Community empowerment through municipal service delivery : a proposed operational framework

Thesis (MPhil) -- Stellenbosch University, 2001. / ENGLISH ABSTRACT: Legislation encourages local government! municipalitiesl local authorities in South Africa, to fulfil a development role. One of the main objectives of municipalities performing a development role is to empower communities, especially previously disadvantaged communities. This study argues that the services delivered by municipalities are an essential component of a development orientation. In view of this fact, the study proposes an operational framework, whereby community empowerment can be achieved through municipal service delivery. The operational framework suggest that for community empowerment to be achieved through municipal service delivery, requires that the empowerment enabler (municipalities or departments within municipalities) should assure that: disadvantaged communities have access to services, services must be delivered in a non-discriminatory manner, the community should understand the rationale as to why the service is delivered, opportunity should be given for community participation in the delivery process, there should be a constant information channel between the giver (enabler) and receiver of services, and human resources from the local community should be utilised where possible in the delivery process. Lastly, a descriptive evaluation is undertaken of the health department's approach (at the Stellenbosch Municipality) to the delivery of primary healthcare services and service infrastructure. The purpose of the evaluation is to ascertain whether the principles as proposed in the operational framework are present in the health department's approach to service delivery. The evaluation reveals that most of the proposed principles of the operational framework features in the health department's approach to the delivery of primary healthcare services and services infrastructure. Thereby, concluding that the health department follows to a certain extent an approach to service delivery that could ultimately lead to community empowerment. / AFRIKAANSE OPSOMMING: Wetgewing vereis dat plaaslike regering/ plaaslike owerhede/ munisipaliteite in Suid-Afrika, 'n ontwikkelingsrol moet vervul. Een van die doelstellings van 'n ontwikkelingsrol vir munisipaliteite, is om gemeenskappe te bemagtig, spesifiek gemik op agtergeblewe gemeenskappe. Hierdie studie argumenteer dat die dienste gelewer deur munisipaliteite 'n essensiële komponent vorm van 'n ontwikkelings-orientasie. Gevolglik, stel hierdie studie 'n operasionele raamwerk voor, waarvolgens gemeenskapsbemagtiging bewerkstellig kan word deur middel van munisipale dienslewering. Die resultate van die ondersoek toon aan dat die meeste van die faktore, soos voorgestel in die operasionele raamwerk, wel teenwoordig is in die gesondheidsdepartement se benadering tot dienslewering. Gevolglik kan daar afgelei word dat die gesondheidsdepartement wel tot 'n mate, 'n benadering tot dienslewering volg, wat kan lei tot gemeenskapsbemagtiging.

Thesis (MPhil)--Stellenbosch University, 2011. / ENGLISH ABSTRACT: In this study the focus is on the yearbooks of the Stellenbosch University with spesific reference to the consumer friendliness thereof. The researcher focused on the General Yearbook as well as an extract from the Humanities Yearbook of the Stellenbosch University. The goals of this study is to firstly determine (a) what is the present image that prospective students have of the Stellenbosch University, (b) if the SU Yearbooks have any impact on the image formation of these prospective students and (c) if so, what is the exact impact of the yearbooks on the image formation process of these students and how can it be improved. There are five important factors that measure the consumer friendliness of a document. These factors refer to the physical access to a document, the external structure, the ergonomy of a document, the style of writing and the cognitive access (understanding) of the text. These factors are closely tied to each other, but for the sake of this study, the researcher decided to focus only on the factors that directly influence the consumer friendliness of a document. The researcher decided on four stylistic aspects that influence the consumer friendliness of a document. These refer, firstly, to the external structure of a document with specific reference to the margins, headings and paragraphs in the chosen document. Secondly, the focus is on the information distribution of the document, i.e. the organisation and representation of information. The third aspect refers to forms of address in the document including both references to the writer as well as to the reader. The last aspect that is researched in this study is the style concept of formality. The researcher primarily focuses on difficult words and phrases in the text as well as the use of passive and active sentence constructions. The researcher also tests the concept of consumer-friendliness with a usability