Esta pesquisa apresenta uma reflexão sobre a televisão digital como forma de ampliação do acesso da sociedade a informações relevantes para sua formação cultural e promoção da cidadania e o cenário de sua inserção nos contextos escolares e educativos brasileiros. O trabalho fornece subsídios teóricos, conceituais e históricos necessários para os debates de educadores e agentes dos sistemas de educação sobre a implementação e uso da televisão digital no cotidiano escolar. Resgata experiências anteriores de utilização da televisão na escola no período pós-LDB, além de mapear as pesquisas sobre o tema. Estão agrupadas informações sobre a origem e a história da televisão convencional analógica, sobre o computador e sobre a televisão digital apresentando os preceitos técnicos e teóricos relacionados com a integração dessas três tecnologias. Em seguida, desenvolve uma reflexão que articula os conceitos, o contexto e as perspectivas para uso educativo da televisão digital no Brasil com base em implicações pedagógicas constatadas na revisão de estudos anteriores. São propostos tópicos específicos relacionados à prospecção e ao desenvolvimento dos futuros projetos de implementação da tecnologia no contexto educativo contemporâneo nos domínios da televisão digital e dos recursos computacionais. A metodologia se desenvolveu na esfera da pesquisa bibliográfica e documental por meio do método da documentação indireta, predominantemente, embora também baseada em documentos de fontes primarias (documentação direta), em menor escala. A investigação infere que alguns dos princípios norteadores para a implementação e uso da televisão digital nos contextos escolares são a criação de condições de acesso dos alunos e professores à tecnologia para expansão da construção coletiva de conhecimentos; a concepção de meios para o desenvolvimento de competências e habilidades que valorizem a formação dos agentes da educação; o desenvolvimento de uma rede universal constituída por diferentes agrupamentos sociais; e integração do uso com os programas curriculares. A incorporação da televisão digital na escola numa perspectiva inovadora requer uma revisão dos projetos político-pedagogicos; uma ampliação dos recursos financeiros para capacitação técnico-pedagógica de seus usuários do contexto escolar; fomento para o desenvolvimento de experiências que explorem suas possibilidades pedagógicas; e criação de oportunidades para o desenvolvimento do trabalho autoral cooperativo e colaborativo. / The article treats a reflection on the digital television as a tool to expand the society access to information for its cultural formation and promotion of the citizenship as well as the role of its insertion in both educational and school Brazilian contexts. This study supplies the required theoretical, conceptual and historical support necessary to the debates among educationalists and agents of the educational system on the implantation and use of the digital television within the school daily life. It recovers previous experiences of use of the television within the school during the post LDB period, besides tracking other research on the theme. The study gathers information on the origin and history of the conventional analogical television, the computer and the digital television, presenting the technical and theoretical precepts related to the integration of these three mentioned technologies. Afterwards, it develops a reflection which articulates the concepts, the context and the prospects for the educational use of the Digital Television in Brazil. It also proposes specific topics related to the marketing and development of further projects of implementation of the technology in the contemporary educational contexts in the domains of the Digital Television and computational resources. The methodology used was based on the literature, mainly by the secondary documentation method although primary documentation was required in lesser scale. The research shows that some of the guiding principles for the implementation and use of the digital television within the school contexts are the creation of conditions of access of the students and teachers to the technology for expansion of the collective construction of knowledge; the stance of means for the competences and abilities development which value the formation of the educational agents; the development of a universal network formed by different social groupings; integration of the use with the current curricular programs. The incorporation of the digital television in the school in an innovative perspective requires a revision of the political-pedagogical projects; extension of the investments for the technical-pedagogical qualification of its users in the school context; promotion for the development of experiences which explore its pedagogical possibilities; and creation of opportunities for the development of the cooperative and collaborative work.

