Racism within the Canadian University: Indigenous Students' Experiences

This dissertation examines the experiences of Indigenous post-secondary students at three universities located in Ontario, Canada. Drawing on ethnographic observation, 27 in-depth interviews and demographic surveys, I investigate both the nature and levels of ongoing experiences with racism and discrimination on-campus, as well as the impacts and chosen response strategies. The primary theoretical contribution is the demonstration of how, in order to create a comprehensive theoretical framework for the analysis of Indigenous peoples’ experiences with racism in Canada, Critical Race Theory (Gillborn 2006; Solórzano & Yosso 2002: Tate 1997) and Settler Colonial Theory (Macoun & Strakosch 2013; Snelgrove, Dhamoon & Corntassel 2014; Tuck & Yang 2012) must be used in combination. The second theoretical contribution is the critique and further development of ‘internalized oppression’ (Pyke 2010); to help understand not only the creation, internalization and maintenance processes involved in internalized racism, but also who is best positioned to eliminate it and how. First, an analysis is completed of how, within the university context, Indigenous students are experiencing racism and discrimination: which social locations, at what levels, the nature of the racism/discrimination and contextual differences. Following that, an in-depth look is taken at the various impacts of these experiences and the students’ responses: coping/management strategies, support resources, and resistance. And finally, the role of lateral violence within the Indigenous student communities is discussed, including the prevalence of the issue, the impacts, and the processes involved in students recognizing and resisting. Overall, the data demonstrates that, regardless of differing campus contexts, Indigenous students are facing high levels of racism on a regular basis, which has significant impacts both personally and academically. The use of Critical Race Theory and Settler Colonial Theory in combination provides a useful framework for understanding how and why these circumstances persist, as well as raising questions as to the efficacy of institution-led policies and programs designed to both support Indigenous students and decrease racism on campus. / Thesis / Doctor of Philosophy (PhD)

Local environmentalism in a globalized world : a case study of the international environmental discourse and Nahuel Huapi, Argentina

Thank you. / This paper analyzes the relationship between the global discourse on the environment and the discourse occurring in Nahuel Huapi, Argentina over the 20th century through the year 2007. This paper applies discourse analysis theory as used by Antonio Gramsci and Michel Foucault to the history of environmental discourse on a global, national, and local level. It assesses the institution of language and dialog through personal narrative , metaphor, rhetorical devices, and formal documentation in order to interpret the ways in which global environmental discourse has reached Nahuel Huapi. The primary examples of global discourse used are historical accounts by environmental sociologists , histories of the United Nations' incorporation of environmental discourse , and anthropological accounts of the global indigenous discourse. National linkages are made through studies of international treaties ratified by the Argentine government and laws implemented throughout the state. Local linkages are further made through anthropological assessments of local discourse as well as personal interviews . I analyze the global, national and local discourses in that order with a chronological focus throughout. Existing analyses of environmental institutions and their effectiveness tend to focus on the formal proceedings of international organizations, private citizens , or community actors but most fail to assess the informal mechanisms by which these global institutions can affect action at the local level. By arguing that language and dialog are indeed socialand political institutions, I conclude that through discourse, the international environmental regime has strongly affected local environmental discourse in Nahuel Huapi Argentina through two channels: 1) the National Parks System, which the international regime has impacted mainly through United Nations forums such as conferences and summits on the environment and development. 2) The Mapuche community , which the international regime has impacted mainly through the inclusion of indigenous communities in the international forum and the legitimization that the United Nations provides these communities with regard to environmental stewardship and selfdetermination. The study shows that early in the 20th century, when the Mapuche community and the government of Argentina were isolated from any global discourse , the dialog between them was virtually non-existent. Standing up for sputc: the Nuxalk Sputc Project, eulachon management and well-being