test based on an extract taken out of the Yearbook of Humanities. The researcher’s hypothesis claimes that the yearbooks of the Stellenbosch University are not consumer-friendly and that this can have a negative influence on the image that the prospective student forms of the SU. By determining this perception under the prospective students in the study, the researcher could find a suitable solution from the results to improve the image that the current documentation reflects and also to help the yearbooks of the SU fulfill its purpose which is to serve as an accessible information guide that is consumer-friendly. The Integrated Model for Formation and Projection, the IFP-model, on which this study is based, determines that different messages in a document can have an effect on the image of an institution. These messages can however be manipulated in order to determine or adjust the image of an institution. 123 respondents from the Paarl Gymnasium High School and Luckhoff High took part in this study. Gender and race were incorporated as independent variables in the study. These respondents’ attitudes were measured by means of questionnaires as the primary methodology. Statistical methods were used in order to determine the results from the questionnaires and to identify certain tendencies from the research. The results show that prospective students show a preference for yearbooks that are more consumer-friendly. As the hypothesis predicted, prospective students have a very positive image of the Stellenbosch University. After the introduction to the yearbooks, these images changed to a more neutral, and even in some cases to a more negative image of the University. By means of testing the different style aspects in this study, the researcher also concluede that the respondents preferred a more people-oriented and consumer-friendly yearbook. The respondents in this study had a definite preference for a yearbook which is more consumer-friendly en that therefore have a more positive influence on the image of the University. / AFRIKAANSE OPSOMMING: In hierdie studie word daar gefokus op die jaarboeke van die Universiteit Stellenbosch met spesifieke verwysing na die gebruikersvriendelikheid daarvan. Die navorser het gefokus op die Algemene Jaarboek en ’n uittreksel uit die Jaarboek Lettere en Wysbegeerte van die Universiteit Stellenbosch. Die doelwitte van hierdie studie is om te bepaal wat is (a) voornemende studente se huidige beeld van die Universiteit Stellenbosch, (b) of die US-jaarboeke enige invloed het op die beeldvormingsproses (van die US) van hierdie voornemende studente en (c) indien wel, wat is die uitwerking van die jaarboeke op die beeldvormingsprosesse en hoe kan dit verbeter word? Daar is vyf belangrike faktore waaraan die gebruikersvriendelikheid van ‘n teks gemeet kan word. Hierdie faktore verwys na die fisiese toegang tot die dokument, die uiterlike struktuur, die ergonomie van die dokument, die skryfstyl en laastens die kognitiewe toegang (verstaanbaarheid) van die teks. Die navorser se hipotese in die studie was dat die jaarboeke van die US nie so gebruikersvriendelik is nie en dat dit ‘n negatiewe impak kan hê op die beeld wat die voornemende student van die US vorm. Deur hierdie persepsie te kon vasstel onder voornemende studente, kon die navorser uit die resultate ‘n werkbare oplossing kry om die beeld wat die dokumentasie tans skep te verbeter en ook om die US-jaarboek in sy doel te laat slaag – om ‘n toeganklike inligtingsgids te wees wat gebruikersvriendelik is. Die studie word gegrond op die Geïntegreerde Kommunikasiemodel vir Beeldvorming en -projeksie (Integrated Model for Formation and Projection, kortweg die IFP-model genoem). Hierdie model beweer dat verskillende deelboodskappe in ’n dokument ’n effek het op die beeld van die instansie. Hierdie boodskappe kan egter deur middel van dokumentontwerp-aspekte gemanipuleer word ten einde die beeld van die instansie te bepaal of te verstel. 123 respondente uit twee skole, naamlik Hoërskool Paarl Gimnasium en Hoërskool Luckhoff, het in hierdie studie deelgeneem. Geslag en ras is as onafhanklike veranderlikes in die studie in berekening gebring. Respondente se houdings is getoets met vraelyste as die primêre metodologie. Statistiese metodes is aangewend om die resultate van die vraelyste te verwerk en op grond daarvan is sekere tendense geïdentifiseer. Die resultate toon dat voornemende studente ’n voorkeur het vir ’n Jaarboek wat meer gebruikersvriendelik is. Soos die hipotese bepaal het, was voornemende studente se houdings teenoor die US baie positief. Na kennismaking met die US Jaarboeke, het hierdie beeld meer neutraal en in somminge gevalle meer negatief geword. Deur die verskillende stylaspekte te toets, kon die navorser ook bepaal dat die respondente ’n meer mensgerigte en gebruikersvriendelike Jaarboek verkies. Die respondente wat aan hierdie studie deelgeneem het verkies dus ’n Jaarboek wat meer gebruikersvriendelik is en wat sodoende ’n meer positiewe invloed sal hê op die beeld van die Universiteit Stellenbosch.

