E os objetivos específicos foram delineados para conhecer o processo de envelhecer na sociedade capitalista e também sobre os espaços democráticos de lutas sociais; identificar as propostas advindas das quatro Conferências Municipais (2005, 2008, 2011, 2015); analisar as atas das reuniões ordinárias de 2008 a 2016; conhecer as ações empreendidas para efetivação das deliberações oriundas das IV Conferência Municipal dos Direitos da Pessoa Idosa. O método abordado foi o Materialismo Histórico Dialético de Marx, que permitiu apreensão das contradições do movimento real. A pesquisa foi bibliográfica e documental, sendo a abordagem qualitativa. A análise dos dados se deu através da análise de conteúdo. Nesta pesquisa, tecemos algumas considerações teóricas a fim de termos condições de, após apresentar as interpelações dos relatórios e propostas das Conferências, analisar as atas das reuniões ordinárias do CMDI, buscando conhecer as ações empreendidas para efetivação das deliberações oriundas das quatro Conferências Municipais dos Direitos da Pessoa Idosa. Foi perceptível, nas Conferências, devido à incidência de repetições das mesmas propostas, que muitos direitos deliberados não foram efetivados, assim inferimos a baixa resolutividade das leis existentes. Em relação, as reuniões ordinárias do CMDI as discussões e ações estão timidamente relacionadas à questão de violência, transporte/ trânsito, segurança, habitação, renda, saúde e educação, o que nos mostrou, que as propostas oriundas das Conferências não foram discutidas na íntegra nas reuniões ordinárias do CMDI. Neste sentido, o resultado da pesquisa nos permite inferir que faz-se necessário discussões e ações efetivas nas Conferências e no Conselho, visto que a vivência e pauperismo em suas diversas expressões da questão social, tem atingido uma totalidade dos trabalhadores/as idosos/as. Assim, concluímos que nesta sociedade capitalista, a efetivação dos direitos sociais, conquistados ao longo da história, não ocorre devido a ofensiva neoliberal. Fazendo-se necessário uma nova ordem societária, para haver emancipação humana e política. / The purpose of this study is to analyze the participation of the Municipal Council for the Rights of the Elderly in Uberaba (MCRE) to carry out the deliberations of the four Municipal Conference on the Rights of the Elderly. And the specific objectives were outlined to know the process of aging in capitalist society and also the democratic spaces of social struggles; To identify the proposals coming from the four Municipal Conferences (2005, 2008, 2011, 2015); Analyze the minutes of the regular meetings from 2008 to 2016; To know the actions taken to carry out the deliberations of the IV Municipal Conference on the Rights of the Elderly Person. The method used was Marx's dialectical historical materialism, which allowed for apprehension of the contradictions of the real movement. The research was bibliographical and documentary, being the qualitative approach. Data analysis was done through content analysis. The results allowed some conclusions: We set out in this research some theoretical considerations in order to be able, after presenting the interpellations of the reports and proposals of the Conferences, to analyze the minutes of the ordinary meetings of the MCRE, seeking to know the actions undertaken to carry out the deliberations Of the four Municipal Conferences on the Rights of the Elderly. It was perceptible in the Conferences, due to the great incidence of repetitions of the same proposals, that many deliberate rights were not fulfilled, thus we infer the low resolution of the existing laws. In relation to the ordinary meetings of the MCRE the discussions and actions are timidly related to the issue of violence, transportation / traffic, security, housing, income, health and education, which showed us that the proposals from the Conferences were not discussed in full Regular meetings of the MCRE. In this sense, although inconclusive, research allows us to infer that it is necessary to have effective discussions and actions in the Conference and in the Council, since the experience and pauperism in its various expressions of the social question has reached a totality of the elderly / at. Thus, we conclude that in this capitalist society, the realization of social rights, conquered throughout history, does not occur due to a neoliberal offensive. A new societal order was necessary, for human and political emancipation.

