An Exploration of Key Factors of Attracting Investments in Kaohsiung Export Processing Zone

Since the EPZ was set up in 1966, it has attracted foreign investment, introduced technology, opened up foreign trade and provided employment opportunities. When EPZ was first set up, it had every kind of investment-rewarding regulations, ¡§One-stop Window¡¨ administrational measures, so it could attract a lot of foreign and overseas Chinese capitals. But, after 2 years, the 68-hectare area was not enough for using. The EPZA has continuously expanded the zones up to 9 so far: the total area is about 576.81 hectares. The EPZs are export-oriented, their products are all exported, and the professions have increased step by sep, including trade, logistics and warehouses, software consulting and related industries. Its capital resources were mainly from Europe, U.S., Japan and Hong Kong, but converts into domestic mostly now, with 47.79%, the highest ratio. The Zones¡¦ industrial structure also changed from the original garments, plastics and leather with more than 55% to electronics & electric machinery with 80% the most now. The Export Processing Zone Administration (EPZA) has also coped with the era trend changes by innovating the policies and functions, such as efforts in zone transformation, deregulations, trade liberalization and industrial clustering. As the accumulations of Taiwan¡¦s capital and technology and the enormous changes both in global politics and economy, the in-zone enterprises have also changed the industrial structures and production processes, walk out the OEM shadows and walk in the ODM, so as to produce and do marketing by themselves and to expand the markets. They have transformed from labor-intensive industries of garments, plastics, leather to capital-intensive high-tech industries of IC, LCD, optics, precise tools, information software and digital content and so on. When Taiwan¡¦s producing costs are rising little by little, the enterprises form all over the world are moving to the mainland China and the booming southeastern Asian countries to reduce costs and grip the markets. It is the question how to mold the more suitable investment environment to lure the Taiwanese enterprises come back home and the foreign investment turn around to Taiwan. This study made the in-depth interviews and did the questionnaires to scholars, government agencies and the industrial circle for over 30 copies. This study also analyzes the key factors of attracting investment by AHP hierarchical analysis method. The results revealed that, firstly, the enterprises¡¦ interactions and the neighboring of customers, the benefits of industrial cluster and the completion of supply chain of down and up stream, are vital to attract investment. Secondly, the completion of the in-zone infrastructure is the most important key factor for attracting investment. Thirdly, The EPZA ¡¥s favorable measures and administrative efficiency are also the prior considering factors. This study suggested that the administration units should upgrade the functions of their in-zone administrative steps, build the modern facilities of the infrastructure and attach importance to the living functions, strengthen the cooperation between industries, governments and schools, and propagate the investment-rewarding measures offered by governments to the enterprises, so that the governments¡¦ good policies can truly do favors to the in-zone enterprises, and thus construct the zones¡¦ better investment environment and attract investment.

Research on Performance Measurement for the R&D Department

Toady, the rapid changes in business environment of shortened product life cycles and advanced technology, drew the attention upon research and development¡¦s (R&D) contribution to competitive advantage. As a result, valuing the performance of R&D has become exceedingly important. This study established a general framework of R&D performance measurements by reviewing and organizing literatures and researches on R&D performance, along with giving an insight on what are the most valued measurements with applying the Analytic Hierarchy Process (AHP) method. The questionnaire which developed from AHP was filled by senior managers of R&D. Valuing from industry and R&D function perspective, we had the results of four similar core R&D performance measurements of Customer Satisfaction, Technology commercialized, Market Share, and Technical achievement. However, the individual ranking from these perspectives, are quite different. In the sense of high-technology and traditional industry, having the same top five measurements of Customer Satisfaction, Market Share, Technical achievement, Technology commercialized, and Profitability, the ranking for each industry is differ. As for new product development (NPD) and process improving function, having the same four out of five core R&D performance measurements of Customer Satisfaction, Market Share, Access to New Market, and Technology commercialized, the ranking for each function is differ. The results for priorities and weights of each R&D performance measurements, are not only giving an insight on the most preferred measurements, but also when coming for measuring performance, the weights upon the measurements should be considered for more accuracy in performance evaluation. Also the indifference of core measurements for differ industries or R&D functions, which indicates when establishing performance measurement in practice, there can be same measurements; however there should be different ways upon valuing, since the priority for them are different.