The impact of the true and desired image on the written communication of the SU has been researched to determine how much influence the US can have on the forming of the institutional image and how it can be improved to correlate more with the desired image of the SU. The focus was, more specifically, on the written communication of the Registrar’s division of the SU and their institutional documents. The institutional image was tested by means of questionnaires filled in by the students of the SU. The groups have been selected in accordance with the population profile of the SU to be statistically representitave of the true population studying at the SU.

Comparing cross-group and same-group friendships amongst white South African students at Stellenbosch University

Thesis (MA)--University of Stellenbosch, 2011. / ENGLISH ABSTRACT: Friendships in general are a very powerful form of interpersonal contact, and cross-group friendships in particular have been shown to be particularly effective in promoting positive outgroup attitudes (Pettigrew & Tropp, 2006). Very few studies have compared same-group and cross-group friendships along their underlying processes. The present study aimed to explore, firstly, the differences and similarities between same-group and cross-group friendships along various interpersonal variables, including friendship length, friendship type, friendship contact, positive and negative reciprocal self-disclosure, friendship functions, and friendship affection. Secondly, the present study explored, and compared, the structural relationships between these interpersonal variables across the two friendship conditions. Thirdly, the present study explored how the generalization of attitudes towards the specific cross-group friendship influence attitudes to the outgroup as a whole. Finally, the present study explored the extent to which contact with a specific cross-group friend exposed the ingroup participants to a broader social network of outgroup members. Cross-sectional survey data was collected amongst 468 White South African first year students studying at Stellenbosch University using electronic surveys. The final sample comprised of 235 of the respondents in the same-group friendship condition (who completed questions relating to their closest same-gender, White South African friend) and 233 respondents in the cross-group friendship condition (who completed questions relating to their closest same-gender, Coloured South African friend). Results indicated that same-group friendships were qualitatively more intimate than cross-group friendships, characterized by significantly greater scores on all the interpersonal variables. Path analyses revealed a number of differences in the structural relationships between the interpersonal variables across the two friendship conditions, as well as a number of important mediation effects for both same- and cross-group friendships. Furthermore, cross-group friendship affection was significantly associated with more positive attitudes towards the outgroup in general, even when controlling for prior contact with the outgroup in general. Finally, contact with the cross-group friend was associated with greater contact with the cross-group friend‟s same-group friends, which was in turn associated with more outgroup friendships. Collectively, these results not only shed light on the mean-level and structural similarities and differences amongst interpersonal-level friendship variables associated with same- and cross-group friendships, but they also make a valuable contribution to the contact literature, providing a number of insights for the improvement of structured intergroup contact interventions that are aimed at facilitating the development of cross-group friendships and the improvement of outgroup attitudes. / AFRIKAANSE OPSOMMING: Vriendskappe oor die algemeen is 'n baie kragtige vorm van interpersoonlike kontak, en kruis-groep vriendskappe in die besonder is besonder effektief om positiewe buitegroep (outgroup) houdings te bevorder (Pettigrew & Tropp, 2006). Deursnee opname data is ingesamel met behulp van elektoniese vraelyste onder 468 Blanke Suid-Afrikaanse eerstejaar studente wat studeer aan die Universiteit van Stellenbosch. Pad-ontledings analises het aangedui dat daar 'n paar verskille in die strukturele verhoudinge tussen die twee vriendskapskondisies is, sowel as 'n aantal belangrike bemiddeling (mediation) effekte vir beide selfde-groep vriendskappe en kruis-groep vriendskappe. Die resultate het verder aangedui dat kruis-groep vriendskaps gehegtheid beduidend geassosïeer is met