The Right to Dream: Assessing the Spatiality of a Homeless Rest Site in Portland, OregonPrzybylinski, Stephen 16 February 2015 (has links)
The continued increase in homelessness in Portland, Oregon is in part a result of the systemic restructuring of the welfare state as well as a shift in local governance purviews. Primarily this has eradicated the affordable housing stock in the city which is compounded by the limited availability of emergency shelter spaces. These and other financial constraints have left a depleted service support system to cover a rising homelessness problem. In response to this, contemporary social movements have been focusing attention on economically marginalized groups such as the homeless, calling for rights to access resources in cities such as housing. This approach critiques the neoliberal policies that have bolstered entrepreneurial approaches to urban growth. Neoliberal policies result in a failure to maintain financial support for the well-being of the homeless and connected support services. This research examines one alternative to the traditional approach to sheltering the homeless. It focuses on a self-organized homeless tent city in downtown Portland, Right 2 Dream Too, which has become a critical resource in homeless emergency service provisioning. The rest site's success as an emergency service is primarily predicated on its geographic proximity to a nexus of social services in the Old Town neighborhood. Drawing on ethnographic work and archival data, I analyze the multiple spatialities of this self-managed site to better understand homeless individuals' experience with this place and other related spaces, as a means to understand its value as an emergency service for the homeless in Portland, and other cities with similar constraints. I argue this perspective is essential for mitigating homelessness in Portland and informing the decision-making surrounding its relocation.

Oregon Physicians' Perception of the Drug Enforcement Administration's Use of Enforcement Discretion Related to the Use of Opioids in the Treatment of Chronic PainHarrison, Robert Dale 27 May 2009 (has links)
The undertreatment of chronic pain and the prevention of drug abuse and diversion of pain medications (i.e., opioids) have been identified as public health issues in the United States. In this domain, the Drug Enforcement Administration (D.E.A.) faces challenges when enforcing the Controlled Substance Act because it is tasked with regulating the dispensing of opioids by physicians in the treatment of chronic pain, while also attempting to prevent their abuse and diversion. Thus, the D.E.A. must use discretion in how it enforces the C.S.A. because intentional actions to prevent opioid abuse and diversion could also unintentionally affect the willingness of primary care physicians to prescribe them in the treatment of chronic pain.
As an initial step in clarifying the boundaries between the D.E.A. and the medical profession, it was necessary to assess physician perceptions about the D.E.A. 's use of enforcement discretion. A total of 205 Oregon primary care physicians completed a web-based survey examining three domains: concern about D.E.A. enforcement discretion; autonomy related to use of opioids in the treatment of chronic pain; and prescribing of opioids in the treatment of chronic pain. Results indicated that some physicians perceive a concern about D.E.A. enforcement discretion, and those who have concern are more likely to perceive having reduced autonomy related to the use of opioids in the treatment of chronic pain. The results do not support previous research that showed that such concerns directly affects physician prescribing of opioids. Instead, results reveal that concern about D.E.A. enforcement discretion is associated with reduced perceived autonomy, and reduced perceived autonomy is associated with less willingness to prescribe opioids in the treatment of chronic pain.
This research takes the study on this topic one step further in identifying physician perceptions about D.E.A. enforcement discretion, and how these perceptions were associated with physician autonomy and prescribing of opioids in the treatment of chronic pain. In doing so, this research provides important scholarly contributions to the enforcement discretion literature, specific to the D.E.A., and medical professionalism as it pertains to physician autonomy related to the use of opioids in the treatment of chronic pain.

Balancing Internal Controls with Change Management in the Pacific Military UnitMefford, Miriam Seveses 01 January 2018 (has links)
Federal government managers were advised to strengthen internal controls; the law dictates attestation of effective management controls, and the internal control program is used to detect risks. However, managers lacked preparatory training, with training being overlooked given the increased responsibilities. Managers are assigned the programmatic role regardless of the lack of program standards in knowledge, skill, and ability. The research questions addressed change management components, concepts, and core qualifications relative to program readiness. The purpose of this single case study was to identify and explore change management components contributing to the effectiveness of internal controls. The conceptual framework was based on Lewin's change concepts of unfreezing, moving or changing, and refreezing phases with the inverse principle in field theory. Thirteen professionals from the pacific military unit in Hawaii participated in semistructured interviews. Inductive coding was used to thematically analyze the data. The key results of the emerged themes illustrated how: organization skillset was used for linking change components to internal controls, assessment was a tool used for transforming a manager's concept, and experience was essential in leading change core qualifications. Significance of the study was the promotion of stronger measures in preventing fraud, waste, and mismanagement of limited resources. The research results could inspire social change by increasing communication and collaboration to benefit senior leaders, and financial and program managers. The value-added training concepts and leadership innovation, and how managing change relates to internal control could lead to program success thus benefiting all primary stakeholders.