The coastal landscape currently known as British Columbia, Canada represents a complex and rapidly evolving site of collaboration, negotiation, and conflict in environmental management, with important implications for Indigenous community well-being. I ground this work in the understanding that settler-colonialism and its remedies, resurgence and self-determination, are the fundamental determinants of Indigenous health and related inequities. Through a case study of eulachon (Thaleichthys pacificus) in Nuxalk territory, I take interest in systemic mechanisms of dispossession and resurgent practices of (re)connection and knowledge renewal as mediators of the relationship between environmental management and Indigenous health and well-being. This work is based in four years of observation, participation, and leadership in the Nuxalk Sputc (Eulachon) Project, a community-directed process that aimed to document and articulate Nuxalk knowledges about eulachon. Functionally extirpated from the region since 1999, these valued fish provide an example of contested management jurisdiction and resurgent Indigenous environmental practice. As a resurgent research and management process, the Sputc Project re-centered Nuxalk knowledges, voices, priorities, and leadership while advocating Indigenous leadership in environmental management. This case study was conducted within the context of the Sputc Project, aiming to share substantive and methodological learnings gleaned from the project, which served as an ideal focal point for the interrogation of relationships between Indigenous well-being, research methodologies, engagement and representation of Indigenous knowledges, and environmental management. Applying a critical, decolonising, community-engaged approach, this work comprises four papers, each drawing on a particular thread of the knowledge generated through this work. In Paper 1, I seek to establish the connection of eulachon and their management to Nuxalk health and well-being. Detailing three stages of this relationship (abundance, collapse, and renewal), I show how the effects of environmental management, and resulting dispossession or reconnection, are mediated by cultural knowledges, practices, responsibilities, and relationships. Turning to research methodology in Paper 2, I examine how Nuxalk people and knowledges guided the Sputc Project process, interrogating the role of critical, decolonising, and Indigenous theories in the elaboration of Indigenous research methods in environmental management and beyond. In Paper 3, I consider how the Sputc Project respectfully articulated and represented Nuxalk knowledges in order to retain relational accountability and strengthen Nuxalk management authority, while promoting values, practices, and relationships essential to Nuxalk well-being. In Paper 4, I demonstrate how the Sputc Project strengthened Nuxalk management authority from the ground up, detailing the practical management priorities that arose through the project process, including those related to interjurisdictional engagement of Indigenous leadership. I end with a reflection on this work’s implications for decolonising health equity and environmental impact assessment frameworks. Highlighting how Indigenous health and well-being is supported by ancestral knowledges and reconnecting relationships, including those involving people, places, and practices related to environmental management, I emphasize the importance of Indigenous leadership (vs. knowledge integration) in environmental management research and practice. A final section seeks to inform decolonising community-engaged research, sharing limitations and learnings related to appropriate engagement, articulation, and representation of Indigenous knowledges. / Graduate

Supporting indigenous marine conservation planning: a case study of the Songhees Nation

Worldwide marine ecosystems are facing unprecedented threats, and the biodiversity crisis is paralleled by a decline in Indigenous cultures and languages. Increasingly, Indigenous peoples’ abilities to practice their traditional livelihoods and cultures are reduced, but there are many examples of cultural resurgence. My thesis was based on a collaboration for marine conservation planning for Tl’ches between the Songhees Nation and researchers from the University of Victoria. The primary objectives for my thesis were to 1) to document the Songhees marine conservation planning process, and compare it to systematic conservation planning to outline the similarities, differences, and highlight the uniqueness of an Indigenous-led planning approach and 2) to systematically document and integrate culturally significant species and their habitats into the Songhees stewardship vision for the marine use plan. I achieved my first objective by systematically documenting and showcasing the Indigenous-led marine conservation planning process of the Songhees Nation to reclaim and further stewardship over the Tl’ches archipelago near Victoria, BC. I ascribed process steps to the Songhees marine conservation planning approach and compared these steps to the traditional systematic conservation planning (SCP) steps as laid out by Pressey and Bottrill (2009). The Songhees approach showed similarities to SCP in the initial scoping phase of the marine conservation planning, in the review and compiling of existing data prior to the collection of data as well as the focus on focal species such as culturally important species. My second objective was accomplished by applying and evaluating the remotely operated vehicle (ROV) Trident OpenROV as part of the Songhees marine conservation planning process around Tl’ches. This objective had three main outcomes: 1) I evaluated the marine ecological data collection capabilities for the Trident and 2) my surveys resulted in a systematic benthos classification and documentation of the algal community as well as a baseline of Songhees culturally important species. 3) I evaluated the ability of the Trident to provide high resolution ecological data to inform a marine use planning process. I found the Trident to be a capable tool to conduct systematic marine surveying despite some limitations such as low maneuverability in moderate to high current environments and dense kelp areas. I was able to document 14 of 25 culturally important species and 28 species of algae and seaweeds. I was also able to establish highly stressed environments suited for future restoration efforts. My research saw the creation of the Songhees Nation Marine Use Plan. The plan, along with the associated permanent data collection and compilation, can serve as a basis and guide to the Songhees Nation to initiate a monitoring program. Given the complicated jurisdictional landscape over the archipelago, the Songhees Nation Marine Use Plan could help strengthen assertions to exclusive stewardship and aid in creating a basis for dialogue between other stakeholders such as the Province of British Columbia. My collaboration fills a gap in the marine conservation planning literature by providing an example of an Indigenous-led marine conservation planning process according to the priorities of the Songhees Nation. / Graduate

