國民中小學校校長評鑑指標系統建構之研究 / A Study on Construction of the Principal Evaluation Indicators system for Elementary and Junior High Schools

本研究旨在建構國民中小學校長評鑑指標系統,了解指標系統之權重,並提出結論與建議,以供主管教育行政機關實施校長評鑑之參考,並提供後續研究之參考。 在研究方法部分,首先,以文獻分析探討校長評鑑之理論分析,了解校長評鑑之意義、相關概念、目的與程序;探討國內校長評鑑之現況;探討國內校長評鑑之相關研究;探討校長評鑑指標系統之建構,並初擬本研究國民中小學校長評鑑指標系統。第二,以專家審查問卷調查10位專家學者對本研究初擬之指標系統之意見。第三,採模糊德菲法問卷,以18位專精於校長評鑑之專家學者以及富實務經驗之校長為研究對象,以進行本研究指標系統之篩選。第四,採層級分析法問卷,以前揭篩選之指標系統為基礎建構問卷,同樣對18位研究對象進行調查,以建構本研究指標系統之權重。 根據研究之結果與分析,歸納本研究結論如下: 一、本研究建構之國民中小學校長評鑑指標系統共三階層,計有六大領域,十二個向度,三十八項指標。 二、本研究建構之國民中小學校長評鑑指標系統之第一階層各領域相對權重,排序如下:「課程與教學領導」領域佔23.3%、「學生與教師成長」領域佔21.7%、「行政領導與管理」領域佔19.9%、「政策與校務推展」領域佔13.9%、「專業成長與素養」領域佔12.1%、「資源與公關管理」領域佔9.1%。 三、本研究建構之國民中小學校長評鑑指標系統之第二階層各向度相對權重,在「課程與教學領導」領域下,以「教學領導」向度較重要,佔65.1%;在「學生與教師成長」領域下,以「學生學習」向度較重要,佔65.3%;在「行政領導與管理」領域下,以「行政領導」向度較重要,佔66%;在「政策與校務推展」領域下,以「校務推展」向度較重要,佔70.1%;在「專業成長與素養」領域下,以「理念操守」向度較重要,佔70.6%;在「資源與公關管理」領域下,以「資源管理」向度較重要,佔54.6%。 四、本研究建構之國民中小學校長評鑑指標系統之第三階層各指標相對權重,在「教學領導」向度下,以「協助教師實施多元與適性的教學與評量」最重要,佔38.5%;在「課程管理」向度下,以「主持課程發展會議,帶領教師規劃與實施學校課程」最重要,佔41.9%;在「學生學習」向度下,以「培養品德良好、身心健康的學生」最重要,佔29.2%;「教師成長」向度下,以「鼓勵教師參與課程教學研究,促進課程教學效能與創新」最重要,佔40.9%;「行政領導」向度下,以「激勵教職員工生動機,塑造學習文化與共同領導」最重要,佔31.3%;「人力管理」向度下,以「展現知人善任能力,使教職員工適才適所」最重要,佔46.6%;「校務推展」向度下,以「依照學校背景、特性與需求,型塑共享的學校願景」最重要,佔39.5%;「政策執行」向度下,以「將重要教育政策與法令融入校務發展計畫,並落實與檢討」最重要,佔44.9%;「理念操守」向度下,以「具有良好品格操守,遵守專業倫理規範」最重要,佔36.7%;「專業成長」向度下,以「具有專業責任感與服務熱忱,以專業領導同仁」最重要,佔47.7%;「資源管理」向度下,以「妥善運用各項資源,營造優質教學環境」最重要,佔36.7%;「公共關係」向度下,以「與家長、社區維持良好關係,促進交流與資源共享」最重要,佔51.9%。 最後,本研究根據研究結果,提出相關建議,俾供教育主管機關、國民中小學校長以及後續研究之參考。 / The purpose of the study is to construct the principal evaluation indicators system for elementary and junior high schools, understand the weights of the indicators system, and provide conclusions and suggestions for education administrative institutions to implement principal evaluation and future study. As for research methods, firstly, by literature review, discussing the theory basis of the principal evaluation to understand the signification, related concepts, purposes, and procedure; discussing the domestic current status of the principal evaluation; discussing the domestic related studies of principal evaluation; discussing the construction of the principal evaluation indicators system, and preliminarily develop the principal evaluation indicators system for elementary and junior high schools. Secondly, investigating the suggestions of 10 experts by questionnaire. Thirdly, selecting the indicators system by fuzzy Delphi method questionnaire for 18 experts and principals. In the final stage, constructing the weights of the indicators system by Analytic Hierarchy Process questionnaire for the same 18 experts and principals. The main conclusions are as follow: 1. The principal evaluation indicators system for elementary and junior high schools consists with 6 areas, 12 dimensions and 38 indicators in total. 