A Study of Strategy Evaluation of Steel Materials Shot-Blasting and Painting Industry

ABSTRACT ¡§A¡¨ company concentrates on ¡§Water Jet¡¨ business for more than twenty years, it had grown slowly and steadly. For this reason, the founder would like diversify his existing business from coping as the spinouts of Plastic Group and CPC Corporation, Taiwan. ¡§A¡¨ company did some investments, they are shot-blasting and rust remover automatic machine. And because politic, economic and environment evaluation factors, the spinouts couldn¡¦t be build up as they expected. Thus, results of related business were not good. The research analyze the related potential business by interact effects of vertical integration to break through its difficult position and then expend its business to step into the ¡§Blue Ocean Market¡¨. The research way of this case was adopted a two-steps method. The first step was quality inquiry, and than made use of AHP method to do some related pilot survey. Ten companies of three types industry were subjects of this study. They were the manager of piping assembly industry, structural steel industry and steel plates industry. There were ten questionnaires in quality investigation and quantification item of each step. All together, there were forty questionnaires. The key point of this research was to do qualitative statistical analyze and compare and calculate index weight to apply the order of priority for suitable business classification. By the AHP¡¦s research and questionnaires of the vertically integratation of sandblasting factory in the in the field of Taiwan, we have found the medium-term and long-term result is atmospherics and steady on the first phase which we have asked people to choose the appropriate category. What the heaviest weight of the quantifiable computation is the steel sheet industry (47.1%)¡Aplumbing industry is next best(29.2%). Therefore, the second stage of the research is order of steel sheet industry. The result of qualitative statistic in second stage are ¡§high value-added¡¨ and ¡§optimistically long-term¡¨. The order of result of quantifiable questionnaire is ¡§tank manufacture¡¨, 34.6%; ¡§bridge reinforcement¡¨, 31.3% and ¡§sewage pipe¡¨, 27.8%. As to ¡§large case beam¡¨ just accounts for the weight 6.4%, it does not adapt to make the vertical conformity of process products in sandblasting industry. The weight of the first three products is very close, that means three products also to be adaptable to make the vertical conformity. Most recent Internet users who would like to gather information will use the Search Engine first but lots of them will also focus in certain special Thematic Website to acquire more complete and in-depth information. Based on this demand, there are more and more such websites created and grown with high efficiency. This trend reveals that Thematic Website has equal scale of advertising business opportunity as Search Engine Website. However, there are numerous competitors providing the homogeneity website in this information-rich environment. Under this condition, how to grasp the unique value and correct operation of the direction for such websites is the focus of development strategy. Moreover, how to operate virtual community to create content (co-create) and gather the knowledge by network interaction is a main trend for Thematic Website to enhance competitiveness and cohesion of the user currently. Therefore, the research of this thesis was aimed to analyze the key success factors of Thematic Website by conducting the management and development of the virtual community within this kind of website, including their interaction behavior and the commercial activity. The main research way is to explore the relevant literatures that discussing the successful factor of information content website and management of virtual community, and then to compile a viable theme with these arguments about the successful factor related to the subject in this thesis. According to Analytic Hierarchy Process (AHP), we designed the questionnaire and invited the webmaster and senior users belonged to two successful Thematic Websites (BAHAMUT and Fashion Guide) to be the research objects. Through the calculating with the data weighting and further analysis, the conclusion is provided in this thesis to make recommendations for Thematic Website development and business strategy on the frame of reference.

In Taiwan, under the competitive environment that exported fruits enter the market gradually, domestic fruits should manifest their features through the establishment of product brands and governmental certifications. In addition, the consumer behavior such as consumers¡¦ habits and characteristics of choosing domestic fruits will become the key factors whether domestic fruits will have great market share successfully. Therefore, this study intends to explore what the key factors are when our countrymen choose domestic fruits. Through Analytic Hierarchy Process (AHP) Method, the key indicators that our countrymen choose domestic fruits have been established. Through complete collections of related literatures, including the collections and the explorations of literatures such as consumer behavior, Consumer Decision-Making Model, product attributes, and consumers¡¦ characteristics of choosing fruits, this study has constructed the key indicators that our countrymen choose domestic fruits, in which the aspects of product, consumer habit and policy are included. The aspect of product includes brand, product feature, product price, product package style, product quality, product classification, and product safety and hygiene; the aspect of consumer habit includes purchase purpose, source of information, promotion activity and purchase location. Finally, this study is of the opinion that governmental policies play a key role in the aspect of policy. Therefore, the aspect of policy has also been classified as the main dimension in this study, including the sub-principles such as promotion policies, quality certification by the government, the government¡¦s policies of imports and exports, traceability and so on. Through the analyses and retrievals of the questionnaires answered by the experts in the fields of production, official, and academia, related suggestions about marketing have been proposed, and provided as the reference for the supply and distribution units such as agriculture associations, fruit and vegetables cooperatives, and production-marketing groups and so on to select and set up related products and strategies. As a whole, this study has found out that as for the key factors that our countrymen choose domestic fruits, the most emphasized ones are: the aspect of product¡]0.406¡^¡Ö the aspect of consumer habit ¡]0.361¡^¡Ö the aspect of policy¡]0.233¡^. In other words, in terms of the aspect of policy (traceability, quality certification by the government, promotion policies, and the government¡¦s policies of imports and exports), consumers are less easily affected by the factor of the aspect of policy, aimed at the issue of the key indicator that our countrymen choose domestic fruits. In the perspective of related agriculture units, there is still room for improving the effort made according to our country¡¦s agriculture policies. In the future, the guiding principle for improvement needs be drawn up actively, aimed at the previous effort in the aspect of policy made by related agriculture units. In addition, in this study, related research suggestions have been proposed, aiming at the directions such as product safety and hygiene, brand strategies for domestic fruits, consumers¡¦ purchase behavior, package styles, and so on.

A Study on Site Selection Decision Making for Multinational Tanning Industry¡¦s Overseas Vertical Integration Investment¡V a Model from A Company

In the decade of 1990s, many traditional industries of Taiwan, especially those of labor intense type, began to transfer their production lines to off shore sites for their foreign direct investment. Many of them were following their customers¡¦ migrations to China, Vietnam and other Southeast Asian countries based on the need of upgrading their competence through supply chain integration and taking advantages of the abundance in human resource and lower labor cost in these countries. This study applies tanning industry A company as a model which became a multi-national corporate (MNC) by establishing its first tannery in Taiwan during the 1980s, building up its second factory in China in 1998 and then opening its third one in Vietnam for mass production in 2004. Concerning the environmental and water conservation issues, the three tanneries of A company utilize a production process using wet blue instead of salted hides that most tanneries use as raw material to make finished leather as products. In the past few years, the volatility in hide market price, over capacity in the tanning industry worldwide, and customer¡¦s bargaining power increase made a dramatic fall in the margins of tanning industry. Suffering from the low margins, A company is seeking the possibility of vertical integration in raw material supply by investing a beam house tannery with slated hide as raw material to make wet blue for its three tanneries producing finished leather. This study focused on the critical factors in the site selection decision making for A company¡¦s overseas wet blue tannery investment. In this study, the high level management members of A company and selected experts from other tanneries were interviewed with a pretest questionnaire and then an AHP questionnaire on the critical factors in site selection decision making for multinational tanning industry¡¦s overseas vertical integration investment. The answered AHP questionnaires were analyzed with software Expert Choice 2000 for Analytic Hierarchy Process(AHP) analysis. The conclusions of this study based on the AHP analysis results include: 1. The critical factors in site selection decision making for multinational tanning industry¡¦s overseas vertical integration investment: the decisive elements in level two and level three of the AHP model as well as the ranking in priority of all decisive elements. 2. The suggested most favorable site for A company to invest a wet blue tannery for its vertival integration.