An evaluation of Whittle Communications' Channel One by students and teachers

The purpose of this study was twofold--first was to investigate how the addition of Channel One to the school day influences student interest in current events. Secondly, to determine how teachers integrate the study of current events into the curriculum. A suburban county school division in the western part of Virginia was selected for the study. The population for this study consists of three groups: (1) all teachers on the faculty at the junior high school and senior high school serving as test sites, (2) all eighth grade Civics students at the junior high school test site, and (3) all twelfth grade U.S. Government students at the senior high school test site. Data was collected via two questionnaires. The responses to the questionnaires was tabulated by calculating percentages to provide data on the research questions. Student relationships considered important to the study were: the differences that exist between students concerning their news habits; opinions about Channel One; reactions to the commercials; and taught and a positive or negative view of the program; the treatment of Channel One in the classroom: and how they judge the quality of the program. Both teachers and students believe students take a greater interest in current events as a result of watching Channel One. The teachers claim Channel One to be an effective tool for instruction in the classroom. Teachers primarily use Channel One for current events discussions. But few integrate the news and information presented into their lessons. Social studies teachers make much greater use of the program than non-social studies teachers. The study concluded that Channel One is perceived as a success. / Ed. D.

[pt] A dissertação trata das questões enfrentadas por profissionais de comunicação e educação, que trabalham na produção de conteúdo para TV educativa. O estudo de caso, desenvolvido com 10 produtores da MultiRio, no período de maio a julho de 2014, seguiu a abordagem qualitativa. O foco da análise é a percepção de conteúdo educativo compreendida por estes profissionais e como esta acepção norteia a produção destes programas. A TV educativa, lócus desta pesquisa, apresenta características comuns ao meio, como entretenimento e informação. Todavia, possuiu peculiaridades, constituindo o objetivo primeiro deste tipo de emissora: educar e formar a audiência. O presente trabalho desenvolve-se a partir da Pedagogia da Comunicação, desenvolvida por Mario Kaplún, no estudo da educação e da comunicação, configurando o que o autor chamou de educação informal, assumindo esta modalidade de TV seu papel na promoção do desenvolvimento humano. A MultiRio é a empresa municipal de multimeios, vinculada à Secretaria Municipal de Educação do Rio de Janeiro. Os objetivos da empresa são a articulação entre a sociedade e a educação, atuando ainda na capacitação continuada de professores e alunos da rede pública municipal. Desde sua criação, em 1993, foram mais de 4.200 programas produzidos e veiculados em sistema aberto e fechado de televisão. As considerações do estudo demonstram a existência de conflito entre as duas áreas, evidenciando uma tensão entre aprendizagem e entretenimento, sugerindo que este conflito pode ter origem na percepção sobre o papel da escola e do ensino na sociedade e desta através da TV. / [en] This dissertation brings questions which are faced by communication and education professionals who work with content production for educational TV. This is a case study that has a qualitative approach. It was developed from May to July of 2014 with ten producers who work at MultiRio. The focus of this analysis is to perceive how these professionals comprehend educational content and also to understand how this perception influences the production of these programs. Educational TV has its own characteristics such as entertainment and information. However, it has its peculiarities. The first goal of this kind of station is educating and achieving viewership. This research was developed within the studies of Mario Kaplún on Pedagogy of communication. This author brought the concept of informal education assuming that this type of TV plays a role in promoting human development. MultiRio is a city government company which is connected to the Educational Secretary of the city. The company goals are mainly to articulate society and education as well as promoting continued formation for students and teachers from public schools. Since its creation, the company has produced and aired more than 4.200 programs both on open and paid TV. This study found out that there is a conflict between the two fields which showed a tension between learning and entertaining. It suggests that this conflict may have been originated in the perception about the role of the school and the role of teaching in the society and through TV.