Essa dissertação teve como objetivo analisar a participação do Instituto Federal do Paraná – Câmpus Palmas em um programa de inclusão social através do Projeto de extensão, denominado Palmas para Mulheres Mil, que propõe elevação de escolaridade e a qualificação profissional das participantes. Este Projeto de extensão tem suas ações respaldadas na política pública “Programa Nacional Mulheres Mil”, com perspectiva de gênero, cujo objetivo, entre outros, é promover a inclusão educacional, produtiva e social de mulheres em situação de vulnerabilidade social. A pesquisa caracteriza-se como documental e de campo exploratória, isto é, utilizamos documentos oficiais do Programa Nacional Mulheres Mil, documentos oficiais do IFPR e documentos da Comunidade Quilombola. Para a coleta de dados utilizamos questionários preenchidos na pré-inscrição elaborado pela coordenação do Projeto, questionário de avaliação no final do Projeto, elaborado pela pesquisadora e entrevistas semiestruturada para as alunas concluintes, com o objetivo de caracterizar o perfil das alunas e as questões educacionais das mesmas, bem como os impactos pessoais e profissionais causados pelo Projeto. Utilizamos ainda, entrevista semiestruturada com a Direção Geral e a Direção de Ensino, Pesquisa e Extensão do IFPR - Câmpus Palmas, com o objetivo de investigar como se deu a participação do Instituto Federal do Paraná – Câmpus Palmas e o desenvolvimento do referido Projeto; entrevista com a coordenação do Projeto de extensão, com o objetivo de analisar o desenvolvimento do Projeto e sua contribuição para a instituição; e entrevista com os docentes que desenvolveram atividades no Projeto, objetivando refletir sobre a prática docente em um curso de formação e qualificação voltado para mulheres em condições de vulnerabilidade social. Assim, foi realizada uma revisão teórica acerca das principais categorias elencadas: política pública, política pública com perspectiva de gênero, extensão universitária e quilombola que subsidiaram essa pesquisa, seguida da apresentação dos resultados. Os resultados obtidos na pesquisa indicam que as ações desenvolvidas neste Projeto alcançaram alguns objetivos almejados, no entanto não conseguiu dar conta plenamente da sua proposta inicial, como a elevação de escolaridade e a inserção no mercado de trabalho da maioria das alunas, mas a autoestima das alunas proporcionada pelo Projeto abriu as portas do direito de sonhar com dias melhores. / This thesis aims to analyze the participation of the Federal Institute of Paraná - Campus Palmas in a program of social inclusion through an extension project, titled Palmas para Mulheres Mil, which proposes better educational and professional qualifications for the participants. This extension project has his actions endorsed by the public policy "Programa Nacional Mulheres Mil", with a gender perspective, which aims, among others objectives, to promote the educational, social and productive inclusion of women in vulnerable situations. The research is characterized as documentary and exploratory. We used official documents of Mulheres Mil National Program, official documents of IFPR and Quilombola Community. For data collection we used questionnaires prepared by the project coordination, filled during the preregistration by the participants, assessment questionnaire at the end of the project, prepared by the researcher, and semi structured interviews for graduating students with the aim of characterizing their profile and educational issues, as well as the personal and professional impacts of the project in their lives. We also used semi structured interviews with the General Manager and Managers of Teaching, Research and Extension of IFPR - Campus Palmas. With the aim of investigating how was the participation of the Federal Institute of Paraná - Campus Palmas and the development of that project interview with the coordination of the extension project, in order to analyze the development of the project and its contribution to the institution; and interviews with teachers who have developed activities in the project in order to reflect on the teaching practice on a training course and qualification facing women in conditions of social vulnerability. Thus, a theoretical review of the main categories listed was performed: Public policy, Public policy with a gender perspective, University extension and Quilombola that supported this research, followed by the presentation of results. The results obtained in this research indicate that actions carried out in this project achieved some desired goals, however failed to realize fully its initial proposal, how high education and entry into the labor market of most students, but the self-esteem of students provided by the project opened the doors of the right to dream of better days.

Num primeiro momento apresento a discussão da emergência da adolescência e a possibilidade de ela ser entendida enquanto dispositivo. Num segundo momento apresento questões que envolvem as relações de saberpoder na produção de verdades e o racismo de estado com relação à adolescência e, por fim, a discussão do modo como adolescentes, ao viverem o mal-estar da contemporaneidade, encontram novas formas de se relacionar, por meio de ações organizadas em suas comunidades: a partir de seus fazeres, elaboram saberes que provocam o cuidado de si e do outro, de forma ética. A escrita de três adolescentes aparece entremeada aos autores que fornecem a base teórica apresentando as capturas e as possibilidades de ruptura que permeiam essa tão difícil tarefa de fazer da vida uma obra de arte. A cultura na contemporaneidade, o dito e o não dito, as relações de saber-poder e as muitas possibilidades de resistência presentes nas intervenções sociais ofereceram os elementos para que outros saberes pudessem encontrar eco / Abstract: This work was built on three pillars. Firstly, I present the debate about the emergence of adolescence and the possibility of making it understood as a dispositif. Secondly, I present issues that involve knowledge/power relations in truth production as well as the state racism towards adolescence, and, finally, the debate on how adolescents, by going through the discomfort of contemporary times, find new forms of relationships through organized actions in their communities: from their doings, they create knowledge in order to look after themselves and one another in an ethical way. The writings by three teenagers are intermingled by those of authors who provide the theoretical base by presenting the captures and the rupture possibilities that permeate such a hard task: to make a work of art out of life. Culture in contemporary times, what is said and what is unsaid, the knowledge/power relations and the many possibilities of resistance present in the social interventions offer the elements for other forms of knowledge to be echoed. / Mestrado / Educação, Conhecimento, Linguagem e Arte / Mestre em Educação
