中共外交組織及其功能之研究

中共自一九四九年建立政權之初，即在政務院下設立外交部，專司對外關係的處理， 一九五四年中共政權改制後，陳屬國務院迄今。惟由於中共係一共產政權，且自始就 妄想赤化世界，實現其「世界革命」的迷夢，故中共外交與一般國家迴異，對外活動 方式不一，除了一般正統外交外，尚有所謂「人民外交」、「國際統戰」，以及對外 進行秘密滲透和顛覆工作。同時由於中共係「以黨領政」，所以中共黨中央對中共對 外政策與策略的制定居於決定性的地位，影響至鉅，故研究中共的外交組織，不能以 其外交部為足，仍應就其黨中央有關對外工作單位、「民間」組織，以及其對外關係 與活動的演變等並加整合，並對其功能的運作作檢討與分析，如此或能對中共對外政 策的制定與執行、策略的運用、及針對外關係的推展之研究有所助益，期能揭發中共 對外「既聯合、又門爭」的真面目，進而更能深入掌握中共對外關係的發展趨向。
