En los últimos años, el problema de la inseguridad ciudadana ha alcanzado uno de los lugares prioritarios en la agenda gubernamental. El Estado peruano ha optado por abordar este problema desarrollando una serie de estrategias que van desde la creación de sistemas de medición de la seguridad pública de naturaleza intersectorial, hasta el reforzamiento de espacios destinados a promover la seguridad y convivencia ciudadana al interior de sus diversos niveles de gobierno. Sobre esto último, un caso emblemático es la Gerencia de Seguridad Ciudadana de la Municipalidad Metropolitana de Lima (GSGC). La GSGC contribuye con el objetivo del Estado de mitigar el problema de la inseguridad ciudadana a través de acciones directas como la planificación y ejecución de operaciones de patrullaje general y selectivo, en apoyo de la Policía Nacional del Perú, prestando auxilio y protección al vecindario para la protección de su vida e integridad física, y la prestación de auxilio, protección, orden, seguridad y una convivencia pacífica de la comunidad. Asimismo, esta Gerencia cuenta con una plataforma tecnológica de generación de datos sobre crimen y seguridad que, posteriormente, serán empleados para el desarrollo de estrategias con miras a solucionar este problema público. Sin embargo, en los últimos cuatro años, dentro del ámbito de Lima Metropolitana, tanto la percepción de inseguridad, las tasas de victimización y la cantidad de denuncias por delito no han mostrado una evolución favorable; sino que, por el contrario, se ha visto una constante tendencia al alza. En ese sentido, la pregunta que dirige esta investigación es ¿cuál es el impacto de la información generada a partir de las plataformas de recopilación de datos sobre crimen y seguridad en el diseño de las estrategias de la Gerencia de Seguridad Ciudadana de la Municipalidad Metropolitana de Lima entre el 2010 y el 2014?

La situación académico-formativa de la Escuela de Oficiales de la Policía Nacional del Perú (EO-PNP) demanda una urgente intervención que permita reorientar las políticas que gobiernan la institución con la finalidad de elevar la calidad de los profesionales que egresan de la EO-PNP después de 5 años de estudio. La inversión es significativa en esfuerzo, tiempo y compromiso, empero razonable ya que muchas veces se frustra toda pretensión de elevar el desempeño y la imagen frente a la sociedad de la PNP a través del ejercicio laboral de sus Oficiales, debido a la falta de preparación para enfrentar los problemas del diario quehacer del profesional de la policía.

En nuestro país es común que a través de los medios de comunicación e informes del Gobierno, tengamos noticias sobre los fenómenos climatológicos que azotan la zona sur altoandina, principalmente en las Regiones de Puno, Arequipa y Cusco. Fenómenos climatológicos como las heladas, que consisten en un descenso de la temperatura ambiente a niveles inferiores al punto de congelación del agua, generando cobertura de hielo sobre el suelo y originadas, según el INDECI, por la invasión de masas de aire de origen Antártico, lo cual trae perjuicios no solo patrimoniales-económicos, como pérdida de cosechas, muerte del ganado, sino problemas de salud, principalmente en niños y ancianos, acarreándoles incluso la muerte.

Denna rapport undersökte huruvida akten att registrera naturvårdsinsatser vid föryngringsavverkning har en påverkan på resultatet. Med politiska och miljömässiga påtryckningar som i hög grad påverkar skogsbranschen har behovet av kvalitetssäkrad datarapportering ökat. Teknologiska framsteg har underlättat datainsamling och möjligheter till uppföljning av utförda åtgärder. Baserat på 62 föryngringsavverkningar utförda mellan åren 2021 och 2023 samlades data in under utförandefasen via semiautomatiska system kopplade till skördaren och stickprovskontroller i kvalitetsuppföljningen.Analysen omfattade hänsynskategorier knutna till lagkrav och PEFC-certifiering, tillsammans med stamkodsdata och analys av drivningsmönster. Resultaten indikerar en positiv korrelation mellan detaljerad datainsamling av naturvårdsåtgärder och högre kvalitet på naturvårdsresultaten. Detta visar behovet av standardiserade metoder, inklusive implementeringsinstruktioner och återkopplingsmekanismer, för att förbättra kvaliteten och trovärdigheten avseende både miljömässiga och produktionsmässiga mål.

Civic Space: An Architectural Framework for Urban Invention

This project represents the search for an architecture within the physical, historical, and political situation that an existing city presents. Set within the physical bounds of Savannah, it builds upon an understanding of the city as a series of Utopian propositions existing subliminally and often incongruously. As such, the project concerns the making of public space--space to relieve the culturally disjointed condition of modern urban life by acting as a sort of stage for creative expression and collective improvisation. This also involves the making of characteristic places, which by energetically acknowledging, confronting, challenging, or amplifying the cityâ s conceptions of itself, have the potential to generate both physical and metaphysical transformations. Furthermore, in response to urban development paradigms that are either senselessly uncoordinated or mechanistically authoritarian, the project proposes an alternative: the structured interweaving of a â civic layerâ of these generative urban centers, each serving a different part of the city. The centers must function architecturally as the symbols and containers of civic life, providing space and programmatic flexibility to allow for open cultural engagement while aesthetically enlivening the urban fabric and serving collectively as an index to the city at large. / Master of Architecture

A Train Station for Downtown Blacksburg, Virginia: An Analysis of Blacksburg's Urban Condition and the Insertion of a New Defining Landmark