Madumeleng is a village in Bolobedu(Modjadji) under the Greater Letaba Municipality in Mopani District. The Greater Letaba Municipality is one of the rural municipalities in the district of Mopani. The project was identified by the community members as a flagship towards addressing poverty within the village and eventually in the municipal area. The project was initiated by a group of women who started as volunteers. Their objective was to make the project big and viable within the society. The women had wishes also that the project should eventually create more jobs for the community members and thereby contribute in alleviating poverty and unemployment. The above resonates well with the objective of government and in particular the Department of Social Development in funding these projects. The study was ignited by the fact that after all the efforts by government to provide funding and ensure that the project members are capacitated, still the project collapsed. The project could not last longer than it was expected and this was the main reason for the study. The study should contribute in surmounting some factors which might have contributed into the collapse of the project. Government should also be able to draw lessons from the study to improve on the approach when they fund future projects.

Governments and Institutions have been congregating more frequently all over the world. The subject of global warming and climate change is believed to be a ticking time bomb, which can have catastrophic effects on the existence of the human race and other living organisms. This led me to think and ponder about all our coastal towns in South Africa. What would happen if the melting of the glaciers continues and the sea levels rise by over two meters? This surely is a recipe for disaster and hence a look at the Western Cape Province was really necessary to find out on the province and the country‟s preparedness.
Climate change has been scientifically proven to be occurring and is being aggravated by industrialisation1. With South Africa being the 19th Green House Gas (GHG) emitter in the world, the government should definitely take action by either mitigating or adapting to these effects.2 Rightly so, something is being done not only at national level, but at a regional and international level. A number of treaties, conventions and protocols to do with climate change and its related effects have been passed and ratified by most countries. The most notable international protocol is the United Nations Framework Convention for Climate Change‟s (UNFCCC) Kyoto protocol. At a regional level, New Partnership for Africa‟s Development (NEPAD) and the Southern Africa Development Community (SADC), have come in support of environmental initiatives like the Atmospheric Pollution Information Network for Africa (APINA). The Western Cape Province, in line with most of these agreements and national strategies, have come up with their own polices in trying to mitigate and/or adapt to climate change.

Further, the recent discussion papers entitled ‘Strengthening Retirement Savings and a Safer Financial Sector to Serve South Africa Better’ published in 2011 and 2012 respectively have strengthened social security and retirement reforms debate in South Africa. This mini-dissertation will incorporate both social security and retirement reforms.

Public hearings on the choice of termination of pregnancy : a case of Limpopo Provincial LegislatureHarmse, Jocelyn Lavern January 2014 (has links)
Thesis (MPA.) -- University of Limpopo, 2014 / The aim of the study was to determine whether Members of the Limpopo Provincial Legislature misrepresented members of the public in the policy and decision making process. The Choice on Termination of Pregnancy Amendment Act, No. 213 of 2008, when passed in Parliament, might have had good intensions, but has instead led to unintended consequences. Both qualitative and quantitative research methods were used in this study. Questionnaires were used to collect the primary data from MPLs, staff of the Limpopo Legislature and members of the public in districts of the Province while the secondary data was collected from online databases and through literature reviews.
A random sampling method was used to collect primary data for this research by using various data collection methods such as questionnaires, face to face and telephone interviews. The collected data was captured in Ms Excel 2007, and then analysed and presented using graphs and tables.
Results of this study indicate that the majority of people in Limpopo were not in favour of the bill in question. This was evident in the video recording that was taken at the public hearing held in the Vhembe District where the emotions and expressions including the language used by members of the public was witnessed. The Committee Report that was tabled in the House by the Chairperson of the Committee stated that all districts in the Province were not in favour of the bill. It also became evident that indeed MPLs did not debate the report in the House and also did not consider inputs of the masses made during public hearings before a provincial mandate was given to Permanent delegates at the National Council of Province (NCOP) to vote in favour of the bill.
It can thus be concluded that MPLs can take a decision on a bill even if the masses are against it. This clearly indicates that the voices of the people are indeed heard since public hearings are conducted, but all is merely done to comply with the Constitutional mandate.