Indigenous practises of mothers with children admitted at the Polokwane/Mankweng Hospital Complex in the Limpopo Province

Thesis (M.Cur.) --University of Limpopo, 2013 / Indigenous knowledge (IK) originated from a particular community within a broader cultural tradition. It is stated that IK is socially transmitted shared knowledge, beliefs, and/or practices that vary systematically across different cultural groups. It is further indicated that IK is a critical determinant of human behaviour and health, and the intergenerational mother in the society. Indigenous forms of communication and organisation are seen as important to family and societal decision-making processes with regard to health related issues like care given to children from birth onwards and curing of childhood illness. The operational plan for Comprehensive HIV and AIDS Care, Management and Treatment (CCMT) South Africa points out that some South African citizens prefer to consult traditional health practitioners (THPs) on a regular basis for their health problems. The study conducted by Peltzer, Phaswana-Mafuya and Treger (2009) points out that THPs use indigenous practices to prevent and heal childhood illnesses. The aim of the study: To determine indigenous practices by mothers of children admitted in the paediatric unit of a Polokwane/Mankweng hospital complex in the Limpopo Province. The objectives of this study: To explore and describe the indigenous practices of mothers of children admitted in a paediatric unit of a Polokwane/Mankweng hospital complex, Limpopo Province, and to recommend guiding principles based on the study findings for healthcare professionals on the strategies that can be used to assist mothers of children admitted in a paediatric unit of a Polokwane/Mankweng hospital complex of the Limpopo Province. Design and Method: A qualitative, descriptive and explorative research design was conducted for the participants to describe the indigenous practices in relation to managing and treating childhood illnesses. Data were collected by means of unstructured one-on-one interviews at the Mankweng/ Polokwane hospital complex with mothers of children admitted at the paediatric unit. Criteria for trustworthiness were observed as stipulated in Babbie and Mouton (2009). Ethical standards by DENOSA (1998) were adhered to in order to ensure the quality of the study. Findings: Three themes with sub-themes emerged from the data analysis, using Tech’s open coding approach (Cresswell 2009:186), i.e. analogous indigenous practices in curing childhood illnesses, believes related to the indigenous healing process and THP treating of HIV infected children. It is recommended that healthcare providers need to have understanding of indigenous belief systems in relation to healthcare, and work towards incorporating this understanding into their service delivery to recognise and to embark upon the journey of working with THPs.

Making History Heal: Settler-colonialism and Urban Indigenous Healing in Ontario, 1970s-2010

This thesis focuses on the interrelationship between Canadian colonial histories and Indigenous healing. I begin by problematising how colonialism is invoked in contemporary scholarship on Aboriginal health and healing, and arguing for more precise historical methods and a more relational understanding of colonial processes. Historicising Indigenous agency is integral to this analysis. Whilst colonial continuities in contemporary Canadian public policy discourse is an important theme, I also attend to social movements, institutions, professions, and political and economic forces beyond the state. Indigenous healing as a socio-political movement itself has a history dating at least to the late 1960s. Urban Indigenous healing discourse is characterised by linking present-day suffering to collective historical losses, and valorizing the reclamation of Indigenous identity, knowledge and social relations. Drawing on urban Indigenous social histories from Kenora and Toronto, I consider the urban healing movement as an example of Indigenous resistance influenced by the international decolonization and North American Red Power movements, but which over time has also engaged with dominant institutions, professions, policies, and discourses, such as the concept of trauma. My analysis considers professionals and patients invoking historical trauma as political agents, both responding to and participating in broader shifts in the moral economy. These shifts have created the conditions of possibility for public victimhood to become a viable strategy for attracting attention and resources to suffering and injustice. The thesis highlights the centrality and complexity of self-determination in urban Indigenous healing, drawing on historical and ethnographic analysis from three southern Ontario cities. I analyse how the liberal multiculturalism paradigm dominant in health policy and health care settings contributes to mental health professionals’ failure to recognise Aboriginal clients and issues. I argue that characterising pan-Aboriginal and ethno-national healing as approaches in opposition to one another produces an insufficiently nuanced analysis in the context of urban Indigenous subjectivities and social relations, where both approaches are valuable for different reasons. The thesis urges greater attention to the role of languages and local histories, and to the threat which dominant policy discourses on residential schools and mental health pose to the maintenance of distinct ethno-national histories, epistemologies and traditions in urban Indigenous healing.