meer positiewe houdings teenoor die buitegroep in die algemeen, selfs wanneer die invloed van vroeëre kontak met die buitegroep gekontroleer word. Ten slotte, kontak met die kruis-groep vriend is geassosïeer met meer kontak met die kruis-groep vriend se vriende (wat van dieselfde groep is), wat op die beurt geassosïeer is met meer buitegroep vriendskappe. Gesamentlik werp hierdie resultate nie net lig op die gemiddelde-vlak en strukturele ooreenkomste en verskille tussen selfde-groep vriendskappe en kruis-groep vriendskappe met betrekking tot die interpersoonlike veranderlikes nie, maar dit maak ook 'n waardevolle bydrae tot die kontak literatuur. A between-subjects comparison of same-group and cross-group friendships amongst Coloured South African students at Stellenbosch Univeristy

Thesis (MA)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: Interpersonal friendships fulfil several important functions in the lives of individuals across their lifespan, and cross-group friendships have been shown to be strongly associated with reduced outgroup prejudice (Pettigrew & Tropp, 2006). The emerging literature comparing same-group and cross-group friendships along interpersonal-level variables amongst majority-status participants in Northern Ireland, England, Serbia, and South Africa has consistently shown that same-gender, same-group friendships are rated as greater in overall quality than corresponding cross-group friendships (Swart et al., 2011). The present study aimed to replicate these findings amongst minority-status coloured South African respondents by (1) undertaking between-group comparisons of the mean-level scores reported for same-group and cross-group friendships along nine interpersonal-level variables, namely friendship length, friendship type, friendship closeness, friendship contact, friendship functions, friendship affection, interpersonal trust, positive reciprocal self-disclosure and negative reciprocal self-disclosure; (2) comparing the structural relationships between these interpersonal-level variables across the two friendship conditions; (3) exploring whether attitudes towards a specific outgroup exemplar (closest same-gender white South African friend) generalise towards more positive attitudes towards white South Africans in general; and (4) exploring the extent to which interactions with a specific cross-group friend were related to access with a wider social-network of outgroup peers and the development of further cross-group friendships. Cross-sectional, electronic survey data were collected amongst 302 coloured South African students studying at Stellenbosch University and included 157 respondents in the same-group condition and 145 respondents in the cross-group condition. Results showed that (1) same-group friendships were characterized by significantly greater intimacy and overall quality than cross-group friendships; (2) there exist several differences in the structural relationships between the interpersonal-level and group-level variables across the two friendship conditions; (3) that positive attitudes towards a specific outgroup exemplar generalised to more positive attitudes towards white South Africans in general; and (4) that a single cross-group friend provides valuable access to a broader network of outgroup peers with whom to form further cross-group friendships. These findings not only replicate the results found in the emerging literature (Goosen, 2011; Swart et al., 2011), they further its contributions by providing a comparison with minority-status groups / AFRIKAANSE OPSOMMING: Interpersoonlike vriendskappe vervul verskeie belangrike funksies in die lewens van individue in hul leeftyd. Deursnee, elektroniese vraelyste data was ingesamel onder 302 kleurling Suid-Afrikaanse studente wat aan die Universiteit van Stellenbosh studeer en 157 proefpersone in die selfde-groep vriendskapskondisie as ook 145 proefpersone in die kruis-groep vriendskapskondisie. Die resultate het aangedui dat (1) selfde-groep vriendskappe word gekenmerk deur noemenswaardige hoër vlakke van die interpersoonlike veranderlikes as kruis-groep vriendskappe; (2) daar bestaan verskeie verskille in die strukturele verhoudings tussen die interpersoonlike-vlak en groep-vlak veranderlikes tussen die twee vriendskapkondisies; (3) dat positiewe houdings teenoor „n spesifieke buitegroep model word veralgemeen tot meer positiewe houdings teenoor blanke Suid-Afrikaners in die algemeen; en (4) dat „n enkele kruis-groep vriend waardevol toegang tot „n breër netwerk van buitegroepe lede verskaf en met wie verder kruis-groep vriendskappe geworm word.