Downtown Blacksburg, Virginia, is defined by the presence of the townâ s original sixteen blocks, situated in a four x four square gridded arrangement. The edges of the downtown area are loosely bounded by unique natural and architectural markers and by rules for urban development that contribute to the architectural vernacular of the town. Public spaces are activated by the company of these markers, and sometimes by the repudiation of the urban rules, and thus a secondary reading of public occupation within the downtown sphere manifests itself. This thesis project attempts to identify and analyze the rules and characteristics of Blacksburgâ s urbanity and to project those rules into a new feature of the downtown foursquare grid. A train station that occupies the vicinity of the historic â Huckleberryâ rail line characterizes, defines, and augments the public regions of downtown Blacksburg. / Master of Architecture

Preparing for the future: A reappraisal of archaeo-geophysical surveying on Irish National Road Schemes 2001-2010

Yes / This document reviews Legacy Data generated from 10 years’ worth of road scheme activity in Ireland to determine how archaeological geophysical surveys could be carried out on national roads in the future. The geophysical surveys were carried out by several different contractors across a range of challenging field conditions, geologies, weather and seasons. The research is based upon the results of linear schemes but also has validity for wider approaches. The findings of this research are based upon the compilation of all terrestrial archaeological geophysical surveys carried out on behalf of the National Roads Authority (NRA), a review of the success or otherwise of those surveys in comparison with ground-observed excavations and in combination with experimental surveys that tested previously held assumptions or knowledge to determine best practice methods for the future. The use and success of geophysical surveys in Ireland differ quite significantly from those in the UK, from where many of the methods of assessment were derived or adapted. Many of these differences can be attributed to geology. Ireland has a very high percentage of Carboniferous limestone geology, overlain mostly by tills and frequent occurrences of peat. These soils can reduce, to some extent, the effectiveness of magnetometer surveys; the most frequently used geophysical technique in Ireland. However, magnetometer data can be maximised in these cases by increasing the spatial resolution to produce effective results. An increase in spatial resolution is also effective generally, for enhancing the chances of identifying archaeological features by discriminating between archaeological and geological anomalies as well as increasing anomaly definition and visualisation of small and subtle archaeological features. Seasonal tests have determined that Irish soils are generally suitable for year round earth resistance assessments although some counties in the southeast of the country may experience very dry soils at the surface during some periods of the year. A variety of sampling strategies were used in the past, however it is now apparent that detailed assessments across the full length and width of a proposed road corridor are the most appropriate form of geophysical investigation. Magnetometer surveys are generally suitable for most Irish soils and geologies, although exceptions apply in areas of near-surface igneous deposits, deep peat and alluvial soils; however magnetometer surveys are not capable of identifying all types of archaeological features and other methods will be required for a full evaluation. Analysis of the Legacy Data has determined that in general the NRA archaeological geophysical surveys were historically used in a very positive way on road schemes. The range of features assessed or identified account for most types of archaeological sites in Ireland. These have provided a significant archive of case studies that will be of benefit to future archaeological geophysical research and will help to protect the globally dwindling archaeological resource that is threatened by development-led or commercially driven projects.

Absorbing Darkness

Beams of light can create volumes of darkness that help define an experience. That is an experience of darkness. Light and darkness in the enclosed space make me respond to myself. It is a canyon empty of everything, yet filled with the total absence of light. And the quality of this darkness is uniquely bewildering, what's more, a thick and viscous mass of black air that seems to brush against your face, limitless and seething. It is darkness visible. Darkness forces me to be isolated from the world. Without any external input, I start to talk to and hear from myself. As well as, I start to feel my body from top to toe with all senses except for the sense of sight. It goes slowly, and the interaction with myself, which is experiencing darkness, puts my mind in calm. In that level of calm, the experience of darkness wanes as we adjust to the environment, gradually becoming aware of people and walls and even faint shadows. This project is an attempt at designing spaces that allows a person to be absorbed in darkness. / Master of Architecture

This thesis is an investigation of embracing the figural possibilities of palimpsest through layering new construction upon extant. The existing building, a neglected warehouse in Louisville, Kentucky, is challenged by a new program that is intended to subdivide the vast, horizontal space and reconstrue the two distinctly ordered systems to formulate new interdependent spatial relationships. Filtered critical moments and continuities are explored through the implication of collapse, the embrace of datum and ideatum, and the lateral play of scale and repetition. Through development of these new relationships, the building is intended to not be a product but a construct of process, allowing particular moments of composition to exist within a collage of space and time. / Master of Architecture

Contour and Layers: An Architectural Exploration

The book is a series of plates, pictures and writings which are the results of an architectural thesis exploring, line, contour and layers. The plates are scans of original work by the author, made in a combination of media including: pencil, pastel, watercolor, photograph, study models, hand-drafted drawings, and computer aided drawings. A transcript of the presentation of the work at the thesis defense is included. The simple idea is the impression of contour by the expression of layers. The contour is a line tracing the motion and movement of architecture. Resulting from practice in drawing using pastels, pencil and paper the line, through continuity, can twist, pass over, go under and around- joining parts into an organized whole. Following a program of a modern bath, an architectural space is made, built by layers. The thesis is an architectural exploration of layers and the resultant contours. The best representation of this work is available in printed form at the Art and Architecture Library on the Virginia Tech campus in Blacksburg, Virginia. / Master of Architecture
