Orientador: Dagmar Aparecida Cyntia França Hunger / Banca: Helder Ferreira Isayama / Banca: Luciene Ferreira da Silva / Resumo: A formação acadêmica e profissional no campo do lazer tem origem multidisciplinar, dessa forma, na atualidade, observamos profissionais com diferentes formações atuando no campo do lazer, ou até sem formação acadêmica, principalmente em programas de políticas públicas de lazer e cultura. As Políticas públicas que envolvem programas sociais buscam, por meio de uma educação não formal, ou informal, criar oportunidades de desenvolvimento educacional por meio de atividades que ocupem o tempo livre. Porém, frequentemente, a busca pela ocupação desse tempo não vem acompanhada de atividades que ofereçam algo para além do divertimento momentâneo, no sentido de que não são considerados componentes de desenvolvimento social e pessoal que esse tempo e que as atividades de lazer ensejam, tornando, muitas vezes, essas ações assistencialistas. Diante do exposto, destacamos os programas do Governo Federal que oferecem tal oportunidade, sem qualificar, ou sem propostas de formação continuada para os Agentes envolvidos. Assim, questiona-se: Quem são os Agentes Sociais que atuam nos programas oferecidos pelo Governo Federal? Possuem graduação? Em que área? Foram preparados para atuar no campo do lazer? (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: Academic and professional training in the field of leisure has a multidisciplinary origin, so, today, we observe professionals with different backgrounds working in the field of leisure, or even without academic training, mainly in programs of public policies of leisure and culture. Public policies that involve social programs seek, through a non-formal or informal education, to create opportunities for educational development through activities that occupy free time. Often, however, the pursuit of that time is not accompanied by activities that offer something beyond momentary amusement, in the sense that they are not considered components of social and personal development that this time and those leisure activities do, Often, these welfare actions. A democratização do esporte e lazer em Porto Alegre: um estudo das políticas públicas no período de 1989 a 2000

Neste estudo, foram analisadas as políticas de esporte e de lazer em Porto Alegre, no período de 1989 a 2000. A pesquisa investigou em que medida a Supervisão de Esportes e Recreação Pública (SERP) e a Secretaria Municipal de Esportes, Recreação e Lazer (SME) obtiveram êxito na democratização do esporte e do lazer na cidade. A democratização foi analisada na perspectiva do acesso às atividades de esporte e de lazer e do poder de decisão da população na formulação, implementação e avaliação das políticas públicas. A coleta dos dados compreendeu documentos e entrevistas. Os documentos consistiram de relatórios, planos de investimentos e leis municipais; planos e relatórios da SERP e SME; e documentos do Partido dos Trabalhadores referentes ao esporte e lazer do município. Foram realizadas 19 entrevistas semi-estruturadas com professores, gestores públicos, líderes comunitários e usuários dos programas de esporte e de lazer. Os dados permitiram concluir que a democratização do esporte e do lazer na primeira gestão (1989-1992) não se efetivou na forma desejada, embora tenham ocorrido avanços no acesso aos serviços e no processo de tomada de decisão com o Orçamento Participativo (OP). Na segunda gestão (1993-1996), o acesso da população aos espaços de esporte e de lazer apresentou melhorias. Quanto ao poder de decisão, existiu um maior acesso da população com a criação da SME e da temática de esporte e de lazer no OP. Entretanto, o atendimento e a participação nas decisões continuaram abaixo do desejado. A terceira gestão (1997-2000) foi mais participativa, tendo ocorrido um processo de democratização na SME que, através da regionalização de suas ações, possibilitou maior integração com a população. Como conseqüência, houve ampliação e diversificação das ações oferecidas às comunidades. O poder de decisão foi ampliado com a realização de uma conferência municipal para discussão de propostas de esporte e de lazer. / The study focused on the public policies of sport and leisure for Porto Alegre from 1989 to 2000. The purpose was to investigate whether the Department of Sports and Public Recreation (SERP) and the Secretary of Sports, Recreation and Leisure (SME) obtained success in their goals of democratizing sport and leisure in the city. Democratization was considered in the perspective of the access to sport and leisure programs and the participation of the population in the process of policy-making. Data collection comprised documents and interviews. The document analysis considered the city council legislation and financial plans and reports, plans and reports of SERP and SME, and documents on sport and leisure produced by the Worker’s Party. The interviews were carried out with 19 public authorities, community leaders, leisure and sport instructors and park users. The study allowed concluding that the democratization of sport and leisure in the first administration period (1989-1992) did not occur as expected, even though progress was achieved in the access to the programs and in the decision-making process, with the introduction of the Participative Budget (OP). In the second administration (1993-1996), the population access to sport and leisure programs presented improvements. In the power of decision, a larger access of the population existed, being created the SME and the section of sport and of leisure in the OP. However, the attendance and the participation in the process of decision-making continued lower than expected. The third administration period (1997-2000) was more participative, a decentralization process occurred in SME facilitating larger integration with the population. As consequence, there were amplification and diversification of the actions offered to the communities. The power decision was enlarged with the accomplishment of a municipal conference for discussion with the population of proposals of sports and leisure for the city.

Gambling against Rawls

In A Theory of Justice (1971) John Rawls attempted to solve the problem of distributive justice by combining self-interest, ignorance and risk-aversion. He argued that if self-interested persons in a situation of uncertainty imposed by a veil of ignorance were choosing principles for the basic structure of society, then they would be risk-adverse and choose two principles – The Principle of Equal Liberty and the Difference Principle. Critics have argued against this risk-adverse element of Rawls’ theory but those critics as well as Rawls made certain presuppositions about risk-aversion, risk-taking and gambling. This thesis also examines the risk-aversion in Rawls’ theory but addresses the previous shortfall by exploring the issue of risk and gambling in two interrelated ways. It applies a Foucauldian approach to the history of risk and gambling in order to contextualise the current views and then investigates the contemporary meaning by drawing on research leading up to the UK Gambling Act 2005. Drawing on these findings it argues that not only might risk-taking occur in the original position but that different types of participants could show different degrees of risk-taking behaviour. By exploring the theoretical debates between essentialism and anti-essentialism, it further argues that it is unlikely that the veil of ignorance would be able to screen out those differences. It then employs theories of identity and difference in the work of Heidegger, Deleuze and Lyotard in an attempt to overcome that weakness in Rawls’ theory but finds that this may not be possible. After highlighting a connection between impartiality and gambling, it concludes, in contrast to Rawls, that risk-taking rather than risk-aversion lies at the heart of social justice. The implication of this reversal is that it may have an impact on policy-decisions in other areas of the justice system.