Proposta metodológica para mapeamento de vulnerabilidade à inundação

A expansão dos centros urbanos, determinada pela demanda de áreas, está fortemente associada à vulnerabilidade da população. Este avanço, muitas vezes ocorre em direção a ambientes frágeis como margens de rios, encostas e mananciais. Desta maneira, as mudanças no ambiente, deflagradas pelas atividades antrópicas, têm contribuído fortemente para maior exposição da população e consequente impactos relacionados às inundações, em relação às inundações. Os mapeamentos de vulnerabilidade são medidas não estruturais muito importantes para avaliar as características de determinada população, que as tornam mais ou menos propensas aos impactos de uma inundação. Desta forma, o objetivo principal deste trabalho é propor uma metodologia, baseada na utilização de SIG, para mapeamento de vulnerabilidade à inundação a partir da integração de dados censitários e de outras fontes, usando como estudo de caso o município de Igrejinha, RS. Determinou-se- como unidade de estudo a mancha urbana presente em cada setor censitário do IBGE. Foram elaborados 10 indicadores distribuídos em 3 dimensões que buscaram avaliar aspectos demográficos, sociais e de infraestrutura e saneamento. Os dados utilizados são provenientes do IBGE e também de outras pesquisas realizadas no município por outros autores. Compreende-se nesta pesquisa que cada indicador possui uma importância diferente e atribui-se um peso especifico para cada indicador e dimensão pelo método Analytic Hierarchy Process (AHP). Os pesos foram atribuídos por especialistas da área e por agentes de Proteção e Defesa Civil. Os pesos foram atribuídos para duas fases distintas do gerenciamento de um desastre: resposta e recuperação. Através de ferramentas presente em SIG, foi utilizado o método dasimétrico para os dados à mancha urbana de cada setor censitário. Como resultado obteve-se um mapa de cada indicador e dimensão, bem como o mapa final de vulnerabilidade à inundação. Foram gerados mapas com pesos atribuídos para resposta e para recuperação. Em cada mapa gerado pode-se obter as áreas mais vulneráveis da área de estudo, que corresponderam as Zonas de Interesse Social de Igrejinha. Para observar certos aspectos que poderiam acarretar na vulnerabilidade, segundo o indicadores utilizados, foi empregada a ferramenta Google Street View. Devido ao seu baixo custo, bem como a facilidade da obtenção dos dados, a metodologia proposta pode ser replicada em qualquer município brasileiro. / The expansion of urban centers, determined by area demand, is strongly associated with the vulnerability of the population. This breakthrough often occurs toward fragile environments such as riverbanks, slopes and springs. In this way, environmental changes triggered by anthropic activitythe changes in the environment, triggered by the anthropic activities, have contributed strongly to greater exposure of the population and consequent flood impacts. Vulnerability mappings are very important non-structural measures to assess the characteristics of a given population, which make them more or less prone to the impacts of a flood. Along these lines, the main objective of this work is to propose a methodology, based on the use of GIS, to map vulnerability to flood, from the integration of census data and other sources, using as a case study, the municipality of Igrejinha, RS. The urban spot present in each IBGE census tract was used as the unit of study. Ten indicators were elaborated in three dimensions that sought to evaluate demographic, social, and infrastructure and sanitation aspects. The data used come from IBGE and also from other surveys conducted in the municipality by other authors. It is understood in this research that each indicator has a different importance and is assigned a specific weight for each indicator and dimension by the Analytic Hierarchy Process (AHP) method. The weights were assigned by specialists in the area and by Civil Protection and Defense agents to two distinct phases of disaster management: response and recovery. By means of tools present in GIS, the dasymetric method was used for the data to the urban spot of each census sector. As a result, a map of each indicator and size was obtained, as well as the final map of vulnerability to flooding. Maps with weights assigned for response and retrieval were generated. In each generated map, it is possible to observe the most vulnerable areas of the study area, which corresponded to the Igrejinha Social Interest Zones. In order to observe certain aspects that could lead to vulnerability, according to the indicators used, the Google Street View tool was used. Due to its low cost, as well as the ease of obtaining the data, the proposed methodology can be replicated in any Brazilian municipality.

