嘉義縣大林鎮平交道改建立體交叉工程之個案分析－－政策執行層面之探討

本論文係從政策執行角度分析個案發展始末，藉以 解當前我國政策執行所遇的問題 ，民眾影響執行過程及執行問題引發地方政治紛爭的情形；藉以研提建議，改善政策 執行技術及成效。全文計壹冊共五章十四節，約五萬餘言，其內容大略如下： 第一章緒論：在說明本文研究動機、目的、範圍與研究方法和過程。 第二章概念架構：係依據我國鐵路平交道改善計劃之特質，依據政策執行理論學者所 提概念建構一政策執行流程圖，作為本文之分析架構。主要在探討「政策內容」因素 、「政策系絡」因素與「民眾參與」等三大因素對執行過程的影響。 第三章嘉義縣大林鎮平交道改建立體交叉工程始末：即在敘述該工程制定景及內容， 並以賽局角度描述在執行過程中引發執行機關與民眾之抗衡及民眾與民眾與民眾間建 橋紛爭之全盤經過。 第四章概念架構對個案之解釋：係分別從「政策內容因素」、「政策系絡因素」、「 民眾參與」等三個層面解釋個案之執行。 第五章結論：除摘述研究結論外，並研提改進執行之建議。