Overcoming energy constraints on future development in Stellenbosch through energy efficiency : retrofitting of solar hot water heaters and gas stoves in middle and high income households in the residential sector

Thesis (MPhil)--Stellenbosch University, 2012. / ENGLISH ABSTRACT: South Africa faces an energy crisis which presents itself in two forms; electricity generation dominated by coal fired power stations and current electricity supply capacity being unable to meet growth in demand. South Africa urgently requires new generation capacity: however, power stations take time to plan, construct and commission, meaning that South Africa has to consider other options to meet electricity demand. This necessitates quick and innovative ways of meeting future demand. Energy efficiency has been identified as “a low hanging fruit” on the energy tree to address supply constraints and reduce energy related greenhouse gas emissions. There are various energy efficiency programmes aimed at raising awareness of measures that households can take to reduce energy consumption. Some of South Africa’s key objectives of energy efficiency in the residential sector are to mitigate the effect of peak demand on power capacity and to introduce state of the art technologies. In terms of these technologies, there is an overlap between energy efficiency and renewable energy. The widespread installation of renewable energy technologies such as SWHs has the potential to delay the need to construct new power stations. SWHs are a viable renewable energy option for South Africa. It is a mature and proven technology with the potential to address South Africa’s electricity capacity problems. Not only does a SWH provide financial savings to the customer in the long run but it offers the additional benefit of a reduction in greenhouse gas emissions to society. Although awareness of the benefits of solar water heaters is increasing, SWH uptake remains low. However the uptake is increasing due to; a SWH rebate offered through Eskom, electricity price increases which are forcing consumers to seek alternatives and a national building code requiring energy efficient water heating in new buildings which is expected to come into effect in 2012. Liquid Petroleum Gas is a low carbon emitting source of fuel for cooking. In South Africa, middle–high income households rely on the electric stove for cooking. Cooking contributes to electricity peak demand. Reducing electricity demand by replacing the electric stove would help in reducing electricity peak demand from the grid. LPG use has been increasing due to the following reasons; electricity supply shortages, shifting government policy on LPG and increasing electricity tariffs forcing lifestyle changes. This case study sought to investigate the opportunities, as well as the barriers for a Stellenbosch municipality - initiated energy efficiency programme. In terms of energy supply and demand management, the municipality has identified energy efficiency and the introduction of renewable energy sources as options for achieving sustainability. One of the barriers facing energy efficient technologies is up-front costs in the case of SWHs and the cost of appropriate equipment such as gas stoves in the case LPG. The study sought to investigate financial mechanisms that the municipality could use to overcome these barriers and promote the use of SWH and gas stove in the residential sector. Data was collected through a combination of a mini Delphi – expert opinion technique, questionnaires, secondary data analysis, telephone and personal interviews with solar water heater industry stakeholders, LPG industry stakeholders and municipal officials. The conclusion drawn from this research is that Stellenbosch Municipality can initiate its own energy efficiency programme instead of waiting for national government. Although the municipality can initiate an energy efficiency programme, it needs to find another institution to fund the programme. Funding mechanisms however do overcome the barrier of high up -front costs and high gas equipment costs making energy efficient technologies affordable. / AFRIKAANSE OPSOMMING: Suid-Afrika staan voor ʼn energiekrisis wat op twee maniere gestalte kry: elektrisiteitsopwekking