Тема платформ вовлечения граждан в решения вопросов городского развития является не глубоко изученной на территории РФ. Целью магистерской диссертации является разработка цифровой платформы для решения вопросов городского развития. Для этого были определены следующие задачи: анализ схожих по функционалу систем на территории РФ; разработка архитектуры и бизнес-процессов будущей системы; разработка системы. Объектом разработки выпускной квалификационной работы является цифровая платформа вовлечения граждан в решения вопросов городского развития – «Активный Екатеринбург». Предметом исследования являются основные принципы разработки информационных систем с сервис-ориентированной архитектурой. Научная новизна исследования обусловлена его объектом и предметом и заключается в том, что впервые: проведено изучение концепции «Умный город» в разрезе западных и отечественных проектов, что дало понимание проблемы разработки подобных проектов в России; проработаны основные положения построения архитектуры информационной системы взаимодействия горожан с местной властью; разработана уникальная информационная система, покрывающая решения проблем городского хозяйства граждан Екатеринбурга. Практическая значимость заключается в повышении эффективности решения проблем городского хозяйства. Результатом выполненной работы является информационная система, которая принимает заявления от граждан и в дальнейшем обрабатывает их. / The topic of a platform for involving citizens in solving urban development issues is not deeply studied in the territory of the Russian Federation. The aim of the master's thesis is to develop a digital platform to address urban development issues. For this, the following tasks were solved: analysis of systems similar in functionality on the territory of the Russian Federation; development of architecture and business processes of the future system; system development. The object of development of qualification work is a digital platform for involving citizens in solving urban development issues - "Active Yekaterinburg". The subject of the research is the basic principles of developing information systems with a service-oriented architecture. The scientific novelty of the research is due to its object and subject and lies in the fact that for the first time: a study of the “Smart City” concept was carried out in the context of Western and domestic projects, which gave an understanding of the problem of project development in Russia; the basic principles of building a system of information systems of citizens with local authorities have been worked out; a unique information system that covers the solutions to the problems of the urban economy of the citizens of Yekaterinburg. The practical significance lies in increasing the efficiency of solving the problems of urban economy. The result of the work performed is an information system that accepts applications from citizens and processes them.

Цель исследования – опираясь на теоретические и практические основы цифровизации, смоделировать бизнес-процесс для автоматизации коммуникационных процессов в Профсоюзной организации. Объектом исследования выступает информационная система профсоюзной организации студентов ИнЭУ, структурное подразделение ПОС УрФУ. Для достижения данной цели были определены следующие задачи: провести обзор и анализ систем в условиях развития цифровой экономики; сформировать требования к выбору системы для профсоюзной организации; рассмотреть программные продукты для Профсоюзных организаций; смоделировать основную деятельность объекта исследования; создать и проанализировать модель AS-IS, выявить недостатки, построить модель TO-BE; создать концептуальную модель будущей системы; разработать план управления проектом; рассчитать экономическую эффективность проекта. Результаты выпускной квалификационной работы используются в процессе работы Профсоюзной организации студентов ИнЭУ, а также были представлены на научных конференциях. / The purpose of the study is to model a business process for automating communication processes in a trade union organization based on the theoretical and practical foundations of digitalization. The object of the study is the information system of the trade union organization of students of INEU, a structural unit of the UrFU PIC. To achieve this goal, the following tasks were identified: to review and analyze systems in the context of the development of the digital economy; to form requirements for choosing a system for a trade union organization; to consider software products for trade union organizations; simulate the main activity of the research object; create and analyze the AS-IS model, identify shortcomings, build a TO-BE model; create a conceptual model of the future system; develop a project management plan; calculate the economic efficiency of the project. The results of the final qualification work are used in the work of the Trade Union Organization of INEU students and have also been presented at scientific conferences.

В магистерской диссертации рассмотрены современные проблемы управления персонала, проанализированы объективные характеристики для проблемы управления персоналом. Изучена деятельность Государственного Бюджетного Учреждения «Научно-технического центра инноваций и технологий» и составлена модель полной архитектуры предприятия с применением прикладного пакета ARIS. Обоснована необходимость внедрения цифровой платформы в деятельность организационно-управленческого отдела Центрального Республиканского Банка Донецкой Народной Республики. Выполнена разработка проекта внедрения цифровой платформы на предприятие; определена экономическая эффективность внедрения, а также применён системно-динамический подход с целью демонстрации трудозатрат на выполнение этапов внедрения цифровой платформы. / In the master's thesis, modern problems of personnel management are considered, objective characteristics for the problem of personnel management are analyzed. The activities of the State Budgetary Institution «Scientific and Technical Center for Innovation and Technology» were studied and a model of the complete architecture of the enterprise was compiled using the ARIS application package. The necessity of introducing a digital platform into the activities of the organizational and management department of the Central Republican Bank of the Donetsk People's Republic is substantiated. The development of a project for the implementation of a digital platform for an enterprise was completed; the economic efficiency of implementation was determined, and a system-dynamic approach was applied to demonstrate the labor costs for the implementation of the stages of implementation of the digital platform.
