Revitalising executive information systems for supporting executive intelligence activities

With the increasing amount, complexity and dynamism of operational and strategic information in electronic and distributed environment, executives are seeking assistance for continuous, self-reactive and self-adaptive activities or approaches of acquiring, synthesising and interpreting information for intelligence with a view to determining the course of action - executive intelligence activities. Executives Information Systems (EIS) were originally emerged as a computer-based tool to help senior executives to manage the search and process of information. EIS was popularised in 1990's but EIS study have not advanced to a great extent in either research or practice since its prevalence in the mid and late 1990's. Conventional EIS studies have established some views and guidelines for EIS design and development, but the guidelines underpinned by preceding research have failed to develop robust yet rational EIS for handling the current executive's information environment. The most common deficiency of traditional EIS is the static and inflexible function with predetermined information needs and processes designed for static performance monitoring and control. The current emergence of the intelligent software agent, as a concept and a technology, with applications, provides prospects and advanced solutions for supporting executive's information processing activities in a more integrated and distributed environment of the Internet. Although software agents offer the prospective to support information processing activities intelligently, executive's desires and perception of agent-based support must be elucidated in order to develop a system that is considered valuable for executives. This research attempts to identify executive criteria of an agent-based EIS for supporting executive intelligence activities. Firstly, four focus groups were conducted to explore and reveal the current state of executive's information environment and information processing behaviour in the light of Internet era, from which to examine the validity of the conventional views of EIS purpose, functions and design guidelines. Initial executive criteria for agent-based EIS design were also identified in the focus group study. Secondly, 25 senior managers were interviewed for deeper insights on value-added attributes and processes of executive criteria for building agent-based EIS. The findings suggest a "usability-adaptability-intelligence" trichotomy of agent-based EIS design model that comprises executive criteria of value-added attributes and processes for building a usable, adaptable and intelligent EIS.

ICT for development reconsidered : a critical realist approach to the strategic context in Kenya's transition to e-governance

This study contributes to critical information systems research understanding of the broader strategic context of information systems initiatives in developing countries. It investigates contextual influences with structural impacts that may lead to instabilities and discontinuities in the immediate project context using a critical realist paradigm. It was informed by literature on development as discourse, ICT4D policy and technology transfer, E-Government adoption, and information systems research paradigms and applications in developing countries. A disconnection was observed between ICT4D policy practice that favors positivist technology diffusion models and research findings that suggest interpretive and critical contextual approaches. A theoretical framework was developed to reconsider ICT4D from a postcolonial country perspective by integrating critiques of modernity from Critical realism and postcolonial theory. An empirical case study investigation of change in Kenya‘s transition to E-Governance was then conducted and analyzed using a critical realist research framework, the Morphogenetic approach, supplemented by Q-methodology to study subjectivity. Finally ICT change was interpreted using critical realist concepts for structure, culture, and agency, with an overriding direction towards greater freedom. The main research contribution is a new approach to ICT4D where change is conceived within a dialectical framework that assumes people are moral and ethical beings possessing values. Research findings have implications for understanding the strategic context of E-Governance and ICT4D, time and temporality in contextual integrative frameworks, and suggest an alternative approach to strategy analysis in situations of rapid political and institutional change. They highlight the importance of political leaders and development agencies as mediators and interpreters of the strategic context. Development was conceived as a dialectical process towards transformative praxis, which together with the suggested approach to the strategic context, may require us to rethink the meaning of IS project success or failure in postcolonial developing countries.

An exploration of indirect human costs associated with information systems adoption

One of the dilemmas that information systems (IS) decision-makers encounter is the identification of the often hidden costs associated with IS adoption, particularly since most of them are reported to be external to the traditional IS budget. The review of the IS literature has identified that much effort to date has focused on the identification and measurement of direct costs, and that much less attention has been paid to indirect costs. One of the main problems reported in the literature associated with looking at indirect costs is that they are intangible and difficult to quantify, and there is evidence suggesting that these indirect costs are rarely completely budgeted for, and thus deserve a much closer consideration by decision-makers. This research investigates this view, arguing that one element of indirect costs, that is, indirect human costs (lRCs), is underestimated and little understood. The author argues that it is not possible to estimate or evaluate IHCs without first identifying all their components, yet there is an absence of models that show how such costs are allocated for IS adoption. This underpins the necessity of the present research. Proposed here is a framework of nine sequential phases for accommodating indirect human costs. In addition to this, 1) three conjectures, 2) cost taxonomy and 3) an interrelationship-mapping cost driver model of IRCs, are proposed based on the literature analysis and underpinning the conceptual phases of the framework. To test the conjectures and validate the models proposed, a case research strategy using case settings were carried out in the private sector. Empirical findings validates the models proposed and reveal that indirect human costs are perceived as costs associated with IS adoption, nevertheless not included in the evaluation process or investment proposals. However, during the empirical research, new cost factors and drivers emerged, which resulted in modifications being made to the previously proposed conceptual models. In doing so, it provides investment decision-makers with novel frames of reference and an extensive list of IRCs that can be used during both the IS budget proposals and the evaluation process of the IS investment.