wat oorheers word deur steenkoolkragstasies en huidige elektrisiteitsvoorsieningsvermoë wat nie in die groeiende aanvraag kan voorsien nie. Suid-Afrika benodig dringend nuwe kragontwikkelingsvermoë. Dit neem egter tyd om kragstasies te beplan, op te rig en in diens te stel, wat beteken dat Suid-Afrika ander opsies moet oorweeg om in elektrisiteitsaanvraag te voorsien. Dit noodsaak vinnige en innoverende maniere om in toekomstige aanvraag te voorsien. Energierendement is as “ʼn laaghangende vrug” op die energieboom geïdentifiseer ten einde beperkings in kragvoorsiening die hoof te bied en kweekhuisgasuitlatings wat met energie verband hou te verminder. Daar is verskeie energiebesparingsprogramme wat ten doel het om die bewustheid te versterk van maatreëls wat huishoudings kan volg om energieverbruik te verminder. Van Suid-Afrika se vernaamste doelstellings ten opsigte van energierendement in die residensiële sektor is om die uitwerking van spitsaanvraag op kragvermoë te verlig en om die jongste tegnologie in te voer. Ingevolge hierdie tegnologieë is daar ʼn oorvleueling tussen energierendement en hernubare energie. Die algemene installering van hernubare energietegnologieë, soos sonkragwaterverwarming (SWV), het die potensiaal om die noodsaaklikheid van die oprigting van nuwe kragstasies uit te stel. SWV is ʼn lewensvatbare nuwe energieopsie vir Suid-Afrika. Dit is ʼn ontwikkelde en bewese tegnologie met die potensiaal om Suid-Afrika se probleme ten opsigte van elektrisiteitsvermoë die hoof te bied. SWV sorg nie slegs vir die kliënt vir finansiële besparing op die lang duur nie, maar dit bied ook vir die samelewing die bykomende voordeel van ʼn afname in kweekhuisgasuitlatings. Alhoewel die bewustheid van die voordele van sonkragwaterverwarming toeneem, bly die gebruik van SWV laag. Die gebruik is egter besig om toe te neem vanweë ʼn SWV-korting wat deur Eskom aangebied word, elektrisiteitsprysverhogings wat verbruikers dwing om alternatiewe te soek, en ʼn nasionale boureglement wat energiedoeltreffende waterverwarming in nuwe geboue vereis en wat na verwagting in 2012 in werking sal tree. Vloeibare petroleumgas is ʼn brandstofbron wat vir kook gebruik word en wat ʼn lae koolstofvrystelling het. In Suid-Afrika gebruik huishoudings met ʼn middelhoë inkomste die elektriese stoof om te kook. Kook dra by tot elektrisiteitspitsaanvraag. Die vermindering in elektrisiteitsaanvraag deur die vervanging van die elektriese stoof kan help om die elektrisiteitspitsaanvraag op die netwerk te verlaag. Die gebruik van VPG het toegeneem weens die volgende redes: elektrisiteitsvoorsieningstekorte, veranderende regeringsbeleid ten opsigte van VPG en die verhoging in elektrisiteitstariewe wat veranderinge in lewenstyl afdwing. Hierdie gevallestudie het gepoog om die geleenthede, sowel as die hindernisse vir ʼn energierendementprogram wat deur Stellenbosch Munisipaliteit geïnisieer is, te ondersoek. Ten opsigte van energievoorsiening en -aanvraagbestuur het die munisipaliteit energierendement geïdentifiseer en die ingebruikneming van hernubare-energiebronne as opsies om volhoubaarheid te bereik. Een van die hindernisse waarvoor energierenderende tegnologieë te staan kom, is voorkostes in die geval van SWV en die koste van toepaslike toerusting soos gasstowe in die geval VPG. Die studie het ondersoek ingestel na die finansiële meganismes wat die munisipaliteit sou kon gebruik om hierdie hindernisse te bowe te kom en die gebruik van SWV en gasstowe in die residensiële sektor te bevorder. Data is ingevorder deur middel van ʼn kombinasie van ʼn mini-Delphi – kennermeningtegniek, vraelyste, sekondêre data-ontleding, telefoon- en persoonlike onderhoude met belanghebbendes in die sonkragwaterverwarmingsbedryf, belanghebbendes in die VPG-bedryf en munisipale amptenare. Die gevolgtrekking wat uit hierdie navorsing gemaak word, is dat Stellenbosch Munisipaliteit sy eie energierendementprogram kan inisieer in plaas daarvan om vir nasionale regering te wag. Alhoewel die munisipaliteit ʼn energierendementprogram kan inisieer, moet dit ʼn ander instelling kry om die program te befonds. Befondsingsmeganismes oorkom egter die struikelblok van hoë voorkostes en hoë kostes van gastoerusting wat energierenderende tegnologieë bekostigbaar maak.

