Актуальность темы обусловлена угрозой экстремистских и террористических преступлений, как для отдельных государств, так и для мирового сообщества в целом. Экстремисты стремятся расколоть общество и погрузить его в гражданскую войну. Для того, чтобы обезопасить общество необходимо не только бороться с конкретными экстремистскими и террористическими группировками, но и с идеями, которыми они вдохновляют других. До тех пор, пока будут распространяться экстремистские настроения, смертники по всему миру будут вдохновляться на совершение новых преступлений. В связи с этим необходимо четко выяснить существующие меры противодействия этим явлениям и разработать недостающие методы для профилактики и преодоления возникающих угроз. / The relevance of the topic is due to the threat of extremist and terrorist crimes, both for individual States and for the world community as a whole. Extremists seek to split society and plunge it into civil war. In order to protect society, it is necessary not only to fight against specific extremist and terrorist groups, but also with the ideas that they inspire others. As long as extremist sentiments continue to spread, suicide bombers around the world will be inspired to commit new crimes. In this regard, it is necessary to clearly identify existing measures to counter these phenomena and develop the missing methods to prevent and overcome emerging threats.

Объектом исследования является – обеспечение информационной безопасности в исполнительных органах власти. Цель магистерской диссертации – исследование особенностей информационно-аналитической деятельности по информационной безопасности в исполнительных органах власти и разработка рекомендаций по ее совершенствованию в Управлении Федеральной службы государственной статистики по Свердловской области и Курганской области (далее – Свердловскстат). Решение поставленных в работе задач осуществлялось на основе применения таких методов исследования, как анализ теоретических и нормативно-правовых документов, анализ статистических данных. Проведено социологическое исследование методом анкетирования и экспертного интервью. При проектировании применены календарное, сетевое, ресурсное планирование. В процессе исследований были рассмотрены нормативно-правовые и методические документы по обеспечению информационной безопасности в Свердловскстате; проведен анализ текущего состояния информационно-аналитической деятельности по обеспечению информационной безопасности в Свердловскстате; были выявлены основные проблемы информационно-аналитической деятельности по обеспечению информационной безопасности. Результатом работы стали рекомендации по совершенствованию информационно-аналитической деятельности по обеспечению информационной безопасности. / The object of the research is to ensure information security in the executive authorities. The purpose of the master's thesis is to study the features of information and analytical activities on information security in executive authorities and develop recommendations for its improvement in the Office of the Federal State Statistics Service for the Sverdlovsk Region and the Kurgan Region (hereinafter - Sverdlovskstat). The solution of the tasks set in the work was carried out on the basis of the application of such research methods as the analysis of theoretical and regulatory documents, analysis of statistical data. A sociological research was carried out by the method of questionnaires and expert interviews. When designing, we used calendar, network, resource planning. In the process of research, the regulatory and legal and methodological documents on information security in Sverdlovskstat; the analysis of the current state of information and analytical activities to ensure information security in Sverdlovskstat; the main problems of information and analytical activities to ensure information security were identified. The work resulted in recommendations for improving information and analytical activities to ensure information security.

Связи с общественностью в модели эффективного взаимодействия бизнеса и власти являются одной из функций менеджмента, неотъемлемой частью территориального маркетинга, процессом сознательной организации двусторонних коммуникаций. Продуктивная модель взаимодействия бизнеса и власти приносит очевидную выгоду, как самим субъектам взаимодействия, так и территории присутствия в целом. Механизмы организации и реализации коммуникациями, влияние такой деятельности на развитие территорий – актуальная для российских реалий тема. Выстроенная система коммуникаций, совместная работа и открытый диалог бизнеса и власти могут способствовать стабильному и эффективному развитию общества в целом. В представленной работе отражены теоретические аспекты связей с общественностью бизнеса с органами власти: понятие, функции, инструменты и технологии, модели. Проанализирован зарубежный и отечественный опыт взаимодействия на локальном уровне (малый бизнес и органы местного самоуправления) и в контексте развития территории города, определена и описана наиболее эффективная модель взаимодействия в коммуникационном аспекте. Основываясь на вторичных данных и результатах авторского социологического исследования, проанализирована модель взаимодействия малого бизнеса и органов местного самоуправления в Екатеринбурге, разработаны рекомендации по совершенствованию коммуникативной составляющей модели взаимодействия. / Professional societies founded with the aim of expanding the collegial participation of like-minded people to protect their professional interests are an effective tool for achieving socially useful goals. In the process of regular participation of community members, their exchange of knowledge, experience, decisions complex professional tasks are developing labor resources and professional information space, which promotes the image of the territory as a platform for investment and business development, as a platform for professional growth of the workforce and as a manufacturer of reliable products for consumers. The presented work reflects the features of the influence of PR-events for the formation and development of professional societies, analyzes the role of professional societies in the context of the promotion of territories among the target audience, defines the functionality of professional societies that contribute to the development of socio-economic indicators of the territory. Based on the results of methodological and empirical research, a program of PR events was developed to form a professional society of geotechnical engineering to promote the Ural region.

