provide a framework for approaching humanitarian intervention that goes significantly beyond the literature to this point and provides a much more encompassing approach to the subject than there has been to this point.

Meaningful Choices? Understanding and Participation in Direct Democracy in the American States

What role does political knowledge play in campaigning for and participation in direct democracy? A foundational principle of democracy is citizen participation in decision-making. This foundation assumes that citizens are at least somewhat knowledgeable about government and able to make informed choices. This analysis examines the role that meaningful decisions play in direct democracy, because “for voters to make meaningful decisions, they must understand the options on which they are deciding” (Dalton 1988: 13). This analysis uses three different methodologies to investigate this relationship. First, through qualitative analysis and a mail survey of petitioners, this study explores how petitioners view and approach the public. This study finds that expectations of political knowledge affects how petitioners approach the public and how much time they spend educating the public about their initiative. Second, through statistical (multi-level regression) analysis, this study investigates the impact of the ballot language on participation in individual ballot propositions. This study finds that ballot language is a significant barrier to participation. Third, through experimental analysis, this study connects measures of political knowledge and participation on ballot propositions written by petitioners across the country. This study finds that when confronted with more difficult ballot language voters are less likely to participate. However, when controlling for political knowledge this effect is truncated. The findings of this analysis argue the elite bias of direct democracy in ballot language, accessibility, and motives of petitioners. The study of participation in direct democracy and political knowledge across American states advances the theoretical understanding of democratic participation, and furthers our understanding of the role citizen political knowledge plays in policymaking.

Who, How, and What? Third-Party Intervention in Venezuela

This thesis examines the impact that third-party identity and techniques have on mediation outcome. The roles of the OAS and the Carter Center in the negotiations between the Venezuelan government and the opposition (DC), during the period 2002-2003, and the implementation of the agreement in 2004 are compared as representing track I and track II actors and styles. Using a process-tracing methodology, five conflict mappings and stages of conflict are combined with the results of focused interviews to main participants of the negotiation process. The analysis shows a significant impact of third-party identity and strategies on the outcome of mediation. Moreover, the outcome is more likely to be successful when track II actors, actually track I ½, participate as mediators in the actual negotiations. The most effective strategies used by third parties, dependent on the timing of the intervention and the stage of conflict, are communication and formulation strategies.

Rhetoric and Campaign Language: Explaining New Electoral Success of African American Politicians in Non-Minority Districts

My dissertation seeks to answer two important questions in African American politics: What accounts for the new electoral success of African American candidates in non-minority majority districts, and is there some sort of specific rhetoric used in the campaign speeches of these African American politicians? I seek to show that rhetoric matters and that there is a consistent post-racial language found in the speeches of successful African American elected officials. In experimental studies, I show that that this post-racial language is effective in shaping perceptions of these politicians and is a contributing factor to their success. In addition, I show that the language found in the speeches of successful African American elected officials is not found in the speeches of unsuccessful African American politicians running for a similar office. I engage in this research by conducting experiments using campaign speeches from 2010 primary and general election candidates, conducting quantitative text analysis, and performing ethnographical interviewing with successful African American elected officials.