The case for transition to a sustainable transport system in Stellenbosch

Urban transport systems are one of the chief contributors to this problem due to the dominant role of the car. Car dominated transport systems have a number of serious impacts on social, economic and ecological systems which collectively suggest they are not sustainable. The complex, global “system of automobility”, a powerful socio-technical regime, ensures that car dominated transport systems endure, despite the serious problems they generate. In the face of the power and resilience of this system, there are examples around the world of urban areas which have implemented transport initiatives which depart from the dominant paradigm of automobility. They have successfully provided viable alternatives to the car, facilitated urban forms which are supportive of green modes and “reconquered” scarce urban space from the automobile. However, there are a multitude of barriers to any transition to sustainable urban transport systems. These can only be overcome through the related processes of contestation and innovation. The case of Stellenbosch is a local expression of the global “system of automobility”. Through a combination of infrastructure, urban form, institutions, beliefs and ways of life, this system is perpetuated at a local level. In a highly inequitable developing country context, this is particularly problematic. A town primarily designed to service car mobility is best suited to the reproduction of the middle class. The poor, and others without access to a car, are at a disadvantage and movement by green modes is, everywhere, discouraged. And yet, there are a number of innovative initiatives occurring within the town which depart from the dominant paradigm, contesting its continued dominance. The path towards transition is at all times uncertain. However, it is possible to enhance the potential for transition by strengthening existing niches, contesting existing regimes and preparing for the imminent increase in landscape pressure generated by climate change and resource scarcity. / AFRIKAANSE OPSOMMING: Menslike bestaan in sy huidige vorm is onvolhoubaar. Stedelike vervoerstelsels is een van die belangrikste bydraers tot hierdie probleem weens die oorheersende rol van die motor. Vervoerstelsels waar die motor die botoon voer het ‘n aantal ernstige gevolge op maatskaplike, ekonomiese en ekologiese stelsels wat gesamentlik daarop dui dat sodanige stelsels nie volhoubaar is nie. Die komplekse, globale “stelsel van motorvervoer”, ‘n kragtige sosio-tegniese regime, verseker dat vervoerstelsels waar die motor die botoon voer in stand gehou word, ondanks die ernstige probleme wat hulle skep. Met inagneming van die krag en veerkragtigheid van hierdie stelsel bestaan daar oral in die wêreld voorbeelde van stedelike gebiede wat vervoerinisiatiewe geïmplementeer het wat afwyk van die oorheersende paradigma van motorvervoer. Hulle het uitvoerbare alternatiewe vir die motor suksesvol verskaf, stedelike vorme wat groen gebruike ondersteun gefasiliteer en skaars stedelike ruimte van die motorvoertuig “herwin”. Deur ‘n kombinasie van infrastruktuur, stedelike vorm, instellings, gebruike en lewenswyses word hierdie stelsel op ‘n plaaslike vlak bestendig en behou. Teen die agtergrond van ’n uiters onregverdig ontwikkelende land is dit in die besonder problematies. ‘n Dorp wat in die eerste plek uitgelê is om vervoer wat op motors berus, te bedien, is veral geskik vir die reproduksie van die middelklas. Die armes en diegene sonder toegang tot ‘n motor word benadeel en beweging met behulp van groen wyses word oral ontmoedig. En tog kom daar ‘n aantal vernuwende inisiatiewe in die dorp voor wat afwyk van die oorheersende paradigma wat die voortgesette oorheersing daarvan beveg. Die weg na oorgang is te alle tye onseker. “For better or worse” : domestic work and outsourced housecleaning services in Stellenbosch

Thesis (MA)--Stellenbosch University, 2012. / ENGLISH ABSTRACT: In the domestic work sector, the employment relationship between employer and domestic worker has undergone various transitions over the years. The first transition saw the transformation of a characteristically abusive master-servant employment relationship into a madam-maid employment relationship. During this transition, domestic servants moved out of masters’ houses and opt for live-out and part-time working arrangements. However, this transformation did not improve domestic work much, as the employment relationship was maternalistic in nature. Various authors documented how the personal maternalistic employment was not only emotionally draining to both maid and madam, but also that maids were still prone to exploitation by madams, as domestic work was not regulated by law. This resulted in a second transition, where outsourced housecleaning service companies transformed this personal maternalistic employment relationship into a triangular employment relationship between manager, domestic employee (former domestic servant/maid/domestic worker) and client (former master/madam/employer). The triangular employment relationship creates distance between clients and domestic employees as domestic