Clorindo Testa : a arquitetura da Biblioteca Nacional : Buenos Aires, 1961-1996

Clorindo Testa ocupa lugar de destaque no panorama da arquitetura argentina. Dada a sua longa produção arquitetônica - que se estende até a atualidade -, pode-se afirmar que a mesma é composta por fases distintas. Para exemplificar o primeiro período de sua carreira, destacam-se as obras que impulsionaram o seu reconhecimento profissional, tanto na Argentina, quanto internacionalmente, sendo elas: o Centro Cívico de Santa Rosa (1955-1976), o Banco de Londres (1960-1966) e a Biblioteca Nacional (1961-1996). O presente trabalho tem por objetivo principal a análise sistemática do projeto da Biblioteca Nacional e de sua inserção urbana, assim como a apresentação dos momentos que compõem a história dessa edificação. Além disso, pretende-se apresentar Clorindo Testa e sua arquitetura nos primeiros anos de sua carreira, através de uma aproximação dos outros dois projetos supracitados, que também representam essa fase. / Clorindo Testa has occupied a remarkable place in Argentinean architecture. Given his extensive architectonic production – which has been extended until today –, one can say it has distinct phases. As examples from the first period of his career, we can highlight the works that have driven his professional acknowledgement both in Argentina and over the world: Santa Rosa Civic Center (1955-1976), Bank of London (1960-1966), and the National Library (1961-1996). This work aims at systematically analyzing the project of the National Library and its urban insertion, as well as presenting the moments that have composed the history of this building. Besides that, we intend to present Clorindo Testa and his architecture in the early years of his career, through an approximation to the other two projects above mentioned, which are also representative of that phase.

Esta pesquisa objetiva analisar as representações dos imaginários políticos argentinos durante os anos de 1973 e 1984, por meio dos cartazes de propaganda produzidos no período. Estes anos selecionam um período conturbado da história argentina, o governo peronista (1973) e o governo militar do Processo de Reorganização Nacional (1976-1983), em que as posições políticas se acirram em nome de projetos para a nação e, após a violenta e sistemática repressão da ditadura provocou mudanças sensíveis na forma de atuação política. A escolha do cartaz como fonte para a análise desta pesquisa histórica de dá por este se configurar como um veículo de difusão e circulação de mensagens de caráter efêmero, mas que possui potencial para atingir um grande número de pessoas. Essa fonte compõe um elemento rico em representações dos imaginários políticos, sobre as visões e concepções de futuro e das críticas e anseios que seus grupos elaboradores desejavam divulgar para um grande público. As fontes visuais possibilitam um sem número de inferências, mobilizam elementos simbólicos, culturais, políticos, históricos, nacionais e universais, sempre partilhando com seu observador as referências representacionais para, enfim, cumprir seu papel de comunicar uma mensagem idealizada por seus realizadores. Nesta pesquisa, a análise dos cartazes procura revisitar um período conturbado da história argentina e, por meios destes, reconstruir parte do imaginário político do período. / This research aims to analyze the representations of imaginary Argentine politicians during the years 1973 and 1984, by means of propaganda posters produced in the period. These years select a turbulent period in Argentine history, the Peronist government (1973) and the military government of the National Reorganization Process (1976-1983), in which the political positions is stoked on behalf of projects for the nation and, after violent and systematic repression of the dictatorship generated sensible changes in the form of political action. The choice of the poster as a source for analysis of historical research gives for this is set up as a vehicle for the dissemination and circulation of messages ephemeral, but which has the potential to reach large numbers of people. This source comprises an element rich representations of the political imaginary, the visions and conceptions of the future and criticisms and concerns that their groups drafters wished to disseminate to a wide audience. Visual sources allow any number of inferences, mobilize symbolic elements, cultural, political, historical, national and universal, always sharing with its observer representational references to finally fulfill its role of communicating a message designed by their makers. In this research, the analysis of the posters attempts to revisit a period of Argentine history and troubled by these means, to rebuild part of the political imaginary of the period.

Esta pesquisa visou estudar um período da História da Preservação do Patrimônio Cultural na Argentina, entre 1938-1946, anos durante os quais Ricardo Levene foi presidente da Comisión Nacional de Museos y de Monumentos y Lugares Históricos (CNMMyLH). Procedeu-se da concepção de que a preservação do patrimônio é uma ação cultural, ou seja, produto de um tempo e espaço determinado, e de que existiu a pretensão de resgatar, através do patrimônio tombado pela Comissão, uma memória específica para contribuir para a construção de uma idéia de Nação Argentina. Para isso se objetivou estudar o contexto no qual se inseriu a ação da Comissão, os agentes que nela atuaram, as idéias orientadoras do grupo, os valores que resgataram, as particularidades da gestão, o patrimônio que estabeleceram, as características da intervenção física no patrimônio. Para tanto, articularam-se várias pesquisas: a realizada nos Boletins da CNMMyLH (1938-1946), a análise dos Decretos de Tombamento dos Bens definidos como Patrimônio, os textos elaborados pelos personagens vinculados ao trabalho da Comissão, e a desenvolvida nos arquivos da Dirección General de Arquitectura (DGA) em Córdoba. Esta abordagem permitiu tomar, como ponto de partida, o entendimento geral da ação da CN, de suas palavras, de seus ritos e procedimentos, para chegar ao estudo de um exemplo concreto de intervenção: aquela realizada durante a década de 1940 no Conjunto Jesuítico da Igreja da Companhia de Jesus e da Residência dos Padres, em Córdoba, Argentina. / This paper studied a period of the History of the Cultural Heritage Preservation in Argentina, between 1938 and 1946, the years when Ricardo Levene was the president of the Comisión Nacional de Museos y de Monumentos y Lugares Historicos (CNMMyLH). The work started with the concept that the heritage preservation is a cultural action, in other words, product of a specific time and space, and that there was the intent to rescue, through the definition of the preserved heritage, a specific memory to contribute to the construction of a concept of Argentinean Nation. The context in which the commission action was inserted, the people who acted in it, the advising ideas of the group, the values which have been rescued, the peculiarities of the management, the established heritage and the characteristics of the physical intervention on the heritage have all been studied in order to achieve this. Some research has been done in order to complete these objectives: The one performed on the CNMMyLH bulletins (1938-1946), analysis of the Decree-Laws that defined the heritage, the texts created by the characters related to the work of the Commission, and the one developed in the files of the Dirección General de Arquitectura (DGA) in Córdoba. This approach has allowed the general understanding of the action of the CN, their words, their rites and procedures, to be taken as a ground zero, in order to study a concrete case of intervention in the heritage: The one done during the 1940s in the Church and Residence buildings of the Jesuit Fathers in Córdoba City, Argentina.