На сегодняшний день Российская Федерация – это государство, где характерной чертой информатизации общества при создании «информационного общества» является длительность процесса, поскольку реализация распространения IT-технологий замедляется в связи с географическим фактором страны. Масштабы территории на протяжении всего исторического развития России оказывали значительное влияние на прогрессивное развитие общества. Тем не менее, именно информационно-телекоммуникационные технологии способны разрешить проблему «общения» между удалёнными территориями посредством создания интернет-коммуникации, что в перспективе повысит эффективность государственного управления и степень участия граждан в жизни общества и государства. Исходя из этого, непосредственную важность имеют исследования осведомлённости и востребованности интернет-коммуникации с органами исполнительной власти среди населения непосредственно на территории субъектов Российской Федерации, поскольку географический фактор предопределяет уникальность и специфику данных регионов. Именно поэтому при реализации концепции «Информационного общества» в масштабах России важно учитывать специфику каждого субъекта федерации. Данная статья акцентирует внимание на проблематике развития интернет-коммуникации между органами исполнительной власти и населением в Свердловской области и первоначально демонстрирует результаты вторичного анализа статистических данных по количеству обращений населения в профильные министерства области, поданных посредством активной функции на веб-сайтах исполнительных органов «Обращения граждан» и электронной почты, что позволяет определить уровень частотности применения данного вида взаимодействия среди граждан. Особое внимание автор уделяет анализу результатов социологического исследования, в рамках которого применяется метод анкетного опроса населения Свердловской области с использованием квотной выборки в зависимости от пола и возраста респондентов, что позволило комплексно определить степень осведомлённости жителей региона о наличии возможности интернет-коммуникации с органами власти, а также обозначило наличие мотивационной основы и уровень востребованности подобного вида взаимодействия среди жителей определённого субъекта федерации. Исходя из того, что в рамках текущей ситуации при реализации концепции «Информационного общества» в России не представляется возможным обозначить конкретные определённые авторские исследования, демонстрирующие и определяющие вышеобозначенные показатели, в рамках данной статьи производится попытка анализа эффективности взаимодействия между органами исполнительной власти и населением посредством интернет-коммуникации на примере Свердловской области, а также обозначение перспективных рекомендаций с целью повышения результативности двустороннего взаимодействия. / Today, Russia is a state where a characteristic feature of society informatization in creating an «information society» is the length of the process because the implementation of the spread of IT technologies slows down due to the geographical factor of the country. The scale of the territory throughout the entire historical development of Russia had a significant impact on the progressive development of society. Nevertheless, information and telecommunication technologies can solve the problem of communication between remote territories through the creation of Internet communications. In the end this technologies will increase the efficiency of government and the degree of citizen participation in society and the state. On this basis, the immediate importance of research of awareness and demand for Internet communication with the executive authorities among the population directly in regions of Russia, since the geographical factor determines the uniqueness and specificity of these regions. That is why when implementing the concept of the Information Society across Russia it is important to take into account the specifics of each subject of the federation. This article focuses on the development of Internet communication between the executive authorities of a Russian region and the population. It initially demonstrates the results of the secondary analysis of statistical data on the number of hits of the population to the relevant ministries of the region, submitted through the active function on the websites of the executive bodies «Appeals of citizens» and electronic mail. It allows to determine the level of frequency of application of this type of interaction among citizens. The authors pays special attention to analysing the results of the sociological research. The method of questionnaire survey of the region population using quota sampling depending on the gender and age of respondents is used. This method made it possible to comprehensively determine the degree of awareness of the region’s residents about the availability of Internet communication with authorities. In addition, it indicated the presence of a motivational basis and the level of demand for this kind of interaction among the residents of a certain federal subject. This study can be useful to researchers of communication between society and the power of any country because Internet communication is a global trend at all levels of development of modern society.