2. The weights of 6 areas are: ‘curriculum and instructional leadership’ area (23.3%), ‘student and teacher growth’ area (21.7%), ‘administrative leadership and management’ area (19.9%), ‘policy and school affair promotion’ area (13.9%), ‘professional growth and integrity’ area (12.1%), ‘resource and public relations management’ area (9.1%). 3. The weights of 12 dimensions are as follow: in ‘curriculum and instructional leadership’ area, ‘instructional leadership’ dimensionis more important( 65.1%); in ‘student and teacher growth’ area, ‘student learning’ dimension is more important( 65.3%); in ‘administrative leadership and management’ area, ‘administrative leadership’ dimension is more important( 66%); in ‘policy and school affair promotion’ area, ‘school affair promotion’ dimension is more important( 70.1%); in ‘professional growth and integrity’ area, ‘idea and moral integrity’ dimension is more important( 70.6%); in ‘resource and public relations management’ area, ‘resource management’ dimension is more important( 54.6%). 4. The weights of 38 indicators are as follow: in ‘instructional leadership’ dimension, ‘assisting teachers to implement diverse and adaptive instruction and assessment’ is most important(38.5%) ; in ‘curriculum leadership’ dimension, ‘directing curriculum development conferences, and leading teachers to plan and implement curriculum’ is most important(41.9%); in ‘student learning’ dimension, ‘training moral and healthy student’ is most important(29.2%); in ‘teacher growth’ dimension, ‘encouraging teacher to participate curriculum and instructional research, and promoting curriculum and instructional innovation and efficacy’ is most important(40.9%); in ‘administrative leadership’ dimension, ‘encouraging faculty and student motivation, and shaping learning culture and participating leadership’ is most important(31.3%); in ‘human resource management’ dimension, ‘picking the right man for the right job’ is most important(46.6%); in ‘school affair promotion’ dimension, ‘according to school background, feature and needs, establishing shared school vision’ is most important(39.5%); in ‘policy implementation’ dimension, ‘integrating important education policies into school development plans, implementing and reviewing the school development plans’ is most important(44.9%); in ‘idea and moral integrity’ dimension, ‘possessing moral integrity, and compling with profession ethics’ is most important(36.7%);in ‘professional growth’ dimension, ‘possessing professional responsibility and service enthusiasm, and leading members by profession’ is most important(47.7%); in ‘resource management’ dimension, ‘properly using resources, and shaping high quality instructional environment’ is most important(36.7%); in ‘public relations’ dimension, ‘maintaining good relation with patents and community, promoting exchange ,and sharing resources’ is most important(51.9%). In conclusion, the findings and results in hope of providing suggestions for educational administrative institutions, elementary and junior high school principals, and future study.

