2014 年2月OCLC WebJunction 發表,美國博物館與圖書館協會(Institute of Museum and Library Service,簡稱IMLS) 贊助,發表圖書資訊專業領域能力索引 (Competency Index for the Library Field) 的更新版本,原本版本於2009年發表,圖書資訊專業領域能力索引可協助館員辨識與獲得專業領域相關的知識、技能,2014 年2月所出版的版本著重21世紀所需要的技能(21st Century Skills)、對圖書館資料與評估的當責(Accountability)及社區貢獻度 (Community Engagement)。索引的內容可區分為5大項目,36 個次項目,我們可從此看出圖書資訊專業所需技能與規劃館員繼續教育之課程方向與內容。 / MOOCs are Massive Open Online Courses that enroll anyone wishing to attend for free. Early MOOCs, which emerged out of the OER movement, are known as Connectivist MOOCs [aka cMOOCs] and emphasize both active student learning and knowledge creation using a wide range of tools that are (1) shared with fellow students and (2) openly licensed for use and adaption [i.e. community-generated OERs]. The more widely known MOOCs, xMOOCs, rely on video lectures by professors, some student interaction, and online educational tools. These register students in the tens of thousands and some have numbered as many as 160,000 in a class – making it impossible to provide professorial support. None provide access to institutional library collections. They are very expensive to produce and funded by investors or major institutions. Essays in Corporate Finance and Credit Markets

Thesis advisor: Philp E. Strahan / This dissertation is comprised of three essays which examine the interactions among credit market innovation, corporate finance, and information intermediaries. In the first essay, I study the role of credit default swaps (CDS) in reducing credit supply frictions for corporate borrowers. I find that firms whose CDS is included in a major CDS index--the CDX North American Investment Grade index--have significantly lower cost of debt, and in response rely more heavily on debt for external financing. To address the potential endogeneity of index addition, I use a regression discontinuity design by exploiting the index inclusion rule, which allows me to compare firms that are just above and below the index inclusion cutoff. I show that index inclusion improves the liquidity of underlying single-name CDSs, which enables constituent firms' debtholders to better hedge their credit risk exposure. My findings suggest that CDS market benefits investment-grade borrowers by alleviating the supply-side frictions in credit markets. In the second essay, we investigate the role of proxy advisory firms in shareholder voting. Proxy advisory firms have become important players in corporate governance, but the extent of their influence over shareholder votes is debated. We estimate the effect of Institutional Shareholder Services (ISS) recommendations on voting outcomes by exploiting exogenous variation in ISS recommendations generated by a cutoff rule in its voting guidelines. Using a regression discontinuity design, we find that in 2010-2011, a negative ISS recommendation on a say-on-pay proposal leads to a 25 percentage point reduction in say-on-pay voting support, suggesting strong influence over shareholder votes. We also use our setting to examine the informational role of ISS recommendations. In the third essay, I examine how Moody's ratings have responded to the introduction of Credit Default Swap (CDS) market--an important innovation in credit markets in the past decade. I find that ratings quality of CDS firms, measured as default predictive power, improved significantly after the onset of CDS trading, consistent with a disciplining role of the CDS market. I show that ratings become more accurate in terms of less failure to warn (i.e. rating a defaulter too high) which is not accompanied by a rise of false alarms. In addition, rating downgrades are significantly more likely to be preceded by negative outlook or a watch for downgrade. The results are robust to controlling for the endogeneity of CDS trading. Overall, the evidence suggests that, in response to the CDS market developments, Moody's ratings become better at differentiating bad issuers from good ones as opposed to a "cookie-cutter'' approach to more conservative ratings. / Thesis (PhD) — Boston College, 2016. / Submitted to: Boston College. Much has been written and several studies have been make concering the organiation and proper use of advisory councils. This problem at the present time calls for additional study and evaluation.

Public participation in planning: a case study of Canberra A.C.T.

Traditional models of public participation in planning have been criticized as 'top-down' segregating planners from ordinary citizens; thus, there has been a quest for greater public involvement in planning decisions and policy-making. The public demands a greater voice in planning and development affairs. To provide public input into the planning process, planning agencies often establish Citizen Advisory Committees (CAC) to involve the public in planning decisions. The increasing redevelopment pressure in inner city suburbs in most Australian cities has led to the creation of many advisory groups for advising planning agencies and Ministers for Planning on planning and development matters. These advisory committees usually consist of people of diverse backgrounds elected, selected and/or appointed by the planning agency to provide community input into planning policy making. However, little is known about the context and operational process in the consultation processes of advisory committees. Much of the existing literature on public participation lacks widely applicable evaluation approaches for determining whether the existing context and process is fair and effective in the participation process. As complex social phenomena, public participation processes are influenced by contextual factors. This thesis examines the Terms of Reference and the operational process of planning advisory committees, and evaluates them through two proposed meta-criteria: fairness and effectiveness. LAPACs in Canberra have been selected for the evaluation of the participation process, providing a basis to develop a conceptual model for its improvement. The analysis is based on a theoretical framework, which focuses on the criteria of fairness and effectiveness in the public participation process. This study uses a qualitative approach to data analysis using multi-method techniques such as focus interviews, document analysis and participant observation. The interviews were conducted with LAPAC members and other planning community who were directly or indirectly involved in the ACT's consultation process, and aware of its planning decisions. They are development proponents, the enthusiastic wider public, planning staff, the Minister for Planning, and planning spokespersons of political parties. The data provide insight into the details of the proposed criteria to evaluate the fairness and effectiveness of a participation process. The results suggest that improving the participation process in a planning advisory committee requires changes in committee protocols, operational processes and planner roles in conducting the participation processes. Specifically, there needs to be a move away from static processes toward more strategic, active and accountable processes. This thesis suggests some practical steps, in order to ensure greater fairness and effectiveness in the participation process of a planning advisory committee, and recommends the proposed evaluative criteria as a new framework for evaluating planning advisory committees.

Forming Peer Advisory Groups in Agriculture: An Alternative Application of Cluster Analysis

A "peer advisory group" essentially melds a business advisory board with a peer group. Peer advisory groups consist of business managers who meet together for the purpose of mutual self-improvement and learning through the sharing of experiences. The entire peer advisory group concept encompasses many variations and this research focuses on groups consisting of farm managers. Unfortunately, some farm managers who wish to participate have expressed frustration with group formation: they find it difficult to identify suitable individuals to participate in a peer advisory group with. Peer advisory groups can take many forms, and experts have suggested an individual should specifically seek out people interested in the same type of group. For example, an individual who wants to strictly focus discussion on production issues should seek out other individuals who also seek to focus on production discussions. Some individuals have suggested that some type of "clearinghouse" organizations could be beneficial in assisting individuals with the peer advisory group formation problem. Such an organization would likely need to adapt some sort of method for identifying individuals who have interest in a similar type of group. Although this could be approached from several different angles, one possible approach involves the practice of cluster analysis?a wide set of procedures intended to break down a set of objects into "clusters" of individuals with similar attributes. Cluster analysis comes with several attractive benefits; however, literature includes countless variations in the methods and criticisms of certain aspects of the methodology. This thesis focuses on using cluster analysis to assist with peer advisory group formation. More specifically, this thesis seeks to answer the following question: how could a clearinghouse organization apply cluster analysis methods to a pool of candidates to effectively create peer advisory groups congruent to the individuals' needs and wants? An approach was proposed which differs slightly from traditional cluster analysis methods, and this was applied to a hypothetical pool of candidates, along with several control methods. The proposed approach was found to most effectively create peer advisory groups which fulfilled the desires of the individuals.

The purpose of this study was to understand the current situation of junior high school teachers¡¦ perception and actual use of services or support provided by Compulsory Education Advisory Group in Kaohsiung Municipality, and to investigate the relationship between the perception and actual use of junior high school teachers. This researcher, through this study, aimed to offer related suggestions for Compulsory Education Advisory Group in Kaohsiung city in order to improve its operation model in the future. The methodology of this study was a questionnaire survey. The subjects of the study were certificated junior high school teachers in Kaohsiung city. ¡¥¡¥Questionnaire about perception and actual use of the services or support provided by Compulsory Education Advisory Group in Kaohsiung city¡¦¡¦, which was developed based upon literature review, was adopted as tool for this survey. 700 questionnaires were issued while 569 valid questionnaires were received, with valid sample rate of 81.3¢H. The collected materials were analyzed to obtain conclusions through a variety of statistical methods, such as descriptive statistic, T-Test, One-Way ANOVA, Pearson Correlation, and Simple Regression Analysis. The main conclusions of the study are as follows: 1. Junior high school teachers¡¦ perception of services by Compulsory Education Advisory Group in Kaohsiung Municipality are below the middle level, with the highest on the domain of ¡§holding curriculum and teaching workshops¡¨. 2. Junior high school teachers¡¦ use of services provide by Compulsory Education Advisory Group in Kaohsiung Municipality are below the middle level, with the highest on the domain of ¡§holding curriculum and teaching workshops¡¨. 3. Teachers of male, social study field, with part-time administration chores and in smaller schools, have generally higher degree of perception of Compulsory Education Advisory Group¡¦s services. 4. Teachers of male, aged between 31 and 50, years of teaching between 6 and 20, social study field, with part-time administration chores and in smaller school, have generally higher degree of use of Compulsory Education Advisory Group¡¦s services. 5. There is a positive correlation between junior high school teachers¡¦ perception and actual use of services provided by Compulsory Education Advisory Group in Kaohsiung Municipality. 6. Junior high school teachers¡¦ perception of services by Compulsory Education Advisory Group in Kaohsiung Municipality has a significant prediction of their actual use, with the highest with the domain of ¡§providing teachers teaching materials¡¨. Based upon the above conclusions, the researcher offers several related suggestions to the education authority, Compulsory Education Advisory Group, junior high schools, advisory group members, and junior high school teachers as references to operate the Group more effectively in the long run.