A avaliação de desempenho organizacional faz parte da gestão de empresas que possuem uma postura competitiva. Um sistema de avaliação de desempenho deve ser capaz de verificar se a empresa consegue atingir seus objetivos estratégicos, verificando a performance de seus processos e o atingimento de suas metas. O presente trabalho está inserido neste contexto, apresentando o desenvolvimento e a implantação de um modelo de Avaliação Global de Desempenho (AGD) em uma empresa prestadora de serviços para laboratórios, a Rede Metrológica RS. Primeiramente apresenta-se a revisão de quatro modelos de medição de desempenho existentes na literatura: o Balanced Scorecard, o modelo Quantum, o modelo do Capital Intelectual e o modelo Hoshin Kanri. Também é apresentado o método de análise multicriterial Analitycal Hierarchical Process (AHP), que foi utilizado para avaliar a importância dos processos de uma organização e seu impacto em relação à estratégia da empresa. A revisão teórica é complementada pela apresentação da função preferência, que foi implementada na avaliação dos indicadores de desempenho e do atingimento de suas metas. A implantação do modelo de AGD foi contemplada através da execução de seis etapas: (i) Avaliação da estratégia da empresa; (ii) Levantamento dos processos e sub-processos críticos da empresa; (iii) Desenvolvimento e implementação de indicadores de desempenho; (iv) Identificação da importância dos processos e sub-processo, relacionando os mesmos com a estratégia da empresa, através do AHP; (v) Avaliação dos indicadores de desempenho com o uso da função preferência; (vi) Implementação da função de AGD. Ficaram evidentes os benefícios decorrentes da implantação do AGD, que gerou informações relevantes para a organização, além de possibilitar uma visão sistêmica dos processos internos da empresa. O modelo de AGD também permitiu criar uma sistemática de gerenciamento visual de suas atividades através de uma matriz de indicadores, bem como a implementação de um mapa de desempenho global, indicando o desempenho de cada processo da organização. / The organizational performance evaluation is part of the competitive companies’ management. A performance evaluation system must be capable to verify if the company reaches its strategical objectives, checking its processes performance and the goals achievement. In this context, this work presents the development and implantation of a Global Evaluation Performance (GEP) model in a laboratory services company, the Rede Metrológica RS. First it presents four performance measurement models that can be found in literature: Balanced Scorecard, Quantum model, Intellectual Capital model and the Hoshin Kanri model. In addition, a multicriterial analysis method, the Analytical Hierarchical Process (AHP) is presented. This method was used to evaluate the company’s processes importance and also its influence and its impact in organization’s strategy. The literature review is complemented presenting the desirability function, that evaluates the performance pointers and its goals achievement. The GEP model implantation was developed through six different stages: (i) Company strategy evaluation; (ii) Survey of organization’s main processes and sub-processes; (iii) Performance pointers development and implementation; (iv) Processes and sub-process importance identification, relating them to the company’s strategy, using AHP; (v) Performance pointers evaluation, using the desirability function; (vi) GEP function implementation. The GEP implantation benefits were notable, because it came up with important information for the organization, besides making a global idea of the company’s processes. The GEP model also allowed creating a visual management of its activities through a pointers matrix, as well as the implementation of a global performance map, indicating organization’s process performance.