低碳都市評估及其空間結構之分析 / Evaluating the Efficiency of Low-Carbon City and Analyzing the Effects of Spatial Structure on Carbon Emissions

都市CO2的過量排放,是造成全球氣候暖化與環境變異的主因之一。低碳都市的發展成為目前永續發展的核心議題,亦是抑制氣候暖化的關鍵。低碳都市的概念,包括空間和非空間維度。空間維度探討了都市型態、土地利用與運輸系統,非空間維度則著眼於經濟、能源使用和節能產品。然而過去低碳方面的研究,多聚焦於非空間維度之探討上,甚少關注空間維度面向,但面對全球氣候暖化與低碳發展,都市不僅可落實低碳發展政策,其規劃更在低碳都市的建設與發展過程中扮演關鍵角色。因此,本研究依循「全球考量,在地行動」之概念及方式,以低碳都市為主軸,並以空間規劃及環境經濟之角度切入,針對低碳都市衡量指標建構及分析、縣市低碳效率評估及低碳政策影響效果之探討、都市發展及空間結構與碳量間關係之探討等三項研究主題,進行實證分析與探討,企圖補強低碳都市在空間維度之論述,使都市的低碳化有所依循,亦使都市能藉此更達低碳與永續之目標。 在「低碳都市衡量指標系統之建構及探討」主題上,以台灣為實證案例,根據低碳都市的內涵、理念與目標,研撰適宜之衡量指標系統,透過因子分析定權法進行衡量指標的擇取,藉此評估台灣各縣市的低碳發展狀態。根據實證結果,顯示台灣的低碳都市評估指標系統,包括「環境品質及資源消耗」、「經濟及建設」、「財政及資源循環」、「社會狀態」等4構面,共22個指標;而台灣各縣市在低碳發展的綜合表現上,以台北市的狀態最佳,而以彰化縣表現最差。 而在「縣市低碳發展效率評估及低碳政策影響效果之探討」主題上,以台灣各縣市作為實證案例,在考量非意欲產出下(碳排放威脅、環境污染衝擊),透過DEA中的不良產出模型(Bad Outputs Model)評估縣市低碳發展效率,並藉由Tobit模型,釐清低碳政策對縣市低碳發展效率之影響效果。依據不良產出模型之效率評估結果,顯示臺北市、新竹市、臺東縣、花蓮縣在低碳發展效率上相對具有效率,且已達最適規模水準;而高雄縣是目前亟待改善的首要縣市。此外,藉由Tobit模式的實證分析,其結果顯示工廠家數、資源回收量、市區公車系統路線總長、具綠建築標章的建物數、綠地面積等變數,對縣市低碳發展效率有顯著影響,其中,除工廠家數對縣市低碳發展效率有負向影響外,其餘變數皆呈正向影響效果。而由此亦得知產業結構、資源循環利用、低碳運輸、低碳建築、碳匯規劃等低碳政策,對於縣市低碳發展效率是顯著有效的。 在「都市發展及空間結構與碳量關係之探討」主題上,以台灣各縣市作為實證案例,透過偏最小平方法的分析,實證都市發展及空間結構對碳量之影響關係與影響程度,並找出低碳都市發展中關鍵的空間規劃要素。而根據偏最小平方法的實證結果,顯示都市混合度、都市發展強度及密度與都市綠化對碳淨存量產生負向影響,亦即都市混合度、都市緊密度及綠化程度愈高,愈能減少碳淨存量;而都市工業機能、都市交通狀態對碳淨存量有正向影響,亦即都市工業機能與都市交通狀態愈高,愈會增加碳淨存量,其中又以都市交通狀態的影響效果最大。 綜合上述,本研究之研究成果包括:「釐清低碳都市模糊且紛雜的概念及內涵」、「建構適宜台灣本土的低碳都市衡量指標系統」、「評估台灣各縣市低碳發展之整體狀態」、「評估台灣各縣市之低碳發展效率」、「檢視台灣現行低碳政策對於縣市低碳發展效率之影響效果」及「找出低碳都市發展中關鍵的空間規劃要素」,期待此些成果,能作為地方政府或規劃單位於低碳目標下,進行低碳都市發展及規劃開發時之參考。 / Excessive CO2 emission is one of the main causes of causing global warming and climate change. Therefore, low-carbon urban development is currently the core issue in sustainable development, and it is also the key to curb climate warming. The concept of the low-carbon city includes spatial dimension and non-spatial dimension. The former contains the issues of urban form, transportation system, and land use planning, the latter contains the issues of economy, energy consuming, and energy saving product. The spatial dimension plays the important role in the construction and development of the low-carbon city, but only the few studies focused on. Therefore, this paper takes the spatial dimension of the low-carbon city as the main scope, and discusses the topics of “research on low-carbon city indicator system”, “evaluating the low-carbon efficiency of city and analyzing its influential policies”, and “the effects of urban development and spatial structure on carbon emissions”. In the topics of “research on low-carbon city indicator system”, this paper takes cities and counties of Taiwan as the empirical cases, and uses factor analysis to establish the appropriate low-carbon city indicator system for Taiwan. Furthermore, this paper evaluates the cities'/counties' status of low-carbon developments by this low-carbon city indicator system. According to the empirical results, there are four evaluating aspects of the low-carbon city: 1) environmental quality and resource consumption, 2) economy and construction, 3) finance and resource recycling and 4) social status. Based on the comprehensive performance of the low-carbon city indicator system, Taipei City shows the best performance, whereas Changhua County shows the worst performance. In the topics of “evaluating the low-carbon efficiency of the city and analyzing its influential policies”, this paper takes cities and counties of Taiwan as the empirical cases, and assesses low-carbon efficiency of the city by Bad Outputs Model. Moreover, this paper uses Tobit Model to analyze the influence of low-carbon policies on the low-carbon efficiency of the city. According to the result of Bad Outputs Model, Taipei City, Hsinchu City, Taitung County, and Hualien County are efficiency, and achieve the optimal scale level. Moreover, Kaohsiung County is the county in the most urgent need of improvement. Another result of Tobit model indicates that the industrial unit has the negative impact on the low-carbon efficiency of the city. Moreover, resource recovery, the total length of the urban bus route, the number of green buildings, and green area all have the positive impact on the low-carbon efficiency of the city. In the topics of “the effects of urban development and spatial structure on carbon emissions”, this paper takes cities and counties of Taiwan as the empirical cases, and uses partial least squares method (PLS) to identify the impact of urban development and spatial structure on carbon emissions. The empirical results show that the mixed land use, urban intensity and density, and urban greening all have the negative impact on carbon emissions. Moreover, industrial function and urban transportation all have a positive impact on carbon emissions. Finally, these results can be used as reference for future low-carbon urban planning and policy.