employees are under the authority and supervision of a third person (the manager/owner of housecleaning service company). In this study, these general trends are analysed with reference to the evolution of domestic work in South Africa. While there have been many studies focusing on domestic work, few studies have documented whether this transition has transformed domestic work ‘for better or worse’ with reference to the growth in housecleaning service companies in South Africa. This study attempts to fill this void by analysing managers’, domestic employees’ and clients’ perspectives of two housecleaning service companies in the Stellenbosch area. Throughout this study, every transition is discussed in terms of nature of employment, employment relationship, working conditions and benefits for both client and domestic employee. The final chapter tries to answer the question whether housecleaning service companies are ‘for better or worse’ on both micro and macro level and the need for future research in this field of academic endeavour is spelt out. / AFRIKAANSE OPSOMMING: Die diensverhouding tussen werkgewer en huishulp het verskeie veranderinge oor die jare ondergaan. Die eerste oorgang sien die transformasie van 'n kenmerkende beledigende meester-dienaar in ʼn Mevrou-bediende diensverhouding. Gedurende hierdie oorgang, het bediendes uit die huise van die meesters beweeg na ʼn leef-uit en deeltydse werk reëling. Hierdie transformasie het egter nie huishoudelike werk verbeter nie, omdat die diensverhouding maternalisties in aard is. Verskeie outeurs dokumenteer hoe die persoonlike maternalistiese indiensneming nie slegs emosioneel dreineerend vir beide die Mevrou en bediende is nie, maar ook dat bediendes uitgebuit is deur hul werkgewers, omdat huishoudelike werk nie deur die wet gereguleer is nie. Dit het gelei tot 'n tweede oorgang, waar uitgekontrakteerde huisskoonmaakdienste die persoonlike maternalistiese diensverhouding in ʼn driehoekige diensverhouding tussen die bestuurder, werknemer (voormalige dienaar/bediende) en die kliënt (voormalige Meester/Mevrou/werkgewer) verander. Die driehoekige werksverhouding skep afstand tussen kliënte en werknemers, omdat werknemers onder die gesag en toesig van 'n derde persoon (die bestuurder) is. In hierdie studie, word hierdie algemene tendense met betrekking tot die evolusie van betaalde huiswerk in Suid-Afrika geanaliseer. Alhoewel daar ʼn aantal hoeveelheid studies oor betaalde huiswerk gedoen is, fokus min studies of hierdie oorgang, huishoudelike werk "vir beter of slegter" verander het in terme van die groei in huisskoonmaakdienste in Suid-Afrika. Hierdie studie poog om hierdie leemte te vul deur die ontleding van bestuurders, huishoudelike werknemers en kliënte se perspektiewe van twee huisskoonmaakdienste in die Stellenboschomgewing te analiseer. Deurgaans in hierdie studie, word elke oorgang bespreek in terme van die aard van indiensneming, die diensverhouding, die werksomstandighede en voordele vir beide die kliënt en die werknemer. Die rol en ervaring van die grootmoeder as familiepleegouer

Thesis (M Social Work (Social Work))--University of Stellenbosch, 2006. / An exploratory study with a descriptive design has been used in order to get more information and insight about the tendency of grandmothers as kinship caregiver (family foster parent) for their grandchildren. The researcher became aware of the increase in the use of the grandmother as a kinship caregiver, as well as the shortage of literature in South Africa. The abovementioned aspects lead to the motivation for the study. The experience of the grandmother in Kayamandi as kinship caregiver was studied. The aim of the study is to provide guidelines to social workers for service rendering to grandmothers as kinship caregivers. The literature study gave a historical overview of foster care and kinship care in both the United States of America (USA) and South Africa. Foster care was described as a process: from preventative services to permanency planning. Specific attention was given to the grandmother as kinship caregiver. As the literature in the USA focused on the Afro-American, it was decided to do the study in Kayamandi, where the grandmother as kinship caregiver is mostly isiXhosa-speaking. The sample consists out of 15 grandparents who are either Afrikaans or English speaking. The mixed methodology design model was used by mixing qualitative as well as quantitative research: structured interviews based on structured questionnaires. The study enabled the researcher to draw up a profile of the grandmother as kinship caregiver as well as the family foster child in Kayamandi. The results of the literature confirmed the results of the study; the experience of the grandmother as kinship caregiver is marked with mixed feelings, but is overall a positive experience. The recommendations focused on three areas; the grandmother, the grandchild and the experience of the grandmother as kinship caregiver. The central theme for both grandmother and grandchild was the need for support. It is recommended that future research focus on the development of support programs aimed specifically at grandparents as kinship caregivers.