Developing strategic information system planning model in Libya organisations

This quantitative research study investigated the impact of organisational context on the process and success of strategic IS planning (SISP) in post-implementation information systems in Libyan organisations. A set of direct and indirect relationships were investigated in the research model. The organisational context presented as a contingent situational variable mediated by SISP process and predicted by SISP success (the criterion variable). The causality of the relationship set was developed from the contingency theory of information systems and supported by fit models in strategic management research. The study deployed multivariate analysis represented in the structural equation modelling (SEM) to develop robust construct measurements and analyse data collected from executives responsible for information systems planning in both public and private Libyan organisations. Multi-dimensional multi-items constructs were used in the path analysis model after they were extensively validated. The path analysis model represented as mediation model, where hypothesise suggest that SISP context has an impact SISP success, through the influence of the SISP process. In the model, four dimensions of the SISP context construct were found to have a significant impact on SISP success directly and indirectly through the SISP process. Two of these dimensions are components of the leadership orientation construct, namely “Creative and Controlling” leadership. The other two dimensions are “Organisation centralisation structure and the Riskiness of organisation strategies”. The environmental uncertainty and planning resource constructs were found to have no impact on SISP success in Libyan organisations. Furthermore, this study validated six out of seven dimensions of SISP process construct measurement; only five exhibited acceptable fit level in the path analysis model and all were affected by the SISP context. However, just three out of five SISP process constructs had an impact on SISP success namely “Comprehensiveness, Focus and Intuition planning process”. Different SISP processes were associated with different levels of SISP success, “Intuition” was the most effective SISP process approach. The second most effective SISP process approach was the “Focus on innovation”, followed by “Limited comprehensiveness”. The SISP success measured by the fulfilment of key objectives that has three measurements constructs namely “Analysis, Alignment, and Cooperation”. The research suggest that under the effect of organisation context the most successful SISP produced by (CIO, CEO, or top executives) who rely less on personal judgment, focus more on innovation rather than control and limit their comprehensiveness of information systems planning process.

The dissertation discusses the impact of change management during the implementation of an IT system. The theoretical part of the dissertation is aimed at gaining information about human performance, and the implications during the implementation of the system, and also post-implementation. Literature suggests that the human factor is the key to the successful implementation of system projects. The study, which is qualitative in nature, makes use of face-to-face interviews for the collection of evidence, as well as questionnaires as add-on tools to support the underlying constructs and research questions posed within the study. The use of data obtained from the research interviews, as well as survey data, has provided the research study with the necessary validity, reliabilityand trustworthy data to support the research results, findings – and to be able to make some recommendations. The reason for the failure of system implementation projects is often due to poor implementation during the project. It is important to place the importance of people on a par with technology and processes. A holistic approach would be the most likely to result in the acceptance – and the efficient and effective use of the implemented system. Communication, training and management participation are common means of addressingany fears of change, and to build trust. Guidelines for the usability evaluation of a BI application within a coal mining organization

Business Intelligence (BI) applications are consulted by their users on a daily basis. BI information obtained assist users to make business decisions and allow for a deeper understanding of the business and its driving forces. In a mining environment companies need to derive maximum benefit from BI applications, therefore these applications need to be used optimally. Optimal use depends on various factors including the usability of the product. The documented lack of usability evaluation guidelines provides the rationale for this study. The purpose is to investigate the usability evaluation of BI applications in the context of a coal mining organization. The research is guided by the question: What guidelines should be used to evaluate the usability of BI applications. The research design included the identification of BI usability issues based on the observation of BI users at the coal mining organization. The usability criteria extracted from the usability issues were compared and then merged with general usability criteria from literature to form an initial set of BI usability evaluation criteria. These criteria were used as the basis for a heuristic evaluation of the BI application used at the coal mining organization. The same application was also evaluated using the Software Usability Measurement Inventory (SUMI) standardised questionnaire. The results from the two evaluations were triangulated to provide a refined set of criteria. The main contribution of the study is the heuristic evaluation guidelines for BI applications (based on these criteria). These guidelines are grouped in the following functional areas: visibility, flexibility, cognition, application behaviour, error control and help, affect and BI elements. / Information Science / M.Sc.