Subject of the research - the mechanism of interaction between public authorities and non-profit organizations in the field of supporting families with children in the Sverdlovsk region. The goal is to analyze the specifics of interaction between public authorities and non-profit organizations in the field of supporting families with children and develop recommendations for improving this interaction. The solution of the tasks set in the work was carried out on the basis of the application of such research methods as the analysis of theoretical and regulatory documents, the analysis of statistical data. A sociological study was carried out using the method of secondary data analysis and expert survey. The study examined theoretical and regulatory issues of interaction between government bodies and non-profit organizations in the field of supporting families with children; the analysis of the state of this interaction in the Sverdlovsk region is carried out, the main problems are identified. Взаимодействие государства с населением является процессом закономерным и естественным. Без взаимодействия не будет ни общества, ни государства в их привычном понимании. Одной из форм взаимодействия государства и общества является информационное взаимодействие. Цель – исследование форм информационного взаимодействия органов государственной власти с населением на региональном уровне и разработка рекомендаций по их совершенствованию в Курганской области. Решение поставленных в работе задач осуществлялось на основе применения таких методов исследования, как анализ теоретических и нормативно-правовых документов, анализ статистических данных. Проведено социологическое исследование методом вторичного анализа данных и опроса. При проектировании применены календарное, сетевое, ресурсное планирование. В ходе исследования были рассмотрены теоретические и нормативно-правовые вопросы информационного взаимодействия органов власти с населением; проведен анализ состояния этого взаимодействия в Курганской области, выявлены основные проблемы. Результатом работы стала разработка рекомендаций по совершенствованию форм информационного взаимодействия органов государственной власти с населением на территории Курганской области. / The interaction of the state with the population is a natural process. Without interaction, there will be neither society nor the state in their usual sense. One of the forms of interaction between the state and society is information interaction. The goal is to study the forms of information interaction of the government bodies with the population at the regional level and the making of recommendations for their improvement in the Kurgan region. The solution of the tasks set in the work was carried out on the basis of the application of such research methods as the analysis of theoretical and regulatory documents, the analysis of statistical data. A sociological study was carried out using the method of secondary data analysis and survey. When designing, we used calendar, network, resource planning. In the course of the study, theoretical and regulatory issues of information interaction between authorities and the population were considered; the analysis of the state of this interaction in the Kurgan region is carried out, the main problems are identified. The result of the work was the recommendations made for improving the forms of information interaction between government bodies and the population on the territory of the Kurgan region.

In 2015, Sweden was one of the exemplary member states of the European Union that took in a disproportionate number of refugees. Five years later, Sweden has adopted much stricter migration policies restricting access to residence permits and citizenship. The focus has shifted to integration policies aimed at including refugees in the host society. Integration has become widely accepted as a process that is primarily a proactive adaptation and assimilation on the side of the newcomers, rather than a dynamic two-way process. Moreover, this paper argues that integration has largely been reduced to the socio-economic dimension and ignored the sociocultural dimension that is central to the integration process. Using Axel Honneth’s Theory of Recognition as a theoretical base to understand the importance of sociocultural dialogue and interpersonal integration, this paper shines a light on the problematics of current integration policies and its effects. Using empirical research this paper aims to explore the host societies understanding of integration and using Foucauldian discourse analysis the theoretical framework andSaid’s Orientalist critique, expose an underlying power dynamic between host-society and newcomers. Shining light both on governance and socio-cultural dynamics, this paper explores the gap left in sociocultural integration through the lack of dialogue and solidarity has affected the social reality of immigrants in Sweden.