Proposta para a avaliação de fornecedores em empresas com gestão lean

O presente trabalho tem como objetivo principal o desenvolvimento e apresentação de um modelo para a avaliação dos fornecedores. O modelo proposto contempla os critérios do conceito lean sendo que fornece uma análise abrangente para tomada de decisão na área de suprimentos. O trabalho realizado envolveu 05 etapas: (i) identificar e selecionar os principais critérios para a gestão de fornecedores lean; (ii) realizar a ponderação dos critérios através do método AHP (Analytic Hierarchy Process); (iii) definir os indicadores a serem utilizados para a análise dos fornecedores em cada subcritério; (iv) calcular o peso relativo de cada indicador através da análise da interdependência entre os subcritérios e os indicadores; (v) testar parcialmente o modelo através da aplicação do mesmo em um grupo de produtos na realidade de uma empresa. A principal contribuição desta dissertação é a proposição de um modelo que combina o método AHP (Analytic Hierarchy Process) utilizada para a tomada de decisão com múltiplos critérios com o método QFD (Quality Function Deployment) capaz de traduzir estes critérios em diretrizes para a gestão do fornecimento. Do ponto de vista prático, a importância desta dissertação reside no fato de apresentar um modelo relativamente simples para a sistematização da criação de indicadores de fornecimento. Também é enfatizado o alinhamento dos fornecedores com a filosofia de gestão lean. Os resultados obtidos recomendam a utilização deste método. / The main objective of this work is to develop and present a model for supplier’s assessment. The proposed model includes the criteria of lean concept that provides a comprehensive analysis for decision making in the area of supplies. The work involved 05 steps : ( i ) identify and select the main criteria for management of lean suppliers , (ii ) through the methodology AHP (Analytic Hierarchy Process) realize the weighting of the criteria , (iii ) define the indicators to be used for the analysis of vendors in each sub-criterion (iv ) calculate the relative weight of each indicator by analyzing the interdependence between the criteria and indicators , (v ) teste this model through the application in a group of products in a company . The main contribution of this paper is to propose a model that combines the methodology AHP (Analytic Hierarchy Process), used for decision making with multiple criteria with QFD methodology (Quality Function Deployment) able to translate these criteria into guidelines for the supply management. From a practical standpoint, the importance of this work lies in the fact that a relatively simple model for the systematic development of supply indicators. It also emphasizes the alignment of suppliers with the lean management philosophy. The results recommend the use of this methodology.

O modelo de AGD também permitiu criar uma sistemática de gerenciamento visual de suas atividades através de uma matriz de indicadores, bem como a implementação de um mapa de desempenho global, indicando o desempenho de cada processo da organização. / The organizational performance evaluation is part of the competitive companies’ management. A performance evaluation system must be capable to verify if the company reaches its strategical objectives, checking its processes performance and the goals achievement. In this context, this work presents the development and implantation of a Global Evaluation Performance (GEP) model in a laboratory services company, the Rede Metrológica RS. First it presents four performance measurement models that can be found in literature: Balanced Scorecard, Quantum model, Intellectual Capital model and the Hoshin Kanri model. In addition, a multicriterial analysis method, the Analytical Hierarchical Process (AHP) is presented. This method was used to evaluate the company’s processes importance and also its influence and its impact in organization’s strategy. The literature review is complemented presenting the desirability function, that evaluates the performance pointers and its goals achievement. The GEP model implantation was developed through six different stages: (i) Company strategy evaluation; (ii) Survey of organization’s main processes and sub-processes; (iii) Performance pointers development and implementation; (iv) Processes and sub-process importance identification, relating them to the company’s strategy, using AHP; (v) Performance pointers evaluation, using the desirability function; (vi) GEP function implementation. The GEP implantation benefits were notable, because it came up with important information for the organization, besides making a global idea of the company’s processes. The GEP model also allowed creating a visual management of its activities through a pointers matrix, as well as the implementation of a global performance map, indicating organization’s process performance.
