This dissertation is an inductive analysis of the development of the banking industry in Hong Kong. It argues that the policy networking model is the most appropriate ideal type for understanding the configuration of power relations among interest groups behind the regulation of banking in colonial Hong Kong. It interprets the historical development of the banking system by looking at the configuration of power relations which bears on the public policy-making process. In more concrete terms, the result of the investigation shows that the regulatory framework of the banking system in colonial Hong Kong was not fair to all players. There was an interest-differentiated institutional framework, by which British banks got more privileges than other players. From the early days, the dominant British banks and the colonial state elite formed a policy network, under which both sides reaped mutual benefits. The banking policy network orchestrated the regulatory institutions and formulation of Government policy on banking in Hong Kong. These institutional factors, in turn, structured the interest distribution in the market, and consolidated/legitimated British banks' rent-seeking and privilege. Many foreign commentators have criticized China’s practice of censorship. But what are the views of Chinese citizens? This research focuses on a special group of Chinese netizens called “returnees“ [overseas Chinese who are living in between China and elsewhere], who have experienced both the domestic and overseas cyber-worlds. Through studying their perspectives on censorship, this research seeks to understand how those who have lived outside China understand internet censorship within China. / Some informants view internet censorship as a negative intrusion and a representation of an untruthful government while others consider it as a necessity in managing China’s cyberspace due to the special cultural context of Chinese society. Though their perceptions vary, my informants expressed a paradoxical nationalism, defending a government they felt ashamed of; this was expressed repeatedly during interviews. In this thesis, by bringing censorship and nationalism together, I analyze in depth my informants’ paradoxical and conflicting attitude toward these two concepts, in order to better understand Chinese censorship and how it may be justified. Australian women faced the last two decades of the twentieth century, optimistic in their capacity to contribute positively to social change in the restructuring state. Encouraged by the relative euphoria of the late 1970s and early 1980s, women had a fleeting glimpse of the possibilities of woman-friendly legislation and feminist inspired government policy. What eventuated was the dismantling of supportive welfare structures, under the guise of economic rationalist state action, which undermined and eventually halted women’s economic and social advancement. This research project examines the impact of government policy on the welfare of Victorian women, through a feminist analysis of state and federal decision-making, framed in the context of case studies in the areas of employment, education and health. The promotion of ‘gender-neutral’ policy, by generally conservative bureaucracies, effectively exposes the mythical woman-friendly state. The implications do not auger well for Victorian women in the new millenium.