A análise evidencia a implantação da televisão digital no Brasil e contempla as políticas públicas que regulamentam o funcionamento da televisão digital da televisão pública e da televisão educativa. A dissertação foca nos processos políticos que envolvem a criação e a implantação dos canais de multiprogramação da emissora: o Univesp TV e o MultiCultura. Ambos estão em funcionamento por meio de autorização especial e operam atualmente em caráter científico e experimental. Como resultado, identifica-se a existência de jogos de poder e de interesses políticos e financeiros no processo de implantação, além da fragilidade legal envolvendo a multiprogramação. Mesmo limitada à União, a partir dos acontecimentos ligados a TV Cultura, constata-se, por meio da legislação vigente, que a tecnologia pode ser praticada em caráter científico e experimental por qualquer concessionária que tenha a autorização do Ministério das Comunicações e da Anatel - Agência Nacional de Telecomunicações. Aponta-se ainda a relevância da tecnologia como instrumento de comtemplação dos princípios constitucionais de democratização da comunicação. A dissertação é um estudo exploratório, bibliográfico e documental sobre este significativo momento de transição e experimentação que ocorre na televisão brasileira. A análise baseia-se na visão da Economia Política da Comunicação utilizando a pesquisa qualitativa como metodologia de trabalho / Abstract: The present dissertation analyses the political deployment of multiprogramming by TV Cultura, broadcaster under the resposability of the Padre Anchieta Foundation. The analysis highlights the deployment of digital TV in Brazil, and contemplates the public policies that regulate the operation of digital television, of public television and of educational television. The dissertation focuses on the political processes that involve the creation and the implementation of the multiprogramming channels by the broadcaster: Univesp TV and MultiCultura. Both are running by means of a special authorization and currently operate in a scientific and experimental way. As a result, it identifies the existence of games of power and of political and financial interest in the process of implementation, besides the legal fragility involving multiprogramming. Even though limited to the Union, it is possible to assert, from the events connected to RV Cultura and from the current legislation, that the technology can be practiced in a scientific and experimental way by any concessionary that has the authorization of the Ministry of Communications and of Anatel - the National Telecommunications Agency. Furthermore, it indicates the relevance of the technology as means of contemplating the constitucional principles of democratization of communication. The dissertation is an exploratory, bibliographic and documentary study on this significant time of transition and experimentation that is occurring in the Brazilian television. Open sesame! : learning life skills from Takalani Sesame : a reception study of selected grade one learners in Pietermaritzburg, South Africa.

Early Childhood Development (ECD) programmes are important in the promotion of intellectual development and school readiness in children. Equally important is the opportunity to learn in one‟s mother tongue. This study aimed to determine the value of using the multilingual television series Takalani Sesame as a Life Skills educational resource in specific South African schools, amongst Grade One learners. The focus lay on researching a possible mechanism for allowing children who had not attended quality ECD programmes to „catch up‟ in terms of knowledge they may be lacking, as well as providing a form of mother tongue instruction to African learners in schools where the language of instruction is English. A field experiment and a reception study were carried out at a primary school in Pietermaritzburg, South Africa. Two groups of twelve Grade One learners (from two different Grade One classes at the same school) were included in this research, which spanned a period of 6 months. The children in the test group watched a television series of Takalani Sesame (with guided viewing) and completed related activities including post viewing and homework activities. The children in the control group were not shown the series at school. Both groups were administered the same questionnaire both pre- and post-test in order to determine changes in Life Skills related learnt data. Other research methods included participant observation, focus group discussions, interviews with parents/caregivers and interviews with educators. These used Social Cognitive Theory as their basis, taking constructs that impact on behaviour change, such as modelling, outcome expectancies and behavioural capabilities into account. The research included a large focus on interpersonal communication between researcher and learner, and caregiver and learner, plus a concentration on the children‟s knowledge of and attitudes surrounding HIV/AIDS. Results showed satisfactory levels of attention to the series, as well as high levels of engagement with and enjoyment of the series. Levels of identification with characters were also noted to be high, increasing the possibilities of learning and behaviour change taking place. Decoding of messages was, for the most part, in line with the intentions of the producers, although oppositional readings, erroneous and creative decoding were also noted in some instances. The guided viewing component did well to increase levels of attention to the episode as well as allow for erroneously decoded messages to be corrected almost immediately. Positive changes in learnt data in the Life Skills areas of HIV/AIDS, Nutrition and Safety and Security were identified and these were noted to be impacted on by the homework activities which were included in the intervention to promote parent/caregiver-child communication. The research intervention was deemed to be a success in the selected school, and could possibly be recommended for use in similar South African primary schools where learners are taught in a language which is not their mother tongue. Possible areas for future related research were outlined. This research study contributes to the body of Entertainment Education (EE) research by identifying a new and valuable application for an EE intervention in the South African setting.