This thesis is an exploration of how particular Bolivian men and women who have migrated from Bolivia to Argentina, and have recently 'returned' to Bolivia, define, negotiate, and (re)create their identities in the migration experience. I argue that both the narratives and experiences of transnational migration for these migrants varies according to gender, age, economic possibilities, and legal circumstances. Furthermore, I suggest that this experience varies according to the multiple encounters with 'others' along the transnational circuit. By using a conceptualization of "migration" in transnational terms, my work has centered on how these migrants conceptualize the social conditions in which they live and how they actively search for ways to improve their living conditions in both Bolivia and Argentina. In this sense, the concept of 'home' has been critically explored in order to grasp the complex narratives of belonging and displacement.

The Peronist labor movement and the Alfonsin government : an uneasy relationship for Argentina's democracy (1983-1989)

The aim of the thesis is to analyze the Peronist labor movement's role in the Argentine democratic consolidation process. Some scholars, as Valenzuela, have underlined the important role of labor movements in the consolidation of the new democratic regimes emerging from the end of authoritarian rule. This role consists in the moderation of labor's mobilizational activities and militant demands. However, these scholars have not sufficiently emphasized the weakness and the reduced weight of some labor movements after military repression and economic structural transformations. The thesis examines the Argentine case and demonstrates how the several general strikes organized by the CGT during Alfonsin's government did not hinder Argentine democratic consolidation in the short term. The thesis underlines the weakening of the Peronist labor movement and explains its minor role in the consolidation process.

This thesis analyzes an alternative public evaluation on students' performance which has affected the educational system of the City of Buenos Aires (Argentina) since 1992. This evaluation program intends to solve some key dilemmas of the evaluation policy: issues on equity, participation, trustworthiness, comparability and authenticity of the evaluated information. The study focuses on the potential, insight and barriers of this evaluation program. The relevance of this program lies in the fact that it was designed to make a contribution to the democratization of educational administration and to resist some authoritarian effects of a surrounding regional and global context of neoliberal educational reforms. This work also aims at capturing the perspectives about the hegemonic and alternative public policies of centralized evaluation, and collaborative leadership in education held by the contemporary Argentine leaders in education. / This research makes a contribution to the fields of Policy Studies and Leadership in Education and the arena of public evaluation policies, while maintaining a pedagogic perspective of the issues under analysis. The main contribution of the study is that it shows that it is possible to try alternative ways to solve the current political necessity to evaluate large amounts of students in order to inform the educational politics and policies, and at the same time, to attach the evaluation to teachers' and student's pedagogic needs, by involving educators and administrators in central places of the evaluation design and implementation. / The political and theoretical perspective adopted is consistent with a critical socio-pedagogy. Methodologically, this research is a case study oriented by a qualitative methodology, which combines two main techniques: documentary exploration and interviews to 19 leaders of different rank within the analyzed Argentine jurisdiction. The interpretation process, in both the document review and the interviews, is led by a threefold analysis: comprehensive, ethnographic and critical.

Components of instruction in general music and piano in selected educational settings in Buenos Aires, Argentina

Pianists from Buenos Aires, both artists and students, have seemed to this writer to possess common qualities of spirit, fluency and command. The research project was organized to investigate facets of Argentine culture and the training of pianists in Buenos Aires which may have contributed to this perception. Observations of musical education in Buenos Aires were conducted in August and September of 1986. Learning situations observed included piano lessons in private studios, public and private conservatories and preparatory schools. Also observed were aural perception training and general music education in private elementary schools, public high schools, pre-professional schools, public and private conservatories and preparatory programs. The social, political, cultural and economic conditions that existed were also studied in order to better understand the climate in which musical training occurred.Those factors in the culture and training of pianists in Buenos Aires that would seem to have a discernible effect on students within that system include: 1) The Argentines' sense of cultural identity is consciously enhanced by deliberate inclusion of Argentine culture in the Music Education curriculum and the conservatory syllabus. 2) Important to the sense of command and success is the will to succeed in the struggle against the economic and political hardships of life in Argentina. 3) Music education is highly structured and weighted toward aural perception training. Aural skills were taught thoroughly and with great consistency of method in every class visited. 4) The piano teaching was carried out with expert technical guidance, beautifully played demonstrations and much singing of phrase and tone. 5) The central government established for the conservatories a ten-year Programa de Piano, which insures consistent standards of achievement in technique and literature throughout the country. 6) The Argentine government offers totally free public education. Any students able to pass the entrance examination at the conservatory can avail themselves of the country's best education in music. / School of Music