從城鄉差異的觀點,評估台灣鄉村型社區心理衛生中心之服務需求:以社會指標分析、關鍵訊息提供者與社區居民的調查等方法研究雲林縣高農業人口地區為例 / The Needs Assessment for Rural Community Mental Health Centers in Taiwan Based on the Perspectives of Urban-Rural Differences: A Multi-Method Approach including the Social Indicators Analysis, the Survey of the Key Informants and Community Residents in the High Agricultural Areas of Yunlin County

本研究以城鄉差異觀點,評估台灣鄉村型社區心理衛生中心之服務需求,具體目的有(1)分析台灣縣市及雲林縣鄉鎮與心理衛生有關之各項社會指標,以驗證社區心理衛生相關問題的城鄉差異性;(2)瞭解雲林縣及其鄉鎮關鍵訊息提供者對高度農業地區各項社區心理衛生問題嚴重程度、問題型式、地理分佈與相關在地服務資源之看法;(3)瞭解雲林縣高度農業人口鄉鎮社區居民對其村落各項相關心理衛生問題嚴重程度、問題型式、社區壓力源、因應方式與求助情形之看法;(4)由社區居民調查結果,抽取鄉村心理衛生相關問題之共同因素,並歸納諸項調查研究與指標分析結果,初步擬定出一「台灣鄉村心理衛生指標系統目錄」。 研究方法採用多方法評估策略。社會指標分析方面,共計分析台灣地區23個縣市24項及雲林縣20個鄉鎮市16項心理衛生相關問題,以比較不同農業人口分群其發生率或盛行率之差異。關鍵訊息提供者調查方面,使用自編問卷分別調查雲林縣30位與二崙與水林兩鄉69位政府單位、民間機構或專業個人等。社區居民調查方面,二崙與水林兩鄉共發出2049份問卷,回收1074份(52.4%),有效問卷為967份(41村、97.6%)。統計方法有描述統計、集群分析、t考驗、單因子變異數分析、皮爾森積差相關分析、因素分析等。 研究主要發現如下:(1)高度農業人口地區之老年、低教育程度、喪偶、外籍配偶、身心障礙、意外事故死亡、醫事人員平均服務人口數等比例明顯較高,離婚、全般刑案、竊盜、強盜搶奪、暴力犯罪、強制性交等比例則較低。(2)台灣縣市心理衛生相關嚴重問題社會指標之地理分佈概況不明顯,但雲林縣心理衛生相關嚴重問題比例則以高度農業人口的二崙與麥寮兩鄉明顯較高。(3)雲林縣與二崙、水林兩鄉關鍵訊息提供者皆認為人口外移與老化、老人問題(獨居、貧窮、安養等)、電話詐騙等問題比例較高。雲林縣關鍵訊息提供者主觀覺得口湖、台西與四湖為最亟需心理衛生服務的農業鄉鎮。二崙鄉關鍵訊息提供者主觀覺得大庄、楊賢與港後為該鄉最亟需心理衛生服務的村落。水林鄉關鍵訊息提供者主觀覺得水北、塭底與大山為該鄉最亟需心理衛生服務的村落。(4)二崙與水林兩鄉社區居民認為電話詐騙、人口外移、農產經營影響、人口老化、家庭經濟壓力等問題比例較高,青少女母親(含未婚懷孕)、家庭人數眾多、親友與鄰居死亡頻傳、自殺、性侵害、精神疾病、家庭暴力、家庭虐待等比例較低。(5)二崙與水林兩鄉居民認為「社區孤立與無望感」來自人口老化、多孤獨貧窮老人、人口外流嚴重、生活無聊、缺乏休閒娛樂等因素較多,「犯罪被害擔憂與恐懼」來自竊盜、詐騙、嗑藥吸毒等問題較多,「社區憂鬱現象」來自個人與家庭經濟壓力、失業、農業損害或收益等因素較多。(6)二崙與水林兩鄉居民認為其感受社會壓力源以治安惡化為主,農業壓力源以農產收益與自然災害為主,社區壓力源以治安不佳、衛生環境不良、缺乏休閒娛樂等較多,學校壓力源以城鄉差距大、教育與學習資源不足、課業或升學壓力、教育政策多變等較多,家庭壓力源以經濟收入與子女教養為主,個人壓力源以經濟收入、身體健康、工作壓力等較多。(7)二崙與水林兩鄉居民指出習慣(或主要)抒解或因應壓力方法,以「找人聊天」居首,只有6.5%曾求助於親友之外的專業人員。(8)雲林縣現有7個單位或機構(衛生局─社區心理衛生中心與長期照護管理示範中心、社會局─各課、家庭教育中心、台大醫院雲林分院精神科、雲林區心理衛生諮詢服務中心與生命線協會)共提供37個鄉村心理衛生相關服務項目。 本研究由社區居民調查結果,共抽取出七個因素構面並分別命名為「一般社區心理衛生問題」、「農業社區心理衛生問題」、「環境污染」、「經濟壓力」、「居住生活風險」、「犯罪」與「家庭婚姻特性」,並歸納諸項調查研究與指標分析結果,初步擬定出一「台灣鄉村心理衛生指標系統目錄」(5大指標向度,14個指標項目)。 文末,研究者並根據研究結果與國內外相關文獻,分別提出鄉村居民心理健康政策、鄉村心理衛生指標系統、農業危機服務、老人心理衛生、社區孤立與無望感、犯罪被害恐懼、環境污染心理影響、鄉村性別與族群心理議題、鄉村學校之預防功能、鄉村心理衛生服務模式等10項建議。 / The purposes of this thesis were: (1) to analyze the differences of some social indicators related to mental health of Taiwan (23 cities/counties) and Yunlin county (20 townships). (2) to understand the opinions of the key informants about community mental health problems. (3) to survey community residents of agricultural areas about the subjective perceptions of their mental health. (4) to set up a summative index of Taiwan Rural Mental Health indicators System. This research used a multi-method strategy. Data collected in the spring of 2005 included 24 social indicators of 23 cities/counties in Taiwan, and 16 social indicators of 20 cities/township in Yunlin, and questionnaires of 99 key informants and 967 community members of Erh-lun and Shui-lin Township of Yunlin County. Major findings of this study were as follows: (1)Significant differences were found in the social indicators about the numbers of older population, the lower educational status, the widowed, the foreign spouse, and the disabled, the accidental injury-related deaths in agricultural counties. In contrast, urbanized areas had higher rates of the divorced, all criminal case, larceny, robbery and forceful taking, violent crime, rape, and the average number of people serviced by per medical personnel . (2)The geographic analysis in terms of the mental health status and service needs of residents revealed no significant differences among 23 cities/counties, but significant differences among 20 cities/township (Yunlin County), Erh-lun and Mailiao had much more problems. (3)Yunlin County’s key informants indicated that the areas of Kou-hu, Tai-si and Sih-hu have high needs for mental health services. Erh-lun’s key informants indicated that 3 villages have high needs for mental health services. Shui-lin’s key informants indicated that 3 villages have high needs for mental health services. (4)Most respondents of resident sample ranked the following mental health problems as serious: fraudulent telephone calls, out-migrant, farm crisis, being elderly, and family economic hardship. (5)Most respondents of resident sample employed “chatting with others” as stress-relieving or coping method. Besides “family and friends”, only about 6.5% of respondents reported that they sought help from mental health professionals or specialists. (6)To set up the initial rural mental health indicator systems of Taiwan: a summative index consists of 14 items and is divided into five dimensions The recommendations for rural mental health policies, indicator systems, program strategies and rural mental health service delivery issues were also suggested.